PTI government looks set to reverse the tax concessions of the previous government

ISLAMABAD: The PTI-led coalition government looks set to reverse the tax concessions of the previous government which were designed to benefit high-earning individuals substantially more than the middle-class workforce.

The government is also considering an amnesty scheme for over a million people who are being selected for income tax audit over the years, but the Federal Board of Revenue is facing problems to clear this huge pendency.

Besides, a series of measures are being proposed that seek to impose quantitative restrictions, increase rates of regulatory duties and, in some cases, restrict imports of certain commodities to control the rising import bill of the country.


The previous PML-N government had given sweeping tax cuts to low salary earners, raising the exemption threshold almost three times to Rs1.2 million from Rs400,000. As a result, estimated 700,000 taxpayers fell out of the tax net. The total return filers in the tax year 2017 were 1.4 million.

Instead of enjoying zero tax, a nominal tax of Rs1,000 for individuals in income brackets ranging from Rs400,001 to Rs800,000 and Rs2,000 for individuals in income brackets ranging from Rs800,001 to Rs1.2m was proposed in the budget.

“We have decided to rationalise the exemption threshold,” a senior tax official told Dawn. He said the exemption limit would be revised downward to Rs800,000 for individuals, claiming that there would be no major impact in take-home salaries of individuals. “We will not take back maximum relief from low income earners,” he said.

For higher income earners, the previous government had scaled down the maximum slab to 15 per cent from 35pc in one go. “This rate will be revised on higher income bracket upward to minimise the tax impact,” the official said without specifying how much.

According to him, all these proposals regarding slab-wise tax rates and exemptions threshold are under consideration and a final decision will be taken by the cabinet.

This drastic reduction in tax liability perpetuates the regressive character of the taxation regime in Pakistan and is against the global tax system. The reforms were not just reducing tax slabs, but surrendering Rs100 billion in taxes to high earners in the country.

The proposed amendments also include an upward revision in withholding tax rates for non-filers. The purpose is to increase the cost of non-compliance for such people.

Over the years, audits of one million people are pending with the FBR. For disposal of the audit cases, it has been proposed to offer a one-time amnesty scheme to those who are being selected for tax audit by paying 25pc extra tax over and above the taxes already paid. Those who pay the extra tax will be cleared from the audit.

The FBR is also considering revising rates on cigarettes. “This proposal is under consideration to enhance upward the rate in the third tier,” the official said, adding that the previous government had given more than 50pc relief in third tier, causing a huge revenue loss.

One of the aims of the proposed amendments is to bring down the overall import bill. Several proposals are on the table in this regard, the official said.

On the customs sides, it has been proposed to enhance further regulatory duties on 1,500 tariff lines. Last year, the import of 700 lines dropped owing to regulatory duties.

The commerce ministry and customs are working on a list of items which will be subject to quantitative restrictions and restrictions on their imports. These items will include mostly luxury and other consumption items to discourage “non-essential” imports.

On the development side, the government is also considering making a drastic cut in the Public Sector Development Programme to Rs650bn-Rs700bn from budgeted approved target of Rs1,030bn. The move is part of bringing down the budget deficit which reached 6.6pc of GDP during the fiscal year 2017-18.

Basically, PML-N attempted to engineer the elections by cutting out low salary earners from the tax net, and halving the taxation rate on higher income earners. Pakistan basically had half the usual amount of people paying income tax, and many of those who were still paying ended up paying half the usual rate, adding to the financial woes of an already struggling economy.
 
In a country of 220 million only 1.4 million filed tax returns, lol that is unacceptable and not even 1% of the population. No wonder the country is always seeking bail outs from the IMF, WB and has to beg its citizens to donate to the Dam. PTI has got to urgently fix the tax collection system on a war footing.
 
Is this annual income or monthly? Rs.400,000 ($4000) annually is hardly an income to have income tax. Probably Rs.1,000,000 should be a minimum with tax brackets and benefits. They should look at broadening the tax base rather than burdening the low-salary class people. They should properly implement and enforce sales tax and start property tax for the land owners.

