Dubai: The International Cricket Council (ICC) will clear India's "doubts" about security at the upcoming World Cup but the world body is unlikely to even discuss a possible boycott of Pakistan when its Chief Executives Committee (CEC) meets in Dubai on Wednesday.

More than 40 CRPF personnel were killed in the Pulwama terror attack which led to demands that India should boycott the Pakistan game in the World Cup in Manchester on 16 June.

Responding to the outrage, the Committee of Administrators (CoA) running Indian cricket wrote a letter to the ICC urging it boycott countries from where "terrorism emanates", but did not specifically name Pakistan.

The quarterly meeting of the ICC will start in Dubai on Wednesday with the Chief Executives (CEC) meeting meeting, where BCCI CEO Rahul Johri's letter will be tabled and the matter will be discussed.

The BCCI had expressed its concern about the safety of the players and officials during the World Cup which starts 30 May in England.

"The ICC will provide all the details of the security arrangements made for the World Cup. It will be same for all the participating nations and England and Wales Cricket Board have always provided top notch arrangements," a senior BCCI official privy to the ICC's functioning told PTI on conditions of anonymity.

"But since there has been an apprehension, the doubts will be cleared," the official added.

However, it is learnt that ICC is unlikely to even discuss the possibility of boycotting Pakistan as it is not a "feasible option".

"The ICC is in no position to ask any cricket board to sever ties with another member nation. It doesn't have right to do so. This is a diplomatic issue which is dealt with at the government level.

"A member board can always discuss the issue if they want but one can be rest assured that nothing will happen," said the official, who has been a part of many ICC meetings.

Opinion has been divided on the calls for boycott with former India captain Sourav Ganguly and senior off-spinner Harbhajan Singh wanting the 16 June match to be called off.

However, they haven't clarified what happens if Pakistan make it to the semi-finals or the final.

On the other hand, two of the biggest names in Indian cricket, Sachin Tendulkar and Sunil Gavaskar, want India to beat Pakistan as a walkover would mean giving two points on a platter to the arch-rivals.

Skipper Virat Kohli and coach Ravi Shastri have maintained that they will "abide by whatever decision government takes."

Why even bother boycotting? Their record, in ICC tournaments, against our side is terrific. Surely if you're supposedly trying to avenge/respect those that have lost their lives - what better way to do so but by beating us, again?

I detest what the political sphere around India has done to the players and ex-players from that country. Modi's politics and right-wing views and acts have no bounds it seems.

I think their concern was the whole tournament set in England, and not just the Pakistan match.
 
This is just a tactic. BCCI knows ICC or anyone will not cater this boycott. They just want this story in the news and people talking about it to put pressure (mental) on Pakistan. Its all mind games. Next time something happens, they will come hard on this stance and say now lets talk about it. You keep talking about something totally unacceptable and even a lie, and eventually, it comes true.

ICC says 'no indication' India v Pakistan World Cup match will not go ahead

The International Cricket Council says there is "no indication" the World Cup match between India and Pakistan in Manchester will not go ahead.

The match on 16 June is in doubt after a Pakistan-based militant group took responsibility for a suicide attack in Indian-administered Kashmir this month.

There have been calls from some Indians for India to boycott the game at Old Trafford.

"We will be monitoring the situation with our members," the ICC said.

"Our thoughts are with everyone who has been affected by this terrible incident.

"Sport, in particular cricket, has the wonderful ability to bring people together and unite communities and we will work with our members going forward on this basis.

"There is no indication that any matches at the World Cup will not go ahead as planned."

The group game attracted half a million requests for 25,000 tickets.

At least 46 Indian paramilitary police were killed in an attack which has sparked anger and anti-Pakistan protests across India, although Pakistan has denied any involvement.

The Board of Control for Cricket in India (BCCI) had called on the ICC to "sever ties with countries from which terrorism emanates".

On Sunday, India captain Virat Kohli said his team would stand by the decision of their "government and board" over whether to boycott the game.

India have won six consecutive matches against Pakistan in World Cups.

India legend Sachin Tendulkar wrote on Twitter that while it would be painful to lose potential points by not playing Pakistan this summer, he would support the decision of the BCCI.

The situation has also led to the International Olympic Committee suspending applications from India to host future events after two Pakistan athletes were denied visas to compete in the country.

Two shooters were denied entry for a World Cup event in New Delhi.

