ISLAMABAD: Special Assistant to the Prime Minister on Overseas Pakistanis and Human Resource Development Sayed Zulfikar Abbas Bukhari has said that over Rs 100 million has been donated to the Prime Minister’s COVID-19 Relief Fund by the Pakistani expatriates in response to the website launched by his ministry.

“Over 646,580 dollars (Rs 100 million) has been donated by the overseas Pakistanis so far,” said Zulfikar Bukhari, while addressing to the Virtual Town Hall Meeting arranged by the Pakistani-Americanis to discuss the issues faced by them across the United States (US) amid the coronavirus crisis.

The special session, which was held the other day, was attended by Pakistan’s Ambassador to the US Asad Majeed Khan, Consular General Aysha Ali, Pakistani businessmen, first responders, survivors of the coronavirus and representatives of the US-based Pakistani organizations.

The special assistant said the PM’s corona relief fund had received over Rs 2 billion so far, out of which 70 per cent contribution was made by the locals. “The fund gets an unprecedented response from the locals,” he added.

Highlighting the government’s steps for the facilitation of Pakistanis stranded abroad, he said some 2,000 Pakistani nationals had been airlifted from different countries to the motherland, whose number would be increased to 6,000 per week April 20.

Zulfkiar Bukhari said the government had almost finalized a fresh repatriation plan for the stranded Pakistanis under which some 17 special flights would be operated for the United Arab Emirates to bring back those Pakistanis who were stuck in transit or had lost their jobs due to the coronavirus pandemic.

He said the government was also negotiating with the Qatar Airways to repatriate Pakistanis from the US as presently the Pakistan International Airline had not been operating any direct flight to New York due to various reasons.

To a query, he said the overseas ministry was working out a plan for bringing the dead bodies of expats to Pakistan from other countries. The bodies from Saudi Arabia and the US would be airlifted soon, he added.

Zulfikar Bukhari said the plan for repatriation of the stranded Pakistanis in America would be shared with Pakistani Embassy in the US soon so that it could inform them timely.

Ambassador Asad Majeed on the occasion said the Pakistani consulates had collected the details of all those Pakistanis who were stuck in the US after the closure of international flights by Pakistan. “We are in constant contact with the stranded Pakistanis to facilitate them in the prevailing situation.”

Consul General Aysha Ali said food, accommodation and medical facilities were being provided to all those stranded Pakistani who had contacted the consulates.

Meanwhile, the Pakistani-Americans also highlighted the efforts which they made for their fellow nationals and other communities in the US. They said concentrated efforts were being made to ensure safety of their country-mates.

Trump reassures Pakistan of support, says will provide 'ventilators and economic help'

Prime Minister Imran Khan and United States President Donald Trump in a telephone conversation discussed challenges posed by the Covid-19 pandemic and ways to mitigate its impact.

According to a statement, the premier conveyed "his condolences to President Trump on the loss of so many precious lives" in the US because of the coronavirus.

The US president reassured Pakistan that it would support the country's efforts to deal with the pandemic by "providing ventilators and economic help", the statement added.
 
Prime Minister Imran Khan on Thursday said that after the government conditionally allowed congregational prayers in mosques, it was now the responsibility of ulema to ensure the people follow the standard operating procedures (SOPs) for collective prayers.

His comments come amid increasingly urgent appeals from doctors who have asked the government to reconsider its decision to allow congregational prayers.

Talking to journalists during the Prime Minister's Ehsaas Telethon, which was held to raise funds for Covid-19 relief, Prime Minister Imran said the government had initially tried to convince people to pray at their homes but it later became clear that people would go to mosques during Ramazan "no matter what we do".

"I know my nation. I knew people had to come out [to pray] during Ramazan," he said.

Once this was confirmed, he continued, the government decided to allow people to visit mosques but with certain conditions. He said it was also made clear at the time that the mosques would be closed if people violated the SOPs agreed between the government and ulema.

"It is now the responsibility of the ulema who gave us guarantees" to ensure the precautions are observed, the premier said.

Nevertheless, he stressed that people should pray in their homes and stay indoors during Ramazan. He also said doctors across the country were justified in demanding a strict and complete lockdown because they are on the frontlines of the battle against the coronavirus.

