Appointing a person like Buzdar as the most important CM in the country sums up Imran’s team selection.

It is like taking Imran Farhat to open in England in 2020.
 
It seems like no one has still understood why IK went for Buzdar, the theory of him being a corrupt free - seeda saada man has completely gone out of the window with recent corruption cases coming forward, especially the ring road scandal.

but its becoming clear now why IK went for him, the feudal lords and mafia of punjab like JT and MR have offered to support IK all he had to do was make a useless puppy as CM and let them run punjab like they will, they probably offered to destory pmln otherwise i dont see why IK would have gone for them.

Uncle Tom I bet You want a man like Murad for Sindh. A guy that turned a blind at worst and actively participated in stealing billions from the poor of Sindh. Or SS a guy that stole billions through TT's and turned a a 100bn surplus into a trillion deficit, whilst having his family on the run in London. Once a loser, always a loser.

IK should be appointing technocrats and educated experience people in these positions instead of used and abused politians from other parties and pappus like buzdar.

What you are asking for is a Presidential system, and it's a system that will work well in PK because it will take power out of the hands of the wadera and local big wigs. He needs to get a 2/3 majority to do that.

Just these past two days there has been a huge furor in the media because IK government released details of SAPMs and Advisors and a few of them have foreign passports or resident permits. The media and opposition have an issue with unelected people in the cabinet. Imagine the reaction if an unelected technocrat was made as a CM (it's also not possible as per constitution but there are loopholes through which it could have been achieved)

If you need 2/3 majority for that, then there are many better political systems than presidential ones that he should be going for, like meritocracy which is also the future of the west.
 
LAHORE: Punjab Chief Minister Usman Buzdar is in hot water as the National Accountability Bureau (NAB) is planning to open more investigations against him regarding acquiring property mostly in south Punjab in the names of his relatives and others after finding an approver against him in a case involving issuance of a liquor licence, according to sources.

On Wednesday, Mr Buzdar appeared before a combined investigation team of NAB at its Thokhar Niaz Baig office that grilled him for allegedly receiving Rs50 million in bribe to force the Excise and Taxation Department to issue a liquor licence to a hotel in violation of the law.

“Mr Buzdar was quizzed for 100 minutes in which 60 questions were put to him. He could hardly offer any answer to the questions,” a source told Dawn.

“He kept insisting that he should be given every question in writing and he would submit the reply later. He said he was the chief minister and every word of his had importance; therefore, he needed to reply in writing.”

Asks Punjab CM to submit replies by Aug 18

The source said Mr Buzdar was asked why he forced the former Excise and Taxation Department head, Ashraf Gondal, to issue a liquor licence to an under-construction hotel in violation of rules.

He was also asked about his association with former chief secretary Raheel Siddiqui and reasons behind his appointment (as chief secretary), a ‘fight’ between Mr Gondal and Mr Siddiqui over the licence issue, a special CM’s meeting on this matter, the role of his uncle for allegedly receiving bribe at his behest, and his relations with the owner of the hotel in question, etc.

“When he was reminded that he had declared during a recent media talk he was fully prepared to reply to NAB queries, Mr Buzdar insisted he would reply in writing,” the source said.

Showing their dissatisfaction over his ‘non-cooperation’, the investigators entertained his request and handed over some 12 pages containing the questions relating to the liquor case and the record of his and his relatives’ properties.

The NAB team asked him to submit a reply by Aug 18. Mr Buzdar sought more time but his request was declined.

According to the source, Mr Buzdar, who was chosen for the post of Punjab chief minister by Prime Minister Imran Khan himself, seems to be in real trouble following the statement by Mr Gondal to NAB that he was forced by the CM’s office “verbally” to issue the liquor licence in violation of the rules.

“Mr Gondal, who appeared before NAB recently, has agreed to become an approver against Mr Buzdar in the liquor case,” the source said.

Mr Buzdar called on Prime Minister Khan in Islamabad on Tuesday where NAB’s investigation against him in the liquor case was reportedly discussed. “Although the premier is still apparently backing his pick from D.G. Khan, NAB’s tightening of noose around his neck may force him (Mr Khan) to replace his ‘Wasim Akram-plus’,” a ruling party insider said.

On his return from the NAB office, the Punjab chief minister said in a tweet: “Today I appeared before NAB in a ‘personal capacity’ and presented my point of view. To remove the misperception I presented facts. In ‘New Pakistan’ no one is above the law. Yesterday the nation saw the law violators (a reference to Maryam Nawaz and PML-N workers) and today the law abiders.”

Let's get to the truth and quickly. If the guy is a crook, he needs to be hanged. There is also a part of me that worries that people have been out to get him from day one as he isnt part of the Punjab elite families.

ISLAMABAD: Launching the ambitious Rs450 billion Naya Pakistan Qaumi Sehat Card here on Wednesday, Prime Minister Imran Khan again came to the defence of Usman Buzdar, saying the “worst ever campaigns” were initiated against the Punjab chief minister.

“No worse campaigns were launched against any chief minister than those against Usman Buzdar, but even then a survey declared him the top chief minister of the country,” the prime minister said while addressing a ceremony to distribute health cards among residents of the twin cities with an annual medical cover of up to Rs1 million for each family.

Under the scheme, all households of Islamabad, Punjab, Azad Jammu and Kashmir, Gilgit-Baltistan and Tharparkar will be provided free medical treatment at government and private hospitals.

Saying he acknowledged the performance of Mr Buzdar, especially in ensuring provision of universal health coverage to the people of Punjab, the PM remarked: “In fact, Usman belongs to one of the most backward areas of the country and thus realises the suffering and problems confronting people.”

The prime minister, however, did not miss the opportunity to lash out at his political opponents, saying the previous rulers first wanted the country to prosper and then make it a welfare state. “But, I think otherwise. The step that we have taken will prove to be a defining moment. It’s a great step and will pave the way for national security as well,” he claimed.

