12-year-old Khairpur girl escapes neighbour’s rape attempt

A 12-year-old girl managed to escape a rape attempt by a known sex offender in her village in Khairpur on September 17. The suspect has now been arrested.

In an interview to Dunya News, the girl explained that Zohaib Hussain is her relative and brought her some ice for the water cooler. When she went to wash the ice, Hussain entered her house.

“He tried to molest and harass me but Allah saved me and I ran away. I am so grateful to God that he saved my honor,” she said.

“My younger brother came when I screamed for help. He [brother] kicked him [Hussain] and by then another younger brother had also woken up… that is when [Hussain] left the house. I then went running to my mother.”

The girl’s family says her father and uncle were beaten up and jailed for almost four hours after they refused to forgive the offender during a meeting on September 19. They said Hussain raped two other girls in the village, but was never caught due to his family’s influence.

Hussain is now in police custody. An FIR was registered against him at the Hangor Ja police station under Section 376 (rape) and Section 511 (attempt to commit offenses) of the Pakistan Penal Code.

A person close to the family told SAMAA Digital that the girl’s family has now moved because of continuous threats from Hussain and his family.

According to SAMAA TV correspondent Shafique Shar, this is the 15th rape-related news report within a month that has been reported from Khairpur.

On Tuesday, two men raped a 13-year-old girl near the city’s Kot Diji.

The survivor and her parents told the media that the rapists were from their own community. The survivor said they took her to a deserted place and raped her.

Relatives protest as body of minor boy, killed after suspected rape, found in Karachi

The body of an eight-year-old boy, who was kidnapped and allegedly raped before being murdered, was found in Karachi’s FB Industrial Area, prompting his relatives to block the main road in protest, police said on Friday.

A suspect who allegedly killed the child was also arrested from the same area.

The victim, aged between seven to eight years, had gone missing in Shafiq Colony, Block-22 of Federal B Area, at around 6:30pm on Thursday, the area’s Station House Office Farrukh Shaharyar said.

He said the family did not lodge a missing report. Instead, announcements were made from mosques in the area around 10:30pm.

At about 12-12:30am, residents spotted a man who was carrying something in a cloth bag (made out of a bedsheet). They got hold of him and discovered the boy’s body in the bag, according to the officer.

In the meantime, around two dozen relatives and neighbours of the victim also reached the scene. They neither informed police nor handed over the suspect to authorities.

The SHO said they reportedly held a ‘jirga’ to settle the issue. However, an assistant sub-inspector of police, Zakir Naeem, who lived in the area came to know about the incident and informed Madadgar-15.

Police rushed to the spot, took the suspect into custody and sent the boy’s body to the Abbasi Shaheed Hospital to fulfil legal formalities at around 1:30am.

Quoting doctors, SHO Shaharyar said there were no apparent injury marks on his body. However, some bruises were seen on the child’s neck.

The doctors reserved the cause of death for the chemical examiner’s report. They told investigators that the boy had been subjected to sexual assault.

Police registered a case against the held suspect on the complaint of the victim’s father on charges of murder and rape.

During the initial probe, the suspect at times admitted to having raped and killed the boy but at other times denied doing so, the SHO said.

SHO Shaharyar said that police had obtained information from the area that revealed that the suspect had also been involved in sodomy cases in the past.

The suspect was stated to be a neighbour of the victim.

On Friday, relatives of the boy while carrying his coffin protested on the main road near Shafiq Mor and demanded strict punishment for the arrested suspect. As a result of the protest, traffic moving from Nagan Chowrangi to Sohrab Goth was diverted to alternative routes.

In a similar incident, the torched body of a minor girl was recovered earlier this month from Karachi’s Old Sabzi Mandi area, two days after she was reported to have gone missing.

Police had said five-year-old Marwah had been kidnapped and raped before being murdered and torched.

The incident had angered residents of the area, who had staged a protest on the main University Road after her burial.

A report by the NGO Sahil had revealed in March that a total of 2,846 child abuse cases were reported from across the country in 2019, with data showing that more than eight children suffered some form of abuse every day in Pakistan last year.

Two arrested for allegedly raping minor girl

LAHORE: The Punjab police claimed on Sunday to have arrested two persons for allegedly raping a seven-year-old girl in Layyah.

A police spokesperson said that the incident occurred in the jurisdiction of Pir Jigi police station, Layyah.

The spokesperson claimed that upon receiving information, police immediately registered FIR 115/20 as soon as the incident was reported and arrested both the accused named Riaz and Ijaz. He said the girl has been shifted to hospital for medical treatment while further action is being taken against the accused as per law.

