'It could've been worse,' says Sindh govt as 2nd day of rain kills 3, turns Karachi roads into rivers7

At least three people lost their lives as the second straight day of moderate to heavy rain turned many roads in Karachi into rivers on Monday, with the Sindh government showing helplessness in the face of "natural calamities" and saying the situation "could have been worse" had it not been for its efforts.

Residents took to social media to vent their anger about the now all-too-familiar devastation caused by the showers and shared videos that showed rainwater mixed with sewage surging through narrow alleys, people using boats to cross roads and cars floating away on flooded roads as if they were made of plastic.

Yet another video showed volunteers from the Al-Khidmat Foundation rescuing a group of distressed young girls from a madressah in Orangi Town, located on a backstreet where several feet of rainwater had accumulated.

According to the Met Office, Karachi on Monday received a maximum 34mm of rain in Nazimabad, University Road/Jauhar (10.2mm), North Karachi (8.8mm), Karachi MOS (1.8mm), Jinnah Terminal (0.8mm), Surjani (0.4mm). Many other areas including Saddar, Landhi and Gulshan-i-Hadeed did not receive any rain.

The three people who died all lost their lives due to electrocution, officials said.

Two labourers were electrocuted in Mochko area the evening. Station House Officer Wasim Ahmed said heavy rain had created a pond inside Al-Badar Godown, which deals with the crushing of stones, located on Suparco Road. Four labourers were trying to install a suction motor to remove rainwater when they suffered an electric shock. Two of them died while the other two suffered a minor shock. The bodies were shifted to Dr Ruth Pfau Civil Hospital Karachi to fulfil legal formalities.

In another incident, a 45-year-old man was electrocuted in Orangi Town's Sector 11-1/2 while trying to turn on a motor, according to Pakistan Bazaar SHO Iqbal Husain Tunio.

On Sunday, at least five people, including two children, had died in various rain-related incidents in the metropolis.

On a visit to different areas of the city, Sindh Minister for Information and Local Government Nasir Hussain Shah appeared to defend the provincial government's efforts, saying torrential rainfall manifests itself in the form of a "natural calamity", which he said "no human being has control over".

While conceding that the situation is "not 100 per cent", Shah claimed that the Sindh government has been implementing emergency measures for the last several months under a "comprehensive and integrated policy".

"In today's torrential rain, while the ministers of the Sindh government have been continuously serving the people since last night, some evil elements are merely slandering our character on their Twitter accounts and social media pages," Shah was quoting as saying in a statement.

"We have no hesitation in saying that if the Sindh government had not taken timely steps to clean storm-water drains, the situation could have been even worse," he added.

He appealed to the people not to leave their homes unnecessarily and stay away from electricity poles.

According to the statement, Shah inspected the cleaning process of all storm-water drains of the city including in Nazimabad, Liaquatabad, Surjani, Gulbahar, Orangi Town, New Karachi and North Nazimabad. He directed workers to make the relief activities "more effective and efficient".

After Pakistan cricket icon Wasim Akram in a tweet expressed sadness at the sight of Karachi "underwater", Shah early on Monday invited him to accompany the minister and inspect "how water has been drained from all roads".

"I’m sure that if you are sincere then you will definitely go and if you’ve tweeted on hearsay then there is no one more irresponsible than you because you've disappointed millions of people in Sindh," Shah said in his reply to Akram.

Meanwhile, the K-Electric (KE) in a statement said no unscheduled load-shedding is being carried out in any part of Karachi. It claimed that "segmented load-shed" carried out to address the issue of power theft and load-management, which is on account of power shortfall, follows a schedule which is notified to registered customers via SMS and through the KE website.

KARACHI: The residents of Gulistan-e-Jauhar have demanded compensation for their rain-related losses as heavy downpour wreaked havoc in parts of the city on Sunday, causing several areas to inundate and damaging vehicles and property.

Rainwater made its way inside Sindh Baloch Society and tore down a K-Electric pole and a wall in the city’s Gulistan-e-Jauhar Block 12.

The wall collapsed on a rickshaw, wounding a man and his children. “The ambulance could not enter the area and the family was taken to hospital in another rickshaw,” said one of the residents of the society, Uzair. “The water entered with so much pressure in the society that it dismantled everything that came in its way.”

PTI President of Jauhar Block 12, Shakeel Ahmed, told The News that the damage was caused after a nullah overflowed in Block 14 and the water rushed towards the other area.

“The nullah falls in the Malir River at Pehelwan Goth,” said Ahmed, adding that despite several complaints, authorities did not clean the nullah before the rain spell.

The PTI official said the party’s MPA Bilal Ghafar had deployed two tractors at the large drain in front of Rabia City project in Jauhar.

In front of the famous Rado Bakery, around 40 apartments were completely flooded with rainwater.

"Water gushed inside the apartment building as if a dam had broken,” recalled one of the residents. “All bikes and cars parked inside were half-drowned.”

Restoration of power supply to the area was another matter, as the meter room of the apartment was flooded with rainwater and caused electrical sparks.

A resident lamented that a team of KE workers tried to fix the problem but as soon as they left the meters started malfunctioning again, causing a power outage.

“Almost 10 years back the apartments were flooded, but this time, it was unprecedented,” he said, adding that the families residing inside the apartment incurred losses amounting to millions of rupees, and no government official had even paid a visit there. He demanded compensation from the government for their losses.

Vehicles were also damaged during the heavy rainfall, as several cars' seats and dashboard were damaged.