Referring to Shehbaz Sharif without naming him, Mr Khan said a former chief minister of Punjab, who used to wear long boots and a hat and roam on the streets, flew abroad for his and his family’s medical treatment. “They [Sharifs] do not know about the sufferings of the people.”

The PM distributed health cards among the beneficiaries and called the facility an ambitious programme to facilitate the entire populace. Universal health coverage, he said, was available in just a few countries where the government fully covered medical expenses.

“I have been inspired by the health insurance programme in the UK under which people get free medical treatment in any government hospital. But we have gone a step ahead and offered free treatment at public as well as private sector hospitals,” he added.

In Pakistan, he said, the launch of such a facility was a “landmark step” to give relief to the poor who cannot afford the burden of expensive medical facilities. He said the philosophy behind the provision of health cards was in line with the achievement of the goal of a welfare state. In fact, national security is linked with the welfare of people who are the biggest stakeholders in a state, he added.

Prime Minister Khan said the health card was a defining moment in encouraging the private sector to join the medical network, especially in rural areas, and create an environment of competition for the government hospitals to improve their services.

He said Rs450bn would be spent on the health insurance programme, adding that no previous ruler had done anything in the sector even close to what his government has for health coverage.

He went on to say that the government planned to establish five mother-and-child hospitals to counter the high mortality rate owing to neonatal and pregnancy complications.

The prime minister said the Rehmatul Lil Aalamin Authority would highlight the life of Prophet Muhammad (Peace be Upon Him), who emphasised empathy for the poor and deserving.

Speaking on the occasion, Chief Minister Buzdar said 56 hospitals had been empanelled in the 36 districts of Punjab to provide medical insurance. The entire population of Punjab would receive medical insurance by March 31, he announced.

Punjab Chief Minister Sardar Usman Buzdar has said the Opposition tried to exploit the situation in the wake of the corona pandemic and dengue.

In a statement issued on Thursday, the CM said the government has taken timely and far-sighted decisions to deal with Corona and its successful strategy has helped to overcome the spread of coronavirus in Pakistan as compared to other countries. Pakistan’s effective measures have been lauded internationally, he said, adding that opposition parties had undermined national unity through the spate of negative politics.

The opposition is only an expert in rhetoric and propaganda, he regretted and added that point scoring on every issue is their only goal. The opposition could only sit in the drawing-room and make tall claims, he argued. They neither have any courage to resign nor to hold the march. They wouldn’t get anything as people are also fed up with the continuous claims of resignations and long marches, the CM concluded.

The chief minister showed his concern over the increase in Corona cases and asked the citizens to adopt precautionary measures for their safety. Citizens should follow SOPs and ensure the protection of their lives, he stressed. Citizens should vaccinate themselves and use facemasks for safety from this virus, he concluded.

Meanwhile, Chief Minister Sardar Usman Buzdar has expressed his best wishes for the teams taking part in the Pakistan Super League 7.

In a statement, the CM congratulated the players participating in the PSL-7 and stated that whichever team wins, the victory will be for peaceful Pakistan.

The people of Pakistan love sports especially cricket, he stated. The best arrangements would be made for the matches to be played in Lahore and foolproof security would be ensured. Cricket fans will have the opportunity to enjoy the sports in a peaceful atmosphere, he concluded.

LAHORE / ISLAMABAD: Following the opposition’s submission of a no-trust resolution against Prime Minister Imran Khan in the National Assembly, all guns seem to be pointing at the Punjab chief minister now. This was the backdrop in which the prime minister met Usman Buzdar and pacified him that he will continue to rule the province till the end of the ruling party’s five-year-term.

Soon after the submission of the no-confidence motion, Mr Khan met a number of digital journalists and categorically stated he was going nowhere and that he did not fear the opposition’s move.

According to the information minister, Mr Buzdar also had a one-on-one meeting with Imran Khan at PM House. Media reports suggested that the Punjab CM offered his resignation so the premier could appease disgruntled PTI leaders Aleem Khan and Jehangir Tareen, who have sought the former’s removal. However, Mr Khan is said to have rejected the resignation and told Mr Buzdar he will continue to serve as the Punjab chief minister till the PTI completes its rule.

The PM told the journalists Mr Buzdar was an “easy target” and only disliked by those who were eyeing the chief minister’s office.

Imran assures CM he will remain till the end, both meet MNAs from Punjab

Separately, Mr Khan held meetings with a number of legislators in his office, including Fazal Muhammad Khan, Muhammad Afzal Khan Dhandla, Ghulam Muhammad Lali, Amjad Khan Niazi, Makhdoom Samiul Hassan, Yaqoob Sheikh, Sajida Zulfiqar and Andleeb Abbas.

Senior PTI leaders Asad Umar, Pervaiz Khattak, Shafqat Mehmood and Amir Dogar were also present in the meetings.

Meanwhile, Mr Buzdar also sprung into action and met MNAs from Punjab to discuss the current political situation, strategy to foil the no-confidence motion and chalking out the future course of action.

In the backdrop of Aleem and Tareen’s demand to remove the chief minister, the federal government had agreed to placate its party’s disgruntled leaders and asked them to propose names for a successor. However, the Chaudhrys of the PML-Q forewarned their coalition partner, the PTI, against considering the name of PM Khan’s ‘old friend’ Aleem Khan for the CM’s slot.

Khattak’s shuttle diplomacy

Defence Minister Pervaiz Khattak on Tuesday contacted both the Tareen group, which purportedly comprises over two dozen MPAs and about 10 MNA mostly from south Punjab, and the PML-Q leadership over the Buzdar-related dilemma. “Mr Khattak told the Tareen group that if it was not happy with CM Buzdar it should propose a name as the replacement and that the government may consider it,” a party insider told Dawn.

