Pakistan hosts envoys from US, China, Russia for Troika Plus meeting on Afghanistan

ISLAMABAD: Pakistan hosted special representatives from the United States, China and Russia for the Troika Plus meeting on Thursday to discuss the situation in Afghanistan, the Pakistani foreign office said.

The high-level meeting in the Pakistani capital comes at a time when the Taliban’s interim foreign minister, Amir Khan Muttaqi, is also in Islamabad to discuss bilateral relations.

This is the first visit of Muttaqi, the top Afghan diplomat, to Pakistan since the Taliban seized control of Afghanistan on August 15.

“Pakistan attaches high importance to the Troika Plus mechanism on the situation in Afghanistan,” the Pakistani foreign office said in a statement on Wednesday.

“Pakistan hopes that deliberations of the Troika Plus meeting would contribute to the ongoing efforts for achieving lasting peace and stability in Afghanistan.”

The meeting was inaugurated by Foreign Minister Shah Mahmood Qureshi, who said Pakistan was acting as a “responsible neighbor.”

On Wednesday, India also hosted senior security officials from Russia, Iran and five Central Asian countries to discuss the Afghanistan situation, with both Pakistan and China boycotting the moot.

Thomas West, the new US special envoy for Afghanistan who is in Islamabad for the Troika Plus moot, will also be meeting Taliban foreign minister Muttaqi.

This is West’s first trip to the region since taking over from Zalmay Khalilzad, the long-serving diplomat who spearheaded the talks that led to the US withdrawal from Afghanistan.

The US State Department said earlier this week that West also planned to visit Russia and India.

Interim Afghan Foreign Minister Amir Khan Muttaqi on Friday expressed hope that talks between Pakistan and the Tehreek-e-Taliban Pakistan (TTP) will bear positive results and said some progress has been made.

Speaking with The Express Tribune, the Taliban's top envoy said people shouldn't expect the dialogue to take place over a few days as these things take time. "There have been some positive improvements and we are hopeful for a positive outcome of the talks," he added.

The comment by the Afghan FM came amid reports that a ceasefire has been signed between the TTP and the Pakistan government to put an end to militancy in the region. The talks are reportedly being brokered by the Taliban government in Afghanistan.

Muttaqi, who visited Pakistan to attend a meeting on Afghanistan, said the Afghan delegation and the Pakistani authorities talked about transit trade, refugee and visa issues among other things.

He added that there would be "good news" for Pak-Afghan ties. According to Muttaqi, the Taliban regime demanded trade access to the Wagah border, Karachi and Gwadar ports to boost the trade.

In a comment on global recognition of the Taliban regime, he said if 'recognition' meant 'cooperation' then the Taliban delegations were travelling around the world, meeting envoys and discussing issues pertaining to Afghanistan. "This means we have been recognised as the sole representatives of Afghanistan," he added.

Alluding to global demands of an inclusive government and fundamental rights in Afghanistan, he said the Taliban will fulfil demands that are beneficial to the Afghan people. "But this does not mean that the Taliban are not open to talks on contentious issues," he added.

Speaking about women's rights in Afghanistan, Muttaqi said 100 per cent of Afghan women were working in the health sector, whereas in the education sector, the number was around 75 per cent. He said the education for girls will start soon across Afghanistan.

Muttaqi said primary schools were open in all parts of the country and secondary schools have resumed classes in a few provinces. He added there were 200,000 teachers in Afghanistan and the world should help the Taliban government in payment of their salaries.

The envoy further said the Taliban founder, Mullah Omar, had directed the Taliban to use the constitution of King Zahir Shah, but the Taliban will strike down clauses that are against Islamic principles. "I am making it clear that Afghanistan is not a lawless country," he added.

He said the ex-Afghan National Army personnel will not be integrated as the Taliban-led Afghanistan won't have the need for such a large force. "We will have our own force soon," he added.

Prime Minister Imran Khan underscored the "crucial role" of Troika Plus -- a group of Pakistan, China, and the United States on Afghanistan -- on Friday in the resolution of the Afghanistan crisis.

