KPK govt started the renovation few days back so this is probably true.

It would be very stupid if they spend all this money and not install floodlights. I think inner ring of shade cover will have individual units, similar to Dubai Cricket Stadium.

The floodlights might be the way DUBAI stadium is hence there are not visible in the render.

Also from the look of the render it seems like KPK government is making it like a sport city with academy training grounds

Absolutely... the way things are headed we can expect international matches all over Pakistan in the next 5-7 years. However, for that we need a government in the center that realizes that there is Pakistan outside of Punjab as well.