A resident, Ali, said that when he opened his car’s bonnet, the engine was filled with water.

“Let’s just pray that water did not damage the engine,” he said, adding that the car’s interior was destroyed.

Another resident complained that his motorcycle was swept away by the water and was beyond repair.

An elected MQM councillor, in response to the situation caused by rain, said that the drains were not the responsibility of the cantonment board but of the Karachi Water and Sewerage Board. A KW&SB assistant executive engineer downright denied the blame, saying it was never the responsibility of the board but of the KMC and the respective society administration.

KARACHI: The Sindh High Court, while expressing its indignation on Wednesday, summoned the Karachi Metropolitan Corporation and Mayor Office officials over negligence of duty after torrential rains hit the city, causing drains to overflow, power outages, and loss of lives and property.

The SHC was hearing a petition related to the drain and sewerage system of the city’s Central district, where SHC Justice Khadim Hussain Shaikh questioned the performance of the authorities in the city.

The judge, in his remarks, said that the entire city gets inundated during rains due to debris across the metropolis, clogging the drains.

“It is a tragedy that no one has the realisation of (the stranded water problem). Karachi drowned (during torrential rainstorms) due to illegal encroachments and not picking up of the garbage. Every institution blames the other one when it comes to taking responsibility,” he said.

“Did anyone see that the vehicles in Karachi were drowning? And the people could not take their children out of their homes. During the rains, people’s homes and stuff all got destroyed. Will any of us go into the dirty water?”

In continuation, the court also questioned the system for lifting and disposing of animal remains and waste after Eidul Adha.

To which, the government’s counsel responded that funds have been allocated to the relevant authorities in this regard and the waste will be disposed off.

“The government is concerned with funds before doing any work,” remarked the judge.

Responding to the remark, the counsel said that the responsibility to pick up garbage lies with the Karachi Metropolitan Corporation and Solid Waster Management.

“The Solid Waste Management department has not been given the responsibility to lift up garbage from the Central district,” said the lawyer before the High Court.

The SHC, after hearing the arguments, summoned relevant officials from the KMC and Karachi Mayor Wasim Akhtar’s office.

Since Sunday, the heavy rain showers have caused severe damage to the infrastructure of the city, and at least 10 people have lost their lives in rain-related incidents.

Moreover, residents in several areas braced prolonged power outages, besides their homes being inundated from the rainwater and vehicles floating on heavily flooded streets.

They have been a part of every government since the 1980s. They whole heartedly supported the 18th amendment in 2010 because they thought both PPP and MQM will loot and plunder together but PPP did a double bluff against them. MQM also fully supported the local government system brought by PPP in 2013 to do away with Musharraf's system now they cry about lack of powers for the mayor.

Media presented wrong impression of Karachi submergence: ministers

KARACHI: Provincial Ministers Saeed Ghani and Syed Nasir Hussain Shah have said that after the recent rains, the way the media was given the impression that Karachi was submerged, nothing happened but this year the situation was much better than last year. And except for a few low-lying areas, the drainage work was completed within two and a half hours of rain. Drainage cleaning was started from July 3 in collaboration with the World Bank and has been completed at 78 choking points of 38 major drains of the city while the rest of the city’s DMC level drains have been cleaned.

The Chief Minister of Sindh has also released special funds for this purpose. No member of the PTI, including the Chawal Wazir, was seen on the streets during the rains, while more than four committees set up by the Prime Minister for Karachi in the last two years have done nothing so far for the city. Not visible Claiming to clear millions of tons of garbage from drains; Chawal Wazir delivered only 20,000 tons of garbage to the landfill site during the cleanup and the remaining millions of tons he spread in the streets and alleys of the city. A private channel is currently playing the role of PTI’s B team and it is misleading the people under an organized conspiracy against the Sindh government. These views were expressed by the two provincial ministers while addressing a press conference at the Sindh Assembly Auditorium on Wednesday.

On this occasion, a documentary was also presented to the media regarding the work of cleaning the drains started by the Local Government Department. On the occasion, Sindh Minister for Information and Local Government Syed Nasir Hussain Shah said that after the recent rains, water accumulated in the low lying areas of the city and it caused inconvenience to the people. We apologize to them but the way the media reported the rain. The situation in Karachi was not like that later.

He said that in the past, when it rained so much, the city’s roads were flooded for several days and even the flights and rail system were paralyzed, but this time it did not happen and the city’s main highways, including Drainage work was completed in 2 to 2.5 hours as soon as the rains stopped from most of areas. However, some areas including Orangi Town, Liaquatabad, Federal B Area, PECHS and other low lying areas were flooded and Drainage work has also been completed through dewatering pumps. “Yesterday, I visited different parts of the city with friends of the media and in Soldier Bazaar, where there was a problem due to overflow of the drain, there were large stones that fell on the pipes of the drain while cleaning the drain,” he said. They were removed. He said that there have been incidents in the past where some conspiratorial groups have been making such moves to gloss over their politics and criticize the PPP government in Sindh.

He said that Nazimabad, KDA Chowrangi, Nagan Chowrangi where water comes from the hills and due to the green line service in these areas, water has entered the surrounding settlements due to water coming from both sides. Steps are being taken to prevent this from happening again.

The Inter-Services Public Relations (ISPR) said on Thursday that the Pakistan Army has been called in to "assist the civil administration in managing [the] urban flooding situation in Karachi".

