He made his One Day International (ODI) debut in the second match of the tri-series against Sri Lanka. Powell made his Twenty20 International (T20I) debut for the West Indies against Pakistan on March 26, 2017. In February 2018, the International Cricket Council (ICC) named Powell as one of the ten players to watch ahead of the 2018 Cricket World Cup Qualifier tournament. Following the conclusion of the Cricket World Cup Qualifier tournament, the ICC named Powell as the rising star of the West Indies' squad. When the West Indies toured Bangladesh in December 2018, he was named the captain of the ODI squad for West Indies.

In January 2022, in the third match against England, Powell scored his first century in T20I cricket, amassing 107 runs from 53 balls.

In 2023, Powell was appointed captain of the West Indies T20I side, replacing Nicholas Pooran after their disappointing ICC T20 WC 2022 campaign. Under his captaincy, the team has played 3 bilateral series, winning all three, i.e., 2-1 against SA, 3-2 against IND, and 3-2 against ENG.

Peshawar Zalmi's Rovman Powell played an explosive innings of 46 (20) against Lahore Qalandars. During the innings break interview, he said:

"There were 6 overs left, I knew Zaman and Shaheen had to bowl 2 each, so my plan was to target the 2 overs from the more inexperienced bowlers."

Rovman Powell scored a brisk 54 off 41 balls before being caught by Bethell off Overton's bowling. His quick innings provided WI momentum to reach the competitive total of 145/8 against England in 3rd T20I.
