This is exactly the job of Prime Minister to form the strategies, assign best resources to implement as per the strategies, monitor progress and ensure blocks are removed.

Political leadership is all about delegation and providing guidance.

Imran Khan isn't waking up and becoming a financial, environmental, tech, or education expert overnight. He's putting the right people in these spots, letting them build out a plan, and making sure all objectives are met.

His importance comes in the form of accountability while optimizing growth in all sectors.

Of course, Pakistan is in such disarray, he's starting from ground zero using committees/task forces. Developed nations don't initiate such dramatic changes because their pillars are strong. Most of the legwork has already been done in developed countries.
 
The major reason for these committees is to separate fact from fiction as all goverments before have massaged the figures so none of the figures from our national agencies can be taken at face value.

ISLAMABAD: Prime Minister Imran Khan on Tuesday gave a go-ahead for increasing natural gas rates by an average of 46 per cent as determined by the Oil and Gas Regulatory Authority (Ogra) in June and ordered steps to control annual gas theft of Rs50 billion.

Presiding over a briefing on gas sector, the prime minister asked the petroleum division to get it approved from the forum concerned and clear the backlog of issues which have piled up when he was explained about the need for gas tariff increase.

Additional secretary in charge of petroleum division Mian Asad Hayauddin briefed the prime minister, in detail, about the existing situation vis-à-vis demand and supply in the oil and gas sectors, rationalisation of gas sale prices, recovery of receivables and inability of the previous government to award any exploration licence in the past five years. Minister for Petroleum Ghulam Sarwar Khan also attended the briefing.

A petroleum division official explained that a summary for the gas tariff increase was placed before the first meeting of the Economic Coordination Committee (ECC) last week but Finance Minister Asad Umar desired that it should be taken up for a decision later with the approval of the prime minister.

Now an improved version of the summary will be taken up with the ECC for approval before the issuance of a formal notification of the consumer-end gas price with the endorsement of the federal cabinet.

“There is no other way out,” said the official when asked if the prime minister was convinced about the gas price increase when he had been talking about reducing the burden on common people.

Last week the two gas companies – Sui Southern Gas Company (SSGP) and Sui Northern Gas Pipelines (SNGP) – had requested the government to implement gas price hike determined by the regulator to bridge their deficits and improve cash flows.

The SNGP had explained that it was purchasing natural gas from about 40 gas producers at an average rate of Rs629 per MBTU (Million British Thermal Unit) and selling at Rs399 per unit, with a net loss of about Rs230 per unit.

It was reported that SNGP’s receivables stood at Rs165 billion as of Aug 20, 2018 compared to Rs171 billion payables. The receivables of SSGCL stood at Rs203.567bn against its payables of Rs148.786bn.

The prime minister was also updated on the construction and operationalisation of Tajikistan-Afghanistan-Pakistan-India (TAPI) pipeline and Pak-Iran gas pipeline along with other significant projects to meet growing energy needs.

Mr Khan was informed that non-implementation and frequent altering of oil and gas sector policies had affected investors’ confidence, leading to non-awarding of exploration blocks during the past five years. He directed that a comprehensive plan of action with delineated timelines should be submitted at the earliest to address various issues of the oil and gas sectors.

He was given a detailed view of a gas price freeze over the past five years and the 46pc increase in prescribed gas price determined by the regulator on June 24.

The increase in prescribed prices are based on estimated revenue requirements of the two utilities for fiscal year 2018-19 and are worked out keeping in mind various ongoing projects and other expenditures.

Up to 186pc rise

The regulator determined up to 186per cent increase in gas rates for poorest categories of domestic and commercial consumers, while the prescribed rates for other categories – industrial, cement, CNG, power and commercial – have been jacked up by 27 to 31 per cent for the two companies.

According to Ogra, the SSGC that serves Sindh and Balochistan will need Rs167 billion during the next financial year to fund its ongoing programmes.

Therefore, it has approved 45.54pc (Rs184.34 per unit) increase in the average prescribed price from its existing rate of Rs404.75 to Rs589.09 per unit.

