Is Belgium's "golden generation" overrated?

I mean if you take out Lukaku, KDB and Hazard. Where is the quality? All I can see is decent players which every team has in abundance, even the so called minnows. How can players like Vermaelen, Boyata, Benteke, Batshuayi, Chadli make a squad for a team which is supposedly going through their best generation of talent?