Is there a national level crime reporting center in Pakistan where such incidents can be reported online?
There is an extremely disturbing video circling around on whatsapp and I am wondering if I can report it to law enforcement in a Pakistan?

I already sent an email to PM’s house but I wonder if it will get checked?

KARACHI: A man was arrested for allegedly attempting to rape a 12-year-old girl and later, trying to throw her off a building in the city's Clifton area.

The incident is said to have taken place on September 25 when four men allegedly took a girl to inside a building in Clifton's Shah Rasool Colony to rape her.

However, the rape attempt failed when one person informed the alleged victim's brother and mother that the men had forcibly taken the minor inside the building.

Police said that when the two reached the building, the suspects were attempting to throw the girl off the building. The girl's brother called the 15 police helpline to inform them of the development.

Three suspects were able to flee while one was caught and handed over to police. The alleged victim's mother said that she was not satisfied with the progress being made in the case, adding that the incident took place on September 25 and police have failed to arrest the other three suspects since then.

An eight-year-old boy, whose body was found hanging from a tree, was murdered after allegedly being raped in Balochistan's Killa Abdullah district, it emerged on Friday.
According to Killa Abdullah Assistant Commissioner Jahanzeb Sheikh, unidentified persons raped and strangled the child to death in Kali Davian area in the suburbs of Killa Abdullah.

A search for the child was launched two days ago (on Wednesday) after he left his madressah temporarily but did not return to the seminary nor reached his home.

His body was later found hanging from a tree on Wednesday evening, Sheikh said, adding that a first-information report was registered the same day against unidentified persons and authorities were carrying out a search operation to arrest them.

The report of a post-mortem examination performed on the child in Quetta proved that two people had sexually assaulted him, he said.

The incident has come to light two days after the body of a two-and-a-half-year-old girl, Zainab, who had gone missing on Tuesday evening while playing with other children outside her house, was found near Charsadda.

On Thursday, Charsadda police said the minor girl appeared to have been assaulted and tortured before being killed.

The hashtags #JusticeforZainab and #AnotherZainab were used on Twitter by netizens to express outrage over unabated cases of abuse and murder of children in the country.

Photos of the child's body were circulated on social media with many users comparing the incident to the 2018 rape and murder of eight-year-old Zainab Amin in Kasur.

Zainab Amin had gone missing on Jan 4, 2018, and five days later, a police constable deputed to trace the girl recovered her body from a heap of trash near the Shahbaz Khan Road.

Being the 12th such incident to occur within a 10-kilometre radius in Kasur in one year, Zainab's rape and murder had sparked outrage and protests across the country.

In March, a report by the NGO Sahil had revealed that a total of 2,846 child abuse cases were reported from across the country in 2019, with data showing that more than eight children suffered some form of abuse every day in Pakistan last year.

Police on Tuesday arrested nine suspects after the body of a nine-year-old girl, who was allegedly raped and strangulated to death, was found in Sindh's Khairpur district, officials said.

The minor girl, a resident of Laung Khan Larik area near Pir Jo Goth, had gone missing on January 9 and her body was found in a banana orchard near her home on Monday, according to Khairpur police.

Sukkur range Deputy Inspector General (DIG) Fida Hussain Mastoi told Dawn from the scene that the victim used to work as a housemaid at a house located at around a kilometre’s distance from her residence.

Her father is a motorbike rickshaw driver and has eight children, the officer said.

The girl often used to stay at her employers' house and it was in the knowledge of her parents, which is why they did not notice her absence until a day after she went missing. “But when she didn’t return home for two days they approached the family [where she used to work] and came to know that the girl had left two days earlier and did not stay there,” the DIG said.

When the parents mounted a search in the area, they found a part of her slipper and when efforts to locate her were accelerated, they found the utensils that she used to carry to bring food home.

“The parents eventually found her body in the nearby banana orchard,” DIG Mastoi added.

He said the footprints of two suspects were also found near the spot where the child's body was found.

The girl's postmortem was performed at Pir Jo Goth rural health centre (RHC), while a medical examination suggested that before being strangulated, she was subjected to rape, according to the DIG.

“Police have picked up nine suspects so far,” he said.

A case was registered against three unidentified persons under Sections 302, 376/2, 364-A and 201 of the Pakistan Penal Code and Section 7 of the Anti-Terrorism Act on the complaint of girl's fathers at Pir Jo Goth police station.

In the FIR, the complainant said that his daughter had left home on Jan 9 to work at a haveli in Hadal Shah village but did not return for two days. He said when inquired about her whereabouts, the owner of the house where she worked said the girl had not come to their house for the last three days.