The PM made these remarks during a meeting with the special envoys of the Troika Plus who called on him a day after their meeting in Islamabad on the Afghan issue.

During the meeting, the prime minister congratulated the special envoys for a "successful" moot in Islamabad, said a press release issued by the Prime Minister's Office.

Imran underlined the importance of peace and stability in Afghanistan for the security and prosperity of the entire region, it said.

According to the statement, "The prime minister said he had consistently stressed that there was no military solution in Afghanistan. As such, Pakistan had all along supported an inclusive political settlement."

The premier also underlined the importance of inclusivity, human rights and counter-terrorism operations in the wake of Kabul's takeover by the Taliban, the statement added.

He urged the international community to have a "pragmatic approach" for "constructive engagement" with Taliban-led Afghanistan so that mutual concerns could be addressed.

The PM laid a strong emphasis on the provision of urgent humanitarian assistance as well as economic support to Afghanistan to avert the twin challenges of humanitarian crisis and economic collapse, the statement added.

He hoped that the international community would recognise the gravity of the situation and take urgent measures, including the release of frozen assets to help alleviate the sufferings of the Afghan people.

Information Minister Fawad Chaudhry said on Friday that Pakistan wanted an “inclusive” government in Afghanistan because any instability in the war-torn country would have a direct impact on Pakistan.

“Afghanistan is a major country with 40 million population and we have concerns about the human tragedy [cropping up] in Afghanistan, where innocent children are being sold for food,” the minister told an interactive session with the press attaches of various embassies.

Terming a recent report on Afghanistan by The Economist ‘worrisome,’ he said that some 23 million people in Afghanistan, out of the total population of 38 million, suffered from malnutrition.

“Poverty in Afghanistan threatens to create a human tragedy. Videos are coming out from there showing that innocent children are being sold for food,” he said, adding that it was high time for the international community to come forward to avert humanitarian crisis in the land-locked country.

“We have fought a war [against terrorism] in tribal areas for a long period of time and when we launched the operation, up to 45,000 Pakistanis migrated to Afghanistan and they should be given a chance to return to their country,” he added.

Chaudhry also spoke about the problem of fake news and said the issue stemmed from the excessive use of technology. In 2003, the then American President Barack Obama had said that the biggest challenge for the governments in modern era would be to organise flow of information, he noted.

The minister said all the countries around the globe were facing challenge of “flow of information” and trying to tackle the issue with the help of legislation. “The US, the UK and the EU are also taking steps to curb fake news and propaganda campaigns,” he added.

Chaudhry said that Pakistan’s media was considered as one of the biggest industry among the developed countries with more than 200 television channels and over 2,000 websites and YouTube channels operating in the country.

Likewise, the information minister added, more than 1,500 dailies and a large number of weekly and monthly newspapers were also published in the country, whereas, around 48 international news outlets were working here.

He said the present government had proposed the idea of setting up the Pakistan Media Development Authority (PMDA), aimed at unifying all the media relevant laws. At present, there were over half a dozen ‘outdated’ laws, which were not on a par with the demands of modern times, he remarked.

He said currently, there were seven regulatory bodies to run the media departments in the country. The existing laws were prepared before digital revolution and “we want to bring them on a par with modern-day demand”, he added.

The minister said television, newspapers and radio had become part of the mobile phone in modern times. “Today, we tweet the information coming from WhatsApp and it reaches easily to radio, TV and newspapers,” he added.

He pointed out that India had run false propaganda against Pakistan many a time, adding that the issue was not only of Pakistan as there were other countries facing the same problem.

He called for collective efforts at the international level to eliminate fake news. There should be regulations for the media at the international level, in addition to sanctions of the United Nations so that the abhorrent and fabricated news against any country could not be spread, he added.

The minister said the information ministry’s officials should remain in touch with the information-related staff in the foreign embassies. The information ministry was among the major ministries of Pakistan, he said, terming the External Publicity (EP) Wing its important department.

It was among the foremost priorities of the EP Wing to present the state’s point of view at foreign front and remained updated about international media, Chaudhry stressed.
