Well that depends, I have never been a fan of the ICC rankings as they do not have much transparency but India have been ranked number for the longest period of time.
The WTC however was invented for this very purpose, to provide context to test series and make it a lot simpler and transparent to highlight the test number one. Since this is the first ever WTC final, that slot is open.
That is my take on it.
