LAHORE: The Federal Investigation Agency (FIA) has exposed the sugar mafia's involvement in monetary fraud, speculative trade and money laundering after obtaining evidence of persistent increase in sugar prices through creating artificial shortage of the commodity.

The sugar mafia earned Rs110 billion in a year by increasing the sugar prices from Rs70 to Rs90 via ''satta'' (price fixing through collusion) and stashed the illegally gotten amount in fake and secret accounts, the FIA said.

Almost all the major sugar producing groups — some of which belong to major political parties — including Sharif Group, Tareen Group, Alliance Group, Almoiz Thal Group and Hamza Group, were found involved in the gambling, the agency added.

FIA Director Lahore Dr Muhammad Rizwan while talking to the media on Thursday about the operations against the sugar mafia said that solid evidence has come to light in the operations via data retrieved from 32 digital devices belonging to the sugar mafia.

He said owing to the sheer volume of the data gathered, "thousands of books" can be printed.

Rizwan said that 10 cases have been registered against the sugar mafia while 40 people have been identified who "were all in touch with each other".

The FIA has decided to investigate and scrutinise the accounts of prominent members of sugar gambling mafia, and then arrest them after registration of cases under Anti-Money Laundering Act, said the director.

Rizwan said of the "satta" mafia groups, 10 are from Lahore, while others are located in Multan, Hasilpur, Khanewal and Bahawalpur.

It was also revealed that the sugar mafia conspired to further increase sugar prices through gambling in the month of Ramazan.

ISLAMABAD:The Federal Investigation Agency (FIA) on Wednesday registered a case against former Pakistan Tehreek-e-Insaf (PTI) general secretary Jahangir Tareen, his son Ali Tareen, son-in-law and other members of the family for alleged financial embezzlement.

According to sources in the agency, Jahangir Tareen transferred Rs3.25 billion from JDW company to his son-in-law's closed paper manufacturing company Farooqui Pulp.

The money, the authority added, was then transferred to the accounts of different members of the family.

Likewise, the report added, some Rs3 billion were invested and laundered through the same factory. 26 per cent of shares in the factory belong to public shareholders.

Moreover, the former PTI leader and his family members purchased dollars from open market and transferred them overseas.

FIA has also registered a case against Jahangir's right-hand man and chief financial officer, former secretary agriculture Rana Nasim, who reportedly used the funds in the purchase of sugarcane.

In March, the Federal Board of Revenue (FBR) presented a report to Prime Minister Imran Khan about the recovery of taxes from the sugar mills, which, according to a sugar inquiry commission, had minted billions of rupees through illegal means.

In its preliminary report – unveiled on April 5 – the commission stated that sugar mills belonging to the families of top politicians including PML-N’s Shehbaz Sharif, Jahangir Tareen and Khusro Bakhtiar, PML-Q’s Moonis Elahi and PPP’s Asif Ali Zardari were among beneficiaries of the crisis.

Instead of demanding the Sharifs and the Bhuttos to return the looted wealth, Imran should follow what he preaches and return the black money that Jahangir Tareen spent on his election campaign.

As an added bonus, he also made him the chairman of tourism but that backfired in spectacular fashion - Zulfiqar was asked to name a must visit tourist destination in Pakistan and he did not have a clue.

It is not a belief; it is a fact. You either believe that JKT is not corrupt but if you do, there is no justification for why Imran used him as his financier.

ISLAMABAD: Adviser to Prime Minister on Interior and Accountability Shahzad Akbar said on Thursday that Jahangir Tareen will be prosecuted as per law, saying no one will be given an NRO.

Akbar's comments come a day after the Federal Investigation Agency (FIA) booked the former Pakistan Tehreek-e-Insaf (PTI) general secretary and his son, Ali Tareen, among other members of his family in two separate cases pertaining to financial embezzlement and money laundering.

Talking to media persons in Lahore, the adviser said, "The attempts for NROs are no secret, but we are not going to give them to anyone."

He added that, "There will be no favoritism in this and Tareen will be prosecuted as per the law."

Akbar further said that the government took various actions following the inquiry commission's report on sugar scandal. "The report was made public despite the involvement of our own member."

In this regard, he added, an amount of more than Rs300 million was frozen. An expeditious investigation on the sugar scandal is underway, the PM's aide claimed.

He observed that such scandals were not new, adding that not just the mills but the market forces too affect the prices.

The forces in the market are involved in illegal profiteering, the adviser said. He added that, "FIA and NAB have been provided with evidences with respect to action against such illegal market elements."

'Fabricated allegations'

While responding to the case registered against him a day earlier, Tareen claimed that the allegations against him and his family were “totally fabricated”.

"I have already submitted a detailed reply along with concrete evidence in response to the FIA notice. Unfortunate to see them go on another smear campaign against me & my family without establishing anything illegal," he wrote.

