Is it fair by ICC to allow only 15 players in World Cup squads?

Considering how long the WC is, I feel having a squad of only 15 seems to be on the lighter side. In fotball you have 23-24 players. I feel it should have been 18 players at least. Your thoughts?
 
18 is more appropriate

They should have a mendatory law of 2 wicket keepers must be selected
 
I also think that the ICC is making major cuts to unnecessary expenditures. The reason why we do not see associates in this world cup is due to the fact that the ICC would rather not spend big money on stadium hire, costs of travel and accomodation for teams such as Ireland, Scotland and Zimbabwe due to their inability to draw crowds. Just looking at the ICC tickets page, Afghanistan are a poor, poor draw!

You can expect such a Kanjoos board who depends so much on the revenue generated by 2-3 countries to make decisions such as only paying for a 15 man squad and a certain amount of management numbers.
 
For longer tournaments like this WC, where everyone plays everyone, squads should be bigger. Around 18/19 players would be ideal.
For shorter tournaments like CT17 was, smaller squads make sense
 
The selectors are keeping a close eye on the injury to Kedar Jadhav and although they are willing to wait till the final possible hour before taking a call.
The selectors had nominated five standbys to cover all bases. Since Jadhav is a specialist batsman, the selectors are looking at replacing him with either Ambati Rayudu or Axar Patel, who like Jadhav can chip in with a few overs as well.
The other three standbys are Rishabh Pant, Ishant Sharma and Navdeep Saini. By naming Pant in India ‘A’ team’s ODI games against West Indies ‘A’ on Tuesday, the selectors have given a clear indication that for now they want the Delhi wicket-keeper to focus on Indian senior team’s West Indies tour which will follow immediately after the World Cup,” the source added.
 
ICC never put any cap on Teams Squad, Teams can have unlimited players in their squad but ICC will only pay for 15 players travelling and their accommodations.
 
Normally 15 is okay but for this format where it's 9 games + knock out games, maybe 17 would be more appropriate