Likewise, the regulator approved the 2018-19 revenue requirement for SNGP, which serves Punjab and Khyber Pakhtunkhwa, at Rs287bn, necessitating an average prescribed price of Rs629.33 per MBTU, up 3.37pc (Rs20.57 per unit) from its existing price of Rs608.76 per unit.

Ogra determined the gas price for the domestic and commercial consumers using less than 100 cubic metres per month at Rs294.55 per unit (180pc increase from Rs105.15 per unit), while the second slab using up to 300 cubic metres per month (both commercial and residential) would be charged Rs589.09 per unit instead of Rs210.31.

The prescribed price for third domestic slab of more than 300 cubic metres per month would be jacked up by 26.4pc and charged at Rs664.52 per unit instead of Rs525.76 while the same consumption in commercial category would be charged at Rs797.42 per unit instead of Rs631 per unit, showing an increase of 26.4pc.

All other categories in larger commercial, ice factories, industrial, captive power, CNG stations, cement plants, fertilizer, public sector power houses and independent power plants will see a 26.4pc increase.

For example, the commercial consumers and ice factories will be charged at Rs798 per unit instead of Rs631, while industrial consumers and Pakistan Steel, Wapda plants and Independent Power Producers (IPPs) will be charged Rs611 per unit instead of Rs484, captive power plants of industrial units will be charged Rs718 per unit instead of Rs568 while CNG stations will be charged Rs822 per unit instead of Rs650 per unit.

The highest rate of Rs930 per unit will be applied to cement factories instead of existing rate of Rs736. The feedstock gas for Fauji Fertilizer, Bin Qasim, will be charged Rs156per unit instead of Rs123 per unit.

The increase makes sense but poor people will be abusing PTI goverment after they get the next month bill. Should have waited till by-election
 
Day 18 - 6/09/2018 - Fourth cabinet meeting

Fourth cabinet meeting

1. A multi-agency Assets Recovery Unit established in PM office for the recovery of stolen wealth. The unit will report fortnight to the Prime Minister and the Supreme Court on the Progress.
2. Discretionary funds & schemes thereof under various head are discontinued and referred for parliamentary approval. This amounts to some Rs. 80 Billion
3. Prime Minister directed an Inspection team to look into the matter of early inauguration of the Tarbela-IV powerhouse and resulting loss of estimated Rs. 25 Billion.
4. Although Education, Health, Water & Cleanliness are provincial matters, bearing that in mind & their importance, the Federal Cabinet decided to be a deriving force in the improvement of these sectors.
5. A task force constituted under Federal Education Minister, Shafqat Mahmood, to work on moving 25 million out of school children to the schools.
6. The basic content of syllabus/Curriculum for all schools (Madaras, Govt School & Private Schools) to be the same.
7. A common “School Leaving Certificate” to be introduced contrary to O/A Levels, Matric/FSc & Madaras. (In Singapore they have “PSLE -Primary School Leaving Exam”)
8. Provinces to be approached in order to streamline the Fee Structures in Private schools within the respective jurisdiction. (Punjab, KP, Balochistan & Islamabad all will follow the PTI’s party position)
9. On the report of Ministry of Human Rights, the cabinet decided to have an Orphanage in the Islamabad and also in provinces where PTI is in Govt, Orphanage centres will be established.
10. To protect children against abuse, trafficking and corporal punishment, the Ministry of Human Rights directed to take all necessary steps.
11. Ministry of Human Rights also directed to look into and recommend how to regulate the employment of Domestic Helpers.
12. All public buildings to directed to provide Access to buildings for Wheelchair users (The Accessibility Code of Pakistan 2006 is an active regulation, however, no compliance).
13. Foreign Office directed to improve its service delivery and coordination with Overseas Pakistanis.
14. Ten thousand Pakistanis in prisons overseas. Foreign office directed to collect data and determine the nature of their imprisonments and to immediately extend full assistance.
15. Three thousand Pakistanis in Iran sentenced to death. Govt will take up the matter with Iranian authorities to seek some relief for them.

