The Pakistan Electronic Media Regulatory Authority (Pemra) on Saturday imposed a ban on broadcasting live speeches of former prime minister and Pakistan Tehreek-e-Insaf Chairman Imran Khan on all satellite TV channels with immediate effect.

While addressing a protest rally in Islamabad earlier today, Imran warned the IG and DIG of Islamabad police, saying that he will not spare them and register a case against them for “torturing” party leader Shahbaz Gill during physical remand.

He also called out Additional District and Sessions Judge (ADSJ) Zeba Chaudhry for approving police request of physical remand despite knowing that Gill was subjected to “torture”. “We will not leave you [Zeba] and will also file a case against her.”

Soon after Imran's speech, the coalition parties demanded action against the former premier. Interior Minister Rana Sanaullah also vowed to take legal action against Imran for “threatening” the woman judge and police officials.

"It has been observed that Mr Imran Khan, Chairman Pakistan Tehreek-e-Insaf, in his speeches/statements is continuously alleging state institutions by leveling baseless allegations and spreading hate speech through his provocative statements against state institutions and officers which is prejudicial to the maintenance of law and order and is likely to disturb public peace and tranquility," a statement from the regulatory authority read.

Pemra said that after analysing the content of Imran's speech, it has been observed that the content was aired live by the licensees without effective time delay mechanism which is the violation provisions of Pemra laws and in disobedience of judgements passed by the honourable courts.

"The competent authority i.e. Chairman PEMRA in view of the above mentioned background and reasons, in exercise of delegated powers of the Authority vested in Section 27(a) of the PEMRA Ordinance 2002 as amended by PEMRA (Amendment) Act 2007, hereby prohibits broadcast of live speech of Mr Imran Khan on all satellite TV channels with immediate effect," it said.

The media watchdog, however, said that the recorded speeches of the former PM would only be permitted to be aired after effective delay mechanism is put in place in order to ensure effective monitoring and editorial control in conformity with Pemra laws.

"Furthermore, all satellite TV channels are directed to ensure that an impartial and independent Editorial Board be constituted as required under Clause 17 of Electronic Media (Programmes and Advertisement) Code of Conduct 2015 in order to ensure that their platform is not used by anyone for uttering remarks in any manner which are contemptuous and against any state institution and hateful, prejudicial to law and order situation in the country (in any manner even repeatedly in programmes / talk shows/ news bulletins)."

It warned of legal action as per Pemra laws in case of any violation of the directives.

And to think these guys were previously blaming PTI government for fascism. The unholy alliance is becoming braver each passing day. First they banned ARY now IK. What next? Youtube and Twitter?

Our nation is now totally numb to these things - otherwise by now, people would’ve eaten this PDM alive.

The Islamabad Capital Territory Police (ICT) on Sunday responded to warnings issued by PTI Chairman Imran Khan against the capital police a day ago, saying “anyone threatening the police or making false accusations will be dealt with according to the law”.

The statement from the police come a day after Imran claimed in a rally that the Islamabad police was taking orders for action against his party leaders from “someone”.

“When I asked the police to tell me what did you do to Shahbaz Gill, they said ‘we did nothing, we got a boot from behind to follow orders’,” he told the rally participants on Saturday while announcing plans to move the Supreme Court against the alleged torture of Gill.

Imran also warned the judiciary against its “biased” attitude towards his party, saying that it should brace itself for the consequences.

The former premier had also taken exception to Additional District and Sessions Judge Zeba Chaudhry, who had approved Gill’s two-day physical remand at the request of the capital police, and said she should “prepare herself as action would be taken against her”.

Reacting to the PTI chief’s statement, the capital police said in a tweet that it will continue to perform its duties “diligently”.

It said the police had taken an oath “to serve the nation at all times”.

“All officers are rendering their services with complete responsibility and continue to discharge them. The police is an organised institution and we are bound to perform our duties come what may,” the ICT said.

It added that the police could not indulge in any mismanagement.

The capital police reiterated that it will take lawful action against “all false allegations”.

Earlier, Interior Minister Rana Sanaullah said Imran would have to face the law for “threatening and hurling abuse” at the magistrate and police officers.

In a tweet, the minister said the PTI chief will not be allowed “to challenge the writ of the state by inciting rebellion”.

Information Minister Marriyum Aurangzeb said the PTI chairman had become a threat for Pakistan and its security.

“By challenging national institutions and the state writ, he is inciting the people to violence, lawlessness, rebellion and riot. Imran Khan wants a civil war in the country,” she tweeted.

Federal Minister for Railways and Aviation Khwaja Saad Rafique also lashed out at the PTI chief for attacking a magistrate and police in his speech, saying the judicial action was inevitable after he “openly threatened” the judge.

PPP leader Farhatullah Babar also censured the ex-PM for hurling a threat at law enforcement personnel and a judge.

“Naming a woman judge and threatening her publicly for alleged transgression but calling powerful transgressors merely as X and Y is not courage,” he tweeted.