The Tareen group held another huddle on Tuesday in which the senior PTI leader spoke to his supporters via a video link from London. The members pledged to stay united under Mr Tareen’s leadership.

After the meeting, a member of the group, Nauman Langrial, who is also part of the Buzdar cabinet, confirmed to reporters Mr Khattak’s contacts with them. “Our group is ready to hold talks with the government, but only under a minus-Buzdar formula. In fact, things have gone beyond minus-Buzdar,” he asserted and dismissed reports that the group had floated the name of Aleem Khan.

“Our leader is Mr Tareen and he is mandated to take a decision about a name for the Punjab chief minister or negotiating with the opposition.”

In an apparent reference to the opposition parties’ contact with the group, Mr Langrial said: “Other political parties have contacted us and we are updating Mr Tareen in this respect.”

On the other hand, a PML-Q spokesperson told Dawn that Mr Khattak had contacted the party and asked for its opinion if Aleem Khan was considered for the Punjab chief minister.

“The PML-Q categorically refused to support Aleem,” he stated.

“The party leadership told the minister it can consider other names, but not Aleem’s,” he added.

Reportedly, CM Buzdar had in his meeting with PM Khan proposed the name of Punjab Assembly Speaker Chaudhry Parvez Elahi as the chief minister, observing that the PML-Q leader would be able to handle the situation in the province for being a seasoned politician and owing to his political clout.

“The PTI leadership is facing a double jeopardy. If it agrees on Aleem for the Punjab chief ministership, the Chaudhrys will get annoyed and if it values its ally’s opinion, the Tareen group may part ways with Imran Khan,” the source said.

Buzdar marshals support

Meanwhile, Mr Buzdar also met with some of the MNAs who had met the prime minister earlier in the day. Those who called on the CM at Punjab House in Islamabad included PTI chief whip Malik Amir Dogar, Makhdoom Syed Samiul Hassan Gillani, Dr Muhammad Afzal Dhandla and Ghulam Bibi Bharwana.

According to a press statement issued by the chief minister’s office, the MNAs reposed their trust in PM Khan and Mr Buzdar. Expressing his views, Buzdar vowed to counter the opposition’s no-trust motion. “We are all united and will remain so in the future as well,” he claimed.

He claimed the opposition lacked the number of members for making the no-trust motion successful. Prime Minister Imran Khan enjoyed and will continue to enjoy the support of all assembly members, he maintained.

About the meeting with the PM, Punjab government spokesperson Hasaan Khawar said CM Buzdar neither spoke against Mr Aleem nor in favour of Mr Elahi in reference to media reports about the choice for the office of chief minister.

Although the PML-Q has maintained its support for Imran Khan, PML-N leaders are of the opinion that the Chaudhrys will have to eventually join the opposition owing to the changing political landscape. “We are in touch with the PML-Q leadership and trying to convince them to join the opposition for the sake of the people as well as their own politics, ‘’ a senior PML-N leader told Dawn. He claimed that not only the Chaudhrys, but the MQM and BAP would also join the opposition’s move to oust PM Khan.

PML-Q's federal minister Tariq Bashir Cheema on Friday said that PTI ministers have told him that Prime Minister Imran Khan has given the approval to remove Punjab Chief Minister Usman Buzdar.

Meanwhile, sources within PML-Q said that National Assembly Speaker Asad Qaiser, federal ministers Asad Umar and Pervaiz Khattak consulted with PML-Q leaders Moonis Elahi and Cheema.

As per sources, Cheema said that the federal ministers claimed that PM Khan has agreed to remove Buzdar from the post.

"The ministers congratulated us and when we asked the reason for congratulations, they said that the premier has consented to a change in Punjab," sources quoted Cheema as saying.

However, he said that the federal committee refused to give an early date for deciding Punjab Chief Minister Usman Buzdar's fate, sources said.

"We asked when, the ministers replied, 'after the no-confidence motion in the Centre,'" Cheema told.

He criticised saying that how could PML-Q believe that the government would move towards a decision about Punjab after the failure of no-trust move in the Centre.

"Do they consider us a child," he said as per sources.

PML-Q likely to choose sides within 48 hours
Moreover, PML-Q, one of the key allies of ruling-PTI, is expected to reach a decision regarding the no-confidence motion submitted against PM Imran Khan in the next 48 hours, Cheema said Friday.

The decision, which will come after the longest period of consultations by a party on the political situation, would finally reveal on which side the PTI's ally is because the uncertainty about whether the government's coalition parties would support it continues.

He said that the pressure regarding the decision is increasing on his party.

Cheema revealed that the Opposition has offered PML-Q the seat of Punjab chief minister but what the government offers them is a mere "lollipop."

"PM Imran Khan should take matters seriously but he has deployed U-16 team in the field," Cheema said.

Tareen group cajoles PML-Q for ousting CM Usman Buzdar
Earlier, after a motion of no-confidence was submitted against PM Imran Khan in the National Assembly Secretariat, factions within the ruling PTI were angling for the ouster of Punjab CM Buzdar.

The two disgruntled groups of PTI — Tareen and Aleem Khan groups — united against Buzdar after the latter announced an affiliation with the former, aiming to "save" the party after "loyalists were sidelined" following PM Imran Khan's rise to power.

A delegation of Jahangir Khan Tareen group led by Punjab provincial minister Nauman Langrial on Wednesday also met PML-Q leader Chaudhry Pervaiz Elahi at his residence, The News reported.

The delegation, comprising provincial minister Ajmal Cheema, Aun Chaudhry, Lala Tahir Randhawa, Abdul Hayyi Dasti, and Imran Shah, "engaged in detailed consultation" regarding the current political situation in Punjab at the meeting.

