PM Imran Khan writes to Modi 'in positive spirit' to resume talks, resolve all issues

Prime Minister Imran Khan has written a letter to Indian Prime Minister Narendra Modi, calling for the resumption of the peace dialogue between the two countries, the Foreign Office confirmed on Thursday.

"PM has responded to PM Modi, in a positive spirit, reciprocating his sentiments," shared FO Spokesperson Dr Muhammad Faisal on Twitter. "Let’s talk and resolve all issues. We await formal response from India."

According to Times of India, PM Khan specifically sought a meeting between Foreign Minister Shah Mahmood Qureshi and his Indian counterpart Sushma Swaraj on the sidelines of the United Nations General Assembly (UNGA) in New York later this month.

During yesterday's weekly briefing, Dr Faisal had said ─ while responding to a question about the chances of a bilateral meeting between the FMs on the sidelines of the UNGA ─ that no decision had yet been taken on it. "We are engaged in the matter," he said.

The letter from the premier is a response to Modi's communique earlier this month to PM Khan, seeking "meaningful and constructive" engagement between the two neighbours.

The TOI news report quoted diplomatic sources as saying that PM Khan in his letter called for the resumption of the comprehensive dialogue process between the two countries. Khan wrote that India and Pakistan should resolve all outstanding issues, including terrorism and Kashmir, through dialogue.

Steps for better ties
Last month, the then prime minister-elect Imran Khan in his victory speech had expressed his desire to "improve relations with India, if their leadership also wants it".

"If they take one step towards us, we will take two, but we at least need a start," he had said.

Subsequently, Indian premier Modi had telephoned him to convey that Delhi was "ready to enter a new a new era of relations with Pakistan".

Modi had said both countries should adopt a joint strategy for progress in bilateral ties. The PTI chairman had expressed same views during his first meeting with the Indian envoy after the July 25 election and had pushed for the "resumption of talks between Pakistan and India".

Last month, following a visit by Navjot Singh Sidhu to Pakistan for the prime minister's oath-taking ceremony, PM Khan took to Twitter to once again invite India to dialogue and pursue peace, terming it the "best way to alleviate poverty and uplift the people of the subcontinent".

"To move forward, Pakistan and India must dialogue and resolve their conflicts, including Kashmir," the premier was quoted as saying.

"The best way to alleviate poverty and uplift the people of the subcontinent is to resolve our differences through dialogue and start trading."

'Dialogue only way forward'
Newly appointed Foreign Minister Shah Mahmood Qureshi had also made clear in his first press conference after assuming office that he would pursue dialogue with the neighbouring rival as a way forward.

"Us coming to the table and talking peace is our only option. We need to stop the adventurism and come together. We know the issues are tough and will not be solved overnight, but we have to engage," Qureshi had said. "We cannot turn our cheek. Yes we have outstanding issues. Kashmir is a reality; it is an issue that both our nations acknowledge."

"We need a continued and uninterrupted dialogue. This is our only way forward," he had stressed.

"We may have a different approach and line of thinking, but I want to see a change in how we behave," he had added. "India and Pakistan have to move forward keeping realities before them."

If that is Modi's vision, then it is pretty well buried down deep somewhere. If you took the same land area and planted ISIS flag on it you'd probably say that has moved further along the road in the past decade as far as movement is concerned.
 
India, Pakistan foreign ministers to meet on UNGA sidelines in New York

India has accepted an offer of talks on the sidelines of the coming United Nations General Assembly meeting made by Pakistan Prime Minister Imran Khan.

“We have decided that the meeting will be held [between Minister for External Affairs Sushma Swaraj and her Pakistani counterpart Shah Mehmood Qureshi]”, said a spokesperson of the Ministry of External Affairs (MEA) in New Delhi.

Now is probably the perfect time for peace talks. Imran would count it as a big personal coup to make progress and Modi needs to show progress somewhere after some harsh criticism on home policy in the last twelve months. Both could use some positive publicity and they would never have a better chance than this.