This is all being done under the name of "anti-terrorism" however the purpose of all this intimidation is so Modi can be re-elected and once he does, BJP and him I can guarantee you will quiet down, along with all these Indian celebs and ex-players following suit.

At the moment these famous faces in India are just feeling the heat and have been forced to go out of their way to come up and prove all this so called "patriotism and loyalty" in order to appease not just the BJP, but also the swarm of right wing fanatics present in India.

New Delhi: The debate over whether India should play Pakistan in their ICC World Cup 2019 group-stage encounter in Manchester on June 16 has kicked off again following the Indian Air Force action against terror targets in Balakot, Pakistan.

Officials of the BCCI are yet to meet the government over the issue and take a call on the matter but one of them said after the Balakot operation that if the government wanted the Indian team to stop playing Pakistan in multi-nation events, the board would follow the directive.

There are suggestions that foreign players would be asked to choose between the Indian Premier League (IPL) and the Pakistan Super League (PSL) now.

A BCCI official confirmed that a member of the Supreme Court-appointed Committee of Administrators (CoA) did, in fact, propose this during a meeting last week but it was not backed by others who felt that foreign players should not get involved in India-Pakistan hostility.

“The BCCI had resolved at the Special General Meeting that the members participation agreement shall not be executed without the authorisation of the general body of the BCCI and the BCCI reserves all its rights regarding the MPA (members participation agreement) and regarding its participation in any other multi-nation tournament or games not covered by the MPA. That answers your question,” BCCI treasurer Anirudh Chaudhry had said.

ICC will lose major money by omitting Pak from the tournament. In England, Pak Cricket has a major fan following. Without Pak other teams may decide to boycott the tournament as well. Another guaranteed embarrassment for India here. I don't give a damn if India plays us or not. Two easy points are more then welcome here.

The Pakistan Cricket Board (PCB) has "prepared a counter" in case the BCCI decides to boycott the June 16 World Cup game in Manchester in the wake of Pulwama terror attack which killed 40 CRPF personnel.

The matter will come up for discussion at the ICC Quarterly meet in Dubai, starting Wednesday. PCB Chairman, Ehsan Mani, MD Wasim Khan, and COO Subhan Ahmad are in Dubai to attend the various meetings and workshops.

The very important Executive Board meeting is scheduled on Friday and Saturday in which the Indian delegation is expected to push for discussion on a letter it has sent to the ICC asking member countries to oust any member country which supporters terrorism.

Although it has not been named in the letter, BCCI wants other cricket boards to "sever ties with nation from which terrorism emanates".

Some of India's former players and captains have also called for India not to play Pakistan in the World Cup match on June 16.

"Pakistan's stance is that if India wants to give a walkover, it can't do anything about it. But it will pose a question as to what happens if both countries again qualify to meet each other in the knockout stages," the PCB official said.

The PCB is also expected to raise the issue of their captain Sarfaraz Ahmed being banned for four matches under the anti-racism policy of the ICC after the reconciliation process had been set into motion and he had apologised to the South African team.

Yaar PCB, please move on from the Sarfaraz incident, he has already served the punishment, the issue is dead and buried now, just accept it and move on, no need to create a bigger hole unnecessarily, the BCCI-PCB stand off is way more important at this time.
 
That is a good point the PCB raises. I guarantee that if Pak plays India in a knockout match they will never boycott it as doing so would eliminate them from the tournament. As for the group match just imagine India boycotting it then consequently being eliminated from the tournament failing to reach the next round:maqsood

The Pakistan Cricket Board (PCB) have got their counter ready if the Board of Control for Cricket in India (BCCI) decide to pull out of the scheduled ICC World Cup 2019 match between the two cricketing rivals in the wake of the ghastly Pulwama terror strike that had claimed the lives off 44 CRPF jawans last week. The impending clash is slated to take place on June 16 at the Old Trafford in Manchester. The issue will be taken up in ICC's quarterly meeting in Dubai starting Wednesday.

PCB Chairman, Ehsan Mani, MD Wasim Khan and COO Subhan Ahmad are presently in Dubai for various meetings. In the wake of the terror strike, many veteran cricketers of India namely Sourav Ganguly, Mohammad Azharuddin and Harbhajan Singh have spoken in favour of boycotting the match and cutting off all sporting ties with Pakistan. However, batting legends like Sunil Gavaskar and Sachin Tendulkar want India to beat Pakistan in the World Cup and stop them from qualifying for the semis.