Earlier today, the federal cabinet gave formal approval for deploying Pakistan Army troops to help address urban flooding in the metropolis due to the city's dilapidated drainage system.

According to the summary approved by the federal cabinet, the National Disaster Management Authority had sent a summary to the premier regarding the situation in Karachi.

It stated: "The prime minister, on a summary submitted by the NDMA [...], has been pleased to desire its disposal by circulation."

"The summary is being circulated accordingly among cabinet members for recording their opinions and subsequent return to the Cabinet Division. If a minister dues not communicate his/her opinion by that time, it shall be assumed that he/she accepts the recommendations contained in the summary."

On Wednesday, the premier had tasked the NDMA chairman with visiting Karachi and beginning its clean up. In a tweet, he said he had also asked the Pakistan Army for help.

The premier had also asked Sindh Governor Imran Ismail to coordinate between the Centre and the provincial government to address the problems faced by the people.

During a meeting at PM House, the prime minister had told the governor that the federal government would never leave the people of Karachi alone and would make all possible efforts to mitigate their suffering.

According to an official press release, the governor had informed the prime minister about the recent spell of torrential rains in Sindh and flooding in Karachi due to out-of-order drainage systems in the country’s commercial hub.

The prime minister had directed the NDMA to present a report on drainage system and rains in Karachi.

"The main objective behind this is to prevent further damage during the next few monsoon spells," he said while addressing a press conference in Islamabad.

Earlier in the week, Prime Minister Imran Khan had directed the NDMA chairman to visit Karachi and begin cleaning up the city. The premier signed a summary authorising NDMA and the Frontier Works Organisation (FWO) to carry out a cleanliness drive in Karachi with “unlimited funds” and long-term role of the federal and military organisations.

The chairman, addressing the media after his visit, said that steps for "disaster mitigation" will be carried out so that the people of the city can be provided relief during the next few spells of rainfall.

He said that three spells had been predicted in the metropolis during the month of August with varying chances of rain. The first is from August 7 to August 10, the second on August 15 and the third from August 24 to August 26.

"At least 80mm of rainfall was recorded in one hour in some areas of Karachi during the past few days. And in some areas, the amount of rain that fell in a span of one or two hours completely overwhelmed the [drainage] system which is already working well beyond its capacity."

He added that Pakistan Army’s V Corps had been called in under the Disaster Management Act and the work on cleaning the city's drains will be carried out in two phases.

"During August and the first few days of September, we are looking at minimising the damage that has already been caused. But Karachi's problems can't and won't be solved by this. For that, we need to understand the problems of the city."

For example, the metropolis produces 20,000 tonnes of solid waste on a daily basis of which only 3,000 to 4,000 is picked up because it is "useful", he said. "Across the world, solid waste is considered a source of revenue, but for us it is a nuisance."

He stated that encroachments had popped up on the city's drains, adding that another important aspect to troubles the city was facing was the fact that the storm-water and sewerage drainage system was not separate.

"Even if the sewerage system is separate in some areas [...] you can't put that water into the [drainage system] without treating it. If you don't treat sewerage, heavy sediments will begin to settle and that system will [collapse] in two to three years."

Until these things are mended, long-term planning can't take place, he said.

"In the second phase, all stakeholders will need to be brought on board to create consensus. In my opinion, if consensus is created in three to four months [...] work can begin on a permanent solution."

He reiterated that for long-term planning, all the stakeholders would need to sit down and forge a way forward. We will have to go forward otherwise we will be back to square one, he said.

Karachi has received heavy rains in the past few weeks, wreaking havoc on the city's shaky infrastructure and leading to the deaths of several residents.

On Friday, the Sindh government, Pakistan Army’s V Corps and the NDMA had decided to assign the task of removing sludge from three storm-water drains in the city to the FWO.

The FWO will clean Sharea Faisal storm-water drains, both sides, along with adjacent choking points (such as FTC, Nursery, Gulshan-i-Zafar, Tipu Sultan Road, Karsaz, Drigh Road, Stargate). Sludge will be taken out and dumped directly at landfill sites of Jam Chakro and TP-1.

It was also decided that the provincial government, with the support of the army and NDMA, would remove encroachments from all storm-water drains in the city. The local government department with the support of the army and Rangers will remove encroachments from the embankments of the drains so that rainwater can be disposed of.

KARACHI: The Met Office (Meteorological Department) has issued a warning that Karachi and lower Sindh can suffer from urban flooding in the days to come, as the fourth looming monsoon spell may wreak more havoc in the province than the earlier three spells.

The institution predicted that the fourth spell of monsoon rain in Karachi, which is forecast from August 7-8, can result in more rain than the previous three spells.

A low lying pressure system, formed in the Bay of Bengal, is expected to enter Sindh on August 6.

Last week, the Pakistan Army was called in to help the local administration in managing and dealing with the urban flooding crisis in Karachi.

According to the Inter-Services Public Relations (ISPR), the "Army [was] called to assist civil administration for managing the urban flooding situation in Karachi".

'Too many encroachments on Karachi's nullahs'

National Disaster Management Authority (NDMA) Chairman Lt Gen Muhammad Afzal, while addressing a press conference on Sunday, had said that Karachi's stormwater drains have "too many encroachments" on them.

He said that daily, as much as 20,000 tonnes of solid waste is generated in Karachi. “The widths of most of the nullahs have been narrowed from 400 metres to three to four metres,” the NDMA chairman had said.