Think we’ll see some low profile talks for the next few months (at the level of foreign secretary, National Secretary Advisor etc) but unfortunately that will be followed by a lot of chest beating when election season kicks off in India (polls will be held in April or May 2019). And then I genuinely think we may see something more positive happen assuming one side wins the election with a strong mandate.

Within 24 hours of announcing that the Indian and Pakistani foreign ministers would meet next week in the US, the government today called off the talks, accusing Pakistan and its prime minister Imran Khan of "evil designs" after three policemen were kidnapped and killed by terrorists in Jammu and Kashmir. India is also furious over the release of 20 special stamps by Islamabad on the guise of solidarity with Kashmir, which glorify Burhan Wani, the Hizbul Mujahideen terrorist killed by security forces in 2016.
"The true face of Imran Khan has been exposed in his first few months in office," said foreign ministry spokesperson Raveesh Kumar, adding that talks under the circumstances were "meaningless".

Foreign minister Sushma Swaraj and her Pakistan counterpart Shah Mehmood Qureshi were to meet in New York next week on the sidelines of the UN General Assembly.

New Delhi agreed to the talks on Imran Khan's request to Prime Minister Narendra Modi, but stressed that this did not mean resumption of dialogue between the neighbours, reasserting that "talks and terror cannot go together."

Three policemen were dragged out of their homes in Kashmir's Shopian early today by terrorists. The bodies of the policemen, all Special Police Officers, were found hours later in an orchard, riddled with bullets.

Two days ago, Hizbul Mujahideen terrorists had put out a video threatening to kill policemen unless they posted their resignations online.

The killings - along with the killing of a BSF soldier near the International Border on Tuesday - raised questions about whether it is the best time for talks with Pakistan.

The BSF jawan was found with his throat slit after he went missing when Pakistani Rangers fired at a patrol team clearing elephant grass in the area.


Even after the incident, the government had confirmed that in response to a letter from Imran Khan to PM Modi requesting the resumption of dialogue, it had decided to allow foreign minister talks in the US.

Today, the foreign ministry spokesperson said: "After Imran Khan's letter, we thought Pakistan is moving towards positive change, a new beginning. But now it seems behind their proposal were evil intentions."

Dialogue between India and Pakistan has been suspended since 2015 over a series of attacks, especially the terror attack on an army camp in Uri that left 19 soldiers dead. India later launched surgical strikes across the Line of Control to target Pakistani terror camps.

The opposition Congress targeted the government on its Pakistan policy after the killings. "On September 19, 2018, USA clearly stated that Jaish-e-Mohammad and Lashkar-e-Taiba are main contributors to terror, they are linked to Al-Qaeda," said Congress spokesperson Abhishek Manu Singhvi. "The government has betrayed each and every part of Jammu and Kashmir. The mutilations are unspeakable horror," he added.

The terrorists had kidnapped 10 people but seven were rescued by villagers who chased after them, the police said.

Soon after the killings, videos emerged of cops resigning on camera. The home ministry called them "false propaganda by mischievous elements."

The home ministry says the killings as desperate fight-back because of the centre's tough policy.

As many have predicted, India during the election, especially a government which is heavily influenced by the radicalized extremists hindu groups, RSS, will use whatever narrative and opportunity to rally sheeples to win the election.

Anti-Pakistan and Anti-Muslim narrative sells quickly among Hindus of India.
 
Was expected, no peace possible with Hindu nationalists, who are in fact even losing the only other Hindu majority country in the world because they want to be the hegemon in South Asia.

Modi should have matched Imran's shoulders back, head high posture, instead of hiding behind carefully released statements. Even Trump and Kim Jong were man enough to go head to head to say what they had to say. Disappointing to say the least.

Absolutely no problem if India has rejected the opportunity to talk. This is after an Indian soldier was killed some days back that they as always blame on Pakistan. Truth is that India will make every excuse under the sun to avoid talking then they complain about terrorism. Pak is not gonna bend, IK is not gonna follow India's dictations like Nawaz did. We need to improve our relations with Iran and Afghanistan in particular. Modi needs to act all tough with their elections coming up next year.

