The sixth edition of the Pakistan Super League (PSL) that kicked off on 20th of February promised to be yet another eventful chapter in the history of a tournament which has provided many excellent memories for cricket-lovers around the globe since its inception in 2016.

However, on 4th of March, the tournament ground to a screaming halt after it was revealed that players and owners had lost confidence in the organizers with 7 officially diagnosed cases of COVID-19. The Pakistan Cricket Board had no option but to postpone the tournament amidst accusations of violations of the various Standard Operating Procedures (SOPs) put in to protect the tournament’s participants.

The positive security situation in recent times in Pakistan had brought renewed hope to cricket fans in the country with the complete tournament being organized at home for the second year running. The presence of more than 75 overseas coaches and players in the country to participate in the tournament was a testament to why foreign teams were starting to feel comfortable about visiting Pakistan.

However, in 2021 as it was the case in most of 2020, the threat of COVID-19 introduced a new dimension to the threats faced by all and the concept of maintaining a bio-secure bubble became an important aspect of the environment as was evident in the way the sixth edition of the PSL was stopped in its tracks.

Whilst the PCB for obvious reasons have largely refused to comment on the recent events, an overseas player speaking to PakPassion.net on the condition of anonymity has given some insight into life inside the bio-secure environment.

It is now known that the participants in the tournament were staying in the same hotel as ordinary guests which in itself must have posed a huge security and health nightmare as the player explained.

“The security personnel tried their best to spot who were players and officials taking part in the PSL and they would try to make sure you were kept away from everyone else staying at the hotel, but that must have been extremely difficult for them because obviously they couldn’t recognise everyone who was involved in the PSL and who were members of the public. In my case, I went downstairs at the hotel to go and use the gym facilities. I had my mask on, walked right through reception and straight into the gym which only took a few seconds. From my side I was adhering to the protocols, but I could see that there were people milling around in the lobby who were clearly not part of any of the PSL bubbles.”

It appears that not only was there an issue with strangers mingling with players in the hotel, members of respective squads also saw no wrong in sitting and dining together which would have sent alarm bells ringing in most minds.

“I only went downstairs for breakfast once and saw that a lot of the players and officials from the teams were mixing and I didn’t feel comfortable with that at all. After seeing what was going on, I thought to myself, ‘never again’ and I didn’t go downstairs in future for breakfast, instead I just ordered it into my room. Again, you couldn’t tell who was part of the bubble, and who wasn’t, which was risky. I guess this is why some players were caught out by people wanting to take pictures with them, the players probably thought they were part of the bubble and assumed that they were fine to take a picture with them. Having seen what was going on in the lobby and ground floor, I kept to the team floor as we were quite a tight-knit group. The only time I went downstairs in the lobby area was if I needed to use the gym or if we were coming back from training.”

Whilst the bio-secure aspect of arrangements was questionable to say the least, the security for players was adequate and is one of few positives that the PCB can take away from the current situation.

“There was security at the hotel and we were permitted to use the back entrance of the hotel to leave and enter when we were coming back from training or matches. It looked like there was adequate security as long as you kept yourself away from situations where you could be at risk.”

There had been some allegations of a lax COVID-19 testing regime in place at the PSL but according to the account of this player, participants were tested regularly which in hindsight may well have saved the tournament from a major disaster.

“The testing was regular. I was tested four times during my stay in Pakistan. I was tested twice during quarantine and then two more times before the tournament was brought to an end.”

There were worrying reports of franchise owners in team dugouts and coming into close contact with players but as the player explained, the fault lay more with the unclear rules which were not enforced by officials.

“We were aware that players from one of the franchises had mixed with their owner outside of the team bubble, but we didn’t think it was the players’ fault. We felt that they didn’t break the bubble rather the bubble was broken by others. If you have COVID rules enforcement officers around then that sort of thing should never happen because it wasn’t like they secretly did it, rather it was visible to everyone and the enforcement officers should have stepped in.”

The news of infections amongst team members will undoubtedly have resulted in anxiety amongst the boards of those players and it is understandable that they reacted immediately to offer advice to their players, as news filtered through from Pakistan.

