Mosques will remain open across the country for taraweeh (prayers held during Ramadan) and Khatam-e-Quran during the holy month of Ramadan, the Ministry of Religious Affairs and Inter-faith Harmony said Thursday.

The ministry's announcement comes after Minister for Religious Affairs and Interfaith Harmony Noorul Haq Qadri had said mosques across Pakistan will stay open during Ramadan with strict adherence to COVID-19 standard operating procedures.

The ministry, in a notification issued today in this regard, said the decision to keep mosques open was taken during a National Command and Operation Centre (NCOC) meeting after consultations with the federal minister for religious affairs and provinces.

The ministry said like last year, mosques will remain open and prayers will take place, but they will be allowed subject to the 20-point agreement between stakeholders.

The 20-point agreement

The following are the 20 points that the government had issued last year:

1. No carpets or dariyaan (mats) to be laid down in mosques because the virus is airborne. Clean floors for prayers must be ensured.

2. If people want to bring prayer mats from home they may do so.

3. No gatherings after namaz/taraweeh will be permitted.

4. If a mosque has an open area/garden it is preferable to conduct prayers there.

5. People over 50 years of age, children should not be allowed in mosques.

6. Everyone must follow the instructions of social distancing by WHO and other health experts.

7. Taraweeh should not be conducted on roads, footpaths and anywhere else than the mosque premises.

8. People should continue to keep observing regular prayers at home.

9. Masjid, Imambargah floors should be washed with chlorinated water regularly.

10. There should be a six-feet distance during congregational prayers/

11. The mosque should form committees to ensure that people are abiding by the rules and decided SOPs.

12. Markers should be made on the floors of mosques and Imambargahs to guide people about the distance they should keep from others.

13. People should do ablution at home.

14. People must wear face masks when coming to mosques and maintain physical distance.

15. People must avoid handshakes.

16. Itikaf must be observed at home.

17. No one must prepare or hold Sehri and Iftaar in mosques.

18. Mosque committees should be in constant contact with the provincial government.

19. Mosques committees are allowed to conduct taraweeh under these SOPs.

20. If during Ramazan, government authorities feel that the situation has got out of control and the number of cases surge, the authorities can review the decisions taken.

Ruet-e-Hilal Committee to meet on April 13

In a statement issued two days ago, the Ruet-e-Hilal Committee said it will meet on April 13 to sight the moon for the holy month of Ramadan.

Chairman Central Ruet-e-Hilal Committee Moulana Abdul Khabir Azad has summoned the session, the statement issued said, adding the meeting of zonal and district committees would take place at their respective headquarters.

This would be the first Ramadan moon sighting under the new chairman, Moulana Azad, who was appointed by the federal government in December last year, replacing Mufti Muneeb-ur-Rehman.

The new chairman in January said he would try his best to bring harmony in observing Ramadan and celebrating Eid in the country in the years to come.

"The entire nation will observe fasting on the same days and also celebrate Eid on one day," he had said.

Another dumb decision by the most incompetent and clueless government in Pakistan history.

They have no spine and no guts to stand up to the mullahs.

The vast majority of this SOPs will not be observed because the public will not care and also because most mosques will not have the arrangements to ensure that the SOPs are followed in the first place.

This third wave of COVID in Pakistan is the worst one so far and the incompetence of the government will only make things worse.

Last year, their stupidity to ease lockdown restrictions in the last week of Ramzan to facilitate Eid shopping proved to be disastrous.

This government cannot even get the basics right and finds its foot in its mouth on a daily basis.

The last thing you would expect from this circus show is to show intelligence and common sense when it comes to pandemic management.

Hopefully they can speed up immunizations, if they immunize the vast majority of the vulernable population (old people + people with underlying conditions) then it can't be too bad but I have no idea how many vaccines are on the way to Pakistan.

Theres no way this will happen in a matter of weeks Absolutely no chance even if they had all the vaccines in hand Its not a process that can happen so soon

Obviously if the govt says “sky is blue” you would say it isn’t. We all know you are going to take the opposite view of anything this govt will say. Kindly share what should do they do instead of moaning around here.

Btw same rules are also applied in Canada and uk for the upcoming month. Pretty sure your homeland of India, that is struggling with covid more than us have the same rules in place.

NCOC has issued guidelines for prayers during Ramadan.

- People aged above 50 and children requested not to go to mosques
- Six feet social distancing during the prayers at mosques
- Carpets to be removed from mosques
- Prayers and Tarawih won't be allowed inside mosque halls

This is another testament how weak, scared and incompetent our PM is. His whole term has been about bending over backwards for the right-wing.

