There has to be agreement between the skipper, chief selector etc.

In this case it seems the skipper's not had any say in matters.

“As the captain and responsible person for the nation, I reserve the right to be part of the selection of the team. The selection committee and ACB has not obtained my consent for the team which has been announced by ACB media,” Rashid said in a statement on Twitter.

In the squad, wicket-keeper batsman Mohammad Shahzad was also named in the squad. Afasr Zazai and Farid Ahmad Malik were included as the two reserve players.

Notably, Afghanistan is placed in Group 2 of the tournament alongside India, Pakistan, and New Zealand.

Any sport besides cricket where a captain has say on selection matters?

I know in North America, no team sports allows for that. A selector's job is to select best players to be on the team. Coach's job is to play the best/right combination out of those selected players. A captain's job is to lead the player and an example for rest of his teammates to follow. It's certainly acceptable to listen to a captain's input if that helps the selector make a better decision but at the end of the day, the call should be on the selector. There needs to a segregation of duties to be honest. Right now, captains are to select the squad, select who is in the lineup & set the fields/lead the team on the field. What are coaches & selector for then?

The captains don't pay attention to what is going domestically or scouting what they are doing/how they are playing. They are likely not watching T20 leagues around the world and how they are doing either.

If the argument is they are a good player so they clearly know which other players are good, it's a poor argument. You select & favour what/whom you know. And well, just from our own experience with Inzi/Misbah/Younis, being a good player does not equate to good judge of talent.

Every captain around the world has a say in the selection of their team. An example would be, Eoin Morgan keeping Alex Hales away from the national team.

He's just an attention seeker crying over the Taliban takeover. No one cares about this rookie side or is really interested in playing them other then Pak. The Aussies made a good excuse in cancelling the coming test against them too. I can't wait until they are knocked out of the WC T20 leaving real teams to fight it out.