“My Cricket Board got in touch with me regarding the vaccine. They gave me details about the vaccination and advised me that it wasn’t approved in my home country and told me that at the end of the day it was my choice if I wanted to go ahead and have the vaccination in Pakistan. They advised me of the side-effects of the vaccination, and I decided against having the vaccine which seemed to be the case with a lot of the overseas players out there in Pakistan.”

The CE PCB, Wasim Khan, in a press conference had suggested that he was in favour of a short 5-day break instead of an indefinite delay to the tournament which, as this player suggests, was an option that other participants were also in favour of.

“The suggestion I put forward to my team-mates was to request that the tournament is stopped for 3 days, everyone get tested and see what the situation is regarding how many positive tests there are. As a group we were suggesting taking a 3 to 5-day break and then getting the tournament re-started after controlling the spread of the virus.”

Regardless of the optimism shown by some players in terms of resuming the tournament, the fact remains that there must have been some serious concerns when news of more positive tests started to filter through.

“There were some nerves when news of more positive tests started to come out as the players obviously didn’t want to get a positive test and have to stay in Pakistan for a further 10 to 14 days. I think our group of players either wanted to stop the tournament for 3-5 days then re-start it, or to get on the first flight home if the tournament wasn’t going to re-start which of course was what eventually happened.”

The PSL remains suspended at the moment with no clarity on when the remaining games will be played, although the PCB have mentioned some possible windows within 2021. Regardless of when the tournament is resumed again, there are serious questions that the organizers will need to address if they are to regain the trust of the participants of Pakistan’s premier T20 tournament. Whilst the player in question didn’t feel threatened himself, his views on the quality of the bio-secure bubble are a damning indictment and something PCB will have to take into account.

“I wasn’t nervous about what was happening out there despite the bubble not being secure and even when there were some positive tests. Having been around bubbles for the past year, I can definitely say that the bubble in Karachi was not secure and not well maintained and there were too many risks which there shouldn’t have been. There are risks in every bubble, but there were far too many risks in the one at the Pakistan Super League. I’ve lived with COVID guidelines in the past year or so and I have taken precautions and the bubble guidelines very seriously. I have kept away from risks, abided by the rules and taken it very seriously. Perhaps some people involved in the tournament weren’t taking the rules and regulations as seriously as others.”

PCB have announced the formation of an independent 2-person panel to carry out a review of COVID-19 SOPs and to identify any gaps and advise why the bio-secure environment did not remain COVID-free. It is hoped that the panel will provide insight into the issues and help PCB get their house in order to ensure that the tournament can be resumed with the right safeguards in place, which as the player explained will go a long way in re-establishing trust.

“I believe that there are a lot of lessons to be learnt for everyone, the players, officials and those organising the tournament. Based on what's happened, I can imagine and hope that things will be a lot different at the hotel when the tournament is held in future.”

I have a question to a lot of reporters from Pakistan, do you really love your country and care about its national interest? Why on earth would you ask foreign and put ideas into the heads of foreign players on whether they will ever come to Pakistan again or not? Whether they will ever trust the PCB ever again or not? Do you guys not care about the PSL and image of Pakistan?

If this happened in India, do you seriously think the Indian media and news reporters will want to promote ideas into the heads of foreign players, officials that they should consider boycotting the IPL and India or will they do anything to safeguard the image, reputation of the country, IPL?

More than the Bio Secure bubble laxity, what has seriously appalled and disgusted me is the manner in which the PSL Franchise Owners have first deliberately, blatantly violated the PCB Bio Secure directives, guidelines for their show of power, elitism, then have thrown the PCB under the bus rather than taking a long hard look in the mirror themselves and taking their own personal responsibility for this fiasco, the manner in which ex players and media reporters have used this opportunity to ruthlessly pounce on the PCB and made public statements like "No foreign player will ever trust the PCB or play in the PSL again?", "No foreign player or board will ever tour Pakistan again", "The PCB will face massive financial losses and bankruptcy", "Pakistan is humiliated worldwide".

Had it been up to me, i would have adopted a Stalin approach towards these people to keep their mouths shut or face serious dire consequences and stop hurting the image, reputation and national interest of the country for their own petty self interests and scores.

Some honest and very sensible quotes from the player we have spoken with.

Nothing malicious. No singling out any individual, rather offering an honest assessment of what he saw and what needs improving.

