In lesser matches/with better average and SR as well. 
In fact Hafeez' numbers (average of 30/SR 70) would barely look good even in the 90s, whereas Imams has the 3rd SR, after Fakhar/Afridi, but he compensates the latter with the average.
You could say only one of Hafeez' four 100s came against minnows (his HS against Zimbos), while three of Imam's, but IMO that's somehow negated by the appreciable difference of matches played (+100 in Hafeez' favour).
For all his flaws/qualities, that's how he compares with other Pak opening batsmen :