This is called "the great game". It is all about CPEC and the Indian elections next year. Kill your own soldier then blame Pak. Now expect another fake surgical strike from Modi's team as a political move to please his people. With Saudi joining CPEC as well that goes through Kashmir this development is growing as well much to India's concern.

India's fear of Imran Khan calling him "Pakistan armies stooge" is a great compliment to our PM. I would be much more concerned if they supported him like they did Nawaz Sharif. Pak will never bend, impossible! India, forget about Hafiz Saeed and the rest on your wanted list.
 
PTI should change Pakistan's UN ambassador if that is still madiha lodhi lady and bring someone who can talk and sit with westerners. The only way Pakistan can counter India's narrative is by improving its economy, period. Until that is done forget Kashmir, forget everything else because no one cares.

The Pakistan government on Friday expressed “disappointment” after New Delhi announced to cancel the meeting of foreign ministers of India and Pakistan, to be held on the sidelines of UNGA in New York, and blamed India for "once again wasting an opportunity to change the dynamics of the bilateral relationship".

A statement issued by the Foreign Office said that the reasons cited by the Indian side for the decision to cancel the foreign ministers' meeting, within 24 hours of its public confirmation, are entirely unconvincing.

“The so-called ‘disturbing developments’ alluded to in the Indian statement predated the Indian agreement to hold the bilateral meeting in New York,” Islamabad said.

Clarifying its position on the matter, the Foreign Office said that the alleged killing of BSF soldier took place two days prior to the Indian announcement of its agreement to hold the bilateral meeting.

“When the allegations of Pakistan's involvement first appeared, the Pakistan Rangers clearly conveyed to BSF through official channels that Pakistan had nothing to do with it. Pakistan Rangers also extended help in efforts to locate the soldier's body.

“These facts were known to the Indian authorities and a part of the Indian media also reported that Pakistan had refuted its involvement. Yet, this motivated and malicious propaganda continued.

“Pakistan takes this opportunity to categorically reject these allegations once again. Our authorities would be prepared to conduct a joint investigation to establish the truth,” read the Foreign Office statement.

The other reason cited by the Indian ministry referred to the issuance of 20 special postage stamps by Pakistan Post on July 24, highlighting the gross violation of human rights by Indian forces in held Kashmir.

Islamabad clarified that the postage stamps mentioned in the Indian statement were issued before the July 25 elections, following which Prime Minister Imran Khan assumed office.

“The stamps highlight the gross and systematic human rights violations in Indian Occupied Kashmir, which were extensively documented also in a comprehensive report issued by the United Nations High Commissioner for Human Rights as late as June 2018.

“By falsely raising the canard of ‘terrorism’, India can neither hide its unspeakable crimes against the Kashmiri people nor can it delegitimise their indigenous struggle for their inalienable right to self-determination,” the Foreign Office maintained.

Most unfortunate is the reference in the Indian MEA statement to the person of the Prime Minister of Pakistan.

The Foreign Office also expressed disappointment over the “reference in the Indian MEA statement to the person of the Prime Minister of Pakistan”, and termed it “unfortunate”.

“We choose not to further comment beyond saying that these comments are against all norms of civilised discourse and diplomatic communication,” read the statement.

Putting the record straight, the Foreign Office mentioned that PM Imran Khan had, in his first public comments after his electoral success, outlined a forward-looking vision of Pakistan-India relations.

“He had clearly stated that if India took one step forward, Pakistan would take two. In the same spirit, PM Khan in his reply letter endorsed PM Modi’s call for ‘constructive engagement’ and proposed the meeting of the two foreign ministers in New York to discuss a way forward on bilateral and Saarc-related matters,” it clarified.

Terming it an “ill-considered cancellation of the meeting”, the Foreign Office accused India of “once again wasting a serious opportunity to change the dynamics of the bilateral relationship and put the region on the path of peace and development”.

