Modi is a product of India's hardline Hindutva organisation the RSS, I don't believe there is any concept of peace and interaction with Pakistan for them so it should come as no surprise that he is taking this line. For Hindutvas, the idea of Pakistan itself is anathema, but the dream of Akhand Bharat also died a long time ago. For them the next best thing is to try to keep Pakistan weak and disadvantaged, their policy from cricket to espionage reflects that.

The funny thing is that their defence minister, correct me if I’m wrong, have acknowledged the beheading of our soldiers by the Indian Army. So who is the terrorist here.

The good reason to reject "talks" is that India does now want to waste its time and distract from Pakistani-sponsored terrorism on its soil. IK does not have any real power. The Pakistani Army is determined to keep the low-level war with India going. If this war ended, the Pakistani Army would lose power domestically, they wouldn't be able to keep ripping off the Pakistani citizens.

1. The Indian Army does not dominate the Indian economy. Indian Generals are basically paid peanuts and retire to middle class lives.

2. The Pakistani Army dominates the Pakistani economy and therefore needs an external enemy to justify its power.

3. Pakistan is going to remain underdeveloped till #2 above is understood by Pakistani citizens. The stark difference is the relative development of the Pakistani and Indian economies is not my "nationalistic musings", it is borne out by the export data I presented.