Not surprised, Pakistanis are some of the most complacent people in the world - they will take every thing easy and drop the ball out of a false sense of security, I've noticed this pattern in every field.

I don’t think nationalism matters when it comes to health and safety of the players. I think reporters need to let these types of stories be known so we can change the way we treat our players who come from the overseas. They already make so many sacrifices to come visit us for our own entertainment. The last thing they need is to worry about there own health.

Very frank and constructive comments - hope PCB's inquiry panel listens to these people and not to those who don't to be held responsible!

I can speak for Indian media. Knowing them, yes they would get to the bottom of this, will not let similar situation be unreported.
BCCI will be targetted and officials, players would be in news.

I have never known that image and reputation improve by clamping down the media. Stalin thne, and North Korea or to certain extent china now, are not very reputed exactly due to this reason.

Absolutely.

Why brush it under the carpet.

If people have made a mess of things, then they need to be called out, rather than trying to cover it up.

It is laughable to suggest that Indian media are more measured and responsible vs. their Pakistani coutnerparts. Not true at all. We have extremely narrow focused media that lives on sensationalism and headlines that doesnt bother with bottom up investigation or research. The golden standard of Journalism, the Goenka variety, died with him a long time ago. Instead we have media that is largely biased, incompetent and often political mouthpieces.

I just wish Doordarshan is atleast 10% as good as BBC with all its faults (sigh)

I can imagine a few very anxious people in PCB who are reading this article and thinking - what the hell did we do!?

Instead of playing the nationalism card we should be glad these things are coming out so that this incompetence does not rear its ugly head again. This is not Soviet Russia. Only if there is openness, only then can lessons be learned. This debacle should be an eye-opening lesson for PCB and the organizers who dropped the ball with their complacency and lack of professionalism.

This is hilarious. Since you're so impressed by Soviet Russia, let me ask you; have you heard of the Chernobyl disaster? If so, would be curious to know what your takeaway was from the whole incident and its aftermath.

The article is quoted on sports keeda too and i thought its not on PP my bad..

Seems like a mess but accepting the issue is the first thing , it can only get better from here.

Pakistanis actually believe that there are only a few thousand positive cases of covid daily? Lol!

I'm really not surprised. I think covid is running rampent in Pakistan but people have good immune system and population is quite young so very low death count.

Don't brush things under the proverbial carpet - you will become better for it as a nation.

It is possible to take corrective action without putting the image, reputation of the country at risk. World Leaders at times brush off assassination attempts or hide ailments to prevent the spread of panic

I agree with Savak. The local media is, and historically has always been a tool for spreading fire in Pakistan. It is a thriving business because the country is quite rich when it comes to uneducated, lazy buffoons so there's always something to report. They come in all shapes and sizes too - youth brigade, and uncle generation so there's no hiding wherever you look, whichever channel you switch to.

You would rarely come across any constructive reporting on 'solutions' or 'future-thinking' in the news. Majority of the talk shows and interviews are based on sensationalising the depth and gravity of the negative content because it is bound to rake in the ratings.

The media must expose the incompetence of Wasim and Mani. The PM handed PCB leadership to a couple of sycophants and they have proved to be out of their depth.

While people gave them undue credit for hosting Test cricket and entire PSL in Pakistan when all they did was capitalize on the efforts of Sethi, the reality is that the incompetence of this duo can sabotage Pakistan’s home matches.

If teams refuse to play in Pakistan until this pandemic is over, we will not be in a position to blame them and play the victim card.

You have some other motives about this so best not to confuse those with what is being discussed here.

Its not about exposing or witch-hunts, its about making sure important lessons are learnt for the future.

It's one thing to do it on domestic issues which no foreign players, stakeholders care about, they can talk and spread as much rubbish. But it is criminal to literally tell the entire world not to trust Pakistan, the PCB, not to come to Pakistan. In such situations the government of the country has every right to step in to tell the reporters, ex players to behave. I challenge any American to speak out against the American military at a time of war to get a better understanding of what I am talking about.

In a professional setup, a debacle like this will result in the resignation/firing of the CEO.

The fact that Wasim is still here clearly shows that the so-called professionalism and accountability of Naya PCB was a sham.

I agree. Pakistan has done quite a bit of brushing of things under the carpet - but that only makes the consequences 10 times worse.