Last year, we all know how Imran was blackmailed into taking back his decision to close down mosques after mullahs threatened him. Later on, he was boasting how his government was the only government in the Ummah which kept its mosques open. This guy is a big hypocrite!

Apart from the carpets which is the least important point, none of these SOPs will be observed in about 99.99% of mosques.

The government is shooting itself in the foot yet again.

Your examples of Canada and UK show your ignorance.

The number of Muslims in Canada/UK cannot be compared to the number in Pakistan.

Moreover, a lot of these Canadian and UK Muslims are educated and will be more willing to respect the SOPs.

As far as India is concerned, I don’t know what they are going to do about prayers/taraweeh in Ramzan, but the difference is that India is led by strong public administrators and seasoned politicians,

not a cricketer who thinks running a country is like captaining a cricket team and his team of incompetent and useless charlatans with no intelligence.

Imran and his government can do all the drama they want, the reality is that 99% of the mosques in the country will not respect the SOPs.

Moreover, the incompetence of the government will also ensure that in most mosques, there won’t even be mechanisms and security personnel to ensure that people follow the SOPs.

Your knowledge of number of muslims proportion to number of mosques in Canada and uk shows your ignorance.

Mosques in Canada and UK (pre-covid) times were as much filled as those in Pakistan, if not more. Ask anyone poster from Canada or UK that, they will agree. They follow the rules, and govt have deemed mosques and other places of worship essential, subjected to capacity and SOPs.

You said a lot of Canadian and UK Muslims are educated. Well, so are those in Pakistan, except maybe you who will keep moaning about things govt do (even good ones), yet not provide a solution. I asked you a question before, what should the govt do? If you criticize, be man enough to actually give a solution. All I hear is bakwas from someone like you. Cowards and pathetic losers do that usually. Are you that?

Still waiting for your answer.

Please don’t try to dig yourself out of the hole by arguing that mosques in Canada and UK are also full. Of course they are full, I have seen it myself (in UK).

This is not the point at all and I am sure even you have the intelligence of realize this.

The point is that there is no comparison between the number of Muslims in Pakistan and Canada/UK and the number of mosques in Pakistan and Canada/UK.

There are millions more Muslims in Pakistan and there are thousands more mosques as well, and all of them are full.

Hence, the mosque policy of Canada/UK or any western country is not applicable to Pakistan because the scale is completely different.

We are talking about millions and millions of more people in Pakistanis mosques on a given day than all the Muslims in Canada and UK put together.

Your laughable statement on education also shows your ignorance.

There are millions and millions...and millions of more illiterate Pakistanis than there are total Muslims in Canada/UK, and the vast majority of them go to mosques especially for taraweeh prayer in Ramzan.

Hence, if it is not clear by now, you cannot expect such a large number of people to obey the SOPs and be mindful especially when the vast majority of them don’t even take the pandemic seriously.

In comparison, it is far easier to ensure that Muslims in Canada/UK are following SOPs in mosques. It is much easier to monitor and regulate because the population sample is much smaller.

Now that you have been educated which shouldn’t have been necessary to begin with since it is common sense, the logical solution is that mosques should be immediately closed throughout the country.

However, that requires strong and competent leadership and not a cricket player pretending to be a PM who bends over backwards to please the right-wing.

If mosques are closed, there will be riots across the country as the mullahs will lead protests with millions of people joining them.

But since the government is not equipped to deal with such a crisis, they should at least not insult the intelligence of the nation and abstain from doing this whole mosques SOPs drama.

Everyone including the government itself is fully aware of the fact that is impossible to enforce SOPs in mosques when there are millions and millions of people and thousands and thousands of mosques and the vast majority of these people don’t even care about the pandemic.

You will have to deploy the entire military forces of Pakistan across the country to ensure that SOPs are not violated, which obviously and clearly means that they are impossible to implement.

Hence, the government should simply keep quiet on this matter because nothing can be done.

However, it is important to realize that this drama is not for domestic consumption; it is aimed for overseas Pakistanis who are out of touch with the ground realities of Pakistan and will be distributing mithai over the mosque SOPs listed by the government and will praise the leadership of Imran Khan.

They are also deluded to the point where they will actually believe that these SOPs will be followed and enforced in mosques. It is hard to decide whether one should laugh or cry.

Taraweeh is not an obligatory prayer and can be prayed individually at home as well. In Fact praying non-obligatory prayers is also highly recommended by hadeeth.

