Nine-year-old black girl begged US police for help after being pepper sprayed, new video reveals

A nine-year-old black girl pepper sprayed by police begged "please don't do this to me" and "it's burning my eyes" as she waited handcuffed in the back seat of a police car for 16 minutes, according to new police bodycam footage.

Officials in Rochester, New York, suspended the officers involved following the 29 January incident - and have now released almost 90 minutes of additional video to be transparent, said the city's mayor, Lovely Warren.

It comes amid growing anger following the release of footage at the time showing officers - responding to a report of "family trouble" - restraining the girl, who was distraught and screaming for her father.

At one point, an officer is heard telling her to "stop acting like a child", to which she cried: "I am a child."

The new footage released on Thursday showed the wait until an ambulance arrived for the girl.

It shows officers growing increasingly impatient with the child as they tried to get her into the police car.

"I want a girl officer," pleads the child, as one officer comes forward and urges the girl to lift her legs into the car and "sit back".

"I want to see my dad," the girl cries.

"I am going to go and get your dad," replies the officer. "I will call him. Come on, sit back."

"They are losing their patience," she says, apparently referring to the other male officers at the scene.

"I can't find your dad until you sit back and I close the door... I will find your dad, so sit back, I promise... just sit, hun.

"I am going to pepper spray you and I don't want to, so sit back," the officer continues.

"Sit back, come on. This is your last chance otherwise pepper spray is going in your eyeballs. Come on. Let's go."

The child, wearing flowered leggings and a black sweatshirt, refuses and is sprayed with a chemical irritant and begs the officer to "stop" and screams: "My eyes! Wipe my eyes, please!"

"Officer, please don't do this to me."

"You did it to yourself, hun," replies the policewoman.

"It's burning my eyes," says the girl.

"That's the point of a pepper spray, The ambulance is on it's way and they will clear your eyes out," the officer responds.

"The pepper spray is burning my eyes... It's going into my mouth," cries the child.

At one point, a male officer can be heard saying "it's supposed to burn".

The girl also complains "the handcuffs are too tight" several times.

"Get it out my eyes, it hurts," she cries, referring again to the chemical, and asks several times when the ambulance will arrive to clean her eyes.

The child is eventually driven away from the scene by paramedics, and is accompanied by the policewoman who reassures her that she is with an all-female ambulance crew, suggesting the girl's eyes are shut tight because of the pepper spray.

The girl's mother said she called police during an argument with her husband, but asked officers to call mental health services when it became clear her daughter was very upset.

The police body camera video shows numerous police cars and officers at the scene.

Police said the girl disobeyed commands to put her feet in the car and that an officer was then "required" to spray an "irritant" in the handcuffed girl's face.

Governor Andrew Cuomo said the new footage was "even more shocking and disturbing" than the first video.

"New Yorkers in every corner of the state are sickened by these actions and as a father of three daughters, I'm furious," he said in a statement.

These police "officers" just traumatized a child for life. What a way to mess up a young mind. She will have PTSD of this incident for a long time.

The girl was fighting the police restraint. She could have been easily over powered by the police officer. Choosing pepper spray was a bit too excess. If its not there in the arrest protocols for the minors, then these officers should be charged with the use of excess force.

I didn't know that avoiding physical force translates to pepperspraying a 9 year old in the face and putting on handcuffs too tight.

Police officers kill/brutalize people of all races. It's just that when they kill white people, you don't hear about it because people don't care, and it doesn't make as much money.

Because I live in an objective reality, not fantasy land. What's wrong is wrong, race isn't important. You're not black (I'm assuming), why are you defensive of black people?

Cause I'm minority and we gotta support other minorities against white supremacy. Toronto don't count, it don't matter if you lived your whole life, brown people don't interact much with white people, y'all got very surface level relations and look at them amiably the way a grateful immigrant

Crawl out of the hole under which you are living. White supremacists are everywhere. They do t advertise themselves commonly unless it’s a big parade like Charlottesville. Here in the US white supremacist rallies have had the highest turnout in years.

I've lived in Canada for all of my almost 19 years on the planet. Not once have I had a racist encounter with a white person. Actually I've never had a racist encounter with anybody really, the only time was once in primary school when an Asian kid called me a terrorist. White people haven't held me back at all. In fact, I'm doing better than most white people I know from high school. The bar wasn't any higher for me because I'm brown. It's 2021, not 1921.

19 years on the planet, of which about 6 to 8 you've probably really noticed and thought about your environment in a different way than a child does.

You can go to storm front portal and the sheer number of their registered members on live on the forum will astound you. Same goes for their core ideology and discussions that you can read for yourself.

You are 19, living a shielded life. You probably wouldn’t even k ow if you were a victim of racism. White racism works differently for different people. It’s not always about mugging and/or bearings, etc.

The real scary part is when you get indocrtrinated as a kid like that, eventually it won’t matter even if he experiences direct racism. He will either ignore it by saying something like “oh I have thick skin unlike the rest of these minorities” or he will say something like “my one bad experience isn’t representative of how things are”. It’s too easy to read and predict.

Police brutality is out of control in the US. However its not really a race thing anymore. They abuse all communities. Without a doubt Blacks are hurt the most, but no one is immune from them.

I have seen John stossel videos, but have not seen Larry Elder so will check him out. I read above your 19, so congrats on learning about all this at such an early age.

Actually I already think like that. Sure you can think of me as indoctrinated, I think you are indoctrinated as well. At least I won't be crying on social media about oppression because someone said words I don't like.

Also if a black person wrongs me once, isn't it right to say “my one bad experience isn’t representative of how black people are”? If it's not then I guess I would have to denounce all blacks as ______ (insert bad experience here) which has done to death in the past... By white supremacists...

