The Bangladesh team is scheduled to tour Pakistan from January 18 to play two Tests and three T20Is, however, the tour remains uncertain seeing as BCB higher-ups said that they will just play the T20I series and not the Tests.

No its not. ICC will judge that. Teams are well within their rights to pull out due to security or govt not clearing etc and other valid reasons.
Though clownery of BCB is not a valid reason. Still PCB has to go to ICC amd get prove it.

Bangladesh should either comes to Pakistan or cancel the tour saying they dont want to play in Pakistan and not force the home country to shift the matches to neutral venue! Are they going to pay the expenses? I dont think they can afford to..

As surprising as this may sound, PCB actually is dealing with this in quite a professional manner.
I have no idea why BCB is vehemently refusing to tour us? Their entire roster was up for grabs in the PSL drafts (a month long affair) yet playing two tests (as defined by the official FTP) is a no-no??

If ICC feel that security is sufficient enough to send its elite panel of umpires and match referees to officiate the matches between the prescribed dates, then a no show of Bangladeshi team members and officials on such dates is a clear forfeit considering PCB have provided ample proof of correct security arrangements to the ICC. I would be surprised if the decision goes otherwise, this is the reason why India plays Pakistan in ICC events knowing that its a forfeit when it is an ICC hosted event.

India has signed the MPA so its bound by that to play in ICC matches, as long as govt clears it.
If BD govt clears the tour the tour then BCB has to tour.If not then ICC will decide what to do.

Think we should schedule the tests after the England tour. To quote some of the other posters, the SL tour also went off similarly t20 building confidence for test.
I think both boards should come to the position that "we will continue to consult on the the logistics for the test tour, while using the t20 tour as a factor in decisions on safety"
Hope they can keep the egos out of it.

If the govt orders a team not to tour, can they tour?
Aus Eng didnt go to Zim.
Pak didnt come to India.
India didnt go to Pakistan.
So it happens.
Thing is, BCB still hasnt clarified what their govt has said.

Yes this is correct but logically what will ICC do in this case? They cannot be hypocritical in booking plain tickets for all of its officials and reimbursing travel/accomodation costs for them and at the same time siding with BCB who think its unsafe. That would be hypocritical of ICC.
BCB are basically looking to avoid this but also not have points deducted, it just wont work and it will create a huge mess in the future to clean up.

Yes but ICC is not compelled to rule it as a stalemate. ICC will most likely award full points to Pakistan. Pakistan will lose out due to not fulfilling sponsorship and viewership agreements etc, however I am sure BCB will get its fair share of loss by PCB for decades to come

BCB probably getting money or external influence from BCCI in their attempt to isolate pakistan internationally. BCCI has probably told them to make a big stink about touring pakistan, and BCB is sucking up to them as usual. Sri Lankan board is less under BCCIs influence, but I have no hope from the BCB. As a fellow Muslim country they should be lining up to help us out but instead they have cast their allegiance with India, and I understand the past is complicated between the three of us, but with the obvious Hindu nationalist game India is playing, Bangladesh should be more motivated than they are to side with us.

They won't care. As long as BCCI supports them, they will be safe. India has probably promised them additional series if they refuse to tour us. I'm sure they are involved behind the scenes, otherwise there is no reason for BD to not tour

Its high time ICC puts procedures in place that how the ICC test championship points will be decided if a team has a problem in touring a country without any solid reasons or facts.
Neutral venues are a costly business and no team can be forced to spend that much money unless ICC or the opposite cricketing board is willing to share or pay for the expenses. Especially when Pak has been providing and can provide as safe an environment to play cricket as anyone else.

The proof will come out eventually. What other reason would Bangladesh have to not tour unless they were being pressured externally? SL was the team attacked in 2009 and they have completed a tour and were fully satisfied. Only reason BD would not tour is if it was financially or otherwise beneficial for them not to, and only way that happens is if BCCI is promising them favors under the table to try and further isolate Pakistan.

Also let's be clear. ICC does not represent the interests of the entire cricketing community equally. They care disproportionately about India, England, and Australia. So if India has a problem with Pakistan, they can use their influence to prevent ICC from caring about the problem and working on establishing a solution.

PCB shouldn't even be wasting time on an insignificant team like Bangladesh. PCB should just lobby for points forfeiture, playing against Bangladesh adds no value.

agreed. play the LOI series at home and if they don't want to play the tests, then fine, give us the points and cancel the series. that should be the negotiation line. no point playing in UAE anymore.
There is no point of playing of Bangladesh at all never mind the limited format. The whole point of hosting Bangladesh in test series is to show that it is safe to host at Pakistan. Otherwise Bangladesh is useless as entity in terms of sponsors.

Not necessarily. A lot of people have cited this as a concern, but I see it differently. Other teams will likely do their own analysis and make their decision independently. That doesn't mean having BD visiting Pakistan won't help, it certainly will. But it doesn't mean other teams will use Bd not visiting as an excuse, especially if Pakistan refuse to host them on neutral territory.

They don’t need to provide any reasons or excuses. There is no such legal requirement. BCB can just say Pakistan is unsafe. One can have match even in Kabul, Aleppo or Beirut, if enough armed helicopters, commando escorts and presidential level security are provided. Even Trump flew to Afghanistan though millions of yahoos there will like to do you know what to him.
Providing presidential level security proves the exact opposite - that the place is not safe enough.
It will take time for this perception to change. PCB is doing the right things but hurrying up won’t help.
Zimbabwe will tour to Bangladesh in February means the series will be cancelled. Win win situation for those Indian fans who think Pakistan is unsafe.
As long as BCCI have some series with BCB that's ok doesn't matter if S Africa, Australia or England play with Bangladesh or not.

PCB is on the right path. It has to make effort to get teams in Pakistan. It should not matter what BCCI does or says. There’s nothing new about how the two boards feel about each other. Let’s move on as neither is innocent.
PCB can just focus on T20s and ODIs for the next couple of years, except for homes tests with SL, Zim and probably WI. Other teams can not ignore Pakistan cricket for long as Pak brings the extra spice on the world stage.

'Nazim-ul-Hasan has assured Mani he will be speaking to the players and coaching staff of the national team and will convey a final decision on touring Pakistan in the next 24 to 48 hours,' the source said.