In his address on Saturday, Imran had threatened to file cases against the police, bureaucracy, the Election Com*m*ission of Pakistan and political opp*o*nents over the treatment allegedly meted out to his chief of staff Shahbaz Gill.

The PTI chief again called on the “neutrals” — a euphemism he uses for the military establishment — to stand with the nation rather than the “gang of thieves”, in reference to the ruling coalition.

He said he wanted to ask the neutrals if they were “really neutral”. He had also alleged that the Islamabad police was taking orders for action against his party leaders from ‘someone’.

The ex-PM had announced that he would present a roadmap to the public in the party’s rally at Rawalpindi’s Liaquat Bagh on Sunday (today), adding he planned to take to the streets across the country from today.

Soon after Imran’s speech, the electronic media regulator slapped a ban on all satellite TV channels from carrying the PTI chief’s speeches live.

The Pakistan Electronic Media Regulatory Authority (Pemra) communiqué — issued late at night — held that channels had failed to implement a time-delay mechanism which could curtail such occurrences.

In a four-page document that included a specific reference to Imran’s speech on Saturday night, where he had targeted police and judicial officers, the regulator said that only recorded speeches could be telecast, and those too would only be allowed if a time-delay mechanism was in place.

ARY banned, Bol taken off air in some cities, YouTube taken off air, journalists arrested and others forced to flee party workers tortured in jail and kids arrested. PK under fascism.

It's going along the lines of Egypt.

If things get worse in terms of rallies protests for the crooks and general sisi bajwa you might see eventually mass arrests and protestors shot and run over by security vehicles and people snatched from their houses and taken away and never be seen again.

In what seems to be an 'organised social media campaign' to defend the ban on broadcasting live speeches of former prime minister Imran Khan, many journalists and political activists posted a similar message on Twitter.

The Pakistan Electronic Media Regulatory Authority (Pemra) on Saturday imposed a ban on broadcasting live speeches of PTI Chairman Imran Khan on all satellite TV channels with immediate effect.

The ban was slapped the same day Imran held a rally in Islamabad in which he criticised police officials and a woman judge for granting physical remand of incarcerated party leader Shahbaz Gill.

Reacting to the development, anchorperson Mubasher Luqman said if the media blackout of chief of Pakistan’s biggest political party and former three-time prime minister can be enforced “then why not Imran Khan”.

“How long will the establishment continue to save Imran and make him a hero?” he added.

Similarly, another journalist Gharidah Farooqi also posted the same tweet with little addition: “The speeches that Imran Khan/PTI has been delivering nowadays, no one has ever been done that till date. How long will it last!!??”

Other journalists and many social media users mostly belonging to the PML-N also shared the same tweet.

Case against me has become an international story and it seemed that Pakistan is a banana republic, says Imran
By Web DeskAugust 25, 2022

ISLAMABAD: Lashing out at the coalition government over lodging a terrorism case against him, PTI Chairman Imran Khan on Thursday said that Pakistan has become a laughing stock all over the world and headlines are published in international media.

Speaking outside the Federal Judicial Academy in Islamabad after appearing before an anti-terrorism case, Imran Khan said, “When I raised my voice against the sexual abuse of Shahbaz Gill and said that I will take legal action, a terror case was filed against me.”

The magistrate, he claimed, despite knowing that Gill was tortured in custody again handed over him to the police.

"The case against me has become an international story and it seemed that Pakistan is a banana republic."

His statement comes as a couple of US media outlets published stories and pictures of him commenting on the terror case filed against him.

“Whoever is making these decisions or should think of the country,” Imran Khan said, adding they are trying to arrest the leader of the biggest party in this case.

“They are afraid of the power of Tehreek-e-Insaf, there have not been such big rallies in the history of Pakistan,” he said.

Imran Khan doing technical knockouts out of fear to save himself, this is making fun of Pakistan.

The PTI chairman said that they [coalition government] are trying to knock him out on technical grounds due to the fear of the PTI’s popularity.

Earlier, the PTI chairman was granted pre-arrest bail by the ATC in a terrorism case filed against him for threatening senior police officials and a judge in a public rally till September 1.

On August 21, a first information report (FIR) was registered against Imran Khan under the Anti-Terrorism Act for threatening an additional sessions judge and senior police officers of the Islamabad Police at a rally in the federal capital’s F-9 Park on August 20.

The PTI chairman appeared in person before the court where ATC judge Raja Jawwad Abbas heard his plea.

Terming the terrorism case against Imran Khan “political victimization”, his counsels Babar Awan and Muhammad Ali Bukhari have filed a petition in the ATC seeking their client’s pre-arrest bail.

After hearing arguments, the ATC judge granted Imran Khan interim bail till September 1 against Rs100,000 surety bond. The court also issued notices to the police and the plaintiff in the case.

ISLAMABAD: There are some renewed efforts being made from within the Pakistan Tehreek-e-Insaf (PTI) and by the Punjab chief minister to stop party Chairman Imran Khan from confronting the military establishment.