According to sources in the FIA, Tareen transferred over Rs3 billion from his company JDW Group, to his son-in-law Waleed Akbar Farooqui's firm, Farooqui Pulp Private Limited, which was shut down in 2011.

Around 26% of the company's shares belonged to public shareholders.

An inquiry disclosed that the JDW had made fraudulent payments to the closed mill under the guise of clearing dues.

LAHORE: A banking court granted interim bail to PTI leader Jahangir Tareen and his son Ali Tareen in cases against them relating to alleged fraud and money laundering in Lahore on Saturday.

The Lahore banking court has granted interim bail to Jahangir and Ali in exchange for bail bonds of Rs500,000 each. The bail has been granted till April 10.

Jahangir and Ali posted their bail in a case registered with the Federal Investigation Agency (FIA), after which the court restrained the FIA ​​from arresting them till April 7.

FIA has been asked by the court to present all records at the next hearing.

FIA registers cases against Jahangir Tareen, son

Earlier this week, it was reported that FIA Lahore had registered a case of alleged fraud of Rs3.14 billion on March 22 against father-son duo.

The FIR states that Jahangir allegedly transferred illegal shares worth billions of rupees to Farooqi Pulp Mills Limited (FPML), which is owned by his son and close relatives.

It says the transfers, especially after 2011-12, were "patently fraudulent investments which ultimately translated into personal gains" for Jahangir's family. Some Rs3 billion were invested and laundered through the same factory.

The PTI leader expressed the belief that he is being placed under a media trial to damage his reputation.

He was speaking to the media outside court Saturday.

Jahangir questioned why his sugar mills were being "tossed around" this way. "Is there no issue with the remaining 80 sugar mills?" he asked.

He said none of the cases against him had any correlation with the increase in sugar prices in Pakistan.

The PTI leader opined that FIA had been handed this case "on purpose". He said adding the words money laundering had made this into a criminal case.

Sugar crisis of 2020 and its investigation report

Last year, PM Imran Khan had tasked the FIA to investigate the sugar crisis throughout the country and find out who benefited from it.

A report by the FIA released last year had claimed that top PTI members were among those who gained from the recent sugar crisis in the country.

Among the people named in the FIA report were Jahangir Tareen and a brother of the then Minister for National Food Security Khusro Bakhtiar.

Tareen was said by the report to have benefited the most from the sugar crisis followed by Bakhtiar's brother.

Pakistan Tehreek-e-Insaf’s (PTI ) estranged leader Jahangir Tareen on Saturday asked if there was "no problem with the rest [of the] 80 sugar mills" in the country and why only his name was being mentioned.

Tareen was talking to the media outside the local court after he and his son Ali Tareen obtained bail orders in three different FIRs registered against them by the Federal Investigation Agency (FIA) over allegations of fraudulently misappropriating shareholder's money, company’s money and committing money laundering.

Tareen lamenting on FIA’s conduct and said it was not the obligation of the FIA to probe into the decisions taken by the companies and that it deliberately implicated him in money laundering charges.

“Why such hype is being created only on Tareen’s mils. We have appeared before the court and will prove our innocence in court,” he further said.

He also expressed concerns over the 'media trial' over the allegations.

It is worth mentioning that accused Rana Nassem and Muhammad Rafique, Ghufran and others had obtained pre-arrest bails earlier.

Talking to The Express Tribune, Tareen’s counsel Barrister Salman Safdar said it was astonishing that FIA has not mentioned anywhere in the FIRs the allegations relating to sugar, price escalation and market manipulation.

He added that the perception was being built that the FIRs have been registered against sugar mafias.

According to the three FIRs, two of them were registered under sections 406 (criminal breach of trust), 420 (cheating of public shareholders) and 109 of the Pakistan Penal Code (PPC), read with sections 3/4 of the Anti-Money Laundering Act.

In the third FIR, it was stated that accused Tareen fraudulently misappropriated the money of shareholders after his company (JDW group) transferred Rs.3.14 billion to an associated private company identified as Farooqi Pulp Private Limited (FPML). The FIR stated that the private company is owned by his sons and close relatives.

The FIR stated that “the transfers, especially after FY 2011-2012, were patently fraudulent investments which ultimately translated into personal gains for the family member of the JDW CEO”.

It further added that during this period, Tareen, his son and other family member purchased US currency from the open market in Lahore in a structured manner.

Subsequently, in 2016, Ali Khan Tareen remitted approximately US$7.4 Million to the United Kingdom for purchasing properties (to be investigated in detail during the course of the investigation) which makes them liable for an anti-money laundering investigation, the FIR said.

The FIA stated that Tareen, his son, son-in-law Waleed Akbar Faruki and Shahid Akbar Faruki beneficially controlled FPML and personally benefitted from this scheme.