"Pakistan has always desired peaceful and good-neighbourly relations with India, on the basis of sovereign equality, mutual respect and mutual benefit. In our view, dialogue and diplomacy are the only constructive way forward for the two countries to address mutual concerns, rebuild trust, resolve longstanding disputes, and establish durable peace in South Asia.

"For its part, Pakistan will persist with its quest for peace and development. But, as we have consistently emphasised, our approach will continue to be guided by the aforementioned principles and the dictates of national dignity," read the Foreign Office statement.

I know your hyper nationalism forces you to defend the MOST ridiculous actions by your government but you won't be less Indian if you admit that Modi has used the most childish of excuses in recent times to cancel talks. To make it worse, he launched cheap personal attacks against Pakistani PM just to please his HINDUVTA buddies. This extremism is biggest threat to our peace.

1. Please post those statements by the RAW chiefs.

2. So these terrorists are not getting money training and arms from Pakistan? Banned terror organisations and terrorists are not living in Pakistan?

3. Peace talks doesnot serve any purpose for India as long as Pakistan continues to fund train and arm terrorists in India. If Pakistan kept to the agreements it signed we would not be here today.

Very logical and dignified response by Pakistan. Shah Mehmood Qureshi needs to absolutely blast India at the UN General Assembly. Pakistan extended the olive branch in a bid for peace, but India once again showing that they have absolutely no desire to move forward.


What Imran can do is atleast prove his sincerity. He should come forward and say that the issuing of Burhan Wani tribute stamps was terrible decision, highly inappropriate and his new government will not repeat that mistake. That would be an ideal first step that will make the indian govt take notice.

Do this first otherwise Indians won't be bothered with these useless talks.

Burhan Wani is considered as a symbol/martyr (shaheed) of their freedom struggle by the Kashmiris, his death in 2016 triggered an unprecedented protest movement in the Valley, never heard of the British criticizing Hindustan for releasing tribute stamps of its own "freedom fighters" like Bhagat Singh who directly attacked British imperialist interests/sovereignty as well.

Very well said, as much as i wish there was direct name calling like the small man in office did but that would be too much so probably perfect response for now.
Modi's chaiwala and RSS mentality is biggest threat to peace in the region. The man has literally dragged India backwards with reduced tolerance and increased extremism, what can Pakistanis expect from such small minded extremist given what he has done in India.

I don’t think we should single out any poster. We have all made some stupid statements in the past and we have been defending them ever since. [MENTION=131701]Mamoon[/MENTION] sometimes make some good points and I respect those points. Sometimes I defer from his opinions but I only criticise the specifics of those points. Singling out one poster just bring toxicity into the discussion.

No one is entitled to have their offer accepted. But everyone is entitled to receive at least a half decent reason against the rejection of his offer. He offered in good faith, he got rejected on flimsy grounds. I’d say Modi administration deserved that response from Imran Khan.

The good reason to reject "talks" is that India does now want to waste its time and distract from Pakistani-sponsored terrorism on its soil. IK does not have any real power. The Pakistani Army is determined to keep the low-level war with India going. If this war ended, the Pakistani Army would lose power domestically, they wouldn't be able to keep ripping off the Pakistani citizens.

The offer was unsolicited. India gave the grounds it believed were justified. Pakistan should have handled the issue in a dignified way.

But the Pakistani PM took to twitter calling the Indian PM names. If this is Imran Khan's diplomacy then its good he has been rejected and now should be ignored.

Modi is a product of India's hardline Hindutva organisation the RSS, I don't believe there is any concept of peace and interaction with Pakistan for them so it should come as no surprise that he is taking this line. For Hindutvas, the idea of Pakistan itself is anathema, but the dream of Akhand Bharat also died a long time ago. For them the next best thing is to try to keep Pakistan weak and disadvantaged, their policy from cricket to espionage reflects that.

And then ppl say what Modi does in India is no one else’s business. What a bunch of hypocrites. You want to call Pakistan a terrorist state, go ahead. But don’t expect me and the ppl of my country to go soft on you. We offered a path of peace but apparently the advice was unsolicited. Now you get what you give.