Lt Gen Afzal had added that from Monday (today), the Frontier Works Organisation will conduct a large-scale operation to clear the drains.

Additionally, local corps of Pakistan Army have also been tasked to provide relief to the people from flash floods.

Lt Gen Afzal had further said efforts have begun to formulate a long-term solution for flash flooding in the city by taking on board all stakeholders including federal, provincial, local governments, etc.

"Urgent efforts are being made to minimise the damage in the upcoming spell," he added.

Karachi nullahs cleaning continue; 4,364 tons sledge removed: NDMA

ISLAMABAD: The large scale cleansing of Karachi nullahs being carried out by Frontier Works Organisation (FWO) and Sindh government have removed 4,364 tonnes sledge so far from main nullahs.

According to spokesman National Disaster Management Authority (NDMA), the cleaning operation was started on Monday.

There are 552 big and small nullahs in Karachi.

From out of 38 main nullahs, cleansing of 22 nullahs had already been started on emergency basis. Sindh government had agreed to cleanse 19 nullahs of the city.

While FWO had been tasked to remove garbage from Gujjar, Korangi and Moach Goth nullahs.

The focus is to remove debris from 21 choked points of these nullahs.

Some 24 excavators, two loaders, 90 dumpers and 224 labours are engaged in the cleansing operation.

KARACHI: Mayor Wasim Akhtar on Tuesday put all departments of Karachi Metropolitan Corporation, including hospitals, fire brigade and other rescue service providers, on high alert in the wake of new monsoon spell expected to start on Thursday and last till Saturday.

He asked all departments and District Municipal Corporations (DMCs) to keep machinery and staffers on standby as the Meteorological department had predicted heavy rains from Thursday.

The mayor also directed officers of the engineering department, parks department and other officials to be on duty to cope with any untoward situation.

Addressing a meeting to review measures, he said that the Meteorological department had again predicted heavier rains and that’s why there was a threat of urban flooding. “The people of the entire city should be saved from miseries during rains,” he said.

He asked the officials concerned to immediately start draining process, shift dewatering pumps at underpasses and chocked points ahead of the rain. “Rain emergency centre should be functional around the clock,” the mayor directed.

He advised the citizens to approach district administrations or Citizens Complaints Emergency Centre 1339 in case of any emergency.

He said that the Sindh Building Control Authority should keep vigilant eye on buildings declared dangerous and their residents should follow precautionary measures during rains.

“There is a dire need to expedite drain cleaning work in Karachi as the city cannot afford more urban flood. We can get fruitful results if all departments concerned work collectively,” he added.

Mr Akhtar said that he had been approaching federal and provincial governments for many years and trying to draw their attention towards the issue that Karachi’s many areas face urban flood threat due to chocking of drains.

He once again requested the Sindh government to pay attention to this major issue and take measures for cleaning Karachi so that the people of the city could enjoy rains instead of facing problems.

Top business magnate wants Karachi handed over to Pakistan Army for infrastructural improvements

KARACHI: A top business magnate said Tuesday it was necessary to hand over the country's economic and financial hub, Karachi, to the Pakistan Army for at least five years to help pave way for infrastructural improvements.

"Only under the supervision of the Pakistan Army is it possible to resolve Karachi's infrastructure and other problems," the industrialist, Siraj Qasim Teli, said.

"If Karachi is to be improved, it should be handed over to the Army for at least five years," he added.

Speaking of the city's repair work, especially after the torrential rains in late July that wreaked a havoc on its infrastructure, the businessman said it was a welcome development to see the federal government doing something good for Karachi after 20 to 25 years.

The difference is clear from a two-day clean-up campaign, he remarked, referring to the work of Pakistan Army's troops after Prime Minister Imran Khan directed the military to send assistance.

Teli, the chairman of the Businessmen Group (BMG) and former president of the Karachi Chamber of Commerce and Industry (KCCI), added that those who have neglected Karachi since the 1990s "deserve no sympathy".

"The local administration has failed to alleviate the problems facing Karachi," he said. "The residents of Karachi, as well as the business and industrial communities, have lost faith in the local administration."

The services of the National Disaster Management Authority (NDMA) and the Frontier Works Organization (FWO) should also be sought for infrastructure reconstruction, the industrialist suggested, adding that the task of improving Karachi's dilapidated road network should also be given to them.

"The work on Karachi's cleanliness can be maintained on a permanent basis only under the Army's supervision," he added, warning that "the catastrophic situation in Karachi will affect the country's economy" if it was not handed over to the military.

Towards the end of last month, the Pakistan Army was called to help the local administration in managing and dealing with the urban flooding crisis in the metropolis.

According to the Inter-Services Public Relations (ISPR), the "Army [was] called to assist civil administration for managing the urban flooding situation in Karachi".

The decision to provide assistance in relief activities in Karachi was made after PM Imran's orders a day earlier to send the National Disaster Management Authority (NDMA) to Karachi. Sources had informed Geo News at the time that the government also sought the Pakistan Army's services for the cleaning of Karachi.

An emergency approval from the Cabinet was obtained through a circulation in this regard.

A day before that, the premier had vowed that his PTI-led federal government would not abandon the people of Karachi at a time when the city grappled with the dual challenges of coronavirus and the aftermath of the recent heavy rains.

7 die of electrocution in Karachi as rain continues to batter parts of Sindh for second day

At least nine people died in separate incidents in Karachi on Friday as the fourth spell of monsoon rains continued to lash parts of Sindh for the second straight day.

