Maybe in terms of average speed but Haris Raul's effort ball easily goes to 153 KPH. Have seen it multiple times myself. And he's also hit 155 KPH. So, you can't take him lightly. He might just bowl his fastest in Ahmedabad.

Mark Wood probably, but will have to see if he can keep himself injury-free. The guys seems to miss more games than he plays. He debuted in ODIs over 8 years ago and have only played 59 matches.

That is why Shoaib Akhtar was simply outstanding albeit his injuries , he played 163 matches in 13 years and kept his bowling with high speeds. That's over 12 ODIs pr year while Wood has around 7 ODIs per year. Just comparing these two only.