The investigation agency further stated that "voluminous withdrawals amounting to at least Rs2.2 billion were fraudulently and dishonestly made through a trusted cash rider".

This modus operandi of cash-based misappropriation and money laundering was employed to break the onwards money trail of deposits into personal and business accounts of the accused Tareen and family, it said.

It also stated that Rana Nasim Ahmed, JDW CEO, was also given large amounts from the company's accounts to the tune of Rs.600 million. He claimed these amounts as salary, bonuses and 'gentlemanly-agreed' benefits.

In a show of support, Punjab lawmakers from the ruling PTI accompanied sugar baron Jahangir Tareen to court on Wednesday where he and his son had to appear for an extension in their interim bail in cases filed by the Federal Investigation Agency (FIA).

Lala Tahir Randhawa, Raja Riaz, Noman Langrial, Salman Naeem, Ghulam Bibi Bharwana, Khurram Leghari and Abdul Hai Dasti showed up to support Tareen at his hearing.

Speaking to the media, PTI MNA Raja Riaz said that PM Imran would not have been successful in winning the vote of confidence from parliament in March without Tareen.

"Tareen played the biggest part in obtaining the vote of confidence. Perhaps the prime minister would not have been successful if Tareen had not played his part."

He said that Tareen had played a part in forming the Punjab and federal government. "Now people close to the prime minister are hatching conspiracies against Tareen and exacting revenge."

He stated that all the MPAs and MNAs that had gathered for today's hearing were united in denouncing the "injustice" against Tareen. "We think the prime minister should take action against this."

Tareen denies parting ways with PTI
Meanwhile, Tareen denied that he was parting ways with the party and questioned why his "loyalty is being tested".

"I have given my blood and sweat [for the PTI]. Do you think I can separate from the party? Absolutely not." He said he was and will continue to remain a part of the PTI and also denied reports of a future meeting with PPP Chairman Asif Ali Zardari.

During today's press talk, Tareen also lashed out at the action initiated against him and his family.

He said that there were currently three FIRs registered against him. "For the past year, after the sugar inquiry commission, these things have been happening against me. I have remained silent for one year. What more proof do you need of my loyalty?"

He said his loyalty was being tested and questioned why he was being singled out among the owners of sugar mills across the country.

"The injustice is increasing," he said, adding that his and his son Ali Tareen's bank accounts had been frozen without any development in the case concerned. "Why was this done? Who is benefitting from this, who is behind this?"

The disgruntled leader said he was asking for "insaaf from the Pakistan Tehreek-i-Insaaf".

"I was a friend. Why are you pushing me to become an enemy?" he asked. He also advised the party to keep him as a friend.

He asked the prime minister to expose those exacting revenge against him. "Only the prime minister and the loyal supporters of the party can do that."

Tareen exploring 'political options'
Tareen's statement comes a day after PPP's Syeda Shehla Raza claimed that a meeting between Zardari and the disgruntled PTI leader had been scheduled for next week.

“There is a possibility that Tareen may join the PPP along with his supporters. If this happens then both [Prime Minister Imran Khan] Niazi and [Punjab Chief Minister Usman] Buzdar will be sent packing,” she had said in a tweet that was later deleted.

She had also said that Tareen held a meeting (in this regard) with PPP leader and former Punjab governor Makhdoom Ahmad Mahmood, who is his relative.

However, both Tareen and Mahmood had denied their meeting on this matter.

“No truth in reports about my meeting with PPP leadership and joining it [the party of Bhutto]. A constant propaganda campaign is being run against me,” Tareen had said in a statement.

Talking to Dawn, Mahmood had said: “All of this [meeting reports] is completely fake.”

However, he did not offer any comment when asked as to why senior leaders like Raza would speak about the meeting with Tareen if it did not take place.

Meanwhile, a PPP leader from Punjab had told Dawn that some important political players would soon reposition themselves in the face of the PTI government’s failure on every front, especially on economy.

“Tareen, who feels betrayed by his friend Imran Khan, has the support of some lawmakers and he is carefully playing his cards. He knows that FIA’s action against him is not possible without the approval of Imran, for whom he had spent his bucks and used his clout to bring him into power,” he had said and confirmed that Tareen and the PPP leadership had been in contact.

“It is the PTI top leadership that has pushed Tareen to explore other political options,” he added.

After virtually coming out of the opposition alliance — Pakistan Democratic Movement (PDM) — the PPP gets active to fancy its chances to form its government at the Centre in the future.

“PPP chairman Bilawal Bhutto-Zardari is also keen to perform well in Punjab in next general elections and for this purpose he is looking up to stalwarts like Tareen,” the PPP leader had said, adding that Tareen had asked some PTI lawmakers, who are close to him, to accompany him to court on Wednesday.