Seven of the deceased lost their lives due to electrocution, while two minor boys died from drowning while swimming in accumulated rainwater, according to officials and rescue services.

The Met Office recorded a maximum 68.5mm of rain at PAF Masroor Base, Gulshan-i-Hadeed (60mm), Keamari (47.3mm), Saddar (50mm), Nazimabad (44.6mm), Landhi (37.5mm), PAF Faisal Base (47mm), Surjani (35mm), MOS - Old Area Airport (40.8mm), University Road/Jauhar (35.5mm), Jinnah Terminal (28.8mm), North Karachi (23.9mm) and Sadi Town (25.2mm).

According to the Provincial Disaster Management Authority, rain was also recorded in varying amounts in the Hyderabad, Sukkur, Shaheed Benazirabad, Larkana and Mirpurkhas divisions, with Shaheed Benazirabad receiving a maximum 50.5mm of rain.

In Karachi, a 24-year-old woman was electrocuted in Baloch Colony area. Area Station House Officer Ihsan Channa said Farzana Hanif died when she suffered an electric shock inside her home In Junejo Town. The body was shifted to the Jinnah Postgraduate Medical Centre (JPMC) to fulfil legal formalities.

In another incident, an 18-year-old, Kaiser Nawaz, died due to electrocution at a shop in Landhi-4, an Edhi Foundation spokesperson said.

A 30-year-old man also died after suffering an electric shock on a street near Jangian Hotel in Chakiwara area of Lyari, according to a Chippa spokesperson. The body was shifted to Dr Ruth Pfau Civil Hospital Karachi (CHK).

An eight-year-old boy died when after suffering an electric shock from an electricity pole near City Courts, an Edhi Foundation spokesperson said. The body was shifted to the Civil Hospital.

A 20-year-old, Jawad Zubair, received current in rain-accumulated water near the Burns Centre of CHK and died.

In Model Colony, Mohammed Bilal, 27, died of an electric shock. His body was brought to the JPMC. Dr Seemin Jamali while quoting his friend said that Bilal was electrocuted when he touched a pole.

Another young man, identified as Mansoor, died of electrocution in 13-D of Gulshan-i-Iqbal, according to rescue services.

Meanwhile, a 12-year-old boy drowned in a pond of accumulated rainwater in Sujrani Town. Police said some children were swimming in the pool in Sector 7-D when Talha Tanzeem, 12, drowned and died.

In a similar incident, a six-year-old boy was swept away while swimming in a drain in Banaras area of Orangi Town, according to Edhi Foundation and Pirabad Police.

West Senior Superintendent of Police Fida Husain Janwari said they had received information about the drowning of the boy in a stormwater drain.

The area’s DSP and SHO along with divers of Edhi made efforts to rescue the child but the operation was called off at night due to darkness in the area. An Edhi Foundation spokesperson said it was believed that the boy had died, bringing the day’s death toll to nine.

As intermittent rain continued in the city, Karachi Mayor Wasim Akhtar along with other officials visited various areas in the South district and monitored the operation for de-watering of accumulated rainwater and clearing of choking points.

On Thursday, at least one person was reported dead due to electrocution while another was injured during rain in Karachi.

To prevent the roads from being inundated as seen during last week’s heavy rains, the National Disaster Management Authority (NDMA) has been working to clean Karachi’s major storm-water drains on Prime Minister Imran Khan’s directives.

On Friday, the ruling PTI’s Islamabad chapter shared a video of the cleaning of nullahs being carried out for the fifth day under NDMA’s supervision.

Almost 50 killed in three days of monsoon rain across Pakistan

Nearly 50 people have been killed across Pakistan after three days of heavy monsoon rain and flash floods.

According to Pakistan's National Disaster Management Authority, 19 people died in rain-related incidents in northwestern Khyber Pakhtunkhwa province, 12 in southern Sindh province, eight in Punjab province and 10 in the country's scenic northern Gilgit-Baltistan region in the past three days.

Rain also damaged about 100 homes and caused a breach in a flooded main canal, inundating villages in Sindh province.

Troops with boats rushed to a flood-affected district in Sindh on Sunday to evacuate people to safer places.

The military said on Sunday that it had rescued more than 100 people from Dadu district in Sindh.

Every year, many cities in Pakistan struggle to cope with the annual monsoon deluge, drawing criticism about poor planning.

The monsoon season runs from July through September, with swelling rivers damaging crops and infrastructure.

Heavy rains also lashed many districts in southwestern Balochistan province and damaged homes. According to local media reports, at least eight people were killed in the province because of the rain and flooding.

"More than a dozen people are still missing in Balochistan," Younus Aziz Mengal, a spokesperson for the provincial disaster management authority, said.

He added that the flooding had damaged bridges and highways, cutting off Gawadar, a port city on the Arabian Sea.

Heavy rainfall began last week and continued on Sunday, flooding streets in the eastern city of Lahore. It especially disrupted normal life last week in Karachi, the capital of Sindh province, where sewage flooded most of the streets, prompting Prime Minister Imran Khan to order the army to assist authorities in handling the situation.

According to the Meteorological Department, heavy rains are expected to continue next week.

Army's rescue and relief operations continue in flood-hit Dadu, Jhal Magsi

Pakistan Army on Sunday continued its rescue and relief efforts in Sindh's Dadu and Balochistan's Jhal Magsi districts after the recent rains breached the flood protection bund of the Nai Gaj Dam and marooned people residing in surrounding areas.

