Fakhar shouldnt be dropped as he is still new to international cricket and he is trying to get in groove om slow pitches. May be malik or hafeez can be rested in the third match if Pak wins this and the Umar Amin can be drafted in

Now, coming to your fantasy of "Uganda", it was never Uganda. What I write 5 years back that the way things are moving unless domestic set up changes at one point PAK will have to play qualifiers. ICC eventually will go to regional based qualifiers because the team numbers are growing - if it's Asian or Afro-Asian group, eventually PAK will end up playing qualifiers with Kenya, Nepal & AFG - still Uganda was never there.

Don't try to act over smart - no body is expert here, but some becomes clown for their own good.