Best to expose and deal with it, learn lessons and move on.

One thing I must add is that after the interview I asked the player if he would return to Pakistan for the PSL. He paused and then said "yes he would, but the professionalism from the organisers needs to increase a lot, as a number of foreign players may have been put off by what's happened."

Yes I think people are going overboard and maybe some are trying to settle political scores. They will come for the next PSL. The only thing that could have thrown a spanner into the works with that would be if there was some kind of security failure or worse an actual attack, God forbid.

Yes it was a screw up but the bottom line is we are living in a pandemic and the PSL is not the first sports tournament in the world which had some issues with covid or protocols not being followed fully. Learn the lessons and move on.

Without stringent guidance and accoutanbility, the typical way for our country to operate is to answer every variable with "arey kuch nahi hota hain"

I think there will be a lot of overseas players and Boards looking at what comes out of this, what action is taken and what changes are made going forward.

Most local players won't give a damn as long as PSL happens, but the overseas guys will want action taken I reckon.

Based on accounts of players here, it seems cricket fans got lucky with SA tour.

It is best to learn from this and get better. Hiding how many were infected or brushing poor jobs under the carpet won't help.

It may not matter to many, but as quoted in the article, players refused to take the vaccine provided by Pakistan because it was not approved in their home country. Clearly, the talk about vaccine solving this issue was a non-starter. Maintaining a good bubble is the only way to go till we are done with Covid. I am sure players will again play in Pakistan. It is not about the security situation.

Vaccine was a silly idea anyway because it's not as if you get a jab and within 5 minutes you are immune. It takes 3 weeks before immunity is built up and by then PSL would have been finished anyway.

This is why I want the Pakistani govt to go after these people to set a precedent ie why did you endanger the national interest for your petty scores?

I thought the vaccine idea was floated to be given in break and PCL can start after 3-4 weeks. Without break, it would have made no difference.

Freedom of expression is the democratic way to do thing. Saj did the right thing and people need to know the weaknesses so that those could be addressed. I respect him and the player for that. May be do yourself a favor and watch chernobyl?

Why would anyone want to hide this? You can not get better by hiding such things. Openly talking about it will put the spotlight and a better job will be done next time.

Hiding makes things worse and not better in situations where you need to win the confidence of visiting players.

In a professional setup, a debacle like this will result in the resignation/firing of the CEO.

The fact that Wasim is still here clearly shows that the so-called professionalism and accountability of Naya PCB was a sham.

Agreed. I am embarrassed and lost all hope

What a joke.

The way we learned that the World Test Championship Final would take place at Southampton was when the Hilton Hotel at that stadium was removed from public sale while its counterpart at Old Trafford was not.

A proper Biosecure Bubble is precisely what it says - even the cooks and cleaners and waiters have to test negative and quarantine in the hotel, then remain in the hotel until the event is over.

But the PSL didn’t even use hotels closed to the public!

It’s just comical.

Lol Ijaz Butt didn't resign for the 2009 attacks. Why should WK resign for something he is not a hundred percent responsible for? Because of one person's annoyance that his name is not Najam Sethi

I can confirm this as well. Called the hotel but was told that it is closed for public from 01-June to 27-June

Do these hotels get compensated for the unoccupied rooms which can't be offered to the public?

The ICC pays for every room for a 3 week quarantine period before the match and for the duration of the match.

From someone close to the players:

"At least 10 overseas players complained about the lapses in the bio-secure bubble"

According to media reports the fact finding commission has been told that a foreign cricketer misbehaved with the authorities and violated the SOPs after testing positive for Covid-19 during PSL 6.

The Pakistan Cricket Board’s (PCB) fact-finding committee’s investigation has revealed that a foreign player was in the hotel’s swimming pool the day after his coronavirus test returned positive. After the security officials reprimanded the player and asked him to go back to his room immediately, the player lost his temper and insulted the security officials while refusing to go back to his room.

Sources also say that the PSL 6 fact-finding report clearly states that those who were supposed to assert their authority failed to do so. They added that a franchise also blackmailed the PCB and that some board officials supervising the PSL affairs also started to panic when the Covid-19 cases grew and one responsible official even left to Lahore amid the crisis.