The father said he then started a search with the help of relatives and found her body in the same village. He alleged that three people had subjected her to rape and then strangulated her in the orchard.

Meanwhile, Khairpur police sent samples of the girl and blood samples of the suspects for DNA testing to the Forensic & Molecular Biology Laboratory of the Liaquat University of Medical and Health Sciences (LUMHS),

8 children abused per day

The abusers were acquaintances of the victims or victims’ families in 822 cases while strangers were involved in 135 reported cases, according to the report titled 'Cruel Numbers'.

The report said that in 98 cases, the victims were between the age of one to five years; in 331 cases, they were between six and 10 years of age; while the largest number of cases (490) involved victims between 11 to 15 years of age.

As sad and heart wrenching as it gets, I hope the culprits are brought under the weight of law.

Also see the bold underlined above.
This may not be directly related to the incident and every child should be safe regardless, but ask yourself, why was this kid sent to someone's home to work, and had utensils to bring home the left overs?

It's because the father cannot provide food.

I mean, why the heck do you have to have 8 kids when you can't put food on the table for them?

These kids are brutalized with no fault of their own, by the cruel and sick elements of our society.

If you can't afford them, don't bring them to the world.

Unfortunately, you can't educate them/

And hence I keep saying, free male vasectomy, and free female tubal ligation should be easily available and accessible to everyone in Pakistan. Specially to the underprivileged and poor families both in rural and urban areas. There is no other easy way.

Gut-wrenching incident. Till Pakistan manages to control its population, no progress can be made and we will keep on hearing such news. This person who is dirt poor has right children. This is utter madness!

No political leader has the guts to talk about family planning and birth control because they fear the righr-wing. Remember what happened when Imran attended a seminar on population control in two years ago? All hell broke loose with many attacking the PM for promoting Western and anti-Islamic values. As a result of the uproar, birth control is not a priority of the present government. Shameful!

Some poor parents continue to have children because it means more sources of income. For instance, many parents procreate so that as soon as their child is 6 years old, he/she could be sent off to work at somebody’s house in the city and they could chill at home. There is also a BBC documentary on it.

I believe the problem of having very large families is very much prevalent in overseas Pakistani families too. It is a part of our culture to have as many kids. An innate part of our lifestyle. The reason for having a large family amongst overseas Pakistanis is usually financial.

A woman, who was allegedly gang-raped by Bahauddin Zakariya Express staff last month, was also filmed during the heinous crime by the suspects, investigating officer told a local court on Saturday.

According to Express News, the case was heard by a judicial magistrate in Karachi. During the hearing, the investigating officer revealed that the shocking act was filmed by the suspects, adding that the team working on the case needed more time to recover the mobile phones, the video, and the uniforms of the suspects.

He requested the court to extend the remand for two days, which was granted.

The arrested suspect in relation with the case included Mohammad Zahid, Aqib Munir, Zohaib, Amir Raza and Abdul Hafeez. Two suspects have been identified by the victim in court.

As per the FIR, the victim, a resident of Karachi's Orangi Town, was divorced by her husband a few months ago. Her husband hails from Muzaffargarh, where she had gone to visit her children on May 26.

She left Muzaffargarh the very next day for Karachi but could not get a ticket from Multan station. The woman boarded the train without a ticket but got one on the train. However, she had to travel without any seat.

The victim, in her statement to the police, said that when the train left Rohri Station, Zahid approached her, offering to give her a berth in an AC (air-conditioned) compartment.

The woman said the ticket-checker followed her to the compartment and sexually assaulted her while giving life threats to stay mum. Later, Aaqib and Zohaib also raped the helpless woman in the same compartment.

Woman raped on Karachi-bound bus

DERA GHAZI KHAN: A woman was raped by the conductor of a private bus during her travel from Bhakkar to Karachi.

Jampur police registered a rape case and arrested the suspect.

According to the first information report (FIR) registered on complaint of the woman, a resident of Punjgraeen in Bhakkar district, she was travelling to Karachi by the bus of Adil Shah Company when the vehicle stopped at a hotel for passengers’ refreshments. She was sleeping when other passengers got off the bus. The conductor found her alone in the bus and raped her.

On receiving a call on the emergency 15, Jampur police reached a roadside hotel near Jampur where Karach-bound buses used to have a short stay. Police inspected the bus and recorded statements of the woman as well as eyewitnesses. Prime Minister Shehbaz Sharif has taken notice of the incident and directed the Punjab inspector general of police and the additional IG south Punjab to furnish a report on the incident within 24 hours.

