The official noted that even though the protection of the country was of the utmost importance, it would be "insane" to discuss the use of nuclear weapons. He also pointed out Pakistan's will to takes steps towards non-proliferation of nuclear arms — but only if India does the same.

"Pakistan will undertake anything which is based on equality. You cannot tie the hands of Pakistan and keep India open. Anything that happens should happen for both countries," Ghafoor said.

On Cooperation With Russia

Pakistan is negotiating defence industry cooperation with Russia in the areas of aviation, air defense systems and anti-tank missiles, spokesman for the Asif Ghafoor told Sputnik in an interview.

"We are having the aviation, we are having the air defense, we are having the anti-tank domain, which we are negotiating. And that will be positive negotiations," Ghafoor said.

The spokesman declined to clarify which items were on the agenda of the talks, but noted that Pakistan was open to various offers.

"Nothing is out. Anything and everything, which is possible to be purchased by Pakistan, will be done," Ghafoor said.


The official further noted that Pakistan would welcome Russia's role in mediating the recently inflamed tensions between Pakistan and India."We would welcome any third-party mediation, which can bring peace in the region. And Russia is more than welcome," Ghafoor said.

According to the spokesman, Pakistan valued Russia's role in the Afghan settlement process and recognized Moscow's importance in regional processes.

"We greatly value the relevance and importance of Russia in the region, especially what role Russia has lately played toward the Afghan reconciliation… Russia looks toward balance of power and multipolarity in the world. We value Russia's voice as the voice of reason, and we would love if Russia, being a powerful country, plays its role which enables bringing peace in South Asia and beyond. And we expect that Russia will do it, as the efforts in fact being undertaken by Russia are generating good results," Ghafoor said.

On Alleged Use of US-Made F-16

The senior official rejected India's claims that Pakistan used US-made F-16 to down Indian aircraft in late February, stating that PAC JF-17 Thunder combat aircraft developed jointly with China were used instead.

"The aircraft which engaged those targets and fought them were JF-17. As regard to how to use F-16, in what context [they] were used or not — because at that point of time our entire Air Force was airborne — now it remains between Pakistan and the US to see how the MoUs regarding the use of F-16 have been adhered to or otherwise," Ghafoor said.

He noted that Islamabad was discussing the use of its JF-17 with the United States citing "friendly relations" with Washington, stressing, however, that the country would use whatever it deemed necessary if it came to "legitimate self-defense."

The official also shared Pakistan's account of the events that preceded the dogfight on February 28. According to Ghafoor, the Indian jets violated the Pakistani airspace on February 26, dropping payloads without inflicting any casualties or damage to infrastructure. Pakistan then, according to his words, decided to retaliate but chose not to threaten civilian lives.

"Next day, our Air Force, while staying within our own airspace, took four targets in India-occupied Kashmir… Being a responsible country, we could have caused damage even to the military installations or human life… But we had to show our will, capability and resolve. So what we did — we first chose the targets, and when the targets were locked by the aircraft, we shifted the point of impact to a safety distance where there was no infrastructure or human life, meaning thereby that we wanted to tell Indians that we had the capability to hit that military target, but in the entrust of the peace of the region we are only showing you our capability," Ghafoor said.

He added that Pakistan had the footage of this operation.

Earlier in March, media reported that the United States was looking into a possible violation of the terms of use of F-16 it supplied to Pakistan, as India claimed that the aircraft was used in the dogfight against Indian planes in late February.

Tensions between India and Pakistan escalated last month, after the Pakistani military shot down two Indian warplanes in the disputed region of Kashmir, responding to an earlier airstrike by Indian aircraft against what New Delhi said was a camp of Jaish-e-Mohammad group, considered terrorists by India and located on the Pakistani soil across the so-called Line of Control, separating India- and Pakistan- controlled areas of Kashmir.

The Indian airstrike came after a deadly attack by Jaish-e-Mohammad on the Indian paramilitary police force in Kashmir in mid-February. While India has accused Pakistan of supporting the militants and having a "direct hand" in the incident, Pakistan, in turn, has rejected the allegations.

Asif Ghafoor has to be one of our best DG ISPR, always love to listen to him. Its absurd that some people in media on the other side of the border were just recently talking about the limited Nuclear War. Nuclear War can never be limited for goodness sake , it would be a full fledged war if god forbid it ever breaks out...
 
This guy is the most visible, eloquent and tech savvy DG ISPR we have ever had. Can't forget how he handled the situation during the whole standoff. Also his trolling from personal account with regards to Usman Khawaja was top notch as well.
 
I know we are the ones with aggressive label, but I believe if a nuclear attack happens, India will be the one that uses it first not Pakistan. It will break it's Not Use First policy.
 
Good comments. We need at least one sane country out of 2 to stop the war. Pakistan so far has played well.

If it was upto our media and online keyboard warriors we would have already nuked Pakistan but thanks to Shri Abhinandan Ji for not letting that happen.

He was easily the best DG ISPR in Pakistan's history.

He knew how to handle tough situations involving India in a professionnal manner and had a great sense of humor as well.

His tweets coming from his personal account were legendary.

I think he did fairly well during Balakot and just after. but afterwards, he may have become a bit too cringe. Whether it was his performance or it was his time to move, he did well and a change is good. Hopefully the new guy goes a little bit easy on the English language.

Proficiency in English is necessary for DG Propaganda.