Elahi, who is also the speaker of the Punjab Assembly, agreed to continue contacts with the Tareen group for the "betterment" of the province and its people.

Moreover, Elahi inquired after Tareen, who is currently in London for medical treatment, and wished for his good health.

Meanwhile, Langrial raised the matter of submitting a no-trust motion against Buzdar in the provincial assembly secretariat.

Langrial said that Punjab "had been destroyed" and the group would have to come to the fore in the interest of the people as they had decided to remove Buzdar. He called upon Elahi to support the Tareen group in this regard, expressing an intention to call on Chaudhry Shujaat Hussain soon.

LAHORE: The opposition may bring a no-confidence motion against Chief Minister Usman Buzdar before March 28 to forestall the Pakistan Tehreek-i-Insaf (PTI) government’s possible plan to dissolve the Punjab Assembly in case of Prime Minister Imran Khan’s ouster.

“The PML-N and PPP leaders are deliberating to bring a no-trust move against Buzdar in the last week of this month sensing that Imran Khan may ask Buzdar to dissolve the Punjab Assembly in case of his (Khan’s) ouster to make things complicated for the opposition in its post-PTI arrangements,” a senior PML-N leader who is part of the deliberations on the matter told Dawn on Thursday.

He said the Pakistan Democratic Movement (PDM) and the PPP leaders discussed the matter after it was told that the PTI was considering dissolution of the Punjab Assembly in case the opposition succeeded in sending the premier packing through voting on a no-trust motion on March 28 in the National Assembly.

“To forestall this, the joint opposition may submit a no-confidence motion against Buzdar in the Punjab Assembly before March 28 so that he could not take this step,” the PML-N leader said.

Another PDM insider said the opposition had already completed its homework to oust Buzdar. “The Tareen group has given its commitment to opposition leader in Punjab Assembly Hamza Shehbaz to vote against Buzdar,” he said. The Tareen group claims to have the support of more than two dozen MPAs.

The PML-Q, the ally of the government which has 10 seats in the Punjab Assembly, has already hinted at joining hands with the opposition. The Chaudhrys of Gujrat claim that their party has been offered the Punjab chief minister slot by the opposition in return for supporting the no-confidence motion against Khan.

The PTI leader reportedly had discussed the idea of dissolving the Punjab Assembly but it was not backed by many in the core team. However, some hawks suggested to PM Khan to go for this adventure in Punjab if the no-trust move succeeded against him.

Meanwhile, a beleaguered Buzdar met the party MPAs for the fifth consecutive day on Thursday to have their pledge to support him in this hour of need. The PTI has more than 170 MPAs in the Punjab Assembly and Buzdar has met 150 of them during the last five days.

Federal Information Minister Fawad Chaudhry told Dawn that the PTI had no intention to dissolve the Punjab Assembly. “No such proposal is under discussion.We will face no-confidence motion in the Centre and Punjab as well,” he said.

Asked what option the PTI would have for Punjab in case the opposition’s no-confidence motion in the Centre succeeds, Mr Chaudhry said: “This scenario is unlikely, however, we would not dissolve the Punjab Assembly as completion of assembly tenure is in our favour.”

When a comment was sought from PML-N Punjab spokesperson Azma Bokhari, she said: “We are keeping an eye on all such developments and any decision on no-confidence motion against Buzdar will be taken in consultation with the opposition parties.”

Disgruntled members of the ruling party’s Jahangir Khan Tareen group on Sunday reiterated their demand for the removal of Punjab Chief Minister Sardar Usman Buzdar.

“We do not want to part ways with Pakistan Tehreek-e-Insaf (PTI) but the party has to minus Buzdar to move ahead," one of the members of Tareen group was quoted as saying.

Tareen group members also presented a long list of demands to the government’s negotiation team led by Punjab Education Minister Murad Raas.

As many as 17 members of the Tareen group expressed their reservations about governance in Punjab, bureaucracy attitude and ‘politics of revenge’.

Sources privy to the development told The Express Tribune that members of the government’s negotiation team told the disgruntled group representatives that they can arrange their meetings with Prime Minister Imran Khan and Punjab Chief Minister Sardar Usman if they want to highlight their issues with them.

They said that the government team has already conveyed all demands of the Tareen group to the premier and Punjab CM.

Another round of talks between the disgruntled members of the ruling party and the government is expected today or tomorrow.

The ongoing power game turned ugly for Prime Minister Imran Khan even before the voting on the no-confidence motion as around two dozen disgruntled MNAs of the ruling PTI came out in the open on Thursday.

Taking refuge at the Sindh House in the federal capital, several of them gave interviews to different anchorpersons, saying they had parted ways with the ruling party and would not contest the next elections on a PTI ticket.

The interviews of the dissenting members and footage running on TV channels showing them present at Sindh House came at a time when the opposition parties, including the ruling party in Sindh, have been attempting to oust the PTI government through a no-trust motion.

Before the situation unfolded, PPP leaders said the government was planning to attack Sindh House on the grounds that the opposition had detained some ruling party lawmakers there ahead of the vote on the no-confidence motion against the prime minister.

Sources privy to the development told The Express Tribune the government ministers approached the disgruntled members to convince them to attend the meeting but the JKT group decided to skip the huddle.

On the other hand, Aun Chaudhry, a leader of the JKT faction, informed head of the group Jahangir Tareen that he received “positive signals” from federal ministers for the ‘change’ in the Punjab government.

Defence Minister Pervez Khattak told Chaudhry to postpone any decision regarding supporting opposition or government in no-trust move as “positive signals” had been received about JKT’s demand of removing Buzdar from the post of Punjab CM.

A day earlier, a total of 17 lawmakers belonging to estranged JKT group expressed their conditional readiness to return to the ruling PTI in the wake of the opposition’s upcoming no-confidence motion against PM Imran.