It’s not a rare incident in which a woman has been subjected to rape during travel. On June 30, a woman was gang-raped by two train guards when she was travelling on a Rawalpindi-bound train. She had disembarked from the train in Faisalabad.

In an earlier incident, a 25-year-old woman was gang-raped by the staffers of a Karachi-bound train on the night between May 27 and May 28. Five suspects were arrested in the case.

1) Is it really them or is the police just scoring brownie points?

2) If it is them did the police kill them first and then stage an “encounter”?

The body of a minor girl, who was raped and murdered, was found in an open manhole in Karachi’s Surjani Town on Wednesday, according to police and hospital officials.

A statement issued by Surjani police on Wednesday said the girl, aged around five to six, went missing in Surjani Town yesterday after Iftar, and her body was found in a sewerage manhole today.

West Senior Superintendent of Police (SSP) Faisal Bashir Memon also confirmed these events, saying the girl’s body was found in the morning.

He said initially it was assumed that she might have fallen into the manhole and drowned, but “police sent her body to the hospital where a lady doctor confirmed that she was subjected to criminal assault”.

The Sindh government will be filing an appeal next week against the acquittal of a retired school teacher in a sodomy case by a Khairpur court on April 27, the provincial government’s spokesperson and Chief Minister’s Law Adviser Barrister Murtaza Wahab told Dawn.com on Saturday.

According to Wahab, the government will file an appeal upon the release of the court’s detailed judgement regarding the school teacher’s acquittal.

“He was acquitted through a short order on April 27 by additional district judge-IV. The reasoning was not yet given thus the appeal is not filed so far,” Wahab told Dawn.com, adding that he tasked Sindh’s prosecutor general for the job.

The provincial government spokesperson said the appeal would be filed before the Sindh High Court’s Sukkur bench. “This will certainly take a few days till we get the detailed order of the trial court,” Wahab added.

The National Database and Registration Authority (NADRA) introduced a new platform National Sex Offenders Registry (NSOR), coupled with an SMS verification for citizens to identify sex offenders of children and women.

The NSOR service helped citizens and institutions across the country to identify and track individuals who have been convicted of sex crimes against children and women. It is a dynamic database of sexual convicts, said a news release issued here on Saturday.

The links are established with various law enforcement departments and provincial governments so that updates are made in real time. This move is aimed at making the service more dynamic and responsive to the needs of the institutions and people at large in preventing sexual violence and abuse. An SMS-based verification service will alert citizens, employers and departments to beware of such culprits.

“This initiative has always remained closer to my heart, which is a critical step toward safeguarding women and children from sexual violence and abuse” said Chairman of NADRA Tariq Malik.

He announced that citizens can now use this service to verify the CNIC number of individuals being hired for household chores, at mosques, colleges, universities, or any other employment to ensure they are not sexual convicts, have a clean record and can be trusted around women and children.

The Chairman NADRA said, “Preventing even a single instance of child or woman from sexual abuse is not just an act of protection but also an investment in the future of our country.

We owe it to the weakest of the weak, and our nation has to take this responsibility seriously. We must recognize that preventing children and women from sexual abuse is not just a matter of punishing offenders, but also of creating a culture of safety and protection for the most vulnerable segments, Children and women. Only then can we ensure that the next generation has the opportunity to thrive and succeed.”

Only 5.33pc of sexual assault suspects in Punjab convicted over three years: report

In an alarming disclosure, only 5.33% of sexual assault suspects in Punjab were convicted over the past three years, highlighting significant flaws in the justice system.

According to a report, merely 10.66% of gang rape suspects and 35.33% of those involved in murder during rape or gang rape have been sentenced in the same period.

Punjab Police data paints a bleak picture of 2022, where only 5% of rape suspects were convicted. Out of 3,642 rape cases registered, 2,880 suspects were arrested, but only 220 were convicted, while the majority were acquitted.

In 2023, the trend continued as 4,152 cases were reported, leading to the arrest of 2,898 suspects. However, convictions dropped further, with just 196 suspects punished—again, a conviction rate of only 5%.

The first ten months of 2024 saw 3,678 rape cases registered. Police arrested 2,498 suspects, but only 178 were convicted. This translates to a mere 6% conviction rate, with 2,921 suspects acquitted during the same period.

The situation for gang rape cases is equally dismal. Over three years, 1,365 gang rape cases were registered, leading to the arrest of 1,959 suspects. Yet, only 37 suspects were convicted. Conviction rates for gang rape declined from 20% in 2022 to 7% in 2023, and a shocking 5% in 2024.

Cases involving murder during rape or gang rape fared slightly better but remain far from satisfactory. Sixteen such cases were registered in the last three years, resulting in the arrest of 152 suspects, with only eight convictions.