Informed sources said that from the PTI, the person who is working really hard in this respect is Faisal Vawda. Pervez Khattak is also making efforts.

From the PMLQ — the coalition partner of PTI in Punjab — Pervaiz Elahi and his son Moonis Elahi are also pressing Imran to cool down. The PTI chairman is being advised that confrontation with the establishment will not benefit the party or him. He is warned that it will be damaging for the PTI as well as for the institution and the country.

These sources indicate that these efforts may soften Imran vis-a-vis the military establishment and in the coming days such a change could be noticed. Interestingly, there are many in the PTI leadership, who are unhappy with Imran’s aggression towards the establishment but only a few dare to talk about this on PTI chief’s face.

There are some hawkish elements in the party who not only endorse Imran’s hard talk against the military but also poison him with conspiracy theories and wrong information in order to fuel the confrontation. Strangely Imran, during the recent weeks and months, has been more inclined to the advice of hawkish elements than those who have been warning him of the risks and dangers linked with the policy of confrontation.

Of late, in a high-level party meeting, Faisal Vawda had warned Imran that some senior leaders around him are playing the role of snake in the grass to get him disqualified and pave the way for their possible premiership.

It is argued that when the PTI chairman speaks against the military leadership, it makes the party’s social media and Imran’s followers uncontrollable and for the same reason they have been supporting highly obnoxious trends against the military and its top command. Such trends have really been damaging for the institution but rarely any of the PTI leader condemned its social media activists and followers. Instead, they have always been praised as “social media warriors” of Imran.

Although, the PTI leadership generally distanced itself from the sickening trends against the military’s high command on Twitter during the recent months, a report on negative propaganda against the army on social media following the Lasbela helicopter crash discovered 178 accounts linked to the PTI.

After an investigation, the media reports said, social media activists and their handlers were tracked down. Over 2,350 posts were made through 580 accounts, and the campaign also included 18 Indian accounts.

After an Army Aviation helicopter went missing in Lasbela during a relief operation in flooded areas, a smear campaign was launched against the Pakistan Army. Several PTI social media activists have apologised for their actions.

There is a realisation among some in the PTI leadership that the party’s social media team and followers could not be left unrestrained and there is a need that they should be checked and guided for not crossing red-lines vis-a-vis any state institution. However, such a policy could only be adopted following the approval of Imran Khan, who considers his party’s social media following as critically important for his politics and popularity.

The Pakistan Tehreek-e-Insaaf (PTI) has decided to approach Islamabad High Court (IHC) for the live-telecast of former prime minister Imran Khan’s international telethon for flood victims, scheduled to be held on Monday night (today).

The Pakistan Electronic Media Regulatory Authority (Pemra) last week had imposed a ban on broadcasting live speeches of PTI Chairman Imran Khan on all satellite TV channels over his controversial remarks against police officials and a woman judge.

The sources said on Sunday that PTI will file an application in the IHC on Monday (today) to seek directives for live telecast of his telethon to raise funds for flood victims.

Imran will hold an international telethon on Monday night from 9.30 to 12pm to help the flood victims. The chief ministers of Punjab and Khyber-Pakhtunkhwa will also join him.

In a video message shared on PTI’s official Twitter handle, Imran appealed to the people including overseas Pakistanis to participate in the telethon on Monday and donate whatever they can.

He added that donations will be managed by his former aide on social protection, Sania Nishtar and will be distributed across all flood-affected areas of the country.

Historic monsoon rains and flooding have affected more than 30 million people over the last few weeks across the country. The destruction of infrastructure and breakdown in communication links adds to the difficulties faced by the authorities in rescue and relief efforts in the region.

The government has called upon the international community to help as it struggles to cope with the aftermath of torrential rains that have triggered massive floods, killing nearly 1,000 people.

On Friday during his visit to the flood-hit areas of Khyber-Pakhtunkhwa, Imran announced the construction of 10 more dams in the province to avoid the recurrence of the devastation caused by the ongoing super deluge in the province.

Imran visited Dera Ismail Khan and Tank districts and interacted with the flood victims at a relief camp set up at the Ratta Kulachi Sports Complex. Accompanied by K-P Chief Minister Mahmood Khan, the former PM reviewed the relief and rehabilitation activities in the affected areas

Disgraceful from PDM to say the least.

For our next leader, I don't care which party they come but it's about time we see a younger face with a more progressive mindset.

I'm sick and tired of seeing 70 year old grandads with archaic views fighting for power.

While Imran is banned, an absconding convicted felon was allowed to make a speech on PTV from all the way in Lundonn...

Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan challenged on Monday the Pakistan Electronic Media Regulatory Authority's (PEMRA) notice, banning live telecast of his speeches, in the Islamabad High Court (IHC).

The petition was filed by the party chief’s lawyers who requested the court to set aside the order of the ban.

“While referring to the violence against party member Shahbaz Gill, Imran had requested to take legal action against those responsible,” the petition read.

It furthered that as a citizen the law has given the right to take legal action and that the PTI chief’s speech was mistaken as hate speech.

