Prime Minister Imran Khan on Thursday ordered an inquiry into the abduction and killing of Police Superintendent Tahir Khan Dawar.

In a tweet, the premier tasked State Minister for Interior Shehryar Afridi to oversee the inquiry and ordered the Khyber-Pakhtunkhwa government to coordinate with Islamabad police in the inquiry.

Pakistan demands Dawar’s murder probe as body being returned to country
Pakistan also demanded from the Afghan authorities to conduct an immediate investigation into Dawar’s martyrdom, whose body was found in Nangarhar province.

“The service card of SP Dawar was found along with the body,” the Afghan Ministry of Foreign Affairs told the Foreign Office on Wednesday, confirming it was him.

‘Heinous crime will be taken to task’

State Minister for Interior Shehryar Afridi addressed the incident at a Senate session and said the “heinous crime will be taken to task”.

He urged the Senate to initiate an inquiry into the safe city project under which the previous government had installed 1,800 cameras in Islamabad where Dawar went missing. 600 of these do not function, added the minister.

Dawar goes missing

SP Dawar was abducted by unidentified persons from the F-10 area of Islamabad on October 26 while he was taking a walk. It is said that at the time of abduction he was not carrying his service pistol nor had any security.

According to the Foreign Office, the Afghan ministry informed the Pakistan consulate in Kabul that locals of Dur Baba district of Nangarhar province in Afghanistan found the body, which had a service card on it.

The body has been handed over to the Pakistan consulate in Jalalabad and after completion of paperwork, the body would be brought to Pakistan via the Torkham border.

After his abduction on October 28, a case was lodged with the Islamabad Ramna police station and an investigation team was formed to find the missing SP. It was led by two federal police SPs.

The team was unable to find any workable clue till Tuesday morning, but on the same evening pictures of Dawar being killed in Afghanistan went viral on social media. However, the high-ups did not confirm the news.

The only lead the investigation team had was SP Dawar’s last location from where he was abducted – in front of F-10, Islamabad.

Islamabad police conducted many raids at different localities but all in vain.

Due to SP Dawar’s operation against militants in Bannu, he had received his share of death threats.

On Wednesday, FO spokesperson said that Afghan Ministry of Foreign Affairs confirmed finding the body of SP Dawar.
Dr Muhammad Faisal said, “SP Dawar’s body was found by the locals of Dur Baba district in Nangarhar province of Afghanistan. The Afghan ministry has informed the Pakistan Consulate about the body.”

The spokesperson said, “The service card of Dawar was also found on the body.”

The Khyber-Pakhtunkhwa (K-P) authorities have been waiting since Tuesday for the body of SP Dawar to arrive.
Afghan envoy to Pakistan Omar Zakhilwal told reporters in Peshawar that he was not aware of the police official’s killing nor had the Pakistani government contacted him in this regard.

“I know about the media reports like all of you but it is worrisome that an officer is kidnapped from Islamabad and then his body is found in Nangarhar, Afghanistan,” he said.

Reports from Afghanistan reaching the tribal areas suggested that IS militants tortured and killed SP Dawar.

He was also injured in encounters with TTP militants in Bannu and served in the United Nations twice

Afghan officials hand over SP Dawar's body to Pakistani delegation

Afghan officials on Thursday handed over the body of martyred Superintendent of Police (SP) Tahir Khan Dawar to a Pakistani delegation led by Minister of State for Interior Shehryar Afridi at the Torkham border.

SP Dawar, who was chief of Peshawar police’s rural circle, was kidnapped in the G-10/4 area of Islamabad on October 26, and his body was found in a remote area of the Afghan province of Nangarhar.

According to Radio Pakistan, the Afghan officials had initially refused to hand over the police official's body to Pakistani authorities. However, they later handed over the body to Afridi, who was also accompanied by KP Information Minister Shaukat Yousufzai — the latter confirmed.

MNA Mohsin Dawar was also present at the Torkham border at the time SP Dawar's body was transferred to Pakistan.

The martyred police officer's body was then dispatched to Peshawar via a helicopter. His funeral prayer, according to his family, will be held at Civil Lines Peshawar at 10pm, whereas his burial will take place in Hayatabad.

Director General of Inter-Services Public Relations (ISPR) Maj Gen Asif Ghafoor condemned "the brutal murder" of "a brave police officer", and suspected the involvement of an entity "more than a terrorist organisation".

The DG ISPR also urged "Afghan security forces to cooperate in border fencing" to "deny use of Afghan territory against Pakistan".