Increase in electricity bill
Gas hike is delayed for now but it seems that will increase as well. I can afford all this but the middle class & poor won't.

This might make sense but this all seems like anti pti moves.

Rather than increasing taxes, they need to go after tax evaders, tax avoiders and people who don't report their assets correctly

I have said this before that Pakistan need to look for ways to increase their food output and also reduce their water usage, and I think this is the exact model that needs to be followed.

This way, Pakistan will use far less water, and maybe even free up some land to plant forests. Pakistan is blessed with probably the most fertile land on Earth and yet it is taken for granted! Following the Dutch model would definitely allow Pakistan to feed it's own people as well as become into a leading food exporter, it would be fantastic for the economy.

Setting up an agricultural research institute in Pakistan, just like the Dutch, would not be such a bad idea either. The best minds could work on solutions that suit Pakistan the best, and I think this is something PTI have plans for too.

Pakistan's entire exports are worth $24 billion.

The Netherlands Vegetable products, textiles, and animal product exports are worth $53 billion alone, and only accounts for less than 13% of their entire exports.

This is despite the fact that Punjab alone is 5x bigger than the Netherlands + we have fertile land in Sindh and KPK too. The Netherlands have a population density of around 450 people per km2, Pakistan have 250 per km2, around 450-500 per km2 if we exclude Balochistan, so having more people than the Dutch is no excuse either.

Pakistan are blessed with the land needed to become a world leading exporter of food, textiles, and animal products. Now what needs to be done is to seriously make use of that land in the best, and most efficient way possible. A lot needs to be done, but it is possible if the government can commit themselves to transforming the agriculture industry, as well as improve Pakistan's ease of doing business.

I think that the government must look into providing scholarships to the local students from all over Pakistan to study in Dutch agricultural universities. At the same time they can establish small counselling offices in every village to guide the local farmers about the new cost effective and more productive farming techniques.

Yes, that's also a great idea. Once they bring back their knowledge, it can be applied all over the country.

I am also of the view that Pakistan should have it's own institution, with the very best of the lot going to the Netherlands to study and bringing back their knowledge to Pakistan.
 
Day 23 - 11/09/2018 - Local Government, Task Force on Sports, FATA merger, police reforms

Prime Minister chaired another meeting on Local Govt System. The deliberations are almost completed and the PM directed to convert it in final bill within 48 hours.

Prime Minister orders constitution of a Task Force on Sports to review the performance of Sports organizations and make recommendations for administrative reforms in Sports. Task Force on Sports, under Mr Ehsan Mani, to review the performance of all sports bodies, analyze the efficacy and utilization of various funds received from various sources and suggest administrative reforms for promoting sports at national as well as regional level.

A high-level meeting presided over by the Prime Minister regarding the merger of FATA with KP.

After the appointment of IG Punjab Police on Day 21, CM chaired a meeting on Police Reforms Commission. Nasri Durrani will be heading the Commission.
 
Day 25 - 13/09/2018 - Fifth cabinet meeting

The 5th Cabinet meeting in 1st thirty days. Important points discussed/decided by the cabinet:

1. To provide a supply of gas to the fertiliser industry in order to maximise their production capacity and to reduce the import requirement of fertilizer.
2. Subsidies and cost of various metro projects under discussion. Audit to be carried out for all.
3. Capital Administration & Development Division Ministry to be abolished and administration of the CDA to park under Interior Ministry.
4. 34 thousands of State Land to be commercialised.
5. Expenses incurred by PM office & CM office in the past 5 years were under discussion also.
6. No change in the Electricity & Gas prices.
7. Amendments to the Finance Act 2018 to be placed before the National Assembly.
8. Four helicopters in PM house likely to be given to NDMA to serve as an air ambulance.
9. Cabinet approved the appointment of BoD for the PTV
10. Cabinet approved the appointment of Mr Haroon Sharif as Chairman of the Pakistan Board of the Investment.

