So Partition is an example of Ethnic Cleansing right?
What you fail to understand is the event you refer to in Kashmir is described as an Exodus NOT Ethnic Cleansing.

As a resident of Indian occupied Kashmir, let me tell you what the reality is. First of all, the expulsion of Kashmiri pandits was well orchestrated by the Indian state and military establishment itself to give the entire struggle a communal colour and to carry out no holds barred operations against muslims after pandits left. The central figure of it all was the newly appointed governor Jagmohan who was behind a lot of open massacres of Kashmiris in which pandits and muslims both died. He once famously said that every muslim in Kashmir is a terrorist and gun is the only solution to this problem. There was violence against Indian army and their informers regardless of their religion. As per Indian government's figures a total of around 209 Pandits were killed which as tragic as it is, is a meagre number. While the same government puts the number of muslim killings at around 50k. However, you heard the word "ethnic cleansing" used by Indian hindus for only the pandits and they call killings of muslims as collateral damage.
Secondly Riddle me this, if the pandits opted to leave the valley because they were scared, what should ANY reliable govt. of the world do? Take measures to bring confidence and security to them OR provide them with government vehicles to facilitate their exodus? Even an idiot would opt for the former. Now Guess what the Indian government did. You are smart enough.
The struggle had hardly any prior precedents of communal violence. Character of society does not change in such a short span of time. Kashmiri muslims are one of the most secular muslims of the world. It has always been part of the fabric of this society.
Kashmiri pandits are not the run of the mill hindus which are found in India. They are distinct is a lot of way. When they lived in Kashmir, they used to look down upon hindus from India and considered them inferior in a lot of ways. They never liked to be associated with them. However, now as they feel left high and dry, what would anybody do? Obviously side with the ones in power. Thats the best option for them. However, this was not always the case. There are documented letters written by Pandit leaders in the initial year after they left in which they claimed that they were fooled by Indian politicians in the name of protection of Dharma. They appologised and felt the shame of leaving their own brethren to die. They explained that there are categories of Pandits based on class who are singing different tunes in India. The ones with properties in Kashmir are willing to return and admit their mistake. While the ones from lower class who had little to no properties here were the most vocal in crying wolf. One such letter was published in the form of an article in a local newspaper a couple of years ago.
The Kashmiri pandits are from among us. We dont need a patriotic Indian who doesnt know what relationships we enjoyed historically to tell us how to treat those who are our own. A recent example is that of one of the most popular sweets business, known as Shakti sweets in Srinagar Lalchowk, which was left behind some 25 years ago by pandits and run successfully by some other local people. It was handed back to the pandit family. The return was facilitated by the Kashmir traders association itself. Time and time again the Kashmiri muslims have helped in performing the last rites of their pandit neighbours. Its videos and news articles are out in the public to see.
Unfortunately you can't expect an opportunist and systematically brainwashed Indian to go out of his way and find out the details. Its always easy to accept something presented in black and white especially if it fits your preconcieved notions and beliefs. My advice is to not waste your time in trying to show light to the blind. They cant see it and they dont want to see it because if they see it, they wont be able to sleep in peace at night.
