[REPORT] Narendra Modi, Imran Khan to meet 13-14 June in Bishkek, begin process to resume dialogue

New Delhi: Prime Minister Narendra Modi and his Pakistani counterpart Imran Khan will meet on the sidelines of the Shanghai Cooperation Organisation (SCO) summit in Bishkek, Kyrgyzstan, on 13-14 June to kickstart talks between the two countries, a highly-placed Indian official told ThePrint.

This would be the two leaders’ first meeting since Khan assumed office as Pakistan Prime Minister last year.

Modi, who has returned to power with a resounding victory, seems to have got his way with Pakistan by making them seek a resumption of dialogue four times in the last few days.

Khan had called Modi Sunday, expressing his desire to work together. On 23 May, after the Lok Sabha election results were announced, Khan had tweeted his congratulations to the PM. One day before the results, Pakistan Foreign Minister Shah Mahmood Qureshi had told his Indian counterpart Sushma Swaraj in Bishkek that Pakistan wanted peace. On 25 May, Qureshi said in Multan that Pakistan was willing to resolve all outstanding issues with India. The Pakistan Prime Minister had pointed out as far back as April that peace stood a better chance if Modi returned to power.

Countries like the US, China, and key Arab states like the UAE and Saudi Arabia, which played a key role in preventing a military escalation in the wake of the Balakot air strikes, will heave a huge sigh of relief that the hostile neighbours have begun talking again.

India had conducted the 26 February Balakot air strikes on Jaish-e-Mohammed terror camps in Khyber-Pakhtunkhwa in the wake of the Pulwama attack, which saw a suicide bomber affiliated with the group kill 40 CRPF personnel.

The two nations then came dangerously close to war as Pakistan Air Force planes entered Indian territory the next day to target military installations. Indian Air Force Wing Commander Abhinandan Varthaman’s plane was shot down over Pakistan-occupied Kashmir in the ensuing dogfight. The pilot was captured by Pakistan but returned 60 hours later.


Keeping score

Pakistan Army chief Gen. Qamar Javed Bajwa and PM Khan are selling the impending resumption of dialogue from a position of strength.

“We gave Wing Commander Abhinandan back to India within a couple of days after he was captured and after Pakistan retaliated against the Balakot strikes,” a Pakistani official told ThePrint.

“The score is now 1-1 between India and Pakistan.”

Whatever the imagined score, and irrespective of the death toll in Balakot, fact is the IAF strikes deep inside Pakistani territory sent a message to the Pakistan establishment, as well as the rest of the world, that Prime Minister Modi won’t tolerate cross-border terrorism.

On top of the agenda at the 13-14 June Bishkek meeting, the Indian official told ThePrint, will be Modi’s insistence that Pakistan abide by its 2004 promise that it will not use its territory to allow terrorists to infiltrate into India.

“If Pakistan, indeed, wants a return to dialogue then it has to totally stop cross-border infiltration into the Kashmir Valley,” the Indian official said.

“No more attacks. Jaish-e-Mohammed chief Masood Azhar and Lashkar-e-Tayyeba chief Hafiz Saeed should be put behind bars.”

Second, Modi is expected to hark back to his “sabka saath, sabka vikas” slogan by proposing a joint effort to fight poverty.

Over the next few days, officials from both sides will be talking behind the scenes to thrash out the contours of the conversation between Modi and Imran Khan in Bishkek.

What is interesting is that the conversation between India and Pakistan never really stopped, even during the Balakot air strikes on February 26 and afterwards.

Even on 27 February, the day Pakistan retaliated against the Balakot air strikes, Indian officials, speaking on behalf of National Security Adviser Ajit Doval, were in touch with the Pakistani side to impress upon them that Wing Commander Varthaman’s safety was of utmost concern.

At the time, the US, China and Saudi Arabia had helped broker the return of the Wing Commander, the aforementioned Pakistani official said.

As the elections in India are now over the Pak card has been put to the side. Imran Khan should refuse to meet a terrorist PM like Modi. There is no point in meeting at all, talks never get anywhere so I don't know why an intelligent man like our PM would want to talk to an illiterate person. It is a great compliment that Modi has not invited our PM to his swearing in joke of a ceremony!

It would be delusional to think they are 'peace talks'. They are just photo-ops for each side to justify whatever they are going to do for the next 4-5 years. Like "we tried to talk peace with Pakistan/India but as always they stabbed us in the back with (fill in the blanks)".
 
An elected radicalized extremists nationalist Hindu want hegemony over the region, not going to happen.

Noting good will come out of talks as long as the ruling party survival is depended on making India Hindu again.

Ruling Party will always need a boogeyman to survive.

I don't see any hate at all. What peace talk are taking place? Once again there is no point in Pak having any talks with India at all. IK has to see sense and put an end to these musical chairs with them. Yes Modi is what I said.
 
I am surprised that Modi has been allowed to blatantly not only get away with deliberately putting an entire region at risk over the Pulwama episode but also got handsomely rewarded for it.

If he indeed wants to genuinely talk to IK, would inviting him to his oath ceremony not have been a good gesture?

This is actually true. Its probably only optics.
 
I’m all for peace between Pakistan and India though with a Hindu supremacist at the helm in India, not sure what’s possible.
 
It’s too early after such a bitter election season. Even if they don’t meet, it doesn’t change the fact that we have to keep our borders tight.
Tbh there’s very little to discuss since both sides know what they want from each other.

Also, a slightly weird question, what language would they speak together? Urdu/Hindi? Does Modi even know English?
 
Current Pakistan govt claimed this from day 1 that India wouldn’t go for talks until the elections are done, where the present bjp govt played the Pakistan card and suckered their people. Funny thing is majority of Indian public was fooled and got suckered by the BJP govt. Goes on to show how foolish the people are.

They can talk in Urdu/Hindi there is no need for English at all.

If Modi Ji decides to attend Imran Khan, he may have already forgotten the dead bodies he attended after Kashmir attack where in his opinion Pakistan was involved most probably on Governmental level.

Why in his right mind, he will meet the leader of a terrorist nation right after winning the elections by a landslide :jk :asad1.
 
Modi has a bigger agenda with his so called buddies ala Trump, Natinyahu and other puppet leaders. He will play the friendship card until such time it suits their agendas. We all know what and how it will end.

Imran Khan must know this and should be alert and focus on building better opportunities for our younger generations by creating industries.

I feel for the kashmiries who will be the scapegoat in Modi'sblue print.

The dead bodies modi saw were instigated by a local boy. What about the dead bodies in Gujrat and numerous Muslims in india. Do you see those dead bodies or you decide to ignore it? Terrorist leaders like Modi have come and gone and almost all of them suffered the same fate in the end, someone like Hitler being a prime example.

Pakistan thrown off it most favored lacky status with US and moving towards China (and maybe) Russia.
Neither country showing any coherent plan of how they will lift their millions out of poverty. Its a shame really because as a bloc they would wield so much power when it comes to international trade.
 
Indian sourcing saying there was no official meeting but there was a lil chit chat between them on the sideline.