Last week, the Federal Investigation Agency (FIA) had registered two more FIRs against Tareen and his family members facing over Rs5 billion money laundering and fraud charges in the sugar scam.

The FIA’s Lahore circle had registered both the FIRs against the estranged PTI leader, his son Ali Tareen, son-in-law and others on March 22 and sealed them. However, it had opened the FIRs last week ‘on an order from the top’ and initiated legal proceedings against those nominated.

A total of four FIRs have been registered against Tareen and others since November last in connection with the multi-billion-rupee sugar scam but the FIA has yet to lay its hands on them.

According to the new FIRs, Jahangir Tareen “fraudulently misappropriated shareholder’s money after his company, JDW group, transferred Rs3.14bn to an associated private company — Farooqi Pulp Pvt Ltd (FPML), Gujrat, which is owned by his son and close relatives.

“During 2011-2012 when fraudulent investments were made being pumped into FPML accounts, Treen, his son Ali and other family members purchased US dollars from the open market in Lahore in a structured manner (keeping each transaction below FMUs STR/CTR reporting threshold of US$35,000 to avoid detection). Subsequently, in 2016, Ali Tareen remitted US$7.4m to the UK for the purchase of properties (to be investigated) which makes them liable for anti-money laundering investigation.”

The FIA said: “A premeditated scheme of misappropriation of public shareholders’ money by Jahangir Tareen has surfaced whereby voluminous withdrawals amounting to at least Rs2.2 billion were fraudulently and dishonestly made through a trusted cash rider Amir Waris (from 2017 to 2020). Waris employed as a cashier at JDW’s Corporate Head Office, deposited huge cash amounts into the personal and business accounts of Tareen and his family members including females.” The FIR mentioned the names of the Tareen family women on whose accounts a huge sum of money had been deposited.

It said: “This modus operandi of cash-based misappropriation and money laundering was employed to break the onwards money trail of deposits into personal and business accounts of the accused Tareen and family.”

Both FIRs were registered under sections 406 (criminal breach of trust), 420 (cheating of public shareholders) and 109 of the Pakistan Penal Code (PPC), read with sections 3/4 of the Anti-Money Laundering Act against all those mentioned in the FIRs.

Last year, a sugar inquiry commission, headed by FIA chief Wajid Zia and comprising officials from other institutions, was set up on the orders of Prime Minister Imran Khan to investigate the reasons behind the soaring price and shortage of the commodity in the country.

The commission's report, which was made public by the government in April, exposed multiple wrongdoings within the sugar industry and implicated key government and opposition political figures, including Tareen, PML-Q MNA Moonis Elahi, federal minister Khusro Bakhtiar and PML-N President Shehbaz Sharif's son.

The report detailed how over the years sugar mill owners had manipulated the market to make windfall profits amounting to billions of rupees, shedding light on the nexus between these owners and various government officials that led to unregulated practices bypassing laws and often exploiting the farmers.

It also revealed how the ‘sugar cartel’ comprising 88 mills had cheated sugarcane growers and consumers at every step starting from the procurement of cane, production of sugar, sale in the local market and export, all of which led to price hike of sugar as well as billions of rupees of tax evasion.

Not parting ways with PTI, says Jahangir Tareen

Estranged PTI leader Jahangir Tareen said Wednesday that his loyalty to Prime Minister Imran Khan was being tested, but that he is not parting ways with the PTI.

Tareen was speaking to the media after he arrived at the banking court to attend his bail hearing. "Not one, not two but three FIRs have been registered against me," he said.

"Out of the 80 sugar mill owners, all they could see was Jahangir Tareen," he said, questioning why he was being subjected to "revenge".

The PTI leader said his "loyalty is being tested". He added that an inquiry against him, relating to the sugar crisis, has been going on for the last year.

He lamented that his accounts as well as those belonging to his son, Ali Tareen, had been frozen. "Why have my accounts been frozen? Who is doing this? Who benefits from this?" he asked.

Tareen said he was "asking for justice from Pakistan Tehreek-e-Insaf", adding that he was a friend, but is being "pushed towards enmity".

Tareen rejects reports he is meeting Zardari
In response to a question, Tareen said it was time to expose those involved in a conspiracy against him. He said PM Khan can expose the person who was hell-bent on exacting revenge against him.

Despite his grievances against the ruling party, Tareen said he was not parting ways with the PTI. "I am a member of the PTI and will remain so," he said.

When a reporter asked Tareen whether he was about to meet former president and PPP leader Asif Ali Zardari, he said the reports were not true.

Tareen to meet Zardari next week, may join PPP: Shehla Raza
Sindh Minister for Women Development Shahla Raza, who belongs to the PPP, on Tuesday deleted a tweet in which she speculated on the possibility of Tareen joining PPP during a meeting "next week" with Zardari in Karachi.

