I understand that some religious nut-jobs have to be put in prison for hate speeches.Terrorism is not limited to only killing people , spreading false propagation and creating hatred against certain kind of people and creating genocide like situation is also terrorism. RSS has been working over the years with this mindset. This has taken deep roots now.

Of all the Western countries, Amreeka was the last to fight for equal rights for blacks, Civil rights movement.
The racism in the south is further compounded by freedom of speech.