Earlier in the day, India's 1983 World Cup-winning captain had voiced out his opinion on the debate. When asked whether India should boycott their arch-rivals in the World Cup, Kapil Dev said, "Sportspersons should never be asked not to play. Being a cricketer myself, I know how that might feel. Playing sport is the only thing we know and that's what it should be."

[REPORT] Security assured, ICC clears ground for Indo-Pak World Cup 2019 game

Despite not being part of the agenda, International Cricket Council (ICC) took up the issue of Indo-Pak World Cup tie security on the insistence of BCCI during its chief executives committee (CEC) in Dubai on Wednesday.

It was at the start of the meeting that BCCI representative Rahul Johri took up the issue of Indian players’ security and safety during June 16 game in Manchester. In response, ICC CEO David Richardson assured Indian body that “all such issues have been taken care of and if needed the security can even be increased after talks with British authorities”.

It was decided to include all this discussion in the “minutes” to be released later by ICC. DNA has reliably learnt from an insider that Pakistan Cricket Board’s (PCB) representative came fully prepared for this crucial meeting in the wake of calls after the ghastly Pulwama terror attack. PCB chairman Ehsan Mani, MD Wasim Khan and COO Subhan Ahmad are camped in Dubai and held various meetings with other member countries.


Indian concerns were only discussed briefly before proceeding on to the other agendas of the day. “ICC was categorical in letting BCCI know that it would not be possible for any world body to suspend or ban Pakistan on the charges levelled by India board,” an insider told DNA after the meeting.

Even as an ICC member, it is PCB’s fundamental right to participate in all their tournaments, unless the action to suspend them comes from international body itself.

“Look at the Olympic body (IOC), how they have carried on the sports movement all around the world despite various conflicts between countries. Sports has always worked as a healer in the past and will continue to do so in the future,” was the message conveyed to all member representatives. “I don’t think that even if BCCI presses for a vote on this issue that any other member country will side with it. This is simply because any other member nation can tomorrow call for such a vote against any other member in the future. This can set a dangerous trend for the future,” an ICC source said.

When he was reminded of South Africa’s isolation from ICC in the late 1970s till the early 1990s, the official refused to club the two issues.

“During that period, ICC voted to suspend South Africa from international cricket because of its government’s policy of apartheid. Because the team was only supposed to play against the white nations (England, Australia and New Zealand). Now Indo-Pak cricket has nothing of that sort to suggest any kind of action,” said the official.

Doubts over PSL
Meanwhile, PCB has been facing dilemma over hosting the Pakistan Super League games starting March 7 in the aftermath of Pulwama attack. This is more so after hearing the safety concerns from the overseas players. With Lahore in the centre of conflict, PCB is mulling to shift all the games to Karachi. With the war-like situation for last two days, there is hardly any certainty if the foreign players will agree to even play in Karachi.


That leaves PCB with just an option to move the entire PSL to safer country like UAE. A decision in this regard is likely to come soon after consultations with all the stake holders, including Pakistan security agencies.

Mumbai: Senior pacer Jhulan Goswami Wednesday said that BCCI will decide whether the national team will play Pakistan in a bilateral series as a part of the ICC Women's ODI Championship after the Pulwama terror attack.

The tournament is a qualification process for the 2021 Women's ODI World Cup and team's get points for each match. While this is a part of ICC Women's World Cup, it is unlikely that India and Pakistan will engage in a bilateral series.

As far as the released current schedule, India have not been slotted to play Pakistan but are expected to be when the next set of the itinerary is released.

"That (Indo-Pak clash) BCCI will decide. We don't know what will happen against Pakistan and I cannot comment on that," Jhulan said on the eve of the match.

"But all the matches are important for us and whenever we play, we must play positive and good cricket and try to do things in right way," she added.

Even there has been calls to boycott the men's World Cup group league game against Pakistan at Old Trafford but the BCCI has left it on the "central government to decide".

The norm has been to play Pakistan at all ICC events but the women's encounter is going to be a bilateral fixture even though it's an ICC qualifier.

As of now, there is no possibility that even the women's team will play against Pakistan.

Wing Commander Varthaman, credited with shooting down a far more advanced F-16 before being forced to eject from his upgraded MiG-21 Bison, returned home via the Wagah border at 9.20 pm on Friday — about 60 hours after parachuting into hostile PoK.

With arguably the most anticipated World Cup just months away, the ICC had been a trifle concerned after the February 14 terror strike in Pulwama and the Board of Control for Cricket in India (BCCI)’s response thereafter.

