I can proudly admit I got this wrong. I believe that ticket prices are a factor. The PSL ticket prices varied bw Rs 650 to Rs 10,000 whereas for this series it has varied bw Rs 250 to Rs 2,000.

The PCB needs to review their psl ticket pricing strategy