Challenges in the Prosecution System

Punjab’s Prosecutor General, Syed Farhad Ali Shah, acknowledged systemic flaws in the prosecution process, citing measures underway to address these issues. “Specialized training is being provided to prosecutors handling sexual assault cases to improve conviction rates,” he said.

He further noted that one key reason for acquittals is the manipulation of witnesses and complainants by the accused. “Ensuring full protection to witnesses and complainants is crucial. Without this, cases often end in settlements that result in acquittals,” Shah remarked.

Legal experts call for unified efforts

Legal mind Burhan Moazzam stressed the need to address weaknesses in the investigative process, which benefits suspects. “To ensure justice, all relevant departments must work in coordination,” he said, emphasizing that systemic reforms are essential to bring perpetrators to justice.

The report underscores the urgent need for judicial and investigative reforms to tackle the alarmingly low conviction rates in sexual assault cases, which continue to deny justice to survivors and embolden perpetrators.

Seven-year-old Karachi boy raped before being murdered, autopsy reveals

KARACHI: Investigators are now treating the death of a seven-year-old boy, whose body was found in an underground water tank of the high-rise building he lived in 11 days after his disappearance, as a murder case after a post-mortem report confirmed that he was subjected to a sexual assault before being killed.

On January 7, Mohammed Sarim had gone to a madressah on the premises of the same apartment complex he lived in but did not return. On Jan 18, he was found dead in the underground water tank of the same complex.

Doctors who performed the autopsy had said that the marks of injuries on the body suggested that it was “not an accidental death”.

The police had expressed the possibility that the water tank was not properly covered and that may have caused the boy to fall inside if he was playing nearby.

However, the report of a post-mortem examination, a copy of which is available with Dawn, has concluded that the minor boy was subjected to a sexual assault.

The report, prepared by Medico-Legal Officer Dr Ghazanfar Ali Shaheryar of the Abbasi Shaheed Hospital, stated that the victim had suffered 12 different injuries/wounds on various parts of the body and “all are ante-mortem’ (prior to death) except one injury (number four)”.

Although the body was found 11 days after his disappearance, the autopsy report stated that the boy had died “approximately four to five days” before the post-mortem examination.

The fresh findings cast doubt on investigators’ efforts to recover the child, as it appeared that he was alive at least a week after his kidnapping.

However, DIG-West Irfan Ali Baloch told Dawn that the exact cause and time of the death was yet to be ascertained by doctors and he had not received the reports in this regard.

The officer added that a teacher of the seminary where the victim studied was already in custody of the police and his DNA samples were being taken for cross-matching with the samples of the victim boy.

No tangible progress in abducted boys’ kidnap case

DIG-South Syed Asad Raza told Dawn that three suspects had been detained for interrogation in a case pertaining to the kidnapping of two minor boys in the Garden area.

Five-year-old Aliyan and six-year-old Ali Raza, both friends and neighbours, were abducted by a couple riding a motorcycle when they were playing outside their homes on Siddiq Wahab Road in Garden West on Jan 14.

The DIG said a five-member investigation team was taking every possible effort for the safe recovery of the children.

Moreover, with the help of technology, it had transpired that the children were taken away from the Dhobi Ghat area of Garden and their last location was traced at Kashti Chowk in Lyari, the DIG said, adding that the investigators had also conducted geo-fencing of the area.

Meanwhile, Karachi police chief Additional Inspector General Javed Alam Odho on Monday met senior investigators to review progress of the boys’ kidnap cases.

He issued directions for safe recovery of the missing children, said a police spokesperson in a statement.

He also asked the officers to expedite the investigation and provide every possible help to the families.

The meeting was attended by DIGs, district SSPs of both operation and investigation wings and the chief of the Anti-Violent Crime Cell.

Muzaffargarh girl dies by suicide after alleged sexual assault

A 17-year-old girl died by suicide after she was allegedly raped and impregnated in Punjab’s Muzaffargarh, police said on Monday.

According to a first information report (FIR) dated April 12, a copy of which is available with Dawn.com, the girl had informed her father and elder sister that her uncle and cousin raped her two months ago after which she became pregnant.

Her body was found at around 4pm, the victim’s father said in the FIR.

The complainant cited the pregnancy as the reason behind her suicide and urged authorities to take action against the suspects.

Police spokesperson Wasim Khan Gopang said that the police had arrested the two men and registered a case against them.

Muzaffargarh District Police Officer (DPO) Rizwan Ahmad Khan said that the culprits allegedly responsible for the death of the minor will be punished to the fullest extent of the law.
