Allrounders gives team great balance. A good allrounder should be able to be find a spot in team both as a batsman and bowler.
A perfect allrounder is a mix of ATG batsman + ATG bowler. So far in no one has been able to claim that spot. But some ATG A/R's have reached that for a span of 3-4 years.

I am using following table to categorized Batsman and Bowlers by average. Its not a perfect table because it doesn't take account of factors like longevity , quality of opposition etc.

No AR over a full career has averaged above 40 with bat and under 25 with ball.
Some A/R's over a span of 3-4 years have done it though.
I selected some performances (min 1000 runs , 50 wickets)

50+ bat avg and Under 25 bowl average - Shaun Pollock (2001-03)
Gary Sobers nearly achieved the same (1961-63)

45+ bat avg and Under 20 bowl average - Imran Khan (1980-83)

To classify every A/R , i use the table for all players with atleast 50 wickets and 20+ batting average.
Note - In some cases i made exception.

Some Players had decent Batting and bowling average but they were not considered as technically AR because they didn't bowl much. Some of these players were under utilized as bowlers.. In some case like M.Hafeez they were restricted from bowling. Statistically their wickets per match ratio were less than 1.5.
They can be classified as Good Part Time AR

Next on the list are all-rounders whose Bowling average was above 35 and batting average was below 30. So i categorized them Under Bits and Pieces AR. They were all talented AR who under performed in tests.

One thing that surprised was the Gulf lack of good AR for Pakistan apart from Imran. Other subcontinent teams have done better. Subcontinent has barely produced good AR.
 
Kapil Dev & M Marshall?
Kapil Dev in listed in Post #6 , among Great AR.
Malcom Marshall's batting average was less than 20 , that is why he is not in this list.

Its a universally accepted fact that Imran is the greatest bowling all-rounder in the history of this game. Unlike most i was actually around when he was playing. Although i have seen him more of a batsman than bowler. (From 1984 onwards.) He was still quite fast in 1985-86.

There are no other person because there are no other players who fit the criteria.
Its statistical based category based on solely on average. There are many other factor which i didn't include like longevity etc for the sake of simplicity. Only other factor i considered was wickets per match.

Players with less than 1.5 wickets per match were put in Part Time list. That's why player like Kapil Dev is not ATG , but Great. Another exception was made regarding Richie Benaud. Ashwin batting average is just 0.02 less than 35. So he is there in category of players with 35 batting avg and less than 25 bowling average.

Some players like Strokes , Jadeja and Ashwin are still playing, so there is quite a good chance they may drop from current list. All it will take is few bad performance.

What is the AR record of ashwin outside India and SC ????

I didn't consider performance record based on Home and Away. I may do that in future. Some players like Jadeja , Ashwin will be affected big time in that case. It will affect other players too because nearly all players have better home record than away.

These lists are covering almost 150 years, therefore many great all-rounders from early days missed out for the Cap. And, I think OP has taken spinners out of the list, otherwise Sakib & Ashwin would have been in top bracket.

Thanks , i liked your post in link.
Ashwin and Shakib are not excluding , they are only missing away stats. Cap is necessary otherwise list becomes too long. Also it excludes some modern cricketers who just didn't play enough. For example - Afridi had only 48 test wickets , so he was excluded.

Away - 30 with bat....33 with ball
Outside Asia - 35 with bat....42 with ball

Country wise breakdown (outside Asia)

Aus - 27 with bat...54 with ball
WI - 58 with bat....23 with ball
Eng - 35 with bat...33 with ball
SA - 18 with bat....didn't take wicket with ball

Barring Aus (6 tests) and WI (4 tests).....Eng and SA are low sample sets where he batted or bowled 1-2 innings in total.

Pretty right and correct list of all time great AR. Can't disagree with many of them in the list.

{(Batting avg (away)*3)+(Batting avg(home)*1)}/4 would be I think.Others like bowling avg will be reverse weight.Make the list with ascending order pls.

I think giving 75% weightage to away is bit too much.

One of the issues with looking at the whole career of all rounders, is that an all rounder could be a great bowler in the first part of his career, and an ok batsman. In the second part, the all rounder could be a great batsman, but not a great bowler. By not bowling much, the AR could preserve his bowling Average. So, the AR might not be able to get into the team as either a batsman or a bowler at the same time.

I think this is a very difficult task, but I would love to see stats where a period of say 30-40 tests in an ARs career with the following criteria
1. Picks a min of 3 wickets per test
2. Scores a min of 60 runs per test

These goalposts could change, but 3 wickets per test and 60 runs per test over a long period should indicate that player would be selectable as either a bowler or a batsman at the same time. That truly would be a great cricketer.

I will try to see if I could use cricinfo to somehow obtain this data.

I don't think cricinfo provides wicket /runs per test , it gives runs/wickets per inning

yeah mate. Been trying to find it on cricinfo, but could not find a list of consecutive 40 tests for an AR.

The others must be downloading raw data, and running sql queries separately.