Raza had claimed Tareen had already met PPP's Makhdoom Ahmed Mahmood, and "it is believed he will meet Zardari" in Karachi.

"It is believed he will leave PTI and join PPP along with his aides during the meeting," she had tweeted.

"If such a thing happens, neither will Buzdar [remain in the government], nor will Niazi," the PPP leader had written.

Responding to Raza's statement, Tareen had said a "consistent propaganda" campaign is in place against him. "The reports of my meeting with PPP leaders are baseless."

"People spreading rumours against me will be disappointed," he added.

The development comes after the Federal Investigation Agency [FIA] sent notices to Tareen and his son, Ali Tareen, summoning them in multiple inquiries, on April 9.

FIA registers cases against Jahangir Tareen, son
Earlier this week, it was reported that FIA Lahore had registered a case of alleged fraud of Rs3.14 billion on March 22 against father-son duo.

The FIR states that Jahangir allegedly transferred illegal shares worth billions of rupees to Farooqi Pulp Mills Limited (FPML), which is owned by his son and close relatives.

It says the transfers, especially after 2011-12, were "patently fraudulent investments which ultimately translated into personal gains" for Jahangir's family. Some Rs3 billion were invested and laundered through the same factory.

Jahangir Tareen not as close to PTI now: Sheikh Rasheed
Earlier this month, Federal Interior Minister Sheikh Rasheed said Jahangir Tareen is now "far away" from the PTI.

The interior minister was talking about the PTI leader on Geo News programme Aapas ki Baat. He had said there is a major distance now between PTI, the government and Jahangir.

Asked about the inclusion of the names of Jahangir and his son Ali Tareen on the Exit Control List, Rasheed had said that he had not yet received any information on the matter.

JKT has learned the hard way how the fake messiah uses people before discarding him.

The reality is that Imran would not be where he is today without JKT’s black money.

Can't even think of causing harm to PM Imran, says Jahangir Tareen

Pakistan Tehreek-e-Insaf (PTI) leader Jahangir Tareen on Thursday said he could not even think about "causing harm to Prime Minister Imran Khan".

Tareen also denied reports that the Pakistan People's Party (PPP) stalwart and leader of the opposition in the Senate Yousuf Raza Gilani had travelled on his plane.

"If Yousuf Raza Gilani used Makhdoom Ahmed Mahmood's plane, how is it my fault," the estranged PTI leader asked.

The PTI leader went on to add that he had been supporting the premier with honesty and sincerity.

"The government has been wrongly informed about the use of the plane," he said and claimed that PM's advisers Azam Khan and Shahzad Akbar were behind it.

"My record is clean and I can't even think about causing harm to the prime minister," he maintained.

On Wednesday, Tareen said those who were trying to "humiliate others" would soon be unveiled. “PTI’s top leadership should take this initiative now to unmask such elements," he was quoted as saying.

Lashing out at his party for resorting to subjecting him to a media trial, Tareen said that "it is regrettable that we are here seeking justice from the PTI."

He, however, denied that he was quitting the party, asking why his loyalty was being tested.

Yesterday, PTI Punjab leaders including MPAs accompanied the estranged party leader to a banking court where he sought extension in the pre-arrest bails granted to him and his son in the fraud cases filed by the Federal Investigation Agency.

The move comes a day after the party demanded action against Tareen and others for their alleged role in the sugar scam.

Speaking to the media outside court premises, the PML-N leader said that watching Tareen arrive for his hearing flanked with MNAs and MPAs by his side succinctly depicted that he has the Punjab government in his right pocket and the federal in his left pocket.

He added that Tareen, who enjoys support of many more parliamentarians, has hinted that he can overthrow the incumbent PTI-led government.

“Tareen will not have to fly his plane all around the country to overthrow the government the way he did to form the incumbent government,” Sanaullah said.

He clarified that PML-N had no contact with Tareen. “If Tareen contacts our party then a political decision will be reached after consulting and assessing every kind of possibilities.”

Sanaullah said the same procedure will apply even if PML-Q leader and current Punjab Assembly Speaker Pervez Elahi approaches PML-N with the required numbers to send the Imran Khan government packing.

The former provincial law minister highlighted that during Tareen’s bail hearing, he claimed that his business transactions were being used against him.

“Irrespective of what Tareen has said about the Sharif family and their business transactions in the past despite knowing the legitimacy of their businesses, we would condemn any injustice meted out to him or any other businessman,” Sanaullah said.

The PML-N leader hinted that the prices of essential commodities will keep rising with the kind of investigation process being carried out against businessmen.

Earlier on April 8, PML-N Punjab Spokesperson Azma Bukhari had said that Tareen was trying to prove how powerful he is by being accompanied with MNAs and MPAs.