Sources said a government team led by Punjab Education Minister Dr Murad Raas held talks with the JKT group.

The members of the group were offered to address their concerns and also have a direct meeting with PM Imran or Punjab CM Usman Buzdar. The members of the group again demanded that Punjab Chief Minister Buzdar be replaced.

They added that they did not want to leave the party but Buzdar would have to be sent packing.

According to the sources, the 17 members of the group presented a long list of reservations with CM Buzdar and also briefed the negotiators on constituency issues, bureaucracy and retaliation by the government.

With the process for the no-confidence motion set to kick off on Monday afternoon, the ruling Pakistan Tehreek-i-Insaf (PTI) government made last-ditch efforts on Saturday to convince their allies, the PML-Q and MQM-P, to support the prime minister.

“A government team led by Foreign Minister Shah Mahmood Qureshi has given his words that Punjab Chief Minister Usman Buzdar will be asked to resign in a day or two, and that Chaudhry Parvez Elahi is the PTI government’s preferred choice for his replacement,” a PML-Q senior leader told Dawn seeking anonymity.

After some news channels quoted sources as saying that Mr Buzdar had prepared a summary to dissolve the Punjab Assembly, a PML-Q leader claimed: “The Punjab Assembly will not be dissolved, but a change of leader of the house is on the cards.”

“PML-Q secretary general and federal minister Tariq Bashir Cheema told the government team to make a formal announcement regarding Mr Elahi as the candidate for the CM before going for voting on the no-confidence motion in the National Assembly,” a leader of the allied party told Dawn.

Meanwhile, it was learnt that PM Khan took CM Buzdar along with him to Islamabad after the public meeting in Kamalia, instead of the former returning to Lahore.

The PTI government team, also comprising Defence Minister Pervaiz Khattak, flew to Lahore from Islamabad and met leaders of the allied party, Parvez Elahi, federal ministers Cheema and Chaudhry Moonis Elahi. PML-Q president Chaudhry Shujaat Hussain was in Islamabad.

In the meeting, sources say, the Chaudhrys reiterated their long-standing concerns with the ruling party as well as their demands, including the Punjab chief ministership. “As the government team could not make a commitment in black and white, the Chaudhrys stressed that their meeting with Prime Minister Imran Khan is the need of the hour,” a senior PML-Q leader told Dawn.

The government side conveyed the prime minister’s message to the allied party and discussed issues of mutual interest, including the political situation, in a cordial atmosphere.

Mr Cheema apprised the PTI ministers about the problems his party had been facing for the last three and a half years, and openly discussed their solutions. He told the delegation that the PML-Q supported the government during the tough times, but the graciousness was never reciprocated.

“We did not see the ruling party’s support for the PML-Q in the constituencies of Salik Hussain as well as my own. The PML-Q stuck with the government for over three years, but the PTI never took it into confidence during consultations on larger issues in the country and Punjab. Despite being coalition partners, the PML-Q faced opposition-like treatment from the PTI government,” the minister said.

A PML-Q spokesman said the government team assured them that they would inform Prime Minister Khan about the entire situation. The PML-Q leadership would take its president Chaudhry Shujaat into confidence about the meeting and the next meeting would be held in Islamabad soon.

Sources said FM Qureshi assured the PML-Q leadership that Mr Elahi would be the PTI candidate for the Punjab CM’s slot, as many factions had been created within the ruling party and there would be no consensus candidate.

They further said that because of the many divisions within the ruling party, it will be next to impossible to get Mr Elahi elected as the chief minister.

It was also learnt that the government team was on a mission to meet the allied parties to ensure it had the numbers against the opposition to win the no-trust move.

“The government team asked Mr Elahi how it should convince other allied parties, and were suggested that they not be given any lollipop, but rather all the commitments must be fulfilled regarding local problems as well as extending ministries to them,” a PML-Q leader told Dawn.

In Islamabad, the government team headed by Foreign Minister Qureshi held another round of talks with the representatives of the ally Muttahida Qaumi Movement (MQM) at the Parliament Lodges and discussed the prevailing political situation in the country with specific reference to the upcoming vote on the no-confidence resolution.

In a statement, Mr Qureshi claimed that talks with the MQM remained “encouraging” and the two sides had agreed to continue meetings.

The government team comprised Sindh Governor Imran Ismail and federal ministers Asad Umar, Pervez Khattak and Ali Zaidi.

The MQM was represented by Khalid Maqbool Siddiqui, Aminul Haq, Amir Khan, Waseem Akhtar, Khawaja Izharul Hassan, Javed Hanif and Sadiq Iftikhar.

LAHORE: The Opposition has submitted a no-confidence motion against Chief Minister Punjab Usman Buzdar in the Punjab Assembly, Geo News reported Monday.

The joint Opposition has submitted the no-confidence motion against Buzdar on the basis of his performance.

The development comes in the wake of the Opposition's no-confidence motion and increasing pressure within the PTI to remove the incumbent chief minister.

A total of 126 lawmakers from the Opposition parties have signed the no-confidence motion against Buzdar, said PML-N’s Rana Mashood, adding that 119 members signed the requisition for a session.

According to the laws, the speaker is bound to summon a session within 14 days of the submission of the no-confidence motion. The CM Punjab can no longer dissolve the Assembly after the submission of a no-confidence motion against him.

On March 8, the Opposition had submitted a no-confidence motion against Prime Minister Imran Khan in National Assembly Secretariat which is likely to be tabled today in a crucial NA session.

Earlier, sources privy to the matter said that Buzdar has prepared a summary to dissolve Punjab Assembly.

According to sources, the CM House has prepared the summary on Buzdar's advice and he may sign the document when PM Imran Khan gives him the signal to do so.