Concern changed to real worry after Tuesday’s Mirage 2000-driven busting of terror camps in Balakot by India and, well, alarm post Wednesday’s retaliation of sorts by Pakistan in which Wing Commander Varthaman’s aircraft was downed.

Prime Minister Imran’s courageous announcement, before a joint session of Parliament, reduced the temperature in New Delhi and in Islamabad by many degrees.

The announcement allowed many in the ICC to breathe easy as well. After all, post-Balakot and the duel between the Air Forces of India and Pakistan, a most prominent question mark had arisen over the May 30-July 14 World Cup’s marquee match — India vs Pakistan in Manchester on June 16.

Also, what if India and Pakistan had to meet again, either in one of the semi-finals or the final?

“Of course, Imran’s announcement has cooled things down significantly. It’s a more relaxed air here,” a senior ICC official told The Telegraph on the eve of Saturday’s Executive Board meeting in Dubai.

As reported last week, the BCCI’s clumsily-drafted “communication” on severing ties with countries which export/encourage terror activities will be tabled before the ICC’s directors.

Hardly the appropriate forum, but who is to question the BCCI or the Supreme Court-appointed Committee of Administrators who have controlling power?

The senior official, who requested not to be identified, added: “I must, however, point out that those representing the BCCI and the Pakistan Cricket Board (PCB) have been most civilised in their interactions...

“So far, for sure...

“We hope this calm conduct continues at the Executive Board meeting too, when the BCCI’s Amitabh Choudhary may seek more assurances on security. Ehsan Mani, the PCB chairman, has himself headed the ICC and, so, nothing should get out of hand.”

According to the senior official, Rahul Johri, CEO of the BCCI, had been “satisfied” with the security briefing given by Dave Richardson and Tom Harrison during Wednesday’s Chief Executives’ meeting.

Richardson is the ICC’s (outgoing) CEO, while Harrison holds that position in the England and Wales Cricket Board, hosts of the World Cup for the fifth time.

“In fact, the PCB’s recently-appointed managing director, Wasim Khan, didn’t comment on Johri’s question as Richardson and Harrison were the right men to talk on security at the World Cup,” the senior official informed.

The ICC’s position, made clear to Johri, is that “security levels” would be raised if, at any time, the “concerned agencies” even hint that be done.

Two years ago, during the Champions Trophy (conducted by the ICC), security went to another level after the June 3 London Bridge terror attack.

India hadn’t yet played in the tournament. Eventually, Virat Kohli’s team made the final, but it was Pakistan’s day.

It’s not only the BCCI which is concerned about the safety and security of the players, officials and the other stakeholders. Naturally, it’s “paramount” for the ICC.

The International Cricket Council concluded six days of meetings in Dubai today with a number of key decisions taken.

ICC Men’s Cricket World Cup 2019

The Board moved to reassure Members around security ahead of the ICC Men’s Cricket World Cup in light of recent communication from BCCI and confirmed that as is normal practice this will continue to be monitored through to the end of the event.

ICC CEO David Richardson said: “As you would expect for a global sporting event, the ICC, in partnership with the ECB has a robust security plan in place for the Men’s Cricket World Cup. We work closely with the authorities in our host countries to ensure that the safety of players, officials and fans is a priority.

“Should those authorities raise the threat level of the event based on intelligence, we will of course uplift our security commitment as appropriate. We will continue to work with the ECB and our Members throughout the build up to and during the tournament to keep everyone abreast of the situation.”

Cricket

The UAE and Scotland were selected as the hosts of the respective ICC Men’s and Women’s T20 World Cup Qualifier events later this year. Scotland will host the women’s event from 31 August to 7 September 2019 whilst UAE will host the men’s event from 11 October to 3 November 2019.

As part of the ICC’s ongoing commitment to accelerating the growth of the women’s game, there were two significant decisions taken. The first, from the Chief Executives’ Committee, is around the introduction of an age group Cricket World Cup for girls to create more opportunities for young women around the globe to play the game. The ICC will develop a plan for the introduction of this event during the current commercial cycle.

Additionally, the Board agreed a new composition of the Women’s Committee that provides for a greater strategic focus for the group.