Asif Ghafoor did a good job but was hampered by his poor grammar and choice of words.

Hundreds of foreign companies are actively procuring components for India and Pakistan's nuclear programmes, taking advantage of gaps in the global regulation of the industry, according to a report by a US-based research group.

Using open-source data, the nonprofit Centre For Advance Defense Studies (C4ADS) report provides one of the most comprehensive overviews of networks supplying the rivals, in a region regarded as one of the world's most dangerous nuclear flashpoints.

"India and Pakistan are taking advantage of gaps in global non-proliferation regimes and export controls to get what they need," said Jack Margolin, a C4ADS analyst and co-author of the report.

It is seldom possible to determine whether individual transactions are illegal by using publicly available data, Margolin said, and the report does not suggest that companies mentioned broke national or international laws or regulations.

But past reports by the think-tank, whose financial backers include the Carnegie Corporation and the Wyss Foundation, have often led to action by law enforcement agencies.

The offices of Indian Prime Minister Narendra Modi and his Pakistani counterpart Imran Khan did not respond to requests for comment.

Pakistan's military, which plays a major role in decision-making for the nuclear weapons programme, also declined to comment.

To identify companies involved, C4ADS analysed more than 125 million records of public trade and tender data and documents, and then checked them against already-identified entities listed by export control authorities in the United States and Japan.

Pakistan, which is subject to strict international export controls on its programme, has 113 suspected foreign suppliers listed by the US and Japan. But the C4ADS report found an additional 46, many in shipment hubs like Hong Kong, Singapore and the United Arab Emirates.

"In Pakistan's case, they have a lot more stringent controls, and they get around these by using transnational networks ... and exploiting opaque jurisdictions," Margolin said.

The father of Pakistan's atomic bomb, AQ Khan, admitted in 2004 to selling nuclear technology to North Korea, Iran and Libya. He was pardoned a day later by Pakistani authorities, which have refused requests from international investigators to question him.

India has a waiver that allows it to buy nuclear technology from international markets. The Indian government allows inspection of some nuclear facilities by the International Atomic Energy Agency, but not all of them.

Neither India nor Pakistan has signed the international Treaty on the Non-Proliferation of Nuclear Weapons, adhered to by most nuclear powers. Consequently, they are not obliged to submit to IAEA oversight over all of their facilities.

C4ADS identified 222 companies that did business with the nuclear facilities in India that had no IAEA oversight. Of these, 86 companies did business with more than one such nuclear facility in India.

"It's evidence that more needs to be done, and that there needs to be a more sophisticated approach taken to India," Margolin said. "Just because the product is not explicitly bound for a military facility, that doesn't mean that the due diligence process ends there."

India and Pakistan have gone to war three times - twice over the disputed Kashmir region - since they won independence from British colonial rule in 1947.

Having for years secretly developed nuclear weapons capability, the two declared themselves nuclear powers following ***-for-tat atomic tests in 1998.

A few years later, in 2002, the two foes almost went to war for a fourth time, following an attack by Pakistan-based armed groups on the Parliament in New Delhi. And a year ago, a suicide attack by a Pakistan-based armed group in Indian-administered Kashmir sparked another flare-up in tensions.

Both countries are estimated to have about 150 useable nuclear warheads apiece, according to the Federation of American Scientists, a nonprofit group tracking stockpiles of nuclear weapons.

Akcent congratulates former DG ISPR Asif Ghafoor by roasting Abhinandan yet again

BUCHAREST: Dance-pop band Akcent on Wednesday congratulated "friend" and former spokesperson of the Pakistan Army, Asif Ghafoor, over his promotion to the rank of lieutenant general.

Sharing a picture from earlier when Adrian Claudiu Sînă had met Lt Gen Ghafoor and enjoyed tea with him, Akcent lauded the Pakistan Army official.

"Congratulations to you my friend for being promoted to the rank of Lieutenant General [MENTION=140737]Peace[/MENTION]forchange," he wrote on Twitter.

"I can't wait to have the Fantastic cup of tea again," Akcent added.

Ghafoor was among the six major-generals who were promoted by the Pakistan Army to the rank of lieutenant general, according to the Inter-Services Public Relations (ISPR). He has previously served as the director-general of the ISPR.

This is not the first time that Akcent has taken a dig at the IAF pilot and praised Pakistan's Armed Forces. In September last year, Akcent took to Facebook and posted a photo of himself with two armed men, and a caption which wished Pakistanis a happy Defence Day.

The musician stated in the caption of the photo that the "tea was fantastic", a reference to a video of Indian Air Force Wing Commander Abhinandan, who was captured after his warplane was shot down in Pakistani territory on Feb 27, 2019.

In the video made after his capture, Abhinandan appreciates the tea given to him by Pakistani officials as they interrogate him. The Indian pilot further added that Pakistanis had treated him very well, saying that the tea provided to him was fantastic.

In an announcement earlier today, the ISPR had said the officers who were promoted comprised Maj Gen Asif Ghafoor, Maj Gen Akhtar Nawaz, Maj Gen Sardar Hassan Azhar Hayat, Maj Gen Salman Fayyaz, Maj Gen Sarfraz Ali, and Maj Gen Muhammad Ali.

Lt Gen Ghafoor has been posted as Inspector-General Communication and Information Technology, the military's media wing said. He had taken over as the DG ISPR from Lt Gen Asim Bajwa.
