NSC orders acceleration of anti-terrorism ops; reinstates ban on JuD, charity arm FIF
The National Security Committee convened at the Prime Minister's Office on Thursday for a meeting chaired by Prime Minister Imran Khan, during which the nation's top decision-makers discussed the geo-strategic and national security environment in light of the Pulwama incident and its aftermath.
Among key outcomes of the meeting was an order to accelerate anti-terrorism operations in the country to re-establish the state's writ, and the reinstatement of a ban on the Hafiz Saeed-led Jamaatud Dawa (JuD) and its charity arm, the Falah-i-Insaniyat Foundation (FIF).
JuD, FIF banned
In February last year, former president Mamnoon Hussain had promulgated an ordinance amending the Anti-Terrorism Act with regards to proscription of terrorist individuals and organisations to include entities listed by the UN Security Council. The move had resulted in the declaration of JuD and FIF as proscribed groups.
However, the two Hafiz Saeed-linked organisations had slipped off the national list of proscribed organisations after the presidential ordinance lapsed.
This time, the two organisations have been notified as proscribed organisations by the PTI-led government itself, through the Ministry of Interior.
Before the government's official ban, the two organisations had been under watch by the Ministry of Interior under Section 11-D-(1), read with Schedule-II of the Anti-Terrorism Act.
Pulwama under discussion
The members of the meeting noted and established that "the state of Pakistan is not involved in any way, means or form in the said incident" and that it was "conceived, planned and executed indigenously".
The statement asserted that Pakistan had made a sincere offer to investigate the incident and stands ready to enter into dialogue on the issue of terrorism and other disputed matters.
"We expect India to positively respond to the offers," it added.
It further stated that Pakistan "shall take action against anyone found using our soil [for terrorism]".
However, it called on the need for India to undertake "deep introspection to realise why [the] people of Indian-occupied Kashmir have lost [the] fear of death".
"The violence by Indian forces in Indian-occupied Kashmir is highly counterproductive. The global community needs to play its part in resolving the long pending Kashmir issue in accordance with UN resolutions and aspirations of the Kashmiris," the statement stressed, urging action on the part of the international community.
Simultaneously, the NSC also gave formal authorisation to the armed forces "to respond decisively and comprehensively to any aggression or misadventure by India".
Re-establishing state's monopoly over violence
The statement also quoted the prime minister as saying that "this is a new Pakistan and we are determined to demonstrate to our people that the State is capable of protecting them and believes that monopoly of violence stays with State".
"This will not come with commitment alone. We recognise that terrorism and extremism are top issues in the region and the whole region including Pakistan have suffered," the press release stated.
It went on to highlight that Pakistan has endured casualties surpassing 70,000 in number, besides heavy losses to the national exchequer.
"That is why the National Action Plan conceived and issued in 2014, outlined concrete sequenced measures with consensus of all political parties and institutions of Pakistan," it further stated.
Moving on to a broader discussion on terrorism, the PM Office statement underscored the need "to move to ensure that militancy and extremism are routed from the society and the State never becomes hostage to extremists".
The prime minister subsequently directed the interior ministry and security institutions to "immediately accelerate actions on ground" to ensure this.

Prime Minister Khan responds to Modi: 'Give peace a chance'
Prime Minister Imran Khan on Sunday responded to Indian Prime Minister Narendra Modi's comments given a day earlier and assured him that he stands by his words that if India provides Pakistan with "actionable intelligence" regarding the February 14 attack in occupied Kashmir's Pulwama, "we will immediately act”.
On Saturday, Modi had asked Prime Minister Khan to keep his word as a Pathan and fight poverty and illiteracy together with India instead of fighting each other.
Khan today sought to reiterate Pakistan's desire to see stability in the region, saying Modi should "give peace a chance", according to a statement released by the Prime Minister's Office.
“In my meeting with PM Modi in December 2015, we had agreed that since poverty alleviation is a priority for our region, we would not allow any terrorist incident to derail peace efforts, however long before Pulwama, these efforts were derailed in September 2018," the premier said, in a reference to India's cancellation of a meeting between the Pakistani and Indian foreign ministers on the sidelines of the United Nations General Assembly last year.
"Sadly, now peace remains elusive due to elections in India,” Khan regretted.

India’s dossier on Pulwama attack rejected
ISLAMABAD: The Foreign Office on Wednesday formally conveyed to India the message that the initial information shared by that country regarding the alleged involvement of Pakistan-based elements in the Pulwama attack could not substantiate the imputation, and offered to examine any fresh proof — whenever it is available.
“All information provided by India was checked and no link with the Pulwama attack could be established,” a source told Dawn. “We remain ready to investigate and take action if there is any fresh evidence.”
The findings were conveyed to the Indian high commissioner in Islamabad, Ajay Bisaria. “The Indian high commissioner in Islamabad was called to the Ministry of Foreign Affairs by the foreign secretary (Tehmina Janjua) and the findings on the Pulwama incident were shared with him,” the FO said in a statement.
India had on Feb 27 given to Pakistan a dossier containing information in support of its allegation that the Jaish-e-Mohammad (JeM), a group allegedly operating from Pakistani territory, was involved in the Feb 14 attack on a security convoy in India-held Kashmir’s district of Pulwama. The Indian Ministry of External Affairs said that it had provided Pakistan with “specific details of JeM complicity in the Pulwama terror attack and the presence of JeM terror camps and its leadership in Pakistan.”
The source said the dossier contained few telephone numbers and WhatsApp IDs. “Our investigation could not link those numbers to the Pulwama attack,” the source said, adding that the WhatsApp IDs had been sent to the US-based parent company, but no response had been received yet.
The dossier, Indian media had previously reported, contained information about JeM’s recruitment drives in the past two years, despite being listed by the Pakistan government as a terrorist group. The information was reportedly gleaned from open sources such as blogs, websites, Facebook and Twitter.
The source said that Pakistan remains committed to its offer of full cooperation and collaboration, but cannot punish anyone without evidence.
“Pakistan has acted with a high sense of responsibility and extended full cooperation,” stated the FO release. “We do so in the interest of regional peace and security. We have sought further information / evidence from India to take the process forward.”
After the Pulwama attack, Prime Minister Imran Khan offered cooperation in the investigation if credible evidence were provided by India. The two sessions of the National Security Committee held while cross-border tensions were escalating had also reiterated the offer of cooperation.

If they found no evidence then they found no evidence. It said most of the info in the dossier was gleaned from social media and forums. Pretty sad

Apparently only 2-3 pages out of 91 were relevant to the Pulwama incident, the rest were generalized accusations that were more so rhetoric than relevant to the investigation.