The petition added that Imran’s stance to call for legal action against those responsible in Gill's "torture" does not fall under hate speech.

Earlier, the PEMRA had imposed a ban on broadcasting live speeches of the PTI chief on all satellite TV channels with immediate effect.

The regulatory authority’s decision came after Imran warned the IG and DIG of Islamabad police during a protest rally in Islamabad.

During the rally he said that he will not spare them and register a case against them for “torturing” party leader Shahbaz Gill during physical remand.

He also called out Additional District and Sessions Judge (ADSJ) Zeba Chaudhry for approving police request of physical remand despite knowing that Gill was subjected to “torture”. “We will not leave you [Zeba] and will also file a case against her.”

Advocate Azhar Siddique, who has fought multiple cases as a PTI counsel, has approached Pakistan Electronic Media Regulatory Authority (PEMRA) against the broadcast of PML-N supremo Nawaz Sharif’s statement on television channels, ARY NEWS reported.

Azhar Siddique wrote a letter to the PEMRA chairman and argued that the speech of an absconding suspect Nawaz Sharif was aired on television channels which is against the rules of the regulatory authority.

In October 2020, Pakistan Electronic Media Regulatory Authority (PEMRA) had barred television channels from airing the speeches of the absconding accused and proclaimed offenders.

The Islamabad High Court (IHC) has suspended the Pakistan Electronic Media Regulatory Authority’s (PEMRA) notification, banning the live telecast of former prime minister and PTI Chairman Imran Khan’s speeches, ARY News reported on Monday.

According to details, the IHC has suspended the PEMRA’s notification, banning the live telecast of Imran Khan’s speeches, till the next hearing.

Earlier in the day, the petition – challenging the Pakistan Electronic Media Regulatory Authority’s (PEMRA) ban on live telecast of speech – was filed by Imran Khan’s lawyers, who requested the court to set aside the order of the ban.

A civil miscellaneous application was filed in the Lahore High Court (LHC), seeking directions to quarters concerned to stop live telecast of speeches of former premier Nawaz Sharif and former finance minister Ishaq Dar.

The petitioner stated in his petition that the Pakistan Electronic Media Regulatory Authority (Pemra) had banned the live telecast on television of speeches of the aforesaid persons after they had been declared proclaimed offenders by the courts.

However, the petition pointed out, after the Pakistan Muslim League-Nawaz (PML-N) came to power, it had been noticed that Nawaz's speeches were being covered by all TV channels.

He submitted that Pemra should follow its own decisions/orders which it had issued for restraining all TV channels from live telecasting the speeches of the PML-N leaders.

He highlighted that Pemra was committing a violation of its own orders which it had passed requiring strict implementation. He requested the court that directions be given to the authorities concerned to stop live telecast of Nawaz and Dar's speeches.

The SHC was ignored by Pemra and the govt and took another order by the IHC to get ARY restored. I never knew the High courts could just be ignored

The Islamabad High Court (IHC) on Monday wrapped up a plea against a ban on live telecast of PTI Chairman Imran Khan’s speeches and directed PEMRA to act as per the guidelines of the Supreme Court in this regard, ARY NEWS reported.

During a hearing today led by Chief Justice IHC Athar Minallah, PEMRA’s counsel said that the purpose of issuing show-cause was to ensure a delay in live broadcast of speeches.

“Our direction was not for a particular person,” the counsel said.

The chief justice during the hearing said that the PEMRA should act according to the rules and the court would not intervene in its operations. “Are you satisfied with the last order of the court,” the chief justice asked and on getting an affirmative reply, he wrapped up the case.

Earlier during the hearing, Imran Khan’s lawyer draw ire of the IHC bench for his remarks against the appointment of the top military leader. “Which way you are moving. Why are you damaging the constitutional institutions,” the court remarked.

“You are making it difficult for yourself through such remarks. What message are you giving to the world through these statements?” the court asked, adding that even remarks do not fall under Article 19 of the Constitution that endorses right to freedom of speech.

The court remarked that every citizen is bound to act as per law and such remarks will have repercussions and political leaders should give statements keeping in view that they would also made an impact on their followers.

“You should not expect a relief from court over such actions,” the IHC bench led by CJ Athar Minallah warned.

What Business is it of the CJP of IHC to talk about IKs comment on the COAS. His job is to uphold the law, unless he is saying we are under Martial Law and IK is making his job difficult. If that is the case then he should say so

It is shocking that they would ban live speech of a former prime minister.

This is a violation of rights.

ISLAMABAD: The Islamabad High Court (IHC) on Tuesday nullified the Pakistan Electronic Media Regulatory Authority’s (Pemra) order to ban the live telecast of PTI Chairman Imran Khan’s speeches, ARY News reported.

IHC Chief Justice Athar Minallah issued three-page written order on ex-prime minister and Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan’s plea challenging the Pemra ban against his live speeches.