Agree with most of your points except India. They’re doing much worse than us and it seems they have given up at this point and are hoping nature is less punishing on them

It is useless arguing with you. Proportion of mosques/ Muslims in uk and Canada would equal the same or maybe less mosques per Muslims in these western states. That was what I was implying.

Again, you didn’t give a solution as I asked you so many times. Maybe you need to write a 5 page essay to actually get your point across. After so many posts you forgot to provide what the solution is. What would you do if you or zardari or sharifs are in govt. That was a simple question I asked, you failed to answer. And let me answer u this, if zardari or sharif were in charge, things would’ve been worse. How do we know? Well we know this from their 30 year rule (history).

Pathetic!

Saudi authorities announce Ramadan procedures at Makkah’s Grand Mosque

RIYADH: Authorities said on Tuesday that 150,000 people would be allowed to perform Umrah or prayers daily at Makkah’s Grand Mosque during Ramadan, which starts next week.

The General Presidency for the Affairs of the Two Holy Mosques said up to 100,000 worshippers would be allowed to pray at the Grand Mosque and that 50,000 pilgrims will be allowed to perform Umrah, as part of its plan to increase operational capacity.

The Ministry of Islamic Affairs, Guidance and Dawah said that Umrah permits will be given to pilgrims aged 65 and over who had already been vaccinated against coronavirus.

Sheikh Abdulrahman Al-Sudais, head of the Presidency of the Two Holy Mosques, said that inoculation is a requirement for entering the Grand Mosque and the Prophet’s Mosque in Madinah.

Minister of Islamic Affairs Dr. Abdullatif Al-Asheikh on Tuesday issued a directive with precautionary measures to prevent the spread of coronavirus during Ramadan.

It said that iftar, suhur and itikaf inside mosques during Ramadan would be suspended, while the number of locations for Eid Al-Fitr prayers would be expanded.

Al-Asheikh said that matters related to holding tarawih and qiyam prayers in mosques would be announced later.

The deputy minister of Hajj and Umrah, Dr. Abdel Fattah Mashat, said people wishing to perform Umrah during Ramadan would have to submit a permit application through the Tawakkalna app not the Eatmarna app, and that there would be an update in the coming days to provide the permits.

Permits will be distributed on a weekly basis during Ramadan for pilgrims and people wishing to pray at the Two Holy Mosques, he added, and new openings would be available with any cancellations.

Mumbai: A Muslim organisation on Sunday requested the Maharashtra government to allow members of the community to offer prayers inside the mosques during the month of Ramzan, which begins next week.

The Marathwada division of Jamiat Ulema-e-Hind (of Arshad Madani faction) met with Maharashtra Minister Rajesh Tope and made the demand of permitting Muslims to offer prayers in mosques.

It should be noted that places of worship have been closed in the state due to an alarming surge in COVID-19 cases.

During the meet, the Muslim organisation told the Maharashtra minister to provide some relaxation to Muslims from COVID-19 restrictions in view of the holy month of Ramzan.

They said the members of the community should be allowed to offer namaz in mosques, five times a day, with up to 50 per cent of the capacity of the mosques.

The organisation's vice president Maulana Sohel assured the minister that Muslims would follow all COVID-19 protocols.

Minister Tope assured the organisation that the government would consider their demand and respond on the matter in a couple of days.

Maharashtra recorded 63,294 new coronavirus cases on Sunday, its highest single-day rise since the pandemic broke out, which pushed the caseload to 34,07,245.

The death of 349 patients due to the infection took the state's toll to 57,987.

A total of 34,008 patients were discharged during the day. With this, its recovery count increased to 27,82,161, a statement from the department said.

A record 2,63,137 tests were conducted across the state during the day, which took the overall test count to 2,21,14,372. There are 5,65,587 active cases in the state at present.

Muslims began marking Ramazan with communal prayers on Tuesday in a socially distanced contrast to the empty mosques of a year ago when the holy month coincided with the start of the coronavirus pandemic.

Covid-19 cases are spiking in Indonesia, the world’s most populous Muslim nation, but vaccines are being administered and the government is loosening restrictions. Mosques were allowed to open for Ramazan prayers with strict health protocols in place, and with malls and cafes open, passers-by could again see curtains shielding the sight of food from people fasting.

Neighbouring Muslim-majority Malaysia also eased its restrictions, including last year’s ban on Taraweeh and allowing popular open-air bazaars selling food, drinks and clothes to open.

Indonesia’s Religious Affairs Minister Yaqut Cholil Qoumas announced in a televised address Monday evening that the new Ramazan moon had been spotted.

