The ICC Champions Trophy, scheduled to be held in India in 2021, could find a new venue in case the Indian board fails to find a way to get tax exemption for the tournament. In a meeting held in Dubai on Friday, the International Cricket Council (ICC) board members directed the ICC management ‘to explore alternative host countries’ in a similar time zone for the ICC Champions Trophy 2021 if the issue of tax exemption between BCCI and the government is not sorted out.

In its media statement, the ICC stated that their concern is about the absence of a tax exemption from the Indian government for ICC events. “The matter came up when the ICC board expressed their concern around the absence of a tax exemption from the Indian Government for ICC events held in India despite ongoing efforts from both the ICC and BCCI to secure the exemption which is standard practice for major sporting events around the world,” the press release stated.

“The Board agreed that ICC management, supported by the BCCI, will continue the dialogue with the Indian government but in the meantime, directed ICC management to explore alternative host countries in a similar time zone for the ICC Champions Trophy 2021,” it concluded. The ICC’s warning came after India hosted 2016 World T20 but failed to get a tax exemption from the government. The news of ICC looking for alternate host countries has not gone down well in India. A senior BCCI office-bearer said it appears to be nothing but an attempt to pressurise the Indian government with the threat to take away the tournament from the country and warned that ICC may regret taking any decision that may be detrimental to BCCI’s interests.

Previous issue

“The ICC should be cognizant of the fact that it was under the presidentship of Mr. Shashank Manohar that the IPL was shifted by BCCI to South Africa in 2009. The comment made by him then, that the IPL was shifted out due to the attitude of the Indian government, was made against the will of the BCCI’s Working Committee and was one of many blunders of Mr. Manohar that cost the BCCI deeply. It would be another blunder by another organisation being headed by the same man to unnecessarily rub the Indian government the wrong way, especially after the support that the government extended during the conduct of the ICC World T20 in 2016,” the office-bearer said. “The general body of the BCCI shall examine the Member Participation Agreement very carefully before considering to execute it. The day is not far where the Hon’ble Supreme Court shall give finality to the litigation pending before the Hon’ble Court and from that day onwards the ICC and other member boards will have to deal with the elected representative of the BCCI at the ICC with the full force of the Board supporting him/her to protect the best interest of Indian cricket.”

TBF , this has nothing to do with BCCI. It is GOI call.

Nothing will happen ... Tournament will happen as per plan in 2021 in India. False bravado from spineless ICC

Pure jokes.

What's the worse BCCI I could do? Pull India out of the tournament? BCCI are on course alienating India.

GOI should deny the tax exemption. Let ICC take these tournaments wherever it wants. Cricket is a commercial sport and everyone involved in this sport is making profit. Why should it get tax exemption?

Need to get past this stupid socialist mindset.

In any case, India does not benefit by hosting these events. They are basically ICC events, conducted by the ICC exclusively and locations don't really matter.

Name one country that will favour the concept of India leaving ICC (except Pakistan).
Face it, reason why BCCI issues lot of threats and gets away with it because they know ICC and its members need them more then they do. If ICC stops relying on one market for its revenue then BCCI would not openly bully ICC and its members.

Why would Pakistan favour India leaving an ICC tournament?

You are right though, ICC putting all its eggs in one basket is a single point of failure, but at the same time BCCI thinking ICC will not call it's bluff is also being naive.

Im not sure if PCB would favour BCCI walking out of ICC or not, as of now they are not being financially rewarded so their call may be emotional and would just be ok with it.

Also, ICC did once called the bluff of BCCI in 2002 when team India were threatening to boycott Champions trophy. What followed was a huge wake up call for ICC, that when Indian interest is being challenged nations gets behind and will bring down ICC in blink of an eye.

In 2002, ICC were ok with team India not playing champions trophy and thought they can still milk Indian market. Days later Supreme court banned ICC event to be broadcasted in India, also banned money flowing from Indian sponsors to ICC, which brought the might ICC to its knees. That was when BCCI wasnt as powerful.

Like I said, in order to stop BCCI and its bullying, ICC would need to find more markets to generate revenue.

There is a saying in Hindi “Jiski lathi uski Bhains”

The BCCI can threaten to pull out if they want, they tried it before and then had to beg for hundreds of millions just to keep their domestic circuit afloat.

the ICC should just call their bluff.

Begging??? Lol....do you know whats begging, ask PCB.

Either:
1. Just a little hiccup. Everything will go according to plan.
2. ICC + BCCI wants to ditch a "useless" tournament by putting it somewhere else.
3. BCCI wants to disintegrate international cricket and wants to start with CT 2021

Lets do some math and use some logic. ICC wants to move the Champions trophy and WC out of India. Assume the tax rate that the GOI is demanding is say 20% (they will get some concessions). Irrespective wherever the tournaments are held India will continue to be the biggest market for these tournaments. If ICC wants to move the tournament out of India then they will have to find a country with the timezone similar to India. BD, SL and South Africa are the options BD and SL can both host the CT on their own but not sure if they can host WC. South Africa is the best venue for WC as the have lot of infrastructure to host it on their own. Now irrespective of how well you adjust there will be inevitable loss of some prime time due to change in timezone and also lack of enthusiasm due to the tournament being held else where. For eg, the amount of prime time ad rate for a WC game held in India will be at least 30 to 50% more than the same game held anywhere else. May be some of the top contests might still retain most of the value but not others. So lets take a conservative estimate and say there will be a hit of around 30% to 35% revenue. So to save 20% tax on any taxable income (which will be much lesser than overall revenue) will ICC forego a significant amount of revenue?

Its a standard practice around the world for sporting events so why cant indian govt do the same?

It's not a standard practice in professional sport. EPL doesn't get tax break in the UK, neither do NBA, NFL, etc. in the US. I know WC is not the same as EPL/NBA/NFL but it's the largest revenue generator in cricket. Why should it get tax breaks?

Begging is the BCCI writing an official letter to the ICC asking for money to keep their domestic system afloat. In total they begged for $400+ million.

Facts are facts. Please tell me the last time the PCB did that. Thanks.

IPL broadcast rights for 5 years is more
than ICC's entire revenue in those years. Thats a FACT.

Pcb asked icc for extra funds.

Bcci didnot beg. They threatened the icc. There is a difference.

The ICCs profits for the last 5 available recorded years is higher than the amount the IPL TV rights were worth over that period let alone their revenue.

ICC Profits (2012-2016) - $648mn
IPL TV rights (2012-2016) $513mn