In a written judgment, the court observed that counsel, who appeared on behalf of PEMRA, was not able to satisfy the Court that a blanket prohibition order could be passed under section 27 of the PEMRA Ordinance.

The judgment further reads: “if media channels “fail to implement directions regarding delaying mechanism, then PEMRA will be expected to proceed against such delinquent licencees in accordance with the law.”

The petition – challenging the Pakistan Electronic Media Regulatory Authority’s (PEMRA) ban on live telecast of speech – was filed by Imran Khan’s lawyers, who requested the court to set aside the order of the ban.

The petition stated, “While referring to the violence against party member Shahbaz Gill, Imran had requested to take legal action against those responsible.”

On August 21, the Pakistan Electronic Media Regulatory Authority (PEMRA) slapped a ban on telecast of live speeches of former prime minister and Pakistan Tehreek-e-Insaf Chairman Imran Khan on all TV channels with immediate effect.

PEMRA in its press release said: “It has been observed that Imran Khan, Chairman Pakistan Tehreek-e-Insaf, in his speeches/statements is continuously alleging state institutions by leveling baseless allegations and spreading hate speech through his provocative statements against state institutions and officers which is prejudicial to the maintenance of law and order and is likely to disturb public peace and tranquility.”

And finally youtube was also banned by the Fascist descendants of Zia ul Haq.

Ironically some PDM apologists supported corrupt crooks ONLY because Imran Khan was allegedly fascist and now they have gone to lowest level to show their inner filth.
Conspiring against government with establishment's help, banning channels, picking up PTI supporters, attacking journalists, fake cases against PTI leaders and in between all this massive loss at elections BUT TRUST ME BRO, Nawaz Sharif, Mullah Fazlu & Zardari are fighting for "Vote ko Izzat dou"

What should they do when corrupt governments keep ruining the country?

Who is giving the NROs to the corrupt? It's they that control the courts and delay cases and let the corrupt go? Tell me why AZ and SS cases haven't come to court? Who is closing down channels ARY and BOl? Who started the Terrorism case against IK? Its a Millitary coup

The thing is IK thinks he is above the law. What is your point by the way? Mines is that the military has to intervene when the politicians keep looting the country. Military duty should be made mandatory for political families. Let IK and Nawaz Sharif call their sons from the UK then make them stand at the border.

You need to talk in facts. What laws has he broken because you or the mafia haven't given a single example where he has broken the law.
You keep evading a simple question- the Millitary are the ones holding up the trial of 2 open and shut cases against SS and AZ,they are the ones behind the VONC, and they put in charge 24 guys on bail. So how are the fighting corruption by put corrupt in charge:13::13::13::13:

What is the bold part supposed to mean? That is the problem with IK fans that they assume anyone opposing him is by default a Zardari or NS/SS supporter? Once again did the military put Nawaz in charge that you are holding responsible? If they tried to stop them from winning the elections you'd accuse them of interfering with politics. What do you want the military to do first tell me that?

Yes. NS has been put in charge by PK army. Its not even a controversial statement. We have criminal families put in charge with full support of the army, how is it possible that 24 people on bail are in cabinet? Why did the MQM vote for a govt in which they have no influence and has destroyed their politics in Karachi?

BTW
What crimes has IK committed? If your going to make such statement, please take the time to tell us what they are? Is the terrorist case what you are talking about, or saying the lady judge will be challenged for her criminality, let's see some examples

And how exactly was NS put in charge by the military in a country that calls itself a democracy? Why would the military want criminals in charge of the country? You've lost me!

Firstly IK constantly spews hatred of the west that may not be a crime yet is completely wrong. He blames the west for all Pak's problems instead of taking ownership of his own errors. He encourages terrorists by supporting the Taliban hence the name "Taliban Khan". He is using hatred of the west to propagate his politics no doubt about it. This is why he was recently charged with terrorism offences or was that wrong too?

President Dr Arif Alvi upheld on Saturday the sentence awarded to Pakistan Electronic Media Regulatory Authority (PEMRA)’s Director General Admin and HR Haji Adam by the federal ombudsperson for protection against harassment of women for harassing his subordinate at the workplace.

The president upheld the sentence of dismissal from service, but enhanced the fine imposed on the accused to Rs2.5 million from Rs2 million, for sexually harassing the woman and continuing to do so even while the case was pending before the ombudsperson. He observed that the money should be given as compensation to the woman for the hardships she faced at the hands of her superior.

A tweet can neither incite mutiny within the armed forces nor can create fear among the masses, the Islamabad High Court (IHC) said in an order on Saturday.

IHC Justice Babar Sattar also quashed the FIR against a citizen named Kashif Far*eed for allegedly ‘defa*ming the armed for*ces’ through a controversial tweet. The case was registered against Mr Fareed after he allegedly posted a tweet against COAS General Qamar Javed Bajwa and the army.

The FIR stated that the acc*used committed a crime under sections 500, 501 and 505 of the Pakistan Penal Code (PPC).

The court, in its order, remarked that a tweet from an ‘insignificant’ Twitter account cannot incite mutiny within the army or the public.

