Petrol shortage and prices in Pakistan in 2020 [PM Imran rejects proposed price increase for Sep]

Govt has no control on businesses it seems. The supply is being reduced on purpose. THis is hre god govts put fines or take away licenses, but as usual the pakistani govt is weak.

Only PSO is selling petrol at market rate, but you can only get petrol for 1500, not more than that at some PSO petrol pumps.
They can't fine them or force them because the govt. itself stopped the companies from buying oil imports. They wrote a letter to these companies. Now there will be legal challenge for the government.

Don't spread fake news for your personal agendas.

The shortage was artificially created for three-five days by oil marketing companies. This happened because the government had significantly reduced the oil prices as compared to regional countries and oil is also going up in the world markets. So the oil marketing companies thought if they reduced supply then they would make more money by purchasing oil at lower rate and selling it at higher. They were fined for their actions and situation is significantly better now.

Don't believe the supporters of corrupt toola who are now claiming they haven't gotten oil for three weeks. Seems as if they must be using donkey carts if they didn't get oil for three weeks.

how much were they fined ? in pounds or dollars

how much were they fined ? in pounds or dollars

40 million ruppees in total. Not a lot I wish there was more, but then if it was more the companies would have approached the courts and gotten a stay.

thanks for that - i dont expect them to be fined heavily, no western country can fine a oil company heavily

These companies make this much of money in a couple of hours. Its no big deal for them. I wish our courts were not a mafia themselves.

ISLAMABAD: Prime Minister Imran Khan issued directives to be taken against the Oil Marketing Companies (OMCs) found responsible for the 'artificial' petrol crisis on Thursday, saying that those found guilty of hoarding should be arrested.

The sources told The News that the petroleum crisis was declared artificial in the country. The report on this crisis has been submitted to the prime minister and the Oil and Gas Regulatory Authority (Ogra) held the Petroleum Division responsible for the crisis.

According to the report, nine OMCs created the crisis deliberately. DG Oil Dr Shafi Afridi and Petroleum Division officials failed in discharging their duties, the report added. PM Imran directed initiation of action against companies and those found responsible in petroleum crisis besides arresting the culprits who were found guilty of supplying hoarded petrol to the market.

He warned that the petroleum crisis will not be tolerated at any cost. The licenses of the companies involved in the petroleum crisis be suspended and revoked, he said. It may be made binding on all oil marketing companies to ensure oil is stocked by them for 21 days.

Government agrees to reach out to BNP-M

Meanwhile, the federal government decided that it would reach out to the Balochistan National Party-Mengal (BNP-M) to address its grievances. The decision was taken in a meeting chaired by Prime Minister Imran Khan here in Islamabad. Defence Minister Pervaiz Khattak, Minister for Planning Asad Umar, Speaker National Assembly Asad Qaiser, Minister for Education Shafqat Mehmood and Adviser to PM on Parliamentary Affairs Babar Awan attended the meeting.

During the meeting, PM Imran directed the government negotiation team to remove the reservations of PTI-led government allies, including the BNP-M. In this connection, the prime minister tasked Khattak to meet with representatives of disgruntled allies and address their concerns. The government negotiation team briefed the prime minister about the dialogues and contacts made with BNP-Mengal, who then directed the team to formally restart negotiations with BNP-M. The meeting agreed that all allies of government are important and their reservations will be addressed.

1500 you are lucky man. Here we don't get more than 100 Rs. which is a relief since they didn't give more than 50 Rs. a week earlier. I am talking about PSO only. Other companies are still non functional and there is a line you have to wait through on PSO. With this heat you can't bear wait. This is pathetic level of governance and IK who talks so big in press with can't seem to get hold on this such a long crisis.

LOL. Companies seems to don't really bother as they are still refusing to serve patrol at govt. rate. Shameful level of governance.

Here is another example of the sheer incompetence of Imran:

Because of the petrol shortage in all pumps except PSO, motorcyclists have been standing shoulder to shoulder in waiting in queue.

They often have to wait for 45 mins or even an hour.

Quite a few of them don’t even wear masks or even helmets, and if anyone of them is COVID positive, it will spread like wildfire.

All Imran had to do was deploy a couple of police officers in these pumps and instruct them that unless they wear masks, they will not be allowed to fill their tanks.

But unfortunately, you need competent leadership to take these measures, not someone who contradicts himself every 5 minutes.