But he said the government had to show flexibility when ulema argued that mosques could be allowed to open with SOPs just as some other sectors, such as the construction industry, were opened with orders to follow certain SOPs.

Prime Minister Imran said that instead of issuing orders that lead to people being "beaten up and jailed" for coming out of their homes, "we as a responsible nation should place the onus on the public."

In addition, he said, the government had the option of imposing a "smart lockdown" in areas where people are not following the SOPs for congregational prayers.

'Indefinite lockdown' ruled out
While ruling out an "indefinite lockdown", the prime minister regretted that decisions throughout Pakistan's history were taken for a small elite class.

He said any decisions about a sweeping lockdown should not be taken without thinking how the poor will cope with the restrictions.

Prime Minister Imran asked people to visit low-income areas and katchi abadis in Islamabad and Karachi and see for themselves how long the residents of these areas, who live in overcrowded neighbourhoods, could be kept under a lockdown.

Answering a question, he said the virus will spread even if a complete lockdown is imposed in the country. Citing an example, he said the disease had been in contained in Singapore during its lockdown, but started to spread again once the restrictions were lifted.

The premier in his remarks urged citizens to practise social distancing, saying what differentiates the coronavirus from other viruses is that its rate of spread is "unprecedented".

He stressed that "no government can solve coronavirus [crisis] on its own", saying everyone would have to contribute to the efforts that will be needed to defeat the pandemic in the coming days.

Speaking about the government response to the health crisis, the prime minister reiterated that there is no "political interference" in the government's Ehsaas cash disbursement programme and the entire process is computerised.

He said that he did not start fundraising to help those affected by the lockdown until he "fixed the financial controls".

There has "never been such a transparent programme in the country's history", he added.

Asked whether the funds collected in the Prime Minister and Chief Justice of Pakistan Fund for Diamer-Bhasha and Mohmand Dams could be diverted for Covid-19 relief, the prime minister replied: "The dam fund remains in its place. The Rs14 billion or so allocated for the dam will go that way."

PPP Chairman Bilawal Bhutto Zardari on Thursday slammed Prime Minister Imran Khan's decision to desist from announcing a complete lockdown across the country, saying that the federal government was not serious in saving citizens' lives.

The PPP chairman was speaking to BBC World News when he said that PM Imran's reason and logic to change restrictions that were already in place were "beyond comprehension".

"For the first few weeks, the lockdown went relatively well and the people were abiding by the restrictions. Only five members of mosque staff were allowed to offer prayers and people were urged to pray at home. The PM eased some restrictions including barbershops and tailors in the country so it was difficult to convince the religious-minded people to follow the same restrictions about prayers," he said.

He criticised the "mixed signals" from the federal government, saying that Sindh did not have the resources or police to stop congregational prayers in mosques due to the conflicted approach from the Centre.

"When we compare ourselves to the rest of the Muslim world like Saudi Arabia, Iran, and others, they are taking steps to save the lives of their citizens. This is not the time for populous electoral decisions. It is time to take decisions on the advice of doctors and health experts," he said.

Pointing out that doctors in Lahore and Karachi were on the streets protesting against the government, Bilawal said that provinces were not being provided help by the Centre in its testing capabilities.

Speaking about the lockdown, Bilawal urged the federal government to think about the citizens' lives instead of the economy. "No country in the world is designed or capable to maintain such a lockdown but everywhere the governments and leaders prioritise the lives and health of their citizens. We in Sindh work with a philosophy that we can bring the economy back to life, but not the people," he said.

He criticised the federal government for not declaring a relief package for doctors and nurses who were fighting the pandemic on a daily basis. The PPP chairman said that the Centre had failed to forge national unity required to mitigate the coronavirus crisis.

"I personally will be offering my prayers, whether it is the five time a day prayers or the Taraweeh prayers in Ramazan at home and I would call upon Muslims across the world, particularly those in Pakistan to please stay at home, pray at home, not only to protect themselves but to protect others," he said.

PML-N tells govt to either impose a 'strong lockdown' or lift it completely

PML-N has criticised the government for its "confused policy" regarding the imposition of a lockdown in the country.

The opposition party has told the government to either go for a “complete and strong lockdown” or lift it as “smart lockdown” is serving no purpose in the fight against Covid-19.