“It is inconceivable how the publication of a tweet from an insignificant Twitter account can cause or incite officers of the military to mutiny or otherwise disregard their duties,” Justice Sattar remarked.

He added that it was “equally inconceivable” how a tweet could cause fear or alarm among the public, prompting them to commit an offence against the state or people.

Justice Sattar also noted the Federal Investigation Agency (FIA) lacked the jurisdiction to take cognisance of any complaint registered under the Section 505 of the PPC.

Moreover, Section 500 deals with “printing an individual’s name in a matter known to be defamatory,” but the said tweet did not mention the name of any individual, he remarked.

“The petitioner denied ownership of twitter handle adding,” the order said, adding that even if the said individual was the owner, the text in question could not be the basis to register an FIR under the said sections.

While calling the FIR “a breach of fundamental rights,” the order also said the action demonstrated “high-handedness” on part of the FIA.

Subsequently, the court quashed the FIR.

PEMRA BANS BROADCAST OF AZAM SWATI’S SPEECHES, PRESSERS

ISLAMABAD: The Pakistan Electronic Media Regulatory Authority (PEMRA) on Sunday banned the broadcast of Pakistan Tehreek-e-Insaf (PTI) Senator Azam Swati’s speeches and press conferences, ARY News reported.

According to details, PEMRA has banned the broadcast of Azam Swati’s speeches under PEMRAS Ordinance 2002. No TV channel would be allowed to broadcast the PTI Senator’s speeches, the notification issued by PEMRA read.

The PEMRA has also banned TV channels from inviting Swati to current affairs shows and airing his recorded speech or press conference.

The PEMRA notification read that PTI lawmaker Azam Swati hurled baseless allegations at national institutions in his speeches. Broadcasting such content on national television would birth hatred in society, they added.

The development has come a day after Azam Swati made controversial tweets against the military institution.

It may be noted that the Federal Investigation Agency (FIA) Sunday arrested Senator Azam Swati, in a case related to controversial tweets against state institutions.

The PTI leader was taken into custody by a three-member FIA team from his farmhouse located in Islamabad’s Chak Shahzad. A fresh case had been registered against the PTI lawmaker. FIA Cybercrime Wing has confirmed the arrest of the PTI leader.

Notice how you won’t see any western media outlets publishing articles anymore on the lack of freedom of press in Pakistan ever since IK was ousted.

No one in the west seems to be concerned anymore about our journalists, especially those who were on the run from the establishment.

To be fair the amount of news coming out everyday from Pakistan is tremendous to keep track of.

They were keeping tracking of Media and Press freedom quite aptly. It's suddenly stopped.

Go figure.

Fair point, also the reporting right now is towards mostly Pakistan being victim of Climate Change, NPR was reporting on it a few days back with a major implication on how corporations in developed world might be responsible for the same.

But all of west reporting is also not on same page, USA didn't really keep reporting on Qatar issues whereas Canadian/English did.

Interior Minister Rana Sanaullah said on Sunday that the government had given the Federal Investigation Agency (FIA) permission to arrest ex-finance minister PTI Senator Shaukat Tarin in a case pertaining to his alleged role in derailing the International Monetary Fund (IMF) deal.

Two audio leaks had surfaced in August last year in which a man, purportedly ex-minister Tarin, could be heard guiding Khyber Pakhtunkhwa and Punjab finance ministers, belonging to the PTI, to tell the coalition government in the Centre and the IMF that they would not be able to commit to a provincial budget surplus in light of the monsoon floods that wrought havoc across Pakistan.

In a notice issued to Tarin in September last year, the FIA said an inquiry had been initiated against his alleged role on the basis of the audio leak.

Informed sources told Dawn that the FIA, which completed a preliminary inquiry into Tarin’s audio leaks, saw his leaked conversations as an “attempt to disrupt” the IMF loan programme and funds, thereby causing harm to the national interest.

The FIA sought approval from the interior ministry to initiate legal proceedings against Tarin, leading to his arrest, the sources had added.

Commenting on the matter during a press conference in Karachi on Sunday, Sanaullah lashed out at PTI Chairman Imran Khan and alleged that since his ouster, the ex-premier had been “campaigning and making moves” to ensure that the country was subject to political instability so that it would ultimately default.

“For this purpose, he (Imran) also led astray a person like Shaukat Tarin who under his influence did something because of which Pakistan could’ve been hurt.

“The inquiry against him (Tarin) is complete, the FIA had asked permission to arrest him which the government has given and he should be punished for it so no one ever dares to do something like this again.”

He said that despite all this, the PTI chief was “unsuccessful” and an agreement between the IMF and the government was seemingly on the horizon.

“Today again he indulged in a very disgusting talk which is highly condemnable and I want to clarify that Pakistan will achieved political and economic stability,” he said, referring to Imran’s televised address.

Continuing his criticism of the PTI chief, Sanaullah termed Imran to be a “political terrorist” and said the country would remain “safe from terrorists, including political terrorists like him”.

