Over the chin you mean? That is the Gorkha cap. Many military helmets/caps across the globe have that provision. One theory is that it makes it tough for the enemy to attack from behind and choke the combatant using the strap. These uniforms have long history based on battle scenarios of those times and the tradition carries on.

As I said in that post it is the Gorkha uniform and he is from the Gorkha Rifles infantry regiment. All regiments have their separate uniform and customs, eg another regiment may have a turban symbolizing their tradition/history.

The bolded part doesn't even make sense, this isn't a combat uniform. A bullet heading anybody's way won't be saved by a mere cap or forehead.