I personally don't see such a big issue with it. Most countries tax the lower class too, that too at a much higher rate than Pakistan did up until last year. Considering that PTI will be rolling out it's health insurance card policy, a tax rate of even 5% on people paying Rs.400,000 annually is not so bad as they would be paying Rs.20,000 per year in income tax, and getting Rs.5 lakhs of free healthcare, improved economy, and hence many other benefits in return too.

Regarding higher taxation on upper classes, sales tax, and land tax, I fully agree with you. Land tax is going to be the hardest one to implement by far as there will even be some landowners within PTI that will oppose it, but I am quite confident that it will pass since it does not have to go through the senate, and even if a few PTI MNAs oppose it, I highly doubt MQM will oppose it given they are a party that represents Karachi/Urban Pakistani, and would in fact definitely support land taxes.

According to this, there were 57 million people employed in Pakistan in 2014-15.

Just some very rough calculations, Pakistan's GDP is $313billion USD, and per capita is $1641 USD. However, if we divide GDP by number of people employed rather than the entire population, working Pakistanis earn an average of $5491 USD per year. So let's say that some very high salaries skew this average upward, and hence, we conservatively say that only 20% of employed Pakistanis are eligible to pay taxes, that is around 11.1 million Pakistanis, meaning that around 87% of employed people eligible to pay taxes are avoiding them.

Pakistan's tax revenue for 2017 was around $30billion USD for the 2017 fiscal year, and that is despite the fact that (very roughly) 90% of Pakistanis are avoiding income taxes. Just imagine how much money Pakistan are losing out on due to poor tax collection.

The government needs to urgently reform FBR and invest in strengthening tax collection and implementation measures. Paying taxes needs to be made easier for the people, and there need to be some serious enforcement measures in place. If the PTI government can increase the number of eligible Pakistanis paying taxes from 12% to even 20-25% in 5 years, there will be some very visible change. On top of this, if PTI succeed in creating even half of their 10 million promised jobs, implementing their housing plan, and successfully set up technical colleges, the number of Pakistanis who have a taxable income will really shoot up.

Income tax collection improvements coupled with land taxes, and a stop on money laundering would really improve Pakistan's economic situation quite considerably.

They didn't go through with. At least not yet. After the cabinet meeting Fawad Chaudhry said that they aren't going to burden the salary men.

The 'mini' budget will be presented on the 17th I think. We'll find out then.

Interesting. But surely they will increase taxes on the upper salary brackets then?

Maybe, can't say for sure.

For some reason I feel the government is afraid to take action. We keep hearing news about price hikes on gas and electricity which results in bad press and then the government denies it, we heard that they were going to increase tax and now they have turned the proposal down after media and opposition backlash.

Either the government is afraid to take any step or the media and opposition are making stories up just to malign the government.

Either the government is afraid to take any step or the media and opposition are making stories up just to malign the government.

If that's the case, then we can't really expect much. The media are going to jump on literally every action done by the government and give it a negative spin, and there will always be different sections on social media creating an outrage on various issues.

The government needs to show it has the spine to judge for themselves what they think is right, and just act on it.
 
Arent taxes deducted from employee's paycheques and remmitted to the govt?

The govt should be focusing on the tax evaders i.e. the business community, the land owners, politicians.

I believe the crux of this problem is the fact that a major chunk of our economy is undocumented.

To start any doesn't the govt investigate everyone who owns a big house, big cars with respect to their annual income and tax history?

How about educating the masses on filing tax returns and how they can benefit from certain refunds even if they don't have any tax liability?
 
Tax amnesty plan approval deferred amid reservations

ISLAMABAD: The federal cabinet on Tuesday deferred the approval of the much-awaited tax amnesty scheme after some of the ministers opposed it, expressed their reservations and sought further clarification.

To deliberate on the issue in detail, Prime Minister Imran Khan convened a special meeting of the cabinet on Wednesday.