Prime Minister chaired a meeting of the Railway division and directed to submit a full plan of recovery of Railway Lands and Plans to increase the revenue.

Prime Minister chaired a meeting of the Taskforce constituted to determine the utility of the important state buildings. Committee chair briefs the media about the various decision taken. Buildings to be converted into hotels and museums. PM house to have additional blocks and to be used as an academic facility.

Day 26 - 14/09/2018 - PM Khan addresses Civil Servants; Update on Civil Services Reforms

Prime Minister addressed the Civil Servants to assure them his full support. Encouraged them to take bold decisions and risk and not to be afraid of mistakes at the same time to differentiate of a theft & an honest mistake. He assured them of due process and respect even in case of any investigation proceedings. Also acknowledged problems in their salary structure.

In continuation of the cabinet decision taken in the 3rd cabinet meeting, Minister of Law after a meeting of the committee on reforms in Civil Cases gave a media briefing. The Minister highlighted that with a new proposal of amendment, a civil case will be decided within 12 to 13 months including the two appeals in superior courts.

And we wonder why our neighbors hates us. Providing citizenships to immigrants is a standard practice in truly democratic nations. If we are willing to mainstream extremist political parties then ppl shouldn’t have any problems with the state giving citizenship to an honest and hardworking average joe who just had the misfortune of finding himself to be a refugee in a foreign country.

So people who were born in Pakistan and has lived in Pakistan for 30-40 years shouldn't be given the Citizenship?

Imran Khan did say that we should not displace poor people unless we provide a substitute.

This way no Muslim would get a citizenship or residency any where in the world. Due process has to be followed of course. You resister them and do a thorough background check. Army is on board with all Imran Khan's decisions.

I understand your sentiment, but as an immigrant myself, I can sympathise with the plight of an Afghan refugee who has to bear the brunt of so much hatred. An innocent refugee doesn’t deserve it.

How will we exactly find that out? No record of them working legally, there is bound to be fruad and loop holes.

The thing is that refugees fear the overall system and that’s why they are forced to cut corners. Just imagine how much Pakistan can progress if we bring Afghan refugees into our tax net by providing them with legal status, which cannot happen in the environment of fear.

This will another u turn because Baloachistan are quite against this becauss fear of Balochis being in minority, so expect BAP, mengal and JWP to oppose this. Expect resistance from Sindh, Punjab and KPP as well.

The issue is above ethnicities and egos. It’s the issue of human rights. I would also request Imran Khan to bring the Urdu speaking ethnic minorities in Bangladesh who refuse to take the Bangladeshi citizenship (Bangladesh don’t offer it to them either) because of their hope that one day the government of Pakistan would come calling for them.

Besides, Balochis will/are minorities, so they might as well accept the fact and move on for the sake of a mutually beneficial future. Same goes with Sindh.
 
Everything is good by Asad Umar except non-filers( basically tax chors) will be allowed to buy land and cars again.

Non-filers aren't tax evaders. They are those who don't file their returns. Many(in fact most) salaried individuals who pay their taxes don't bother to file their returns. Same goes for other tax payers as well.

It was basically banned by pervious goverment to get tax chors into tax net in may 2018. Land mafia mostly being tax chors and black money kings wanted to change this

encouraging thing is that they said will collect 92 billion from tax chors through tecnology but didn't tell how

I know plenty of government employees who didn't bother filing until recently. Government employees' salaries are deducted for tax. They don't have a choice in the matter. My own sister didn't file her taxes, I started doing the filing for her. She simply didn't bother with the returns and all her taxes were paid. She even gets fined penalties at excise office and other places for it (lol).

My father only started filing taxes 5-6 years back and yet has the record of his taxes of at least the last 10-15 years. He may also have the older files but I haven't seen them but the taxes are paid for since he was a salaried employee of the government.

Most of my father's friends don't do it because they don't understand the system. Some have started doing it in recent time. All salaried employees. Many of my friends tell me their parents didn't or still don't file the tax returns because, "bhai tax kat to jata ha, ghanto ki khwari kon kate iss ke peeche. Iss ka faida kia ha bhai? Fazool cheezen awam ko zaleel karne ke liye."

