It's because NZ think they can repeat the India tactics here.
To be honest, NZ's best bet to win is Boult and Henry taking a few wickets early on in the chase. On paper England is stronger and the conditions suit them. The likelihood of England scoring 250 + anyway and then NZ openers faltering in the chase would be quite high in any event.