Inside sources told Dawn that some cabinet members objected to the 15 per cent tax rate proposed under the scheme and some raised questions about its effectiveness.

Federal Minister for Communications Murad Saeed said he wanted to know the difference between the proposed scheme and the similar ones which had been launched by the previous government, according to the sources privy to the details of the cabinet meeting held at PM Office.

Expressing his reservation over the 15pc rate, Minister for Water Resources Faisal Vawda called for its reduction to facilitate taxpayers, the sources said.

They said Information Minister Fawad Chaudhry was of the opinion that there was a need for reforms in the Federal Board of Revenue (FBR) and the Pakistan Customs department before launching an amnesty scheme.

According to the sources, Defence Minister Pervez Khattak also opposed the idea, saying the scheme would give no benefit to the government as well as to the people because all such previous schemes had remained useless.

Extradition of wanted people
In a landmark decision, however, the cabinet approved a proposed amendment to the Pakistan Penal Code (PPC) to meet conditions of some countries and the European Union (EU) by waiving the death penalty for extradition of wanted people, including Muttahida Qaumi Movement (MQM) founder Altaf Hussain, former finance minister Ishaq Dar, former premier Nawaz Sharif’s sons, Hassan and Hussain, and others.

“The cabinet approved proposed amendment to Section 302 of the PPC to meet reservations of the EU and countries like the United Kingdom which do not extradite wanted people to Pakistan because of the death penalty,” said Information Minister Fawad Chaudhry while addressing a press conference after the cabinet meeting.

The minister did not explain whether the proposed amendment would be implemented through an act of parliament or through an ordinance. “We are waiving the condition of capital punishment to catch our big thieves and robbers,” he added.

Mr Chaudhry said people such as Altaf Hussain, Ishaq Dar, and Hassan and Hussain Nawaz would be brought to the country for trial.

However, the minister told Dawn after the press conference that the name of retired Gen Musharraf was not under government’s consideration for extradition.

Asked about the fate of Mr Musharraf who had been declared absconder in a treason case, Mr Chaudhry said: “What wrong Musharraf has done and the case made against him was totally a political one. Many members of Musharraf’s cabinet are still here and none of them has so far been made answerable.”

CTD to deal with money laundering cases
In another major decision, the cabinet empowered the Counter-Terrorism Department (CTD) to deal with money laundering cases as the information minister told the media that more cases against the leadership of major opposition parties were likely to be opened.

Mr Chaudhry said the cabinet empowered the CTD to deal money laundering cases. He said more cases against ex-premier Nawaz Sharif, incumbent leader of the opposition in the National Assembly Shahbaz Sharif, their family members and former president Asif Ali Zardari would be opened soon. “The cases they have been facing were made before the PTI government. Now we are going to open more cases against them on the basis of our own investigations,” he added.

The meeting also approved revamp of Pakistan Steel Mills (PSMs) through a public-private partnership, the minister said, claiming that six top steel giants of the world had shown interest in the PSM.

He said a special committee comprising Finance Minister Asad Umar, Information Technology Minister Khalid Maqbool, Revenue Minister Hammad Azar, Commerce Adviser Razzaq Dawood and PM’s special assistant Zulfiqar Abbas Bukhari was formed for renewal of licences of cellular phone companies.

The cabinet decided to offer jobs from grade 1 to 5 through open ballot and removed a quota system. The meeting also gave three-month extension to acting chairman of the Capital Development Authority (CDA) Amir Ahmed Ali.

Besides, the cabinet discussed complaints against the National Testing Service (NTS), Mr Chaudhry said, adding that the Federal Public Service Commission would also be revamped.

The minister said PM Khan would launch the first phase of Apna Ghar Housing Scheme for building of 135,000 housing units on Wednesday.

About the last week attack in Quetta, the information minister said some external hands were involved in terrorism in Balochistan and implementation of the National Action Plan was the only way to eradicate the menace.

Every year we have a tax amnesty and nothing comes of it. By doing this they punish the tax payers in the system.