"Pakistan Army troops [are] busy in relief and rescue efforts in various areas of Dadu to help people affected by recent hill torrent and breach of Flood Protection Bund of Nai Gaj Dam," said the ISPR on Sunday.

According to the military's media wing, Pakistan Army's boats are rescuing stranded people and transporting them to "safer places". It also said that a medical camp has been established to provide care to the affectees and hot meals were being given to people.

The ISPR also said that rangers and army personnel have rescued more than 100 people from the Johi Tehsil of the district.

Jhal Magsi rescue efforts

Later, the teams of Pakistan Army and Navy visited Jhal Magsi along with medical and engineering teams to assist the civil administration to rescue stranded people and take them to safer places.

“Hot meal served to 1,000 stranded people. Jhal Magsi-Gandawah main colonies have been connected,” ISPR said. It added the Pasi bridge has been opened for all kinds of traffic.

“In Jhal Magsi, all Hindu families struck in Wangu hills have been rescued and moved to safer places after an eight-hour-long rescue operation,” the military's media wing added.

Giving an update on the damage, the ISPR said the N-65 motorway near Bibi Nani bridge and Pinjra Bridge have been blocked due to the high levels of water.

“Main gas transmission line damaged near Bibi Nani bridge due to rain, while Quetta-Jacobabad, Gwadar-Karachi and Sibbi-Kohlu have been blocked at various places,” it said.

PDMA dispatches relief items

Meanwhile, the Provincial Disaster Management Authority (PDMA) of Sindh said it had dispatched six motorboats and more than 5,000 rescue and relief items including tents, mosquito nets, jerrycans, water coolers and kitchen sets to Deputy Commissioner Dadu on Saturday to facilitate those affected by the flash floods in Johi area.

The PDMA also said that it was in continuous contact with the army and navy to initiate air assistance and rescue through helicopters of stranded people.

Rains breach Nai Gaj Dam

Rescue efforts by the army in Dadu had begun on Saturday after heavy rains breached the Nai Gaj Dam flooding the nearby villages.

The ISPR had said that the recent rains have caused damage to the Nai Gaj Dam, resulting in the breach of the flood protection bund of the dam. It had also said that at least 12 villages of the district were badly affected by the breach.

Earlier this week, the Pakistan Meteorological Department (PMD) had issued a warning that Karachi and lower Sindh can suffer from urban flooding in the days to come, as the fourth looming monsoon spell may wreak more havoc in the province than the earlier three spells.

"Widespread rain/wind-thundershowers, with isolated heavy to very heavy falls are expected in Karachi, Hyderabad, Thatta, Badin, Tharparker, Umerkot, Mirpurkhas, Sanghar, Tando Allah Yar, Matiyari, Tando Muhammad Khan, Jamshoro, Dadu and Shaheed Benazirabad from Thursday (evening/night) to Saturday."

LAHORE: Roads, streets and even alleyways here faced major urban flooding on Monday as heavy downpour lashed the city on Monday morning.

The deputy commissioner’s (DC) spokesperson, Imran Maqbool, told Dawn there was no issue regarding water drainage, and Water and Sanitation Agency (Wasa) Vice Chairman (VC) Sheikh Imtiaz claimed the rainwater had been drained within hours.

Mr Maqbool said the DC had directed all the assistant commissioners to be present in the field and ready for any eventuality. He said they had been sent to check all the dewatering points from where excess water was diverted to drains. “The drainage was fine overall,” he claimed.

Throughout Monday, however, people took to Twitter to post pictures and videos of rainwater accumulating in areas including Gulberg, Shalimar, etc.

As per Met Department data recorded at 11am, the highest rain was recorded in Tajpura (107 millimetre), followed by Johar Town (105mm), Pani Wala Talab (101mm) and the airport (82.8mm). Other areas with high rainfall were Gulshan-i-Ravi, Nishtar Town, Lakshmi Chowk and Upper Mall.

On some of these roads water had accumulated up to the knees. On top of this, social media users accused the electronic media of not giving enough coverage to the “flood” in Lahore.

But pictures shared by Wasa VC Imtiaz showed water being drained. Firdous Market (which is dug up to build an underpass) showed ankle-deep water, which was apparently drained within two hours. He also tweeted a video of a water tanker in Lawrence Gardens, which was being filled from an underground storm water storage tank on Lawrence Road.

“This water will be used for horticulture in Bagh-i-Jinnah,” he commented in the tweet. “Now millions of gallons of aquifer water will be saved by using storm water stored in the tank.”

He also claimed that rainwater had been drained from all low-lying areas of Lahore.

A source said that water ponding takes time to clear. “There are about 25 to 30 sore points around the city and every time it rains, rainwater always collects at those points without fail, for example Lakhsmi Chowk,” he said. “After that water lifts have to be brought in to suck the water out, which is then diverted to Ravi river through the drains.”

Met Department Director Ajmal Shad had something similar to say. “The water lines were bad and could not take more load. The sewerage lines are old, and basically everything needs to be reorganised,” he stressed.

He said they had already issued a pre-monsoon warning to all departments about a chance of heavy urban flooding this year. These months were crucial in terms of managing rainwater, he added.

“Even today, we are expecting more rain at night or tomorrow, in fact, there is lightning in some areas of Lahore,” he said. “This was one spell, and its tail is still expected. Next week is also sensitive in terms of heavy rain, in fact this situation will carry on for a month as July and August are both monsoon months. Humidity, heat and the heat index also increase during these months.”