She urged Tareen to develop moral courage and ask parliamentarians enjoying his support to submit their resignations.

Bukhari also said Tareen should be prosecuted for his role in the prevailing matter and that she wishes to see the remaining “ATMs” within PTI to be prosecuted as well.

The only embarrassment is for PTI supporters who have to clutch at straws to justify how Imran associating himself with JKT and taking advantage of his black money is consistent with the image and the manifesto that he and his party want to project.

Sources added that of the bank accounts, four are US dollar accounts, two are British pound accounts and 30 are Pakistani rupee accounts.

According to a list obtained by Geo News, 21 of the bank accounts belong to Jahangir Tareen's son, Ali Tareen, 14 belong to Jahangir Tareen himself, and one belongs to his wife Amina Tareen.

The sources said that the frozen bank accounts contain "tens of millions of rupees".

LAHORE: The Federal Investigation Agency (FIA) on Friday grilled former secretary general of the ruling Pakistan Tehreek-i-Insaf (PTI) and sugar baron Jahangir Tareen and his son Ali Tareen on the money laundering and fraud charges in the sugar scam and got 36 bank accounts of his (Tareen) and his family members frozen.

As Prime Minister Imran Khan was also in Lahore, sources said he was assured during a discussion with Punjab Chief Minister Usman Buzdar on the PTI lawmakers, who had accompanied Mr Tareen to court recently to express solidarity with him, that the group would lose their political clout once his bail was cancelled and he was taken into custody.

The FIA would seek cancellation of their bail from court on Saturday (today) to arrest the father and son, an official source said.

Unlike his appearance before a special court for banking offences for the extension of his pre-arrest bail a few days ago when some PTI lawmakers, including a Punjab minister, accompanied him showing his ‘political power’, Mr Tareen chose to visit FIA’s Lahore headquarters alone on Friday and threw a dinner for around two dozen party lawmakers, including two ministers, at his residence in the evening.

During his visit to the FIA office, his legal team was with him but it remained outside as a five-member team, headed by FIA (Lahore) Director Mohammad Rizwan, quizzed Mr Tareen for 90 minutes regarding allegations of sugar price manipulation, money trail and money laundering against him. Separately, his son Ali also responded to the investigators’ queries for over an hour.

Talking to Dawn, an official source said: “As both the father and son could not provide a money trail of Rs4.35bn related to the sale of JKFSL’s sugarcane business assets and liabilities, and [could not] offer satisfactory reply regarding [it] and some other business transactions and money laundering charges, the FIA has decided to seek cancellation of their bail from the court on Saturday [today] to arrest them.”

The official said the FIA also got 36 bank accounts of Mr Tareen and his family members frozen. “Response of Mr Tareen to most queries was evasive. The father and the son could not also provide relevant record of business transactions as most record was missing,” he reasoned.

The sources said action against the old friend of Mr Khan, also called kingmaker by some ruling PTI members, was being taken after the prime minister had given the go ahead. The FIA also summoned the heads of finance and sales of Indus Sugar Mills, Rajanpur, of PTI MNA Nasrullah Darashik for April 15.

The sources privy to the meeting between PM Khan and CM Buzdar said a discussion was also held on the PTI MNAs and MPAs who had accompanied Mr Tareen to the court to express solidarity with him. The meeting, they said, was assured that the group would lose any clout once Mr Tareen was arrested following the cancellation of his bail, probably on Saturday (today).

Raja Riaz, provincial minister Nauman Langrial, Ghulam Bibi Bharwana, Nazir Baloch, Suleman Naeem, Khurram Leghari, Aslam Bharwana, Ameer Mohammad Khan and Tahir Randhawa were among those who had pledged their loyalty to the former secretary general of the PTI and sought ‘justice’ for him from Mr Khan.

“PM Khan has been told about the ‘exact number’ of those PTI lawmakers who are standing with Mr Tareen. However, Mr Khan seems to be in no hurry to initiate any action against them [despite] knowing that this may bring further trouble for him,” a PTI insider said.

“For Mr Tareen, time is running out fast to explore other political options for him,” he said, adding Mr Tareen still enjoyed ‘good relations’ with the establishment that was why a good number of PTI lawmakers were firmly standing behind him. “The powers that be will not wish to let ‘this important asset’ wasted so easily,” he remarked.

Earlier, Mr Tareen had warned his party chairman not to make him his enemy. “I remained silent for one year. What else is required to prove my loyalty to the party? I was a friend. Why am I being pushed towards enmity?” he had asked.

In the meantime, the FIA wrote to the State Bank of Pakistan to freeze the bank accounts of Mr Tareen and his family members. “On this, 36 of their banks accounts have been frozen,” the official said.

