Mohsin Naqvi was appointed in the pervious month, this should have been solved before the tournament. Sethi is a bloody joker for letting this happen. The discussion shouldn't have taken during the tournament.

This happened under his watch tho. It was his PDM appointed CM in Punjab and his prime minister in the centre. If he was unable to convince them to resolve this then the failure is on him.

The fact that Lahore Qalandars and Islamabad United franchise owners are not protesting the shift in venues at the very end is very revealing ie they don't care about their fans.

If the tournament is totally shipped to Khi, this PSL will be a gigantic flop and no one will ever trust the PCB and will be vary of doing business with the PCB in the future

This episode by the Punjab government perfectly highlights why foreign investors stay away from Pakistan ie corrupt, extortion resorting politicians, government bureaucrats and an ineffective judicial system

I am afraid the PCB should bend over and pay the amount in this situation.
 
It will be a disaster if the rest of the matches are held in Karachi. Feels no different to holding it in Dubai. PSL needs the rowdy Lahore crowd.

The Franchises are getting frustrated now, it's been 8 seasons where they haven't been able to fully encash the PSL at home. Paying this amount will wipe out their margins and before you know it, the Sindh government could ask the PCB for security costs which are not cheap and they far exceed the revenues from the PSL. The franchises have even taken the position that if they have to reimburse these so called security costs to the government then there is no real benefit of having the PSL in Pakistan vis a vis the UAE.

Tbh I will take anything that this Mohsin Naqvi administration who btw is a Zardari type appointee with a pinch of Salt. It is certain these guys have seen the PCB and PSL gold kitty and want some handsome batta khori. Zardari is very famous for demanding bribes, batta khori for projects as part of the zardari system.

PCB should stick to its guns of refusing to pay this amount and needs to get the prime minister and the chief of army staff involved to resolve this.
 
People are devastated. This is an interim provincial government, not elected and in fact i am pretty sure there is corruption involved here which is not surprising because Mohsin Naqvi is Zardari's guy and Zardari is very famous for finding ways to make money from lucrative projects.

The PCB also suspect this because the Sindh govt security costs are Rs 400 million whereas the Punjab govt is quoting Rs 1 billion in costs.


If the provincial government leader is a Zardari guy then they must be playing politics to make Punjab government look bad. Sindh government will come to the rescue and will look like heroes. That may be the reason PML guys are unable to break the logjam.

The Punjab government may have agreed to light up the route from the team hotels to the Gaddafi Stadium, but its sta*ndoff with the Pakistan Cricket Board (PCB) continues to drag on, making it seem like the Pakistan Super League would be shifted from Lahore and Rawalpindi to Karachi after an agreement on security expenditure eluded the two sides, on Saturday.

The Punjab government has lowered its demand for security funds — from Rs450 million to Rs250m — but the PCB is refusing to flinch, stating that it is the obligation of the government to provide protection to the teams, as per the agreements signed in 2014 for the restoration of international cricket in Pakistan.

The PCB has taken its patron-in-chief Prime Minister Shehbaz Sharif in the loop as well but as it stands, Lahore will host only two matches this season — both featuring the home team Lahore Qalandars, on Sunday and Monday (today and tomorrow).

Mansoor Qadir, focal person for the Punjab government ministerial committee, told Dawn that the lights would remain installed as the government does not want to snatch the glitzy T20 extravaganza away from the citizens of Lahore. However, he maintained that the provincial cabinet would not enter into further negotiations with the PCB until the latter committed to pay Rs250m for the purchase of security lights, for future use.

After the Punjab cabinet met on Saturday to formalise its stance over the issue, the PCB held a meeting of its own to discuss the issue. Sources in the board confirmed that it had received a verbal offer from the government to reduce the amount to Rs250m but the board did not agree.

Sources said the PCB was clear in its stance, but the government was not. “First, it sent a budget asking the PCB to pay Rs 900million, then gradually reduced it and has now come down to Rs 250million,” the source said, adding: “We will hold two matches of the PSL in Lahore on Sunday and Monday as per schedule before shifting the PSL to Karachi on Tuesday if the government will not withdraw its demand.”

‘Fingers crossed’

Mr Qadir, the Punjab focal person, confirmed that the bill had been reduced to Rs370million, but stressed that it needed the payment from the PCB so that it could purchase the lights in collaboration with the board, for use in tournaments in the coming years. “They would become an asset for the PCB, which can rent them out to the government when there’s a need.

“I, being the focal person, conveyed the offer to the PCB chief executive about the amount that we need and he has informed me that he will give me a final answer by [Saturday night] or Sunday morning,” he said, adding that the PCB had so far consented to contribute a maximum of Rs100 million. “We are waiting for the PCB’s response with our fingers crossed.”

Mr Mansoor, who holds the portfolio of education in the interim cabinet, said the procurement of security lights after the tournament would help curtail the bill of Rs370 million every year — being paid to one permanent vendor, who is also facing audit issues.

“The Punjab government will use PCB’s Rs250 million to pay the rent of the security lights that stands at Rs370 million, and afterwards ensure that security lights worth Rs250 million be purchased for future use by the PCB,” he said.

Potential pullout

The focal person added that the PCB had initially been given an expenditure estimate to the tune of Rs1.2 billion, and that the provincial government had made efforts to cut the bill to Rs700 million, finally bringing it down to Rs500 million.

“Cutting this cost further will mean compromising the security of the PSL teams for which no one wants to take the responsibility,” he said.

Sources in the PCB, meanwhile, stated that the stance of the Punjab government could potentially see foreign players pulling out from their respective franchises.