The sources also said that CM Buzdar is ready to resign if Imran Khan asks him to do so.

The sources had told Geo News that many senior PTI leaders associated with the federal government are in favour of the removal of CM Buzdar.

ISLAMABAD: In a bid to garner the support of its allies, the PTI-led government has offered to give another ministry to the leadership of MQM-P, Geo News reported Monday, citing sources.

Sources privy to the matter said that the government is likely to offer the port and shipping ministry to MQM-P.

They added that a government delegation met the leadership of MQM-P Monday evening to hold further discussions. During the meeting, the MQM presented its demands before the government, including the construction of permanent offices.

Per sources, the government guaranteed the party that all its grievances would be addressed and all the promises made to it in the past will be fulfilled.

On the other hand, MQM-P has sought time from the government to ponder over the offers made to it and whether it would stand with the government when the voting for the no-confidence motion against PM Imran Khan is carried out.
 
LAHORE: While reflecting on his time at Punjab's highest post, Chief Minister Usman Buzdar said on Tuesday that a person cannot be happy even if he or she is made the president of the United States.

Talking to journalists, CM Buzdar said that he had many “dreams and wishes” when he took office but not all of them could be turned into a reality.

“If the target is to become the president of the United States, that cannot be achieved. A person cannot be happy even if they are made president of the United States,” said CM Buzdar. Not even a single corruption or scandal could be made against me when I was in power, he claimed.

Talking about his tenure CM Buzdar reminded the press that he did not even go on a “single foreign tour” on government expenses during his time in power.

Many people had questioned CM Buzdar’s appointment to the top office when PTI came to power in 2018.

When asked about how he got hold of the post, CM Buzdar said that once he leaves office, he will share how he got hold of Punjab’s top political slot.

“I have a lot of secrets buried in my chest and they should remain secrets,” said CM Buzdar. He added that he has “a lot of stories” and if he writes a book, it would become a “best seller”.

“I am thinking of writing a book titled journey from Mount Solomon to 7 clubs,” said CM Buzdar.

Talking about his resignation, CM Buzdar said that he would leave politics if Prime Minister Imran Khan asked him to do so, adding that he is a "soldier of Imran Khan".

Buzdar also dismissed reports that he was leading a group of PTI lawmakers in Punjab.

“Party has nominated Pervaiz Elahi and I will make his win possible,” assured Buzdar. He added that he gave his resignation to the political committee himself.

“Some alternative options were discussed but I said the party's and national interests must be kept in front,” said CM Buzdar.

The CM said that he would never forget the “love” that members of the assembly gave to him. He added that during his tenure, he took the bureaucracy and members of the assembly in confidence.

“A documentary film on the work done during my time will be released soon,” said CM Buzdar.

Buzdar steps down, Pervaiz Elahi accepts PM's offer to become CM Punjab

A day earlier, CM Buzdar tendered his resignation after the joint Opposition submitted a no-confidence motion against him in the Punjab Assembly.

According to Minister of State for Information and Broadcasting Farrukh Habib, Prime Minister Imran Khan has nominated PML-Q's Chaudhry Pervaiz Elahi for the post. PML-Q's leader Moonis Elahi confirmed that the post has been accepted by Elahi.

"Chaudhry Pervaiz Elahi meets Prime Minister Imran Khan. All issues were settled in the meeting. PML-Q expresses confidence in PM and announces support. Chief Minister Usman Bazdar tenders his resignation to PM. Prime Minister Imran Khan has decided to nominate Chaudhry Pervaiz Elahi as the new Chief Minister of Punjab," Habib wrote on Twitter.

On Monday, the joint Opposition had submitted a no-confidence motion against Buzdar in the Punjab Assembly, citing that they had been dissatisfied with his performance.

The development had come in the wake of the Opposition's no-confidence motion and increasing pressure within the PTI to remove the incumbent chief minister.

LAHORE: Interior Minister Sheikh Rasheed Ahmad has termed the next 48 hours important, saying that the political situation in Pakistan can take a new turn.

During an interview with Geo News, Rasheed said: “The time till Saturday night 12am is crucial." He asked the nation to wait till Friday and Saturday night as nothing has been finalised and the political situation might change.

Talking about Punjab Chief Minister Usman Buzdar’s resignation, the interior minister said: “According to the rules and regulations, the governor calls the chief minister to confirm his resignation which gets accepted two to three days after the confirmation”.

He said that the chief minister will spend the last day in office today.

Sources said that the Punjab CM's resignation, which he tendered before PM Imran Khan, has been received by the Punjab governor and is expected to be accepted today.

Earlier, Buzdar had stepped down in favour of Parvez Elahi as part of a deal with the PML-Q to secure the party's support for the prime minister against the no-trust motion.

According to Rasheed, “the Punjab chief minister will attend the charter-signing ceremony of Viqar-un-Nisa University for women as his last official engagement.”

The Punjab government had in August 2021 approved the up-gradation of Rawalpindi's Government Viqar-un-Nisa Post Graduate College to a university.

The interior minister said that he will attend the event in Lahore later today on special invitation by Buzdar. The minister will speak to the media regarding the current political situation after the event.

Punjab Governor Chaudhry Mohammad Sarwar accepted Chief Minister Usman Buzdar's resignation on Friday and summoned a session of the Punjab Assembly tomorrow for the election of a new provincial chief executive.

In an order, a copy of which is available with Dawn.com, the governor wrote: "In exercise of the powers conferred under Article 109 of the Constitution of the Islamic Republic of Pakistan, I, Mohammad Sarwar, the governor of Punjab, hereby summon the 40th session of the provincial assembly of Punjab to meet on Saturday, April 2, 2022 at 11am."

It added that the session was summoned for the election of the chief minister of Punjab under Article 130 of the Constitution.

