“Pass this message to B Praak that we want 10 crore. You have one week's time. Go to any country you want, but if anyone associated with him is found nearby, we will cause damage,” the message said.

The caller further escalated the threat, warning that if the demand was not fulfilled, they would “reduce him to dust,” referring to B Praak.

The message has since been shared with the police as part of the complaint.

Following the incident, Dilnoor submitted a written complaint to the Senior Superintendent of Police (SSP), Mohali.

Police officials said they have taken cognisance of the matter and are conducting further investigation to trace the source of the calls and verify the identity of the caller.

Tyagi was being taken to the Laksar court via the Haridwar-Laksar highway overbridge, by six policemen who were acoompanying him in a Tata Sumo police vehicle.

The miscreants who were on a bike, took advantage of the traffic jam in the middle of the flyover bridge to open fire at the vehicle. The criminals were masked and they fled the scene. Viay Tyagi was shot at three times. Two policemen were also injured.

Tyagi was shot in the chest, arm and neck. AIIMS PRO Sriloy Mohanty confirmed Vinay Tyagi's death at around 7 am on Saturday. Postmortem proceedings are underway according to Uttarakhand police.

(Rishikesh | Gangster Vinay Tyagi, who was critically injured after being shot three times in a daylight shootout three days ago while being taken under police security from Roorkee to Laksar Court for a court appearance, died this morning at around 7 am during treatment at AIIMS Rishikesh. Post-mortem proceedings are currently underway: Uttarakhand Police)

Police have arrested the two attackers, Sunny Yadav and Ajay who are both residents of Kashipur. The main accused Sunny, alias Shera, confessed to shooting Tyagi with the intention to kill. They said that they targetted the man due to a financial dispute. Tyagi had reportedly refused to pay a sum of money to him.

Who is Vinay Tyagi?

Vinay Tyagi is known for having a very long history of criminal records in the state. He is said to have been associated with the notorious Sunil Rathi gang. Nearly 60 criminal cases have been registered against him which included murder, extortion, arms smuggling, kidnapping and theft.

(Haridwar, Uttarakhand: SSP Haridwar Pramendra Singh Dobhal says, "On the night of December 24, two criminals opened fire, injuring Vinay Tyagi, who was immediately taken to the hospital and later referred to AIIMS Rishikesh. Acting swiftly, the police arrested both accused within 24 hours, and during questioning, they admitted to the incident. Vinay Tyagi was already involved in multiple cases under various sections, including the Gangster Act, so the possibility of a gang rivalry cannot be ruled out. Further investigation revealed that the main accused had worked with Vinay Tyagi for about two years, and personal disputes over money appear to be the motive behind the attack...")

A month ago,Tyagi was involved in a high-profile theft case, which involved crores of rupees. Tyagi had robbed a major Meerut-Ghaziabad National Highways Authority of India (NHAI) contractor of a large amount of cash, several kilograms of gold, jewellery and documents related to Benami properties belonging to the man.

The items were hidden in Dehradun inside a car, which was also stolen.

Dehrdun police had arrested Tyagi and his wife in relation to the case and recovered the massive haul of stolen goods. A case of fraud involving Rs 1 crore was also filed against them at the Laksar police station.

Tyagi's sister, Seema, has now come out to make several allegations after his death. She claimed that the approximately Rs 750 crore stolen from Dehradun were illegal earnings and that the NHAI contractor had hidden it at the home of a doctor friend to avoid action by the Enforcement Directorate who were about to raid his property.

Seema said that Vinay became aware of the secret black money and stole the goods with the help of the doctor friend. She said that he was planning to hand the goods over to the ED, over his long standing rivalry with the contractor.

Vinay Tyagi’s family has also claimed the police conspired in his death, reported Nav Bharat Times.

They said that Vinay was killed to prevent him from making a revelation to the ED or any other central agency about the illegal money aquired by the NHAI contractor. Speculations are rife that the Uttarakhand police conspired in his death to prevent the documents from being handed over to the Enforcement Directorate.

According to sources, the police could not recover the Benami property documents, which were worth crores.

Haryana: Major terror plot foiled in Karnal as STF recovers grenades, IED brought from Punjab; gangster held

A major terror plot was foiled in Karnal after the STF arrested gangster Amar Singh near Indri. During interrogation, he revealed that he had hidden two grenades and an IED near Jhinjhari. A forensic team and the bomb squad recovered and safely defused the explosives.

Karnal:
A major terror conspiracy was averted in Karnal on Thursday after the Haryana Police's Special Task Force acted swiftly on information provided by a wanted criminal. Amar Singh, a notorious gangster arrested near Indri, admitted during interrogation that he had hidden two hand grenades and an IED in bushes near Jhinjhari.

A forensic team, the bomb disposal squad and the STF reached the location and safely defused all the explosive devices. Amar Singh faces ten serious cases, including murder and robbery and is linked to the Lawrence and Kala Rana gangs.

According to the STF, the nature of the recovered materials suggests the possibility of a major planned attack.

Explosives brought from Punjab

Investigators say the terror plot stalled after the arrest of Noni Rana. The arrested gangster revealed that he had collected the explosives from Punjab on Noni Rana's orders. Following Rana's arrest, further instructions did not reach him, leaving the explosives unused.

During remand, Singh disclosed the hiding spot after which the bomb squad recovered and defused the grenades and the IED. The device was fitted with a detonator, a timer and around one point five kilograms of RDX.

Gang network shifting from crime to terror operations

The STF investigation has also found that Amar Singh came into contact with Monu Rana and later Noni Rana while lodged in jail. He allegedly received continuous instructions from an overseas network based in the United States and became part of a supply chain for weapons and explosives.

Amar Singh is a resident of Meerut and faces action in ten cases, including double murder, kidnapping and robbery.

Sequence of events

On November 25, the STF arrested Amar Singh from the Indri Karnal road along with illegal foreign-made weapons. A court granted a 6-day remand. During questioning, he revealed that he had buried two grenades and an IED in bushes near the national highway. The team reached the spot, recovered the explosives and defused them safely. The IED fitted with a timer, and one point five kilograms of RDX indicated preparations for a major incident.

Explosives source under probe

According to the STF, the accused has not yet clearly revealed the exact source or the identities of the suppliers. It is also being probed who the explosives were meant for and where they were to be delivered. The arrest of Noni Rana disrupted the network and the next phase of the plan could not be executed. Investigators have found that Amar Singh was to be paid between Rs 20-25,000 for the task.