He said there was “no possibility” of future negotiations with militants since past talks had not proved successful or yielded any results. “There is no doubt that a new wave of terrorism has arrived,” Sanaullah said, adding that law enforcement agencies and security institutions on alert.

During his media talk, the interior minister also spoke about elections in the country, saying that it was the Election Commission of Pakistan’s prerogative to conduct them.

“We are fully ready to contest elections whether they are in April or October but we are of the opinion that they are not the solution to the economic and militancy challenges the country faces at this time.”

The interior minister said it would be “hard to accept” the results of an election held without a caretaker set-up.

IMF audio leaks
In the alleged phone calls, Tarin was apparently asking Mohsin Leghari and Taimur Jhagra to do a volte-face citing provincial surplus.

“We only wanted the provincial finance minister to write to the federal government so “pressure falls on these b******* … they’re jailing us, filing terrorism charges against us and they’re going away completely scot-free. We can’t allow this to happen,” the voice purportedly of Tarin’s is heard telling Leghari.

In the same audio tape, when Leghari asks Tarin if the activity would hurt the state, the latter responds: “Well … frankly speaking, isn’t the state suffering the way they are treating your chairman and everybody else? This will definitely happen that the IMF will ask ‘where will you arrange the money from’ and they (the government) will bring another mini-budget.”

Tarin says it could not be allowed “they mistreat us and we stand on one side and they blackmail us in the name of the state and ask for help and we keep helping them”.

Later in the leaked conversation, Tarin tells Leghari that the mechanism of the information’s release to the public would be decided later. “We will do something so it doesn’t seem we are hurting the state but we should at least present the facts that you won’t be able to give [budget surplus] so our commitment is zero.”

In the other audio, Tarin can be heard asking Jhagra whether he had drawn up a similar letter. “[The IMF commitment] is a blackmailing tactic and no one will release money anyway. I won’t release them, I don’t know about Leghari,” says the man said to be Jhagra.

The former federal minister says the letter, once drafted, would also be sent to the IMF representative so “these b******* know that the money they were forcing us into giving will be kept by us”. Tarin, however, said the audio was ‘tampered’. It was a crime to tap someone’s conversation, which was leaked after being tampered with, he added.

PEMRA prohibits TV channels from covering terror attacks

The Pakistan Electronic Media Regulatory Authority (Pemra) Monday prohibited television news channels from covering terrorist attacks.

Pemra's directives come after its earlier directives on the issue urging TV channels to adhere to the Electronic Media Code of Conduct 2015.

In a notification, the authority stated: "It has been observed with grave concern that despite repeated directives satellite TV channels are unable to comply with provisions of Electronic Media Code of Conduct-2015 in letter and spirit."

The regulatory body added that, amid a terror attack, news channels resort to marathon transmission ignoring basic journalistic norms and ethics only to "take lead" and "credit" for breaking the news first. It added that the channels also violate journalistic ethics by "airing live images of the crime scene."

Pemra stated: "Satellite TV channels and their staff are found ambivalent of not only their security but also create hurdles in rescue as well as combat operations."

The electronic media watchdog further stated that information shared on news channels in such a situation is "unverified, speculative without consulting security agencies present on the spot".

The notification read that such reporting creates chaos among domestic and overseas viewers.

Pemra also mentioned that reporting such incidents gives benefit to terrorists for "using media as a form of political advertising" and serves their ideological purposes by "publicising their campaign".

"Moreover, media coverage of such incidents also gives terrorists an organisational advantage by allowing a specific group to exhibit its strength and audaciousness in comparison with its rivals," the watchdog stated.

This is stupid. PEMRA has gone mad.

Terrorism is happening in the country, if you dont cover this than how is anyone gonna solve this issue?

The purpose behind hiding such information is that foreigners dont get affected by this news. Thing is, Foreigners dont show up just like that to Pakistan they first check security risks that exist. The only people that stay oblivious are the locals and than there is no pressure to fix the issue and the issue doesnt get fixed.

This is like how the red mosque issue started. It was terrorist hub that the govt kept ignoring until it had become a state within a state and waged war on the country.

Anyways, PEMRA also banned hte coverage of hte news of the rape incident in Islamabad's f9 park. Reason was because 1 - 2 stupid channels gave the victims name to the public. Instead of taking action agianst those channels, they banned information all together on all channels.

Western media outlets are too big to miss any bad news about Pakistan. I think the real purpose is to hide these attacks from Pakistanis so that it doesn't fuel uprisings. Terrorist attacks undermine the Army's portrayed control

PEMRA SUSPENDS ARY NEWS LICENCE

The Pakistan Electronic Media Regulatory Authority (PEMRA) has suspended the licence of the ARY News for broadcasting Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan’s statement in the headline slot of 9:00 pm.

The PEMRA took action against ARY News immediately after imposing a ban on Imran Khan’s speeches and media statements following a notice issued at 8:30 pm. The channel faced PEMRA’s wrath despite implementing the order as it did not air Imran Khan’s statement in the 9:00 pm headlines.

