Me personally would go for Dwight Shrute from the office US or Chandler from friends.
 
For me it's Paulie from The Sopranos or even Saul Goodman in his own weird way
 
The combination of Chandler Bing and Joey Tribiani



Dwite Shrute vs Jim Halpert was hella funny too.
 
Michael Scott from The Office for me or Tom Haverford from Parks and Rec.

Eric Mathews from boy meets world ,Chandler and Joe from friends,Jake Peralta-Gina from Brooklyn nine nine, Mr Bean.
 
Sir Humphrey Appleby is the funniest for me. Eric Cartman and Ron Swanson are also hilarious.

Hands down for me it's Alan Partridge if you can appreciate the British humor, followed by Matt Lucas and David Walliams and just about all their Little Britain characters.

It is my personal opinion of course but having been raised up in west I have experience from both set of cultures and I am afraid no one come close to the names I mentioned above.

Over the years have probably watched the whole Mr Bean series a good twenty or so times over. Always a good laugh.

Ali G always cracks me up as well. Never gets old.

Arthur Spooner played by Jerry Stiller from King of Queens would probably round up the top three for me.
