PCB issues show-cause notice to Pakistan players in USA

The PCB has acted after Test player Fawad Alam moved to the USA to play cricket and with the eventual aim of settling down in the country.

The Pakistan Cricket Board has issued show-cause notices to its players participating in the minor leagues in the USA without obtaining the mandatory no-objection certificate (NOCs). The PCB has acted after Test player Fawad Alam moved to the USA to play cricket and with the eventual aim of settling down in the country.

At present, several notable players — including those who have represented Pakistan on international circuit — including Sohaib Maqsood, Arshad Iqbal, Hussain Talat, Ali Shafiq, Imad Butt, Usman Shanwari, Umaid Asif, Zeeshan Ashraf, Saif Badar, Mukhtar Ahmed and Nauman Anwar are playing in the USA.

These players did not obtain PCB NOCs before heading to the USA. Apart from Alam, other Pakistan players in some leagues in the USA are Hassan Khan, Sami Aslam, Hammad Azam, Salman Arshad, Mussadiq Ahmed, Imran Khan Junior and Ali Nasir.

However, a source in the board confirmed a few players including Alam had visit visas and had informed the board before going to the USA. A well-informed insider said some of the players, including Alam, have already applied for that category of visas which would eventually give them green cards within a year-and-a-half, allowing them to settle down in the USA.

Alam’s father in law — a former Pakistan batsman — Mansoor Akhtar is also a USA national and settled in Houston. In the past, former players Sami Aslam, Hammad Azam, Nauman Anwar, Ramiz Raja had settled in the USA and are green card holders now.

According to the rules and regulations of the USA Minor League, a player is only eligible to play as a local once he has retired from international cricket and from his home domestic cricket.

Players who don’t want to retire from international or their home domestic seasons are only entertained as “guest” players and their teams don’t apply for green card status for them.

Initially, the US Minor League used to function as an organisation and call players to the USA on their quota of work-based visas, which eventually led to them getting the green card.

But now, the teams in the league have to directly invite players from their quota of visas. The PCB had previously implemented a stipulation of $10,000 for procuring a NOC prior to participating in foreign leagues, but apparently the teams in the USA Minor League have been reluctant to make such a heavy payment.

“Besides the minor league, other cricket matches and tournaments are held year round especially at long weekends and players remain busy with playing and coaching. And with the launch of the USA Major League USA is now a feasible destination for some Pakistani players who are overlooked at home,” the source said.

Surely the players knew they needed a NOC?

Or mis-communication from PCB perhaps.

If a player is ready to permanently relinquish a country and its cricket, should a board have the power to hold them to ransom?

It's probably a good move for him to move to the USA. He will get more opportunities and respect there. Fawad is yet another player who had a lot of potential but was not groomed well by the PCB

Ultimately, the decision to stay or leave a country is deeply personal and influenced by a variety of factors for fawad alam, including career opportunities, personal aspirations, family considerations, and more. While there might be valid reasons for Fawad Alam to consider opportunities abroad, there are also compelling reasons for him to continue contributing to Pakistani cricket and being a source of pride for his nation.

PCB might as well start making money on these NOCs

Take a 20% cut on every contract.

If one is leaving the country and the board, why is this necessary?
Training and investment that PCB did on that player.

Its like when you join the arm forces. Even if you join for a teaching job in the arm forces you cant leave the job and have to sign a document where you commit some minimum years before you can shift jobs. If you shift during that period you have to pay back to them. The reason is the training and investment they have done.

PCB has invested in Fawad Alam over the years, and if he wants to move away than get an NOC.

ICL's whole issue was this, it was a league that was not recognized by BCCI, but BCCi could had given an NOC for it to the players. NOC was needed for players to play in that league, but the players didn get an NOC and were banned to play for their countries.

Does PCB has an agreement with these players that they must serve X number of years in PCB or its teams?

Do the teams have such an agreement?

Fawad Alam has also served Pakistan cricket for a number of years.

ICL was not recognised by any board. MLC is a recognised tournament.

BCCI is authorised to organise official tournaments in India no one else. Same for PCB in Pakistan. But in USA US cricket has sanctioned the league.

So different situations.

PCB probably does have an agreement that whereever you go to play cricket, if you are a Pakistani national you need an NOC. The NOC issuing authority for Pakistani cricketers is PCB. Even if you are an uncapped player, you need PCB's permission.

Amir cannot play cricket anywhere in the world as a Pakistani till PCB gives him an NOC.

PCB cannot stop from giving NOC, they have to give one. What they can do is delay it like they did with Amir when Rameez was chairman

A Pakistani isn't a bonded labour of PCB.

If a person is leaving the country permanently and leaving all PCB controlled cricket its just stupid to stop him.

I hear BCCI is going this stupid route as well. One year cooling off period before a player gets NOC. This is madness.

bhai, istara nahi hota. stop making up stuff.

If you are a national of Pakistan, you need an NOC from Cricket board to play anywhere. A Pakistani Cricketer is bounded by PCB.

NOC doesnt mean that they will restrict you from playing, NOC is basically there is no objection on him. PCB doesnt restrict NOC. NOC only gets restricted if the person has comitted a crime and ran away or the person is required to perform national duty and he is not performing.

How can a Pakistani be bonded to PCB? Unless that players wishes to keep playing under PCB, he has be released.

And i say it for BCCI as well.

Bureaucracy and red tap has to be reduced.

If i am no more a resident of pakistan or India, why the hell should i answer to PCB or BCCI.

Well thats the procedure.. Its not like PCB stops anyone from playing cricket anywhere. Just get a NOC from them.

For BCCI it would be beneficial, this way to Indian guy ends up playing in PSL, BCCI can control that

PCB should be running its domestic cricket better than they are currently doing. A few years back, they reduced the number of teams in domestic circuit that made many first class players struggling to play cricket professionally in Pakistan. In this situation, they saw an opportunity to move to USA and make a living for themselves and their family by playing cricket there and now PCB is issuing them show cause notices. This doesn't seem fair to the players.