And many tax evaders are tax filers. Most businessmen and shop keepers don't file. All the property in the tax return is what you write yourself without any background check. You may own 10 houses but if you type in you only have 1 there won't be any checks as far as I know. You buy a new car you put it in the declaration, but if you don't there won't be any check.

And again the overseas Pakistanis don't file their taxes because they don't live in Pakistan. But the law barred them from buying property or investing in Pakistan. Pakistan would get revenue from these things which is why they have allowed this as stated by Asad Umer.

And just so you know non-filers are everywhere, even in USA.

The law needs to be improved. Crack down on the business class and make the system more convenient so that people aren't so hesitant. Some penalties are already in place, get more in there and provide incentives for tax filers only.
 
Has anyone ever bought a Japanese import car in Pakistan? They take cash only. Yes, people go and pay them 10-15 or even 20-30 lakh in cash! This is so they can evade their taxes.
 
Even gold shops in Pakistan use cash only to evade tax. My personal experince

The biggest change in Pakiatan pti can bring by increasing tax net and tax renvenue through progessive tax system. Yesterday there was a report nestle mineral water paid 30 m in five years for a profit of 30 b rupee, they are using our water from underground(13.6 billion litres) and paying little. Big fishes need to be caught

Day 30 - 18/09/2018 - Budget amendments announced

The amended finance bill for the remaining months of fiscal 2018-2019 was read out during Tuesday's session of the National Assembly.

Prime Minister Imran Khan, ministers and lawmakers from various political parties were in attendance.

Finance Minister Asad Umar presented the budget speech, detailing the amendments the Pakistan Tehreek-i-Insaf (PTI)-led government is bringing to the federal budget announced by the PML-N government in May this year.

Highlights
• Federal development programme cut by almost Rs250 billion to Rs725 billion
• Budget deficit to be brought down to 5.1 per cent
• Increased federal excise duty on imports of luxury vehicles and duties on 'expensive' cell phones
• Tax relief revoked from salaried persons earning more than Rs200,000 per month
• Tax rate in highest income tax slab raised from 15pc to 30pc
• Customs duty increased on more than 5,000 'luxury' items. Regulatory duty increased on import of more than 900 items
• Rate of withholding tax on banking transactions for non-tax filers also increased to 0.6pc
• Issuance of Insaf Sehat Cards approved for Fata and Islamabad Capital Territory

Special measures for overseas rather lifting the ban on whole non filers. I'm sure land mafia played a part in this. Why overseas Pakistanis need to buy cars? All the black money goes to property investment.

Land mafia will be overjoyed today, property prices will shoot up again and make it difficult for middle class to buy a property unless the person is some fraudia.

Perhaps you missed the part of 0.6% withholding tax on ALL TRANSACTIONS for non-filer..... but maybe that didn't filter through the Noora propaganda.

I might be wrong about this but non-filers don't need to sumbit wealth statements. This is the biggest relief given to them.

They are getting taxed because they didn't file their taxes... it is a penalty of sorts for not filing.
 
God I miss the days of the Sharif government and the rivers of honey and milk that were flowing. Stupid IK had to come and mess up everything.

Ppl appreciate this policy because it works for the betterment of a common man. If a policy is good, no one criticise it. If a policy is bad, ppl will criticise it. Labelling those critiques as nooras or jiaala wouldn’t actually change the fact the policy in itself was bad.

Yes that is a big issue but simply putting a blanket ban isn't the way to go. You have to file your taxes in a specific window, anyone who doesn't file his returns will have to wait for the window to come again to buy a car or property. The backlash that the real estate and automobile market will face will be huge. And what about the poor who Dave up to buy a tiny lot of land and don't really have the education and knowledge for the whole tax procedure. Sometimes in villages many people put everything together to buy a car which the entire village can use, you will take that away from them.

Non tax filers were always allowed to buy used cars.