Over here they are very strict in implementing "No Mask. No Petrol." SOP on PSO petrol pumps. One guy on bike didn't have mask so they refused to serve him but the guy behind him gave him his mask and they immediately started filling his bike. Everyone was laughing:))) This was not the only time I seen this. One time a molana sahib didn't have mask so he took his cap off and put at his face and got the service. :))) Yeh tu haal hai.

Looks like a 25 rupee price hike is coming up.

26th is too early to say anything.
If price is going to shoot up, there will be an artificial shortage of Petrol for next 4 days.

But this also means consumers will rush to petrol pumps. May be this is the target of this news. ( Because earlier rumours were saying a reduction of 7 Rp/L)

Things will be clearer by Monday.

My bad, the headline says "with immediate effect"

[MENTION=57576]MRSN[/MENTION] what's so great about it, it's clear sign government has given up in front of mafia, only after this big hike of almost 23% they will sell petrol normally, otherwise no global reason for such big hike in price, the should have reached a balanced price of around 85 rupees to facilitate consumer plus oil companies should be happy enough with 10 rupees increase, because previous month they were normally selling it for 82 rupees, this such big sudden hike is clear indication the government k pass supply normal krnay k aur koi triqa nai bcha and oil mafia apni mrzi ka acha profit earn kray ga, while in international markets prices are still very low and still big difference in supply and demand. Another feather in crown of Tabdeeli.

Revised Petrol Price becomes applicable after midnight on last day of Month. Revising it on 26th is unheard of.
Does anyone know if this is only for last 4 days of June or for next month ?

Yeah. You are right. IK took notice on June 10 but oil companies didn't really bother despite some being sealed. It just shows failure of govt on all account. IK like always wanted to look like a hero of poor people in the media but had zero planning and zero force to implement his decreased prices. Shahbaz Sharif is called showbazz but Imran khan is not lesd than him either. He has tall claims and big talks but zero performance.

baqi ye he krna tha tu, bhai zalil q kia awam ko, jis din short hoa tha us se next day he itna kr dete, mafia b khush awam b, k chalo mil tu raha, baqi next time ogra summary PM ko nai Mafia ko send kray k how much price should increase. But but hm kisi mafia ko nai chorein ge, and we poor awam deserve it for selecting this tabdeeli hoax.

[MENTION=48598]saeedhk[/MENTION] even better excuse, but but in nwaz government petrol was even 120 rupees and they will conveniently forget that it was also around 65 rupees without this much shortage. and during that time the oil prices were never this all time low due to covid.

So Imran has bowed down to the mafia and has increased the petrol prices.

As I have said before, all these mafia heads are Imran’s friends who spent money on his election campaign so he cannot afford to upset them.

This is the justice, honesty and accountability that he promised.

Naya Pakistan is the greatest scam this country has ever seen.

He has backtracked on every single thing that he stood for in the past, but his cult-followers still support him as if he is a messiah.

bhai jab aap bari bari chorte hu na awan ko ullu banane ke liye tab aap yeh nahi dekhte ke kya aap ne mazi mr kaha tha. Imran Khan ne apna party manshur aisa diya tha jese yeh har pti member ko zubani yaad karwaye ga. kaha gaya itna bhara huwa manshur.

sad thing about Imran Khan is he just talks big but never makes them into reality because his aim is to impress people by his talks not by his work.

The joke is not on him, joke is on us, we Awam are the biggest fools. We deserve every bit of this for falling for such a big scam. And anyway he promised change, and never claimed whether that change will be good or bad. It's us fool Janta who thought he meant positive change.

The biggest mafia is PTI itself. The coordinator of these mafias.

Coming back to the topic of the thread. Listening to the news, petrol shortage seems to have been resolved after timely action and fines against the companies.

Was this the “timely action” you were doing bhangra over?

Imran’s buddies in the oil mafia have been compensated with the price hikes.

Looks like the poor awaam has been fined.

Dreadful move

Popularity of Imran Khan will be all time low now.

Why doesn't govt get out of the business of setting fuel prices and just tie it to market rate?

Even with the increase in petrol, price its still not that high. People of Pakistan should not expect a subsidy.

Not sure what the issue here is. People of Pakistan want the govt to subsidize the price of oil for them but at the same time not want to pay their taxes. Pretty simple, quit the whining and pay the international market oil price

All the mafias got together and elected a handsome cricket star, a narcissist who created a cult full of hate and lies.

This chaos has brought the economic growth down from from 5.8% to 1.9% and has unleashed an assortment of the most uneducated and incompetent ministers the country has ever seen.

Now, PTI muppets tell us the fazail of high petroleum prices. I am all ears!Hurry!

