The bus is understood to have been returning from the Amarnath Cave pilgrimage site when militants launched an attack in Anantnag district.
It is thought the target was vehicles at a counterinsurgency base.
The attack, which also left at least 12 wounded, could raise tensions.
Hardline Hindu groups linked to Prime Minister Narendra Modi's ruling party have long wanted to see tough action against the armed revolt against Indian rule in the Muslim-majority region.
Mr Modi tweeted: "Pained beyond words on the dastardly attack on the peaceful Amarnath Yatris (pilgrims) in Jammu and Kashmir.
"India will never get bogged down by such cowardly attacks and the evil designs of hate."
However, a police source told the BBC the attack did not appear to be aimed at the bus.
A coalition of Kashmiri separatists has condemned the attack, and no militant group has claimed it.
The attack comes after some hardline separatist leaders said they welcomed the pilgrims - about 100,000 of whom have already completed the journey - as their fight is not with ordinary Indians.
Another police source told the BBC the bus was not properly registered, and should have been off the road by the time of the attack, at 20:20 local time (14:50 GMT) on Monday.

According to the BBC, a police source said that the bus was not the target, it was simply caught in the cross-fire.
I am supporter of the Kashmiri right to self determination and the Ind armies brutality shows how little support they have but this murder of the innocent can never be justified.
It's sad that 3rd world countries never let people to have self determination.

Two things are certain;
1. Attacks by Muslims in western cities will always be claimed by Isis
2. Attacks by Muslims in India will always be blamed on Pakistan or "Pakistani militant groups"
Indian media is a PR service for its security forces so no surprises there.
Pretty much and its easy to see why they do it. After 9/11 there has been a big push towards Islamists worldwide, with their enemy being a Muslim and being inundated with Islamist groups it was a dream for them. Any attack in India could then be claimed as an Islamist attack backed by Pakistan. Had Pakistan been, say Buddhist, then maybe there would have been more reflection on themselves instead of blaming us 24/7.

Amid emotional scenes at the police line in Anantnag, many pilgrims who survived the attack say they are lucky to be alive.
The district hospital was full of injured survivors.
The owner of the bus, Harsh Desai, was among the injured.
"I saw five to six gunmen right in front of our bus. They were firing indiscriminately and throwing stones at our bus. I told the driver not to stop and just keep driving," he told the BBC.
Nearly all the survivors praised the driver, who did not stop the vehicle and got them to safety, only stopping near an army convoy 2km (1.24 miles) away. Many say that without him, the death toll would have been much higher.
An elderly woman said her sister who was sitting next to her and a man behind her both died in the attack, though she did not suffer any injuries.

Latest reports say that the terrorists surrounded the bus from three sides before opening fire.Some posters trying to prove that these terrorists were innocent of killing the pilgrims and it happened by mistake.

A terrorist attack is a terrorist attack be it in Amarnath or London or Paris or APS.It has to be condemned not defended.
Pilgrims were the targets of the terrorists according to eyewitnesses and victims. Why is it so hard to understand ? If you have any conflicting reports from their side post it.

Except it wasn't a terrorist attack, even if you consider the militants terrorists. It was an attack against security forces who are a valid target for insurgents. You want to conflate this incident with a terrorist narrative so you can brand these militants terrorists by saying they targeted civilians indiscriminately, when it was anything but.

You've got one eyewitness account saying he saw gunmen in the dark and vast majority of others saying it was too dark to see anything and had no idea what was happening. If you see guns going off you try to take cover, you don't shine a torch to check whether they were militants or security forces unless security forces carry water balloons.
He saw gunmen, simple. This account hasn't been mentioned in other articles and didn't cause even a number of Indian newspapers to change their crossfire stance. Go check the articles, there's no attempt for militants to target pilgrims. There was only one previous incident involving pilgrims in 2001 and that was in retaliation to the babri mosque massacre. Kashmiris welcome pilgrims as can be seen on various videos online.
Get over your morbid desires to use this attack to justify attacks on Kashmiris. By the way, do you condemn the murder of Kashmiris or is it during such incidents that your interest is piqued?

The memo, marked“top secret,” warned that a “sensational attack by terrorist outfits cannot be ruled out” in the region. The intelligence report, dated June 25, and verified as authentic by The Associated Press, said, “terrorists havebeen directed to eliminate 100 to 150 pilgrims and about 100 police.”

Police said the attack began with gunmen unleashing a hail of bullets on an armored police vehicle and, soon after, on a nearby police patrol. They said that a bus carrying 60 Hindu pilgrims had been passing through the area when the patrolling police and militants were exchanging fire, and that some bullets struck the bus and its passengers.

My assessments are based on news reports from trustworthy sources. More news will be reported in coming days, in fact Inspector General of kashmir already revealed the names, photos of suspected terrorists and terrorist organizations behind the attack

The bus wasn't supposed to be travelling at this time, so it's foolish to suggest this was a pre planned attack on the pilgrims. The attack was against the police, most likely as an opportunist attack not pre planned and the civilians got caught up in the cross fire.
India must take the blame for their deaths, as they have created the conditions for people to resist against their security forces who are systematically terrorisng a whole population.
I've actually called them insurgents/militants. Most foreign governments may well have called it a terror attack, the news reports are clear on this issue. Who knows who they were referring to as 'terrorists'? There's always two sides to a conflict.
That'd explain the terrorist angle. It's not the first time governments have used the terrorist narrative to increase surveillance and absolve themselves of blame. I'm surprised India's growing economy hasn't been able to buy any influence to have Western media label Kashmiris terrorists, even with the massive terrorism narrative we see around the world.. They're still referred to as 'gunmen', 'insurgents', etc.