The Foreign Office, meanwhile offered its condolences to SP Dawar's family, and said it has registered with the Afghan Charge d' Affairs "our strong protest over the inordinate delay and manner of return of the body".

"It is hoped that Afghan authorities will offer full cooperation in ascertaining the circumstances under which a Pakistani police officer was found murdered in Afghanistan," the FO added.
'No compromise on SP Dawar's murder'

In a joint presser later in the day, Afridi and Yousufzai assured that the state "will not compromise" on SP Dawar's murder, and lamented the Afghani authorities' behaviour over the body's handing-over process.

"We were made to stand at the border for two, three hours," said Yousufzai, to which Afridi added: "The behaviour that we saw at the border today was painful."

"The Afghan refugees have been given the most respect by Pakistan," the state minister said. "We have respect for the Afghan government [but] they will have to think why such a behaviour was adopted."

Regarding the investigation, Afridi said: "The PM has already directed KP CM, KP IGP and Islamabad IGP to conduct an immediate inquiry and furnish a report. A meeting will be held in this regard at the Prime Minister House at 3pm tomorrow.

"We will take this matter to its logical end. We will go all out. The lives of our soldiers and citizens alike are the responsibility of the state. It will be a message to all those who have made a mockery of the issue that the state will not compromise on this."

The martyred police official's sibling, who also sat alongside the two ministers in the presser, requested the state to "help me bring to justice whoever has done this to my brother".

Tahir, the Peshawar SP (rule zone), had left his house in Islamabad for a walk on Oct 27 but didn’t return.

On Wednesday, Afghan officials had confirmed that a tortured body found in Nangarhar was indeed that of Dawar, said the Foreign Office (FO).

Earlier today, Prime Minister Imran Khan ordered an "immediate inquiry" into SP Dawar's "shocking" murder.

Taking to Twitter, PM Khan said: "Have followed the shocking tragedy of the murder of SP Tahir Khan Dawar and ordered Khyber Pakhtunkhwa government to coordinate with Islamabad police in holding an inquiry immediately."

MNA Mohsin Dawar, who has been vocal in demanding justice for the martyred cop since his disappearance, responded to PM Khan's tweet, saying: "We reject an internal inquiry. We know that our investigation authorities can’t question certain powers."

1800 CCTV cameras in Islamabad and not one caught him being abducted, then there are multiple checkpoints between Islamabad and Afghanistan border and not one found him in the car? Extreme mismanagement and incompetence by security establishment. Lost a good officer today. Commendable by interior minister to be at the border when his body was being received. I hope he makes heads roll.

Dawar's family will also hold a funeral in Hayatabad at around 10pm, after which he will be laid to rest in a graveyard nearby.

What I find pathetic is that Afghan nationalists on social media are making it out like Pakistan killed him when in reality he was killed in Afghanistan and warned the people about Afghanistan involvement in Pakistan.

PM Khan meets SP Dawar's brother and son, promises 'all possible assistance' to family

Prime Minister Imran Khan on Monday met the brother and son of martyred Superintendent of Police (SP) Tahir Khan Dawar at the PM Office and promised that the government will extend "all possible assistance to the bereaved family".

The premier offered his condolences to SP Dawar's family and prayed for the martyr's soul. PM Khan lauded SP Dawar's services for the police department and hailed him as "a brave and responsible officer".

"Police department has lost a responsible and dutiful officer," PM Khan was quoted as saying by DawnNewsTV.

Minister of State for Interior Shahryar Khan Afridi, Special Assistant to PM on Media Iftikhar Durrani and Khyber Pakhtunkhwa Inspector General of Police Salahuddin Khan Mehsud were also present during the meeting.

SP Dawar, chief of Peshawar police’s rural circle, was kidnapped in the G-10/4 area of Islamabad on October 26. On Nov 13, his body was found in a remote area of the Afghan province of Nangarhar and a day later.

Following a two-day delay and hours-long negotiations on Thursday, the Afghan side had reluctantly handed over the body of the officer of Peshawar police to his family. The issue of handing over of the body of SP Dawar flared up a diplomatic row as government officials accused the Afghan side of playing politics over a body and delaying its handover.

In order to investigate SP Dawar's abduction and murder, the Islamabad chief commissioner had formed a seven-member Joint Investigation Team (JIT) on Nov 16.

However, the JIT was rejected by SP Dawar's brother, who had demanded a probe on "international level".

"My brother went missing from a sensitive city, and his body was found in Afghanistan," he had said, adding that the case does not involve "one country but two countries".

"And when two countries are connected then the decision should also be made at an international level," he added. "Due to the nature of this case, an international JIT should be formed [to investigate this]."