PML-N believes that the “smart lockdown” measures have not only turned out to be a complete failure but have also opened floodgates of corruption by police and local administration.

“There is either a lockdown or no lockdown. There is no concept of smart lockdown. The federal and provincial governments have already wasted a lot of time since Feb 26 when the first coronavirus case surfaced in Pakistan," PML-N leader Rana Sanaullah said.

ISLAMABAD: Prime Minister Imran Khan and Iranian President Hassan Rouhani on Wednesday exchanged views over the prevalent coronavirus situation.

The communication took place in a telephone call made by Iranian President Rouhani to PM Imran.

The PM's Office, in a tweet, said: "Prime Minister Imran Khan received a telephone call from President of Iran, Dr Hassan Rouhani, today, in the context of greetings for the Holy month of Ramazan."

The two discussed the locust situation in the border areas between Pakistan and Iran. The Iranian president congratulated the premier on the advent of the holy month of Ramazan.

PM Imran, Bill Gates discuss latest developments on COVID-19

Prime Minister Imran Khan spoke to Bill Gates, co-chair of the Bill and Melinda Gates Foundation to discuss the latest developments surrounding the COVID-19 response.

During the telephonic conversation, the prime minister expressed appreciation for the support provided by the Gates Foundation and other international partners during the unprecedented crisis and emphasised the continued urgency of the situation, a statement issued by the PM's Media Office said.

He stated that Pakistan was making all efforts to combat the COVID-19 pandemic with a robust and coordinated response.

The prime minister noted that Pakistan was facing the dual challenge of overcoming the pandemic and saving people, particularly the most vulnerable segments of the population, from hunger due to lockdown.

He underlined that the government had put together an $8 billion package to support the affected people and businesses.

Bill Gates mentioned how COVID-19 was a threat across the world. He commended Pakistan’s efforts in protecting the lives and livelihoods of vulnerable populations.

PM Imran and Gates also discussed their shared priority of polio eradication.

Prime Minister Imran Khan on Thursday said that the death rate in the country from the coronavirus was "lower than feared".

Addressing a news briefing along with his aides in Islamabad, the premier added that he had "thought that our intensive care units (ICUs) would be filled by now but that is not the case".

Echoing his words, the Minister for Planning, Development and Special Initiatives Asad Umar assured that the country's coronavirus situation is "not out of control".

He added that Pakistan's trend was different from European countries so the country was doing its own modelling. "It is true that we have a big number of cases and deaths. The number of deaths will increase in the coming days but our situation is not as bad as other countries," he said.

He added that easing of the lockdown after May 9 depended on whether people were following the restrictions and social distancing measures. "I urge you all to cooperate with the government [in following preventive measures] even more stringently than before."

Dr Faisal Sultan, the prime minister's focal person on coronavirus also assured the nation that the situation was "not as bad as in Europe or the United States". He added that the government analysed global and local coronavirus trends before taking decisions.

Comparing Pakistan's situation to neighbouring Iran which has been badly affected by the virus, Special Assistant to the Prime Minister on Health Dr Zafar Mirza said that Pakistan was "comparatively better off".

Mirza said the government was "worried about medical workers" and would soon launch a programme for protection of medical staff working on the front lines of the coronavirus pandemic.

The SAPM said that the country was now producing its own personal protective equipment (PPE) but it had been observed that PPE was "not being used rationally" in some places. "We will train medics on the proper use of PPE."

He added that the government would also provide psychological support to those working on the front lines.

Govt to quadruple donations
The prime minister said that the government will contribute Rs4 for every Rs1 that people donate to the premier's corona relief fund.

He added that the fund would be used to help those who have lost their jobs because of the lockdowns enforced to contain the spread of the virus.

Minister for Industries and Production Hammad Azhar said that the government would merge the relief fund with the Ehsaas programme to help labourers and daily-wagers who have been affected by the lockdowns.

While detailing plans to help small businesses during the coronavirus, Azhar said that their utility bills for three months would be paid by the government. An estimated 350,000 small businesses would benefit from the programme, he added.

Adviser to the premier on social protection and poverty alleviation Sania Nishtar said that all those who have registered for the Ehsaas cash disbursement programme would receive a message within the next 10 days. She urged people not to visit the distribution centres until they received a message from 8171 so as not to create rush in violation of social distancing guidelines.