I think people in India and Pakistan should seriously start thinking about investing in bicycles or electric vehicles. :inti

Electric vehicles costs more than a normal vehicle but if you are looking for a long term usage then it's ok to buy.

This Rs. 25 increase is too much, it should have been staggered. The prices in international market have significantly increased and it was stupid of the government to reduce price by Rs. 42 since Feb. They didn't get any good will for reducing Rs. 42 but getting hate for increasing Rs. 25. I think a bit more foresight should have been shown in Feb and price should have been reduced only Rs. 15-25 since Feb and therefore now they wouldn't have to increase by this much and create a shock effect.

Other option was to reduce PDL which is currently Rs. 30/l. Could have reduced that to 10 Rs/l and therefore increase could have been only Rs. 5.

Oil prices have rebounded in the international market and I expect another increase at the end of July.

PTI credibility almost non existent opposition come on ball in your court Imran looked dejected in his parliament speech looking for a safe exit may be now watch out $$ will rise to 200

Petroleum Minister Omar Ayub Khan on Saturday defended the government's decision to increase the price of all petroleum products in the country, saying that it had tried to provide relief to the people amid rising international prices.

Addressing a press conference with Special Assistant to the Prime Minister on Petroleum Division Nadeem Babar, he said that prices in the international market had risen by 112 per cent over the last 40 days.

In a sudden move on Friday evening, the government had increased the prices of all petroleum products by up to nearly Rs26 to share the impact of rising international prices with the consumers.

The price of petrol (motor spirit) was raised by a whopping Rs25.58 to Rs100.10 per litre from the existing Rs74.52, an increase of 25.6 per cent.

During the press conference, Babar explained that the government set the prices of petroleum products on the basis of Pakistan State Oil's (PSO) monthly average. Like other government functionaries, he highlighted that Pakistan had the lowest prices among South and Southeast Asian countries.

"The price of petrol is Rs180 in India, Rs108 in Indonesia, Rs153 in the Philippines, Rs159 in Thailand and Rs196 in Japan," he said, adding that the government had continued passing on the effects of falling prices to the public.

Giving an "example", he said that on February 28, before the pandemic started, petrol was priced at Rs116.60 and diesel cost Rs127.26. On June 1, the price of petrol was reduced by Rs42 and that of diesel by Rs47. He added that the government, despite its "lesser purchasing power", was trying to charge as less as it could.

Explaining why the government had announced the new fuel prices on June 26 instead of July 1, he said that according to calculations, if the "last cargo was priced at the current rate, there would be an increase of Rs31-32" in petrol prices.

"We didn't want to do this," he said, adding that by increasing prices earlier, the government had reduced the total increase by spreading it over 35 days. "This means all the oil marketing companies (OMCs) will also face a minor loss in July [but there will be] net benefit for consumers."

Referring to the oil crisis, Babar claimed that the reason behind it was "hoarding by certain OMCs".

"Nearly all OMCs did not have stock of 21 days as per licencing agreements; PSO had an 18-day stock too. Not only did we repeatedly ask the Oil and Gas Regulatory Authority (Ogra) to issue notices to these companies, but also asked PSO to import more to fill this gap.

"Unless Ogra is strengthened and enforcement capability made so strong that it takes action against companies not keeping proper stocks, this is likely to happen again," he cautioned. "[The government] will change rules and if needed then the Act itself [to ensure this does not happen].

"At this time, there are 9,000 legal registered petrol pumps, which means they sell oil at some OMC level whereas there are 1,500 or more illegal pumps which have no agreement with any OMC. The government will crack down on these.

"Because the price had risen to very high levels in the international market and the price here was very low, companies started hoarding. This is why committees conducted raids. We have to get rid of this once and for all. We will change rules and laws and take administrative action against illegal pumps. It is unfair that the government cannot provide relief to the people when it wants to."

Khan criticised the PML-N and alleged that when an investigation was instituted during the PML-N's tenure, the [then] finance minister called Investigation Officer Tariq Khosa to his office and asked him to stop the investigation.

"The PML-N gave protection to these mafias. On the contrary, the premier's stance is to break the back of and end these mafias and to go to the very end to do so."

Earlier in the day, Information Minister Shibli Faraz tweeted that the pandemic had affected all economies of the world. "Such an increase in international prices has not been seen which is why we had to review our prices too.

"There has been less increase in Pakistan as compared to other countries in the region. Benefit of the people is our first priority and we will continue trying to provide them relief."

'Sugar scandal part two'
Also on Saturday, Opposition Leader in the National Assembly and PML-N president Shehbaz Sharif rejected the government's increase in petrol prices and termed it an "atrocity".