Shad also said that normally the Walled City presented the worst picture of rainwater accumulated on roads, as it did not have a main drainage system. “The balance there is always disturbed because several people live in crowded spaces and usage of water is more; the underground system is old and should be revived as it cannot take so much pressure and volume of water.”

KARACHI: Terming it a failure of the Sindh government that the federal authorities were coming to their aid, the Supreme Court on Wednesday tasked the National Disaster Management Authority (NDMA) with the cleaning of all storm-water drains in Karachi and removal of encroachments from them in a period of three months.

A three-judge bench headed by Chief Justice of Pakistan Gulzar Ahmed also directed the provincial government to extend full cooperation to the NDMA and ensure resettlement of the affected people.

The CJP remarked that it was the failure of the provincial government as the basic rights and facilities had not been provided to the people and the federal authorities were coming to their aid.

The court expressed displeasure over the deteriorating sanitation system and encroachments on public spaces of the city and observed that the Sindh government, which has been in power since long, had failed to deliver as the situation in other parts of Sindh was not different from Karachi.

CJP says Karachi has turned into a goth; attorney general says centre considering constitutional, legal options to fix city’s woes

The CJP asked who would resolve the issues of the province.

Attorney General Khalid Jawed Khan informed the bench that he talked to the prime minister over the multiple civic and other issues of Karachi and said that the federal government had no intention to interfere in the affairs of the provincial government.

However, he said keeping in view the worsening situation of the provincial metropolis the federal government was considering available constitutional and legal options in order to fix these issues.

At the outset of the hearing, Karachi Commissioner Iftikhar Shallwani submitted a report regarding the drains and said that the drive against removal of encroachments from drains was being resisted.

He submitted that there were 38 main drains/nullahs in the city and 514 small drains and the NDMA was cleaning three major drains of the city.

The chief justice questioned the provincial and local authorities, saying that they knew about the monsoon season and why steps had not been taken in a timely manner.

The bench, also comprising Justice Faisal Arab and Justice Ijaz-ul-Ahsan, directed the NDMA to file a compliance report in three months and hinted at giving it more tasks related to Karachi in future.

Advocate General Sindh Salman Talibuddin said that a law and order situation was created when authorities launched a drive against encroachments.

The chief justice remarked that almost the entire city had been encroached upon and it was the failure of authorities that Karachi was turned into a goth (village).

Justice Arab said that people were approaching courts over non-provision of water and power, adding that they were being deprived of their basic rights.

The chief justice expressed concerns over corrupt elements in the province and remarked that they were the hurdle in implementation of the law.

Illegal documents were being registered and the ownerships of properties being fraudulently changed against a bribe, the court observed.

The advocate general said that orders of apex courts were encouraging for them and the encroachments from Empress Market in Saddar were also removed on SC directives.

Justice Ahsan asked why the authorities concerned, which have administrative powers to fix all problems, were waiting for directives of the apex court in every issue including cleaning of drains.

KPT’s review petition

The Karachi Port Trust approached the apex court seeking review of its earlier order for declaring the allotment of the land on both sides of Mai Kolachi Road illegal.

On Wednesday, the bench restrained it from payment of dues regarding sale of the land in question to third party and said that the third party may approach a relevant forum for their payments.

It added that the review petition would be heard at the Supreme Court’s principal bench in Islamabad.

In February, the apex court had declared allotment of land to the KPT Cooperative Housing Society illegal and directed the KPT chairman to ensure plantation of mangroves on the said land within three months.

Meanwhile, the bench disposed of the bail applications of former chairman of the Fisherman Cooperative Society and others in a corruption reference and directed the trial court to conclude the trial in 45 days.

The ex-chairman of FCS, Nisar Morai, and other officials moved the apex court for bail.

The National Accountability Bureau had filed a reference in 2018 against Morai and others for allegedly misusing authority, embezzlement of funds, illegal appointments and awarding fake contracts during 2014-15 causing a loss of over Rs343 million to national exchequer.

Rescue workers laboured to assist residents stuck in rain-accumulated water and clear blockages as the fifth spell of the monsoon season continued to lash Karachi on Saturday.

Edhi volunteers used boats to rescue people stranded in different areas after Friday's heavy rains as their operation continued late into the night and on Saturday.

Pakistan Army soldiers also took part in the rescue work, helping residents wade through rainwater and removing obstructions in flooded areas.

No deaths were immediately reported on Saturday.

KARACHI: Karachi, the city of lights, was plunged into darkness after heavy rains caused at least 600 electricity feeders to trip, leading to power outages in several areas of the metropolis.

The areas that had experienced power outages include Surjani Town, Orangi Town, North Karachi, New Karachi, Liaquatabad, Jamshed Quarters, FC Area, Khamosh Colony, Gulistan-e-Jauhar, Ahsanabad, Shadman Town, Safoora Goth, FB Area, Power House, parts of Clifton, among others.

According to reports, FB Area's block nine has been facing a power outage from the past five hours causing an outcry among the residents.

Meanwhile, the director Meteorological Department said that a system of clouds has started moving towards the port city from the east.

The rain bearing system is currently looming over Karachi's southeast district, he added.

Moreover, a tree had fallen near the Ayesha Bawani academy on Shahrah-e-Faisal causing a disruption in traffic.