Buzdar had presented his resignation to Prime Minister Imran Khan on March 28 after a delegation of senior lawmakers had submitted a no-trust motion against him with Punjab Assembly Secretary Muhammad Khan Bhatti on the same day.


Following Buzdar's resignation, the Pakistan Tehreek-i-Insaf had announced the PML-Q's Chaudhry Pervaiz Elahi as its candidate for Punjab chief minister.

The move had come as the ruling party had stepped up efforts to ensure the support of its allies ahead of a no-trust vote against Prime Minister Imran Khan, against the backdrop of multiple PTI allies joining the opposition.

The PML-Q, which is a crucial ally of the PTI government in Punjab and Centre, with 10 and five seats, respectively, had later confirmed its support for the ruling party.

In a statement issued by the PML-Q following Buzdar's resignation, Elahi was quoted as telling the premier that "as allies, we will serve the nation together". He had also assured the prime minister of the PML-Q's full cooperation, the statement said.

Acceptance of Buzdar's resignation as Punjab CM challenged in LHC

The acceptance of former Punjab chief minister Usman Buzdar's resignation by ex-governor Chaudhry Mohammad Sarwar was challenged in the Lahore High Court (LHC) on Wednesday.

The constitutional petition, a copy of which is available with Dawn.com, was filed by Advocate Nadeem Sarwar. The province of Punjab, Buzdar, Sarwar, Governor Omer Sarfraz Cheema, PTI Chairman Imran Khan and newly elected Punjab Chief Minister Hamza Shehbaz were named as respondents.

According to the petition, Buzdar had tendered his resignation on March 28 and had addressed it to then-prime minister Imran Khan.

It contended that Sarwar had accepted Buzdar's resignation even though it was not addressed to him which was a violation of Article 130(8) of the Constitution that stated: "The chief minister may, by writing under his hand addressed to the governor, resign from his office."


The petition argued that since Sarwar did not have the "jurisdiction" to accept the resignation, Buzdar was still holding the office of chief minister.

It added that after the "illegal acceptance" of the resignation letter, Hamza was elected the new chief minister.

"It is trite law that when the base of any action or order is illegal then the whole superstructure [built] thereupon cannot be sustained ... hence, the conduct of election of chief minister and actions taken by [Hamza] are illegal, coram non judice and non est," it stated.

The petition added that constitutionally Buzdar was still holding the office of chief minister while the assumption of the office by Hamza was "illegal, unlawful and unconstitutional".

The petition called on the court to declare Sarwar's acceptance of Buzdar's resignation to be without lawful authority. It also called on the court to restrain Hamza from taking charge as the chief minister till the petition is decided.

The petition will be taken up tomorrow. The registrar's office has raised objections regarding the maintainability of the petition and the fact that a stamp paper was not attached.

Hamza has yet to be sworn in since his election, as Governor Omar Sarfraz Cheema has refused to administer the oath.

Buzdar had presented his resignation to former premier Imran on March 28 after a delegation of senior lawmakers had submitted a no-trust motion against him with Punjab Assembly Secretary Muhammad Khan Bhatti on the same day.

The chief justice expressed his resentment, saying the petition was tantamount to making a joke out of the court. "Is this a democratic system? ... The whole of Pakistan is in turmoil ... no one has patience," he said.

The LHC chief justice said he was dismissing the petition with a fine of Rs1 million. At this, the petitioner urged the judge to allow him to withdraw his plea.

The court then dismissed the petition as withdrawn without the imposition of a fine.

LAHORE: PML-N leader Attaullah Tarar said Monday the government has decided to move the Anti-Corruption Establishment against former chief minister Punjab Usman Buzdar.

In a press conference, the PML-N leader said that the ex-chief minister deprived the poor masses of their rights and "ruthlessly plundered the resources of the country".

The deputy secretary-general of the PML-N claimed former prime minister Imran Khan played the role of a facilitator in Buzdar's "corruption", while the ex-chief minister's front men also remained involved in "plundering the country's resources".

"Usman Buzdar will have to answer for his corruption," Tarrar said.

The PML-N leader said since Khan's ouster, the PTI chairman has been acting like there is no one more "pious" than him. "Imran Khan is trying to give the impression that there is no one more honest than him."

Tarrar claimed that during the previous government, Khan took "illegal benefits", adding that the former prime minister was also involved in helping Farah Khan — a close aide of Khan's wife Bushra Bibi — to become an "absconder".

"Farah Gogi was involved in corrupt practices and took the help of Bushra Bibi," the PML-N leader maintained.

He said there was no trail for Farah's income and claimed that the close aide of Bushra Bibi had taken millions in exchange for each posting of a civil servant in Punjab.

"The corrupt schemes were planned and supervised from Bani Gala [...] Usman Buzdar, Farah Gogi, and others like them were taken on board just for corrupt practices," he said.

Tarrar said Buzdar's assets had ballooned after becoming the chief minister and added that the reason behind his appointment was to have a man in office who would "make money for himself and earn for Bani Gala as well".

LAHORE: Pakistan Muslim League-Nawaz on Tuesday has moved the anti-corruption department for a probe against former CM Punjab Usman Buzdar, ARY News reported.

The plea forwarded to the anti-corruption stated former Punjab CM Usman Buzdar allegedly remained involved in corrupt practices and abused his powers being the chief executive of Punjab.

Close aides of Usman Buzdar also made assets through illegal transfers and postings in Punjab. Former secretary Punjab CM, Tahir Khursheed, Umar Buzdar, Jaffar Buzdar, Aamir Taimur, Mukhtar Ahmed, Samullah, Habib Gul Khan and Captain retired Aijaz Jaffar have also been nominated in the case.

On Monday, PML-N leader Atta Tarar had said that the government would launch a probe against former CM Punjab Usman Buzdar.