I never tried to convince you of anything happening to you or not. Because that would be stupid since I don’t know you. But I will definitely argue you are wrong, if I have lived in a southern state of the US since before you were born (which I have) and witnessed racism and somewhat experienced it, while you are a shielded 19 year old living in a very diverse country where racism is rare, denying that it even exists.

So it’s very very different what you are trying to claim and what you are actually saying compared to what you claim I’m trying to do.

Feel free to believe what you want, but don’t tell me you are right and I am wrong.

All these incidents come back to people not following police orders, even if you think that police orders are wrong you get the chance to dispute them when you go to court or hire a lawyer to present your case.

Most pakistanis are not affected by racism because we are hard workers and more often than not achieve greater success. But sometimes that success makes us a target. In Texas, I knew a pakistani business owner who was doing well and some hoodlums from his neighborhood shot him, took his nightly cash deposit and spray painted his store “sand n****er”.

I used to get pulled over all the time and cops would conduct a detailed search of my car (no apparent reason) other than I lived in a black neighborhood and drove an old car. If you live a life of privilege in Canada, be thankful nothing like this ever happened to you, but it’s pretty sickening if you claim “why worry” without spending any time in those shoes.

Can you provide any evidence that Cuomo passed a law or gave the state police a directive that they could use pepper spray on minors.. particularly 9 year old girls? Or are we supposed to take your word for it?

Like I said, bad people exist. Racists exist. Do you think we'll ever have paradise on Earth? Those who wrong people should face punishments, no doubt. My question is why focus on white supremacy only? Why not just general wrongdoing? it's clear you have something against white people in particular, which I am against.

The officer stated that he was required to spray her if she did not follow orders to put her feet in the car, that was in the news report. Is this not true?.

Like I said, bad people exist. Racists exist. Do you think we'll ever have paradise on Earth? Those who wrong people should face punishments, no doubt. My question is why focus on white supremacy only? Why not just general wrongdoing? it's clear you have something against white people in particular, which I am against.

Police departments have their own directives and as far as I know, they don’t need approval from state governors as long as it is not against the law. That’s falls under the general “better judgment” clause. I know earlier in February, quite possibly due to this case, they are banning pepper spray use on minors. You can hold the governor responsible, sure but I think then you should hold everybody down the chain responsible too including the cops who did it. There are a lot of ways you can handle a situation with an unruly kid. The cops are trained too subdue grown adults, are you telling me they could not simply restrain an agitated young girl and had to pepper spray her?

As I said, I mistook you for someone else who I was originally thinking about. But still, how is trying to tell me that white people may be racist to me, I just don't see it, not something at least slightly racist. If I tried to convince you that black people may have planned to rob you, you just didn't know it, you'd call that racist, and so would I.

Police brutality is out of control in the US. However its not really a race thing anymore. They abuse all communities. Without a doubt Blacks are hurt the most, but no one is immune from them.

When you get passed over for a promotion without any reasons but the hiring manager’s personal preference or get denied a job, is what I meant. And it does happen. I was part of a team that made hiring decisions but our director could veto certain candidates and I noticed as soon as he met the so called “unwritten quota” for minorities he would start favoring white candidates regardless of eligible minority ones.
So the victim is none the wiser but that doesn’t mean it didn’t happen. Racism is not just about someone hurling verbal or physical abuse at you or mugging you. There is blatant racism and then there is systemic under the table one. These are personal experiences, which is why I always maintained you can disagree with me all you want if you don’t believe me.
But my belief does not make me anti white and similarly your experiences should not lead you to believe that white racists do not exist because .. well you never experienced racism...neither should they make you believe that if they do exist they can’t hurt you because living in Northern America, if you cross paths with them, the possibility is certainly there. I pray they don’t though.

I agree but being a cop is hard work, it was never expected to be easy. I think spraying a child is a cop out and the easy way out because you don’t want to do the hard work of restraining them and putting them in the backseat of your car. I have seen cops do that with grown adults and cuffing them. If the cops did that to her I would be fine with that because she was being difficult but pepper spraying her is just wrong. They just did that for their own convenience. By the way this is not a black or white thing for me. I would say the same regardless of the child’s race. Because I am a father of a 10 year old girl myself so this sort of news always hits me hard and angers me immensely.

That’s the point. Some minority candidates were more qualified but the director can say “I liked this guys personality better because he/she would fit in better with our company’s culture”. What do you say to that? Most hiring decisions are actually made on that basis of the job requirements are not particularly well defined. You can’t prove racism in such cases. Almost impossible to do it.

They already used physical force to cuff her. They used physical force to put her in the car, whats some more physical force to make sure her legs were in so they could close the door.

I also know that they police would have been criticized no matter what they did, being a young child and then being black was always going to rile up anyone that dislikes the police or have other agendas they want to push.

Police are never “required” to resort to use of any weapons or such tactics. That’s a bunch of baloney. I don’t think any law or rule or standard operating procedure would ever state that “if you can gain on objective without deploying any use of force, it’s better to just go ahead and use force anyway”

This girl was in a very emotional distressed state, not from the police but from her own parents fighting each other, I too have children and I have never put my children in a situation where they are so emotionally distressed so I have no experience with her behavior. The police were always in a lose lose position and there is nothing they could have done that was reasonable.

You have misunderstood what I wrote.

The police appear to have been instructed that the use of spray is preferable to physical force when the person is not following instructions. Yes I know that they used physical force to handcuff her but once the handcuffs were in place they then resort to spray instead of physical force.

The police chief should not say this then:

If that's the legal requirement to pepper spay in this situation, then the officers should not be suspended, and the chief will have lost all support among staff.