She assured them that the government was working to resolve all problems that people were facing in collecting their amounts.

The prime minister concluded by urging people to stay at home and observe social distancing when they went to mosques. "This is a difficult time for our nation. If you don't maintain social distancing and don't follow preventive measures, we will all suffer," he said.

ISLAMABAD: Prime Minister Imran Khan, in his message on the occasion of International Labour Day, has expressed the commitment of Pakistan Tehreek-e-Insaf government to protect workers from the coronavirus lockdown impact that has shattered economic growth.

The prime minister said that the spread of COVID-19 in the country had serious implications not only on the health of the population but also on the closure of the industrial establishment, factories and in making workers more vulnerable than before.

“Considering the difficulties of the labourers and the daily wagers due to COVID-19 lockdown, the government announced a fiscal stimulus package and allocated an amount of Rs 200 billion for the poor segment of the society,” the prime minister said in his message on the occasion of World Labour Day observed on May 1.

“The government aims to develop automated, integrated systems for workers’ welfare institutions to ensure transparency and to curtail delays in providing relief to the workers,” he said.

“1st of May, the International Workers’ Day, reminds us of the sacrifices of the workers who laid down their lives for their rights. The day symbolizes the sanctity and dignity of labour and at the same time, it is an acknowledgement of the importance of workers for the economic growth of the country," he added.

“Our religion emphasizes the principles of social justice and respect for the rights of people. Our Holy Prophet (Peace Be Upon Him) himself worked on occasions including Ghazwa-e-Khandaq to demonstrate respect for work. Respect for hard work and recognition of the rights of workers are extremely important in the process of progress," he said.

“The PTI government has embarked upon programmes of vocational training and skills development to enable workers to get their due share in job markets within and outside the country," he added.

The prime minister said that as workers’ role was pivotal for the economic development of any country, his government was committed to ensure that benefits of economic progress translated into the prosperity of all sections of the populations including workers.

“May Allah helps us to truly put in our best efforts for the prosperity of our workers and our country," he maintained.

YouTube will give Pakistan $5 million in advertisement grants to spread awareness about the coronavirus, it emerged on Saturday.

In a letter written to Prime Minister Imran Khan, a copy of which is available with Dawn.com, YouTube Chief Executive Officer Susan Wojcicki outlined the work "Google and YouTube have been doing to support Pakistan's citizens and businesses through this difficult time".

The letter stated that the tech companies are helping local authorities in the country spread information about the coronavirus through information panels and alerts. Google has also launched a microsite which will appear when anyone searches for coronavirus. The website draws its content from the government's Covid-19 portal, it added.

The online platforms are also combating misinformation and online abuse by showing authoritative sources in top results. "We will continue to quickly remove videos ... that discourage people from seeking medical treatment or claim harmful substances have health benefits," the letter read.

Outlining resources for learning and working from home amid the coronavirus pandemic, the letter said that Google has created Grow with Google Pakistan — containing resources for "all kinds of remote workers" and Teach from Home — containing resources for educators. It has also created other learning resources for children and professionals.

The letter added that Google was also publishing community mobility reports, using data collected through Google Maps. "We hope that the reports [on movement] can help public health officials in Pakistan, and governments elsewhere respond to the coronavirus," it said.

The letter also offered cooperation with the Pakistani government in creating a "credible and globally consistent digital policy and regulatory framework".

Prime Minister Imran met with the YouTube CEO in January this year on the sidelines of the 50th World Economic Forum annual meeting in Davos, Switzerland.

The two leaders held discussions on utilising digital platforms for building Pakistan’s image. The Pakistani entourage also discussed the possibilities of promoting tourism, education and attracting investment through digital platforms.

After the meeting, Tania Aidrus, head of Digital Pakistan, said on Twitter that in the “great meeting”, the two sides discussed efforts to support the thriving content creator community in Pakistan and how the country could work with YouTube to promote responsible digital journalism.
 
PM Imran says hostile attitude towards Covid-19 patients 'unacceptable'

Prime Minister Imran Khan has regretted reports of coronavirus patients being treated in a hostile manner in the country.

Addressing a video conference of health officials, the premier said such an attitude is "unacceptable" and gives rise to fear in the society.