Terming it "sugar scandal part two", Sharif said that the prime minister's statements about caring for the people had been "proven hollow".

He claimed that the PTI government had "played a horrific game with the masses", saying this was "proof the government did not want the economy to run".

"After the sugar mafia, the petrol mafia has won. The government has given the petrol mafia licence to loot the public. Thus proven that this is a government of inefficient, insensitive and oppressive people. An oppressive government cannot continue," he said in a statement.

He demanded that the government "immediately" take back the increase in prices, saying that this was "not the time to clean the people's pockets".

"We will protest against this atrocity on every forum including the parliament," he said.

PPP chairperson Bilawal Bhutto-Zardari also rejected the hike in prices. "Increasing petrol prices at a time when the public should be given further relief is anti-people. Those who have increased the prices by a record high are the same ones who used to criticise minor increases previously," he said.

He claimed that the prime minister "could not support the sinking economy as a result of his own inefficiency by looting the people's pockets".

The mistake was to cut the rate to an unsustainable level and then raise it again so quickly because oil prices weren't going to stay at these lows for more than a few weeks. It would have been better to have found a middle way, where you avoid such large fluctuations. When they originally cut the prices after a successful social media campaign by the crooks, I feared this would happen and it did. Poor management by the PTI.

Not sure what the issue here is. People of Pakistan want the govt to subsidize the price of oil for them but at the same time not want to pay their taxes. Pretty simple, quit the whining and pay the international market oil price

They want everything for free, I pay around £1.18/£1.20 per litre for diesel in the UK. They need to stop whining and start working hard. Issue is people like Mamoon and the media that don't want Pakistan to progress and are involved in daily drama baazi.

I filled up for $1.10/l today which when converted from Canadian to PKR is 135.. but that's besides the point because people's buying power is alot stronger here. The only solution is to start exporting more and taxing the rich like crazy so that government can subsidise essentials like petrol. I think India's strategy was fine in this regard they didnt pass on the relief of low international prices to consumer and instead the government earned billions. Now prices are back up and they don't need to increase since they can use the billions earned to subsidize. That way the prices remain the same and people don't get shocked.

If you look at things objectively then price of petrol was 117 in Feb and 100 now but this 25 ruppee sudden shock is too much to absorb.

Also har koi economist bunna howa idhar specially certain doctors who don't know ABC of the matter.

It was indeed wrong but yet again it was reduced to give relief to the people. You can never win with some people.

Actually I recall correctly how same people were criticising the government for not reducing the price even further and delaying in passing on benefit of low international prices, and now that international prices are back up government shouldn't increase. As you rightly said you can never win with some people.

With the benefit of hindsight, a lower sustained reduction at the time would have been better than falling into the trap of the crooks through social media. The opposition can huff and puff but they had little credibility but something like this can do real damage.

Uzr e Gunaah , Bud'tar Az Gunaah.
Attempt to justify makes it even worse.
Mistakes of others is no excuse for me to do wrong.

Before Covid-19, petrol price was i think 120 or 123... Now its 100.

So it's a good move, now petrol will be easily available at a suitable rate :)

Back in April 2012 when fuel prices were hiked by the government Khan saab went on twitter and complained abot how the government is crushing the poor from indirect taxes and stated that his party rejects the increase in fuel price hikes as well as announcing countrywide protests.

He said that overnight increase in fuel prices was sheer extortion.

I wonder what he has to say now?

PM only on social media. He talks big but zero delivery. bas bharke sun lu is se. Me yeh kar du ga me wo kar du ga. Two years of power and he has nothing but fake promises and speeches. It looks like his aim was to somehow become PM of Pakistan by manipulating Pakistani people. He had no idea how he will actually live to his fake promises.

1 crore jobs and 5 million houses still leave me stunned. Our nation really deserve this for buying into these fake promises.

All politicians make big claims on what they will do. But in reality they are limited in what they can possibly achieve. Majority of Pakistanis know this, and they did not vote for him because of his promises, but because they wanted change.

Like Trump said he going to build a wall and he will make Mexico pay for it. No one really believed he would do that.

Same way majority of PTI supporters did not believe that Imran Khan would bring back 200 Billion Dollars, or create 5 million houses, or not go to the IMF.

ISLAMABAD: Adviser to the Prime Minister on Petroleum Nadeem Babar said on Saturday that there was sufficient evidence to show that oil marketing companies (OMCs) and petrol pump owners were storing oil in the current month while expecting an increase in the prices.