100mm expected
According to Director Meteorological Department Abdul Qayyum Bhutto, the city might receive 100mm of rain today.

The Met department director said that various areas in the city will either receive heavy or moderate rain showers.

Bhutto said that the monsoon spell can last with intermittent rain showers until Wednesday, adding that heavy rains can cause urban flooding.

The fifth rain spell in Karachi has brought with it unexpectedly heavier showers than before that have caused severe urban flooding in low-lying areas with nullahs overflowing despite the recent cleanup operations.

KE warns citizens
In light of rains, Karachi Electric, the city's sole power provider, has warned citizens to stay away from broken wires, electricity poles, and PMTs.

"Unsafe use of electrical appliances in rain and accumulated water can lead to accidents," KE added.

Yesterday, at least five people were killed in the metropolis in rain-related incidents, rescue services officials said. Two teenagers died when they were hit by lightning in Memon Goth, while two others were electrocuted and one teenager was swept away by the ferocious currents of the surging Lyari River.

Had to stay up till 7 am to work on an assignment. Wake up at 12 to no electricity. Look outside and of course it’s raining and water is up to peoples knees. And I live in a relatively good part of the city. I’m so tired of this. It’s dystopian
 
KARACHI: Parts of the city received heavy to light rain on Tuesday, leading to traffic jams and difficulties for motorcyclists a day after the Meteorological Department (Met Department) expressed fears of urban flooding in the metropolis triggered by heavy showers.

Malir, Korangi, Landhi, Shah Faisal Colony, Gulshan-e-Hadeed, Saadi Town, Liaquatabad, Federal B. Area, North Karachi, Surjani Town and North Nazimabad were some of Karachi's areas that received heavy rainfall between Monday night and Tuesday morning.

Karachi University road became inundated due to the heavy rain, with rainwater accumulating to a few feet high on the road linking Hassan Square with Safoora Chowrangi.

Sewerage and rainwater entered houses in the Naya Nazimabad and Azizabad Block II areas.

In Azizabad, residents complained that the sewerage lines were already damaged in the area and the heavy rain made it worse. Showers caused landsliding in Gulistan-e-Jauhar Block III, leading to several cars being severely damaged in the parking of a residential building.

The situation has worsened in the city's Surjani Town area, with almost 80% of the population in the area forced to relocate to safer places as water entered people's homes.

Left to their own in such difficult times, Surjani Town residents chose to make boats out of drums and wooden planks.

According to authorities, Gulshan-e-Hadeed received 105 mm rain over the past 24 hours whilst Landhi received 45mm of rain.

Pakistan Meteorological Department on Monday said that heavy rainfall will continue in Karachi till Thursday, warning that urban flooding could take place in the city.

In its latest advisory, the PMD said that rains could hit the southern parts of the city from Monday to Wednesday and also upper parts of Sindh from Tuesday to Thursday.

“Rain/wind-thundershowers, with isolated heavy to very heavy falls, are expected in Karachi, Hyderabad, Thatta, Badin, Shaheed Benazirabad, Dadu, Tharparker, Nagarparker, Mirpurkhas, Islam Kot, Umar Kot, Sanghar, Sukkur and Larkana from Monday to Wednesday,” it had said.

The department had warned that heavy rainfall may generate urban flooding and waterlogging not only in Karachi but also Hyderabad, Thatta and Badin.

3 dead, roads submerged as incessant monsoon rains lash Karachi for second day

Heavy rains continued for the second day in Karachi on Tuesday, wreaking more havoc on the metropolis, flooding roads and causing a landslide. At least three children lost their lives in rain-related accidents.

According to data from the Met department, the highest amount of rainfall, 72 millimetres, was recorded at Gulshan-i-Hadeed while Nazimabad recorded 51.6mm, North Karachi 37mm, Surjani Town 25.6mm, Landhi 11.5mm, Pakistan Air Force (PAF) Base Faisal 11mm, Jinnah Terminal 9.6mm while University Road received 8.8mm of rainfall.

Surjani Town and Orangi Town which had received heavy rainfall during the last spell were flooded once again as people started to evacuate from their homes while the Korangi causeway was also shut down due to flooding, DawnNewsTV reported.

Footage showed roads in Landhi and Federal B Area as well as other areas heavily inundated with water.

Three children lost their lives in rain-related incidents during the day, according to Edhi rescuers and police.

A 13-year-old boy drowned in a pond created by accumulated rainwater in Musharraf Colony, according to an Edhi rescue team. The body was later retrieved and taken to Murshid Hospital.

Police officials said a 17-year-old boy died due to electric shock in the Haroonabad area. His body was shifted to the Dr Ruth Pfau Civil Hospital Karachi.

Meanwhile, a 10-year-old boy was killed and his mother injured after a wall of their home collapsed during the rain. Police officials said the injured woman was taken to the Jinnah Postgraduate Medical Centre for treatment while the body of the child was also shifted to the hospital.

Exactly same here... I'll wait till 2023 if things don't change then my vote will be for JI or PSP or maybe won't even vote because they all are the same. PTI will be as much responsible for the miserable state as PPP and MQM.


Karachiites already knew about the 18th amendment and how it is being used to subjugate Karachi, that is exactly the reason majority supported PTI and still PTI is hiding behind the excuse of 18th amendment.


A part of me feels that the army likes the current status quo in Karachi because it allows them full control of DHA which I'm sure is a huge money generator. Also army will never want Karachi to be a separate province because then the power base may shift from Punjab.
