Outcomes of the 54th BoG meeting

Lahore, 19 June 2019:

The 54th meeting of the PCB’s Board of Governors was held in Lahore on Wednesday. The following are the outcomes of the meeting:

Bugti Cricket Stadium

On the recommendation of the PCB management, which was in line with its strategic objective to strengthen and increase the capability and capacity of its affiliated units, the BoG principally approved the proposal to commercialise the Bugti Cricket Stadium, Quetta. It was agreed that a Working Group be set-up, which will draft and submit detailed proposals to the BoG for its approval.

PCB Chairman Mr Ehsan Mani said: “I am grateful to the BoG for their support and the approval of the Bugti Cricket Stadium’s commercialisation with an aspiration of becoming a world-class centre. This will prove to be a game-changer for Quetta and the region as it will generate significant revenues that will be reinvested into cricket to provide bigger and better opportunities for the whole community.”

ICC Cricket World Cup 2019

The BoG had a discussion on the Pakistan cricket team’s recent performance across all formats. The members agreed the team’s performance in the ICC Men’s Cricket World Cup 2019 to date has been below expectation, but expressed faith, support and confidence in the side, and hoped they will utilise all their talent and potential in the remaining matches to bounce back strongly and finish on a high.

It was agreed, and as previously stated, following the ICC Men’s Cricket World Cup 2019, the PCB will carry-out a robust review and analysis of the side’s and the team support personnel’s performances in the past three years and submit their recommendations to the Chairman and the BoG for their consideration.

Match official and player exchange programmes

PCB Managing Director Mr Wasim Khan reported as part of investing in developing and up-skilling officials, a discussion has taken place with an official of the England and Wales Cricket Board to send Pakistan’s first-class umpires to England to officiate in second eleven cricket in 2020.

In addition, Mr Wasim Khan also updated the BoG that an in principle partnership had been reached with Warwickshire County Cricket Club to send young players and coaches as part of an exchange programme. Further details to follow in due course.

PCB Managing Director Wasim Khan said: “It’s the commitment and resolve of this set-up that it will invest in developing its assets and resources. Our recent investment into our pathway cricket and a comprehensive National Cricket Academy Programme 2019-2020 are an illustration of that commitment.

“Now, we are expanding our reach, and utilising our goodwill and contacts with other Boards to provide further foreign exposure to our high-performing match officials and cricketers. The PCB is confident this will contribute significantly to a stronger Pakistan cricket.”

Other matters:

The BoG ratified last month’s approved circular resolutions and also approved the appointment of Deloitte as independent external auditors for the 2018-2019 financial year and the management’s proposed budget.

The BoG congratulated the PCB on earning the hosting rights of the ACC Asia Cup T20 2020 in September next year, and appreciated the PCB’s efforts in engaging with the ICC Members as part of their efforts for the normal resumption of international cricket in Pakistan.

Earlier, the BoG meeting started with prayers offered for former international cricket Akhtar Sarfraz and ex-Test umpire Riazuddin, who passed earlier this month.

LAHORE: The Pakistan Cricket Board (PCB) could not finalise its fiscal year budget for 2019-20 and only got approved a two-month budget till August 31, 2019 as a short-term measure to keep the financial affairs steady.

Dawn learnt that the members of the PCB’s Board of Governors have given the approval to the two-month budget on ad-hoc basis in its last meeting held in Lahore on Wednesday.

When contacted, a PCB spokesman confirmed that only two-month budget was approved because the PCB is still waiting for the approval from the Inter-provincial Coordination ministry, of some amendments made in its constitution which are related to the new domestic cricket system.

The spokesman said that as different financial impact will come in case of the ministry gives the approval to the new domestic cricket structure based on six provincial teams to play the first-class cricket season as well as at the inter-city level in first phase, the PCB will wait for the approval before finalising the budget according to the situation.

When asked till what time the PCB could wait for the approval, the spokesman said hopefully the approval will come by the end of July this year, but if not it may be a hard task to go ahead with the new proposed system.

The big hurdle in the way of the approval seems to be the proposal of abolishing the departmental teams from the next season. The government may face agitation from the cricketers who will face exit from their departmental teams.

Former Pakistan great cricketer Javed Miandad has already warned the government that he will launch a brisk campaign if the PCB moves to abolish the decades old departmental cricket structure.

Miandad hasn't even seen the new prosposed system (no-one publicly has since the mentioned amendments don't seem to be public) and yet he is already planning to be against it. Legendary foresight.
 
Petition in IHC questions Pakistan cricket team’s ‘defeat and disgrace’ in World Cup

ISLAMABAD: A petition against the abysmal performance and team selection of the Pakistan cricket team has been filed in the Islamabad High Court (IHC) on Saturday.

The petition, filed by Advocate Bilal Farooq, states the national cricket board is answerable to the nation viz-a-viz the courts and “owing to its present-day precarious operations is causing shame, disrepute and dishonour to the citizens of Pakistan”.

The writ petition adds that winning and losing is a part of the game but “in the backdrop of recent failures of the Pakistan cricket team and the gradual downfall of the standard of cricket in the country and lastly the manifest politicking and nepotism”, the respondents should be held answerable for the performance.

The respondents of the petition are the prime minister, Ministry for Inter-Provincial Coordination, the Pakistan Cricket Board (PCB) and the selection committee of the PCB.

The petition demands the formulation of a fact-finding commission over reports of groups being formed in the current World Cup squad and an inquiry against those responsible.

It also said that the court should look into the team selection procedure.

The petition further prayed upon the court to summon Shoaib Akhtar, Rashid Latif and Muhammad Waseem for the assistance of the court.

Referring to the premier, the petition said certain players were called good for nothing by the prime minister “which implied that the best squad was not selected”.

Arguing that the national team is “tainted with politicking and grouping”, and that such practices have been rampant for years, the people involved are still part of the team and “enjoying privileges”.

“One player namely Shoaib Malik has previously been found guilty of this. It is for the respondents to answer as to why and how a player of such credentials and such mediocre cricketing skills is still part of the team,” the petition states.

Seems a lot of such questions will come up now - PCB needs to get its own reports in order first.

There is no job for Miandad in the new system, that's why.

If Miandad is guaranteed a job within the new system with a salary etc then he will be all for it.

ISLAMABAD: A petition has been filed before the Islamabad High Court (IHC) on Saturday seeking action against chairman Pakistan Cricket Board (PCB) and chief selector of the national team for their poor performance in the on-going World Cup.

The petitioner, a local citizen, also requested the court to direct the authorities to make the inquiries related to alleged grouping within the team public.

The petition cited ministry of Inter Provincial Coordination, PCB chairman and chief selector as respondents.

A part of it stated: “the instant petition has been filed to invoke extra-ordinary constitutional jurisdiction of this Hon’ble Court for taking all such steps, that are deemed necessary, to curb the evils of nepotism, favoritism, despotism, corruption, and mal-administration in the national cricket board.”It also raised some questions related to the selection of the team players.