“If we compare the OMC sales figures in the first 10 days of June this year it was 52 per cent higher than the same period of last year and the average sales till today was around 32-33pc higher than that of June 2019,” he said, adding it was not possible that consumption had jacked up significantly over last year.

“This means that a major part of oil was going towards hoarding,” Mr Babar said while addressing a press briefing with federal Minister for Power and Petroleum Omar Ayub Khan.

The adviser said that oil prices were rapidly rising at the international markets but were significantly low in Pakistan and therefore the OMCs and the dealers were maintaining stocks to make inventory gains.

“We need to devise policies to contain such manipulations in future and the government is working on structural changes to streamline the supply chain and strengthen the regulator to enable it to implement the rules,” he said.

Nadeem says petrol is being sold at Rs100 per litre in Pakistan while its price in Bangladesh and China is Rs138 or more

The three main reforms in this regards were shutdown of illegal petrol stations and storage depots, implementing automation systems at storage depots of oil companies and at the points of sale (petrol pumps) too so that live sales data might be available to the Oil and Gas Regulatory Authority (Ogra), he said.

While Mr Babar acknowledged that the regulator was not powerful enough to enforce its decisions and that the solutions of similar crises in future was to strengthen Ogra and empower it to suspend the operational licence of any oil company if it continued to violate the terms of its licence.

He said that OMCs were not fulfilling the requirements to maintain 21 days of stocks of their average sales and strict measures were required to implement this requirement.

He said there was a need to upgrade laws and rules to enhance the penalties and fines imposed on the OMCs for such violations. “Cur*rently the penalties imposed on the OMCs were actually peanuts.”

Mr Babar said that automation of supply chain was essential as even the OMCs did not have updated data of sales by their petrol pumps.

“There are around 9,000 legal petrol pumps and around 1,500 illegal petrol stations and these illegal pumps are also used as storage dumps,” he said. “We have taken the list of all registered petrol pumps from the OMCs and given it to the district administrations in each province.”

He said that an initial report had been received from Khyber Pakhtunkhwa where out of about 400 reported illegal stations 60 to 70 had been sealed.

Mr Babar said that it was observed that the OMCs were not selling stocks from their depots and it was an unfair business practice.

“The automation of in and out supplies at oil depots will be completed in 30 days while the same at 9,000 petrol stations will take a few months,” the adviser said.

He said that refining capacity of the country could only cater to 35-40pc of national needs.

“The problem is that our refineries are very old and their cost of production is too high. They need to be upgraded or closed down,” Mr Babar said, adding that the refineries had been directed to provide their up-gradation plans to the government by September this year.

Petroleum Minister Khan said that petrol prices had increased due to rise in the international oil prices and rupee-dollar parity but despite the fresh price hike, fuel prices in Pakistan were lower than those of other Asian countries.

He said that Pakistan did not have its own oil resources and international prices had increased by 48pc and more recently by 112pc.

He said that petrol was being sold at the rate of Rs100 per litre in Pakistan while its price in Bangladesh and China was Rs138 or more. The prices are even higher in Japan and the Philippines.

The minister said that on Jan 1, petrol was selling for Rs116.07 per litre and compared to this, today’s price was still cheaper by Rs16 and that of diesel cheaper by Rs26.

“As soon as the prices of petroleum products fell in the international market, we reduced them. We did not impose any new tax on petroleum products. The government believes that the process will go through fluctuations,” he said.

The minister said that recently the power division had held a meeting with the MNAs from Karachi and the management of K-Electric. “The problem is that K-E has to develop and upgrade its internal system.”

It was the responsibility of KE to provide relief to the people of Karachi, he said, adding that the company had been fined by Nepra in the past.

“They need to resolve their own problems, but I cannot comment on the internal issues of K-Electric as it is not under me,” the minister said.

He said that the KE was getting 850MW from the national grid and it had to manage the rest of power requirements on its own and needed to revisit its generation capacity.

The electricity requirement of Karachi was increasing and it had been decided that additional power would be supplied for domestic, commercial and industrial consumers of the city by 2022-23, Mr Ayub said.

“But K-Electric has to establish 550 KVA grid stations to get this additional power supply and it needs to start work now as it takes around two years to complete these grid stations,” he said.

But Imran’s entire political career pivoted around his self-righteous claim that he is not among the ‘all politicians’ and that he is different.

He told us that unlike others, he will live up to his promises in his election campaign, and that is what created his cult-following and people started dancing on the streets because they thought Imran will bring change.

He has pulled wool over the eyes of his cult-followers and exploited their naivety.