“The message has been given to the government in clarity that if the government will not provide presidential level security to the foreign players, the Federation of International Cricketers’ Association (FICA) will call back all the foreign players,” the sources said.

According to the report, the batteries for the generators installed for lighting in the Gaddafi stadium were also stolen.
 
Reports of cameras stolen is just icing on the cake of the embarrassment that the PCB and the government is mutually delivering.

Sheer embarrassing souls are in charge of the country.
 
Are we forgetting the biggest potential result of this fiasco which is security … punjab doesn’t want to pay for security arrangements and now security cameras are being stolen, doesn’t that create doubts about the security of the lahore leg of the tournament itself? I fear some international players might pull out

It was unanimously agreed to maintain status quo ref their Friday's position i.e. no payments should be made to Punjab government provision of security to visiting foreign players and teams since that is the responsibility of all government and state organs in any country, especially in Pakistan.

Franchises want PCB to start exploring possibilities of taking HBL PSL to UAE and even America where conditions and environmental are manifold better.

All participants called upon PCB Patron PCB, PM Shehbaz Sharif, to protect Pakistan's first homespun international brand from short-sighted bureaucratic meddling.

This is extremely sad where your Franchise owners have lost faith in holding the tournament in Pakistan.

I think it was partly a threat from the franchises to get the response they wanted. However it wouldn't surprise me that if this sort of drama continues in future, then the franchises may want to move it back to UAE.
 
The Pakistan Cricket Board has thanked the Punjab government for agreeing to share costs of lighting routes for the Lahore-leg matches of the HBL Pakistan Super League 2023 on a one-off basis. As such, the nine matches at the headquarters of cricket in Pakistan, including the four play-offs, will now proceed as per the previously announced schedule.

Chair of the PCB Management Committee, Mr Najam Sethi: “I am grateful to the Chief Minister Mr Mohsin Naqvi for accepting and understanding the PCB and PSL franchisees’ position and agreeing to share route lighting costs, which means that the Lahore-leg matches of the HBL PSL 8 will now proceed in full steam.

“It gives me immense satisfaction that the passionate and die-hard cricket fans of Lahore will now be able to see in action modern day’s best T20 cricketers and enjoy them battle out for the prestigious Supernova Trophy. Following matches played in Karachi and Multan, the league has already set the tone for thrilling and exciting matches ahead, and I am confident that more entertaining and nail-biting games will be played over the coming days.

“I am also thankful to the franchise owners for their overwhelming and unconditional support to the PCB throughout this process. We remain committed to working with the local governments and sharing with them ideas and suggestions on how they can utilise the HBL PSL more strategically to generate revenues, like any other major sport extravaganza.”

The lights, generators and fuel alone are worth Rs 300 million.
Pardon me but where are they putting up these lights? Unless Gaddafi Stadium is at somewhere out in the hinterlands this doesn't make sense
 
What are the IPL security costs? Does the BCCI pay them, the IPL franchises, do they divide the costs between them, does the Indian government cover it?

Gaddafi stadium is in the middle of city. But excessive lights are put on the routes due to security reasons.
 
Apparently the PCB agreed to contribute a total of Rs 150 crores from their end along with a commitment to purchase the security lights, cameras, generators involved in order to reduce the costs in the future.

Dangerous precedent set for future seasons, now the Sindh govt will demand to be compensated as well.

Is that feasible? The franchises have big expenses ie travelling, lodging, dining, paying mentors, coaches, marketing, promotion and this doesn't include the big franchise fees that they have to pay to the PCB every year.

The league in order to thrive needs a big broadcast deal to compete with the South African T20 league, Big Bash, UAE T20 league and to accommodate two new franchises

Work alongside ECB. They would jump at the chance providing it didn't clash with the T20 Blast or The Hundred.

Pretty interesting. But I reckon those stadiums will charge absurdly high rent prices. Might not be even worth it.
 
In the end the Father of PSL rescued the league and saved the Lahore, Rawalpindi leg of the league.

As per media report - some background activity on this:

PCB will pay PKR100m to Punjab's caretaker government to host PSL 8 matches in Lahore and Rawalpindi.

Initially, Punjab government asked PKR900m from PCB in return of arrangements for PSL 8 matches in the province. PCB refused to do this.

Meanwhile, Prime Minister, also the patron of Pakistan Cricket Board (PCB), Shehbaz Sharif intervened in the matter

Franchisee pays the local association and they pay the government.

Back in 2010 KKR paid the cricket association of Bengal 3.5cr to host 7 matches. It included stadium rent and security.

Mumbai matches are even more costly in terms of security.

What lights are these? And why should pcb pay for lighting the roads? And isn’t street lighting a permanent thing?

I can understand payments for security personnel but street lights?

Not just roads brother. For pindi matches, they use 2 parking grounds, a large public park, 1-2km of security checks, control rooms, cctv, generators to power stadium and entrances etc. Hundreds of light towers are used to light up security cordon & other places in use.

There is a world of a difference in being asked to pay Rs 3.5 crores vs 40-50 crores in the name of security

40-50cr PKR is 15cr INR. And this 3.5cr was 13 years back. Still 15cr is a bit exorbitant.

What i don't understand is the need to buy or rent lights every time.

But owning and running a sports team is costly business.

Don't think any Pakistanis would show up there. Most of them have given up on Pakistan & turned into kind of anti-Pakistan. They would boycott just because it may benefit Pakistan's govt.
Canada, South Africa & Hong kong are better options.