Other television channels also aired Imran Khan’s statement but discriminatory action was taken against the ARY News by the electronic media authority.

PEMRA bans live coverage of rallies, public gatherings
Ban has been also imposed on procession today at judicial complex in Islamabad

The Pakistan Electronic Media Regulatory Authority (PEMRA) on Saturday prohibited the live coverage of any rally or public gathering saying today a ban has been imposed on coverage of any party, person, or organisation.

According to PEMRA, the ban has been imposed on any procession or rally being staged today at the judicial complex in Islamabad.

In an advisory issued today titled “Prohibition order on live coverage under Section 27 of Pemra Ordinance 2001”, the electronic media regulator stated that it has been observed with concern that satellite TV channels are showing live footages/images of a violent mob, attacks on police and law enforcing agencies.

"Such footages/images were seen on TV screens without any editorial oversight during a recent standoff between political party workers and law enforcing agencies in Lahore wherein, a violent mob used petrol bombs, injuring armless policemen and blazing police vehicles. The live telecast of such footages on different satellite TV channels created chaos and panic among the viewers and Police."

Pemra requested to stop coverage of Sheikh Rashid for smoking cigars

Pakistan National Heart Association (Panah) has appealed to the electronic media regulator to stop media coverage of former federal minister Sheikh Rashid Ahmed as he smokes cigars during press conferences and this can influence the young generation.

Moreover, it has demanded from Pakistan Electronic Media Regulatory Authority (Pemra) to issue a general instruction not to provide coverage to any person who promotes smoking.

The letter signed by Panah General Secretary Sanaullah Ghumman stated that the association has been working to minimise cardiovascular diseases since 1984.

“This association had also put in its good share in helping people who suffered in the natural disasters that struck the nation in the past and is also helping poor patients get expensive cardiac investigations, angioplasty, stents and cardiac surgery at various hospitals. The president of Islamic Republic of Pakistan by virtue of his position is our patron-in-chief. Panah works closely with policy makers to advocate for policies to reduce non communicable diseases (NCDs) and many other fatal diseases,” it stated, adding that Panah has been running an aggressive campaign against tobacco use in the country as a part of the Heart Disease Prevention programme because tobacco is one of the leading causes of heart and many other fatal diseases.

Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan has urged the Lahore High Court (LHC) to initiaite contempt proceedings against the Pakistan Electronic Media Regulatory Authority (PEMRA) for disobeying a court order suspending a ban on broadcasting his interviews, speeches and press talks.

Imran had challenged PEMRA's prohibition in the Lahore High Court (LHC), and on March 9, LHC's Justice Shams Mahmood Mirza had suspended PEMRA's prohibition order.

However, the former prime minister alleges that the order has not been complied with, and that TV channels are not airing his speeches because the respondents – PEMRA Chairman Saleem Baig and Director Operations Muhammad Tahir, along with other PEMRA officials – have threatened them with dire consequences if they do so.

In a landmark judgement describing ‘obscene’ and ‘vulgar’ material as something that is “offensive to the commonly accepted standards of decency”, the Supreme Court on Wednesday held that the fundamental rights of freedom of expression and right to information apply not only to ideas that are favourably received, but also to those which offend, shock or disturb the state or any other sector of the population.

The order came on a petition filed by the Pakistan Electronic Media Regulatory Authority (Pemra) against ARY Communications Pvt Ltd, appealing a Sindh High Court order that struck down the watchdog’s punitive measures against the channel over the broadcast of the drama serial ‘Jalan’.

The top court, declining the watchdog’s petition for leave to appeal the high court ruling, said that Pemra could only take action after a review of the objectionable aspect of the drama serial in question had been referred to the council of complaints.

SC rules PEMRA can’t suspend media licence
Judgment comes in favour of PBA, upholding SHC decision

The Supreme Court on Tuesday ruled that the Pakistan Electronic Media Regulatory Authority (Pemra) chairman did not have the authority to suspend licences of media channels.

“Pemra chairman’s authority to suspend the broadcast media licence is not legally valid therefore, it is declared null and void,” a nine-page judgment authored by Justice Muneeb Akhtar said.

“Section 13 of the Pemra Ordinance makes it clear that the chairman or any other person cannot suspend the licence,” the court said. “There are conditions for suspending a broadcast media licence,” it added.

According to the judgment, it was not clear as to who in Pemra had the authority to suspend the broadcast media licence.

In the 156th meeting, Pemra delegated powers, including suspension of licence, to its chairman. The Sindh High Court (SHC) had ordered Pemra to frame rules for suspension of licence.

The Pakistan Broadcasters Association (PBA) had challenged Pemra chairman's authority. The Supreme Court decided in favour of the PBA and upheld the decision of the SHC.

Signed by over 100 people, the statement said the signatories were “deeply troubled” by the clampdown and said the government was disrupting access to healthcare, emergency and financial services.

The statement called on the government to “immediately lift” the restrictions and refrain from such actions again.