The FIA investigators asked Mr Tareen, being then CEO of JDW Sugar Mills, if he intentionally defrauded 1,200 public shareholders. “By purchasing sugarcane business of your family’s company (JK Farming Systems Ltd / JKFSL: CEO Ali Khan Tareen) through suppressing ‘fair value’ evaluation resulting in payment of (an exorbitant, non-arms length & premeditated price) Rs4.358bn from JDW’s funds (under your fiduciary control as CEO JDW) to JKFSL; thereby transferring financial gains (crime-proceeds) to your family at the cost of public shareholders.”

The FIA asked him as the CEO of JDW what due-diligence measures (provide evidence) he took in determining that Rs4.35bn was a fair-value? “As CEO JDW did you inform BOD that JKFSL was a loss-making entity with accumulated losses of Rs326 million (FY ending 30th April 2013)? What was the rationale behind assuming high per-acre yields & high sugar cane rates (in connivance with JDW/JKFSL’s management) thereby inflating Rs2.135 billion historical value of JKFSL’ standing crops (biological assets to Rs2.94 billion in the name of far value adjustment) without engaging any agricultural expert?”

The official source said: “There was no answer to these specific questions.”

Meanwhile, the National Accountability Bureau (NAB) also summoned former prime minister Nawaz Sharif’s close aide Javed Kiyani for the sugar crisis probe. According to Geo News, Kiyani is currently the vice chairman of the Pakistan Sugar Mills Association and was a co-accused with the ex-premier in the Hudaibya Paper Mills case.

A Lahore banking court on Saturday extended the interim bail of Jahangir Tareen and his son, Ali Tareen, till April 17 in the sugar scandal case and sought arguments from the Federal Investigation Agency (FIA) ​​and other parties on the jurisdiction.

The district and sessions court also extended the interim bail of both till April 22.

Banking Court Judge Ameer Muhammad Choudhry heard Jahangir and his son’s petition for extension in the interim bail wherein the FIA prosecutor prayed that “this court does not have the jurisdiction in Tareen’s cases”.

He further prayed that bank accounts of employees of Tareen's sugar mills were used for money laundering.

The counsel representing Tareen said that the defendant would present some more documents to the investigating officer next week whereas Jahangir Tareen and Ali Tareen had joined the investigation as well.

The Tareens were accompanied by a large number of lawmakers and others on the occasion.

While speaking to the media, Jahangir said that the inquiry against him was not transparent and therefore an impartial committee should be formed for the investigation.

Earlier on April 4, the estranged PTI leader and his son were granted bail by the Lahore district and sessions court in three different FIRs registered against them by the FIA.

The first FIR was registered under sections 406 (criminal breach of trust), 420 (cheating of public shareholders) while the second under 109 of the Pakistan Penal Code (PPC), read with sections 3/4 of the Anti-Money Laundering Act.

It was stated in the third FIR that Tareen fraudulently misappropriated the money of shareholders after his company (JDW group) transferred Rs3.14 billion to an associated private company identified as Farooqi Pulp Private Limited (FPML). The FIR also stated that the private company is owned by his sons and close relatives.

MULTAN: Foreign Minister Shah Mahmood Qureshi has said that if Jahangir Tareen has any concerns, he should meet Prime Minister Imran Khan.

Talking to the media in Multan on Saturday, Qureshi said that members of the national and provincial assemblies are bound by the decision of Imran Khan. He said independent members submitted affidavits and started sitting on PTI benches in the assembly.

Qureshi said that 17 sugar mills have received notices and only one of them belongs to Tareen. "If Jahangir Tareen has any concern, he should meet the Prime Minister. We will listen to everything Tareen says," Qureshi said.

He claimed that the FIR against him was “made in Islamabad” and was signed in Lahore after it was sent to the provincial capital in a “USB”.

He repeated that the probe should be fair and transparent. He added that he was not running away from the law and will “never” do so.

During the media talk, he, once again, dismissed the claims that he was leaving the ruling party.

“We are the party and we will remain in it. If we don’t stay then where will we go,” asked Tareen. He vowed that he will be “vindicated” by the courts.

He also thanked the PTI MPAs, MNAs and ministers that came to support him during the hearing.

And this will destroy the investment and business opportunities in the country.”

He lashed out at the governance of the Pakistan Tehreek-e-Insaf (PTI)-led federal government and said the biggest threat to the country was from the ‘mafia of incompetence’. “Tareen will get the similar kind of justice as cricketer Majid Khan received. The cricketer brought PM Imran into the Pakistan team and paid the price by losing his position of the captain,” Iqbal said, adding the premier always “stabs in the back of his benefactors”.

Responding to a question on the possibility of joining hands with the disgruntled PTI leader to dislodge the government, he said Tareen had not approached the PML-N so far. He however clarified that the PML-N would only become a part of the process that paved the way for holding fresh elections forthwith. Until recently, the PML-N was demanding action against Tareen and accused him of making billions in the sugar scam.

