They bow in to pressure from the domestic audience demanding war, revenge, hate, etc.
If any country indulges in discrimination against another country in sporting events, it's banned and sanctioned by the sporting bodies.
The Olympics is one example where such rhetoric and behavior is not tolerated at all. It's about time the same needs to be done by the ICC.