The remit of the new Women’s Committee will cover the following:

· Driving the growth in participation of women and girls;

· Overseeing plans to grow the female fan-base and fans of women’s cricket;

· Promoting opportunities for women involved in the administration and leadership of the sport around the world;

· Creating cricket competitions, pathways and events which foster competitive women’s cricket that has clear context and meaning; and

· Playing of international cricket, including playing conditions, regulations, guidelines, rankings, Future Tours Programme and technology.

The new composition of the Women’s Committee will be as follows, with posts to be filled in due course. Clare Connor was confirmed by the Board as the Chair:

· 2 x Full Member representatives

· 1 x Associate Member representative

· 2 x CEC representatives

· 1 x Independent representative

· 1 x Media representative

· 2 x elected player representatives

· ODI coach representative

Anil Kumble has also been reappointed as Chairman of the ICC Cricket Committee to serve for a final three year term.

Governance

The ICC Board were updated on WADA’s concerns in relation to the domestic anti-doping programme in India.

The Board unanimously acknowledged its desire to remain WADA compliant and committed to working in partnership with the BCCI, WADA and the India NADA to resolve the outstanding issues as a matter of urgency.

In July 2018, the ICC Board was advised that the Court of Appeal in Sri Lanka had stayed the Sri Lanka Cricket (SLC) elections for office bearers and appointed a Competent Authority for cricket in Sri Lanka.

In light of this apparent government interference, the ICC set a deadline for elections for Sri Lanka Cricket and imposed funding restrictions on the organization with their continuing membership of the ICC under consideration if the organization did not comply.

The ICC Board concluded that SLC have complied with the directions and welcomed Mr Shammi Silva to the Board following his election as SLC President and all restrictions have been lifted.

The Board approved a new set of Safeguarding Regulations to better protect children, adults at risk and participants involved in ICC events.

The strengthened regulatory framework will apply at all ICC events and as the first step in a series of safeguarding reforms to ensure cricket remains a safe and happy environment for all participants.

A Safeguarding Chairperson with specific expertise in these matters will now be appointed along with a Safeguarding Tribunal.
 
India seems to have stopped that nuisance of having Pak banned. They are welcome to boycott the tournament if they want.

NEW DELHI: The Indian cricket board (BCCI) has sought permission from the government to host the Pakistan women's team for a one-day international series this year as a part of International Cricket Council's (ICC) Women's Championship, which will determine qualification for the Women's World Cup in 2021.

The BCCI finds itself in a tricky situation due to the prevailing political tension between the two neighbouing countries, which has prevented any bilateral series between the men's teams for six years now.

In a letter sent to the sports ministry on May 29, BCCI general manager (cricket operations) Saba Karim has explained the board's position. The ICC conducts the Women's Championship where teams need to play each other on a home and away basis. The points system of this tournament determines the ranking of the teams to qualify for the World Cup.

"As per the schedule of the event, BCCI is to host Pakistan women's team for at least three ODIs in India between July and November. BCCI would like to seek necessary permission from the government of India before giving its consent to ICC on this subject," the letter, accessed by TOI, says.

Sources in the sports ministry told TOI that the matter would eventually need to be cleared by the ministry of external affairs.
'Waiting to hear from government soon'

Hosts BCCI had moved last men's Asia Cup to UAE in September last year since hosting Pakistan in India was not feasible. But that was a multi-nation tournament. "We will have to look at other options if the government doesn't give the permission to host the Pakistan women's team. We are waiting to hear from the government soon," a top BCCI official said.

ICC had kept bilateral Test fixtures between India and Pakistan out of its future tours programme (FTP) for the 2019-2021 cycle even though the inaugural World Test Championship gets underway in August, with India travelling to West Indies. But that was done under the ICC's members participation agreement (MPA).

As for the Women's World Cup in New Zealand 2021, Australia, England, India, New Zealand, Pakistan, South Africa, Sri Lanka and West Indies are playing in a two-and-a-half-year competition under the banner of ICC. The top four teams and hosts New Zealand will qualify directly for the ICC Women's Cricket World Cup. The remaining three teams will play in the ICC Women's Cricket World Cup Qualifier 2020. Currently, the Indian women's team is No. 3 in world rankings.

It is still not clear if India will have to forfeit points if the series is not cleared by the government. The return bilateral series at Pakistan's home ground will also be under a cloud. "The ICC will deal with it if BCCI is unable to host Pakistan. It will be dealt with at that point based on the facts. There's no determined time frame for BCCI to announce the schedule but they are encouraged to do it as early as possible," sources in the ICC told TOI.