Former Punjab chief minister Usman Buzdar approached the Lahore High Court (LHC) on Friday with seeking directives for the provincial government to share information regarding corruption inquiries underway against him.

In a petition filed at the LHC’s Multan bench on Friday, the PTI leader urged the high court to direct the government for information on the potential corruption cases against him so he could prepare his defence accordingly.

Buzdar requested the court to direct the head of the Anti-Corruption Establishment and eight directors of different regions to provide him information about any inquiry if pending or initiated against him or his family members.

According to the former CM, the respondents did not share information with him as they needed permission from the chief minister in this regard. He further alleged that the officials refused to cooperate with him.

LAHORE: A case has been registered against PTI leader and former Punjab chief minister Usman Buzdar by the province’s Anti-Corruption Establishment (ACE) for transferring 900 kanals of land illegally in Dera Ghazi Khan, Geo News reported late Sunday.

ACE officials said that the case has been registered against the former Punjab chief ministers on a report submitted by the deputy commissioner of Dera Ghazi Khan. They added that Buzdar’s brothers have also been included in the case.

The officials said that the provisions of transferring government land through forgery have been included in the case. The allegation includes forging a fake letter to transfer 900 kanals of government land.

Officials say that the case has been registered in ACE’s Dera Ghazi Khan police station.

The ruling Pakistan Tehreek-e-Insaf (PTI) has appointed former Punjab chief minister Usman Buzdar as its parliamentary leader in the Punjab Assembly, ARY News reported.

A notification regarding his appointment was also issued.

PTI Chairman Imran Khan appointed Buzdar as parliamentary leader after holding a consultation with Punjab Chief Minister Pervaiz Elahi and party leaders.

Earlier in the day, Chairman Pakistan Tehreek-e-Insaf Imran Khan approved an 18-member working cabinet for the Punjab Assembly.

According to details, PTI Chairman Imran Khan has approved an 18-member cabinet for the newly formed PTI government in Punjab. Only PTI ministers would take oath in the first phase, PTI sources.

PTI MPAs including Yasmin Rashid, Mian Aslam Iqbal, Raja Yasir Humayun, Ali Afzal Sahi, Hashim Dogar and Fayaz-ul-Hassan Chohan has been added to the cabinet.

The time and date of the oath ceremony of the ministers would be announced later.
 
D.I Khan: An anti-corruption court on Saturday dismissed an illegal property transfer case against former Chief Mister Punjab Usman Buzdar, ARY News reported.

According to details, Pakistan Tehreek-e-Insaf (PTI) leader Usman Buzdar appeared in an anti-corruption court for the hearing of a case alleging him of illegally transferring 900 Kenal lands.

The anti-corruption department presented its investigation regarding the case before the court. The investigation suggested that the former CM and his brother were not involved in the illegal transfer. The court acquitted Buzdar and his brother and dismissed the court in light of the the investigation.
 
An accountability court of Lahore on Saturday granted interim pre-arrest bail to former chief minister Usman Buzdar in an inquiry launched by the National Accountability Bureau (NAB) against “assets beyond known sources of income”.

The PTI leader had submitted a petition for pre-arrest bail in Lahore’s accountability court through Barrister Momin Malik — who appeared alongside him in the court.

Buzdar’s counsel argued that NAB had initiated another inquiry regarding the ownership of assets beyond means.

He said that the NAB had also approved investigations in the case concerned and there was a risk that it wanted to arrest Buzdar.

NAB Special Prosecutor Waris Ali Janjua represented the anti-graft body in court.

Judge Malik Ali Zulqarnain Awan heard Buzdar’s petition for pre-arrest bail and allowed it till Nov 30 subject to furnishing surety bonds of half a million rupees.

The court also directed NAB to submit a written response at the next hearing.

The petition asked for bail in the complaint dated Aug 12, coupled with decisions of the Executive Board dated Oct 12.

AC BARS NAB FROM ARRESTING USMAN BUZDAR IN ASSETS CASE

An accountability court (AC) has barred the National Accountability Bureau (NAB) from arresting former chief minister Punjab Usman Buzdar in assets beyond means case, ARY News reported on Thursday.

As per details, the court, after hearing arguments of the counsel, granted interim bail to former chief minister Punjab till February 27 and restrained the bureau from his arrest.

Usman Buzdar’s counsel told the court that the NAB first said his arrest is not needed but now sent a notice.

The court ordered Buzdar to submit two surety bonds of Rs500,000 for availing the relief of the bail.

Earlier, the National Accountability Bureau (NAB) denied that it is inquiring into assets beyond means charges against former chief minister Buzdar.

It is pertinent to mention here that the NAB Executive Board approved the recommendation of NAB Lahore to launch an investigation against Buzdar in assets beyond the means.

Pakistan Tehreek-e-Insaf (PTI) vice president Fawad Chaudhry on Thursday opposed the reappointment of Usman Buzdar as the Chief Minister (CM) of Punjab, ARY News reported.

Speaking on the ARY News programme ‘Off the Record’, the PTI vice president Fawad Chaudhry said there are many ‘surprises’ regarding the tickets allotment as Chairman of PTI Imran Khan himself distributed the tickets for the Punjab Assembly elections.

While answering a question, Fawad Chaudhry said that he will not advise PTI stakeholders to make Usman Buzdar the Chief Minister of Punjab, however, it would be Imran Khan’s decision.

He also mentioned that the PTI chairman did not award tickets for the Punjab Assembly elections to Pervez Elahi, Usman Buzdar and Shehbaz Gill.

Fawad Chaudhry said that the Supreme Court wants to operate in the best environment and look at both the legal and political aspects of the matter.

The PTI vice president criticized the Pakistan Democratic Movement (PDM) and said that the coalition government is ‘confused’, as the PDM leaders are not on the same page.