Last year, authorities shuttered all mosques and clerics issued a fatwa, or edict, urging Muslims to pray at home over the holy month rather than congregate in crowded spaces and risk spreading the virus.

Muslims this year are expecting a virus resurgence but all mosques will be continuing to adhere to social distancing and other precautions, which will significantly reduce crowds, said Nasaruddin Umar, imam of Jakarta’s Istiqlal grand mosque.

“I miss everything of Ramazan already,” Umar said, “The heart of faithful Muslims is tied to the mosque [...] the longing for Ramazan lovers has finally been relieved today although the pandemic has not yet ended.”

In the capital, Jakarta, authorities disinfected 317 mosques on Sunday in preparation for Ramazan, said Jakarta Governor Anies Baswedan. Social distancing markers have been installed and soap and hand sanitisers have been prepared.

The government also will allow people to hold iftar during Ramazan in restaurants, malls and cafes, which can serve customers up to 50 per cent of their capacity and follow strict health guidelines.

Iftar occurs at sunset, the time Muslims break their fast and usually the prime time for people to have dinner together with friends and family members before Isha.

“Easing restrictions is like a breath of fresh air for us who are tired by this Covid-19 outbreak,” said Anna Mardyastuti, a resident in Jakarta. “Yes, they should act to stop the virus, but not block the door to worship or to change our tradition of Ramazan entirely,” she said.

In Malaysia, Wan Noradriana Balqis, 21, welcomed the return of community prayers in mosques but said she will avoid Ramazan bazaars that are often packed with people.

“I don’t think it’s a good idea to reopen the bazaars. The rules are there but many people don’t follow them,” the database administrative officer said.

Malaysia’s coronavirus cases have more than tripled since January to more than 362,000, with daily increases exceeding 1,000. Indonesia is the worst-hit country in Southeast Asia with over 1.5 million infections as of Monday and more than 42,600 deaths.

Indonesia will maintain its vaccine rollout through Ramazan as officials tried to ease worries over the Islamic teaching that Muslims should refrain “from anything entering the body” between sunrise and sunset.

Indonesia’s top Muslim clerical body said Muslims eligible for vaccinations are not only allowed but “required” to get them during Ramazan.

Although Muslims abstain from all food and drink in daylight hours during Ramazan, the vaccine enters muscle rather than the bloodstream and is not nutrition, so it does not invalidate fasting, said Asrorun Niam Sholeh, the head of fatwas for the Indonesian Ulema Council.

“If we carry on taking our vaccines, we can ensure that next Ramazan we do return to some normality,” Sholeh said.

Some vaccine sites in Jakarta are extending their opening hours so Muslims can come after they have broken their fast.

Indonesia plans to vaccinate two-thirds of its population of about 270 million people — or just over 180 million people by the end of next year. The current priorities are health care workers, elderly and other at-risk populations, and the two-dose vaccine will be free for all Indonesians.

In India, which is experiencing an explosive spread of the virus, Muslim scholars are appealing to their communities to strictly follow anti-virus protocols and refrain from organising large gatherings. Ramazan prayers begin Tuesday night and fasting begins Wednesday in the country with 200 million Muslims.

Many Indian cities dealing with major virus surges have imposed night curfews, and it remains unclear whether the faithful will be allowed to offer Taraweeh.

Muslims in Indian-occupied Kashmir are still suffering from the two back-to-back lockdowns that left tens of thousands without any means to earn their livelihoods. The region was under an unprecedented military lockdown in 2019 for months before the months-long coronavirus lockdown last year. Local charities, like last year, have planned to distribute Ramazan ration kits for needy and destitute families.

Government has totally failed in enforcing the mosque SOPs. Theres a stark difference in SOPs being followed if you compare a local mohalla with DHA for instance. No one follows social distancing, no one wears masks and its a normal pre-covid day for everyone at the mosque in a local mohalla. Terrible stuff.

It is impossible to enforce SOPs in mosques. As I said above, there are thousands of mosques and millions of worshippers. You will have to mobilize the entire military force of Pakistan to ensure that SOPs are observed.

That is why only mosques in DHA or Cantt areas would probably be observant in some way, but they don’t make up 0.1% of the mosques in the country.

This government only excels at dramaybaazi and making fool out of people, especially the overseas contingent who lap up everything they say because they are not aware of the ground realities.

Are you saying that Mosques should be shut?

Taraweeh is NOT obligatory , in fact praying Non Obligatory salah is recommended inside home.

Prayed Taraweeh - surreal experience of everyone standing far apart :) But felt good to be back in a mosque after such a long time.