Meanwhile, the opposition party had also coined the term ATM for the PTI leader currently facing probe into sugar scandal. However with the inquiry drawing the two, Prime Minister Imran Khan and his loyal friend Tareen apart, the PML-N took a U-turn from his stance and voiced its concerns in support of Tareen.

The Federal Investigation Agency (FIA) on Monday sought record from Jahangir Tareen regarding his farmlands, machinery and overseas properties. The investigation agency has given him till April 13 (tomorrow) to file the document.

According to Express, the FIA ​​ sent an eight-point questionnaire to the estranged PTI leader in which he was directed to provide answers regarding the property, which the investigative body had sought from August 2020.

The FIA said Tareen can submit the answers by appearing in person or through the company secretary. Tareen has promised to answer these questions on Friday (April 16).

The FIA also asked for the submission of original receipts for the purchase of all machinery of JK farms and proof (of purchase) of an estimated 35,000 acres of land.

Furthermore, the FIA directed Tareen to submit a bank report in this regard and a money trail of properties purchased in the UK.

Earlier on April 9, it was reported that on the request of the FIA 36 bank accounts belonging to estranged PTI leader and his family were frozen in connection with the probe into the sugar scandal.

Sources in the State Bank said the family had these accounts in nine banks, both government and private.

They added that 21 of these accounts belong to the former PTI general secretary’s son, Ali Tareen. Fourteen of them belong to the estranged PTI leader himself and one to his wife.

Four of them are US dollar accounts, two British pounds and the remaining of local currency. The sources added that there are “tens of millions of rupees” in the frozen accounts.

The Federal Investigation Agency (FIA) has launched a probe into foreign properties of the ruling Pakistan Tehreek-i-Insaf’s estranged leader Jahangir Khan Tareen, directing him to provide it with complete detail and money trail in this regard on Tuesday (today) without failing.

“It appears every time Mr Tareen shows a good number of PTI lawmakers with him, he invites more trouble in the form of FIA action. So far the open support of some 30 PTI lawmakers -- 22 MPAs and eight MNAs -- has not proved fruitful as those close to Prime Minister Imran Khan managed to give Mr Tareen’s move colour of blackmail,” a source in the PTI told Dawn on Monday.

These lawmakers last week had formally submitted a request to the premier to give them an audience on a single-point agenda -- “no victimisation of Mr Tareen”.

“Imran Khan has so far shown no intention to meet with these rebel lawmakers as he never succumbs to any pressure from anyone,” he said and added that “Tareen saga” had more layers to unfold.

On Monday, the FIA directed Mr Tareen to either appear in person or send his chief financial officer to submit the record of his and his family members’ foreign assets and the money trail. The FIA sought detail of his family-owned 12-acre Hyde-House in Newbury, Hampshire, UK.

It also asked him to provide a complete detail of his and his family members’ assets anywhere in the world. “Whether these assets have been declared in the FBR or not? The details should include a complete description of assets, location, mode and cost of acquisition, along with a money trail,” a call-up notice to Mr Tareen said.

The agency has also sought from him the detail of independent valuation report of JKFSL assets, annual audited financial statement of JDW, detail of 35,000 acres of JKFSL farms and utilisation of Rs3.14bn JDW’s advances – converted into JDW’s equity investments – to FMPL.

The FIA warned Mr Tareen that “non-compliance of this call-up notice and continued failure to produce the relevant record, despite repeated requests since August 2020, will entail that the omission is deliberate and investigation will proceed on the basis of documentary evidence available on record.”

The FIA last month had registered two FIRs against Jahangir Tareen and his son Ali Tareen under Rs5 billion money laundering and fraud charges in the sugar ‘scam’. Both are on interim bail till April 17.

Punjab chief minister’s aviser Abdul Haye Dasti disclosed on Monday that some elements wanted “arrest of Tareen at any cost”. “WhatsApp messages are coming, demanding that Mr Tareen should be behind bars at any cost,” he told a private TV channel. Naming adviser to the premier, Shahzad Akbar and Principal Secretary to PM Azam Khan in this episode, Dasti said: “Everyone has a problem with the duo”.

Talking to reporters, PML-N vice president Maryam Nawaz said: “Imran Khan could not see the sugar mafia when he was using money and plane of Mr Tareen, and now he is accusing the sugar baron of scam.”

Earlier, Mr Tareen had called for a transparent inquiry into the allegations of fraud and money laundering against him.

“Form a fair and noncontroversial investigation team, which could meet the requirements of justice and doesn’t follow instructions given to it on telephone calls,” the PTI’s former secretary general had demanded and alleged that the FIRs against him were originally drafted in Islamabad and later handed over to the investigation team in Lahore through a USB flash drive.