That player should have been fined and not allowed to play in the PSL ever again.
They themselves didn't know how to enforce the rules. When Sammy and Wahab Riaz broke the bubble they didn't even complete their 3 day quarantine because of pressure from Zalmi management. Ridiculous planning and the blame definitely goes to the organisers for not being stricter with players and the tournament itself. I'm not surprised either. This is after all, Pakistan where backalley methods are used to bypass routines.

The overseas player was Fawad Ahmed.

The franchise was Zalmi.

Based on media reports

1. Five star hotel has been booked on Abdullah Haroon Road in Karachi for the remaining 20 matches of Pakistan Super League (PSL) season six in which all the participating teams, officials and commentators will stay, where the entire management of the hotel with over 300 rooms, halls, conference rooms and restaurants will stay with the Pakistan Cricket Board (PCB).

2. The hotel staff will also be a part of the bio-secure environment this time and will not be allowed to go home during the tournament.

3. The hotel where the teams stayed before the PSL was postponed earlier this year has been removed from the list because of alleged mismanagement. According to the PSL 6’s fact-finding report submitted on April 4, the hotel management was also found to be involved in the Covid-19 outbreak reported in the bio-secure bubble.

4. PCB’s chief executive Wasim Khan is currently in London to finalize an agreement with a foreign company to set up the bio-secure bubble for the remaining matches of the tournament.

5. The foreign company will decide whether the media will be allowed to enter the National Stadium or not. There are reports that only a limited number of media representatives will be allowed and adjusted in temporary corporate centers in corporate boxes adjacent to the main building.

6. As the matches will take place without the spectators, the corporate boxes are expected to be empty.

The PCB will soon call a PSL Council meeting and take several important decisions.

Why not do this at a resort like dream land? It shouldn't be difficult to book it for 3 weeks.

Restrata have been hired as per reports to handle all bio-secure bubble arrangements.

The overseas player was Fawad Ahmed.

The franchise was Zalmi.

There should be repercussions for Fawad Ahmed- his PSL contract should be cancelled.

As for Zalmi, we all know nothings gonna happen to them, even though they ought to be punished/fined for this.

You are right, but we all know nothing will happen.

The PCB should have disclosed the full details and provided full disclosure on who was in the wrong and who did what.

Instead at the moment the PCB Doctor is the fall guy and the only one who has accepted responsibility.

There must be a war declared against the PSL Franchise Owners especially Salman Iqbal and Javed Afridi for blatantly violating SOPs and then in deep badniyati blaming the PCB.

Just noticed 2nd point that hotel staff will be part of bubble and won't be allowed to go home THIS TIME.

Why it was not implemented last time? I mean it's very obvious that staff serving 3-4 times food to players and doing all service stuff would come in contact with players, right.

Common people like us can see this clearly then why didn't PCB management.

Lol maybe I’m being harsh but that literally should be an easy thing to figure it first time

Darren Sammy speaking in a media report:

“I wouldn’t say we broke the bio-secure bubble. This is new territory for everybody. When I read the news, it made it sound like Wahab and myself left the hotel and ventured out. We just had training and we said hello to our boss (Javed Afridi). By the time we realized what had happened, we had two COVID tests, so did the Boss"

“We were negative and I could tell you from that day onwards, Peshawar Zalmi was really strict to the books and if you noticed, none of our players tested positive during or after that and the tournament was definitely not called off because of me and Wahab shaking hands with our boss at the cricket ground"

So lots of time and money later - we are at square 1 when it comes to bubble safety?

Seems PSL franchises making sure no repeat of last year's bubble violations

The Pakistan Super League (PSL) franchises have asked Pakistan Cricket Board (PCB) to book entire hotel for the safety of players from the Covid-19 for the HBL PSL 7.

According to Aqib Javed, the Director-Cricket Operations of Lahore Qalandars, all franchises have put forward this suggestion after the recent postponement of the ODI series between Pakistan and West Indies due to Covid-19.

"The board would now have to make very good arrangements to make PSL Covid free. It's a big challenge for the PCB but there are no qualms if they exceed the quarantine period of the foreign players too," Aqib said in a media talk in Lahore yesterday.

"All franchises have asked PCB to book entire hotel keeping virus in mind. We also asked to increase the number of players from 18 to 20," he added.

It must be noted that PSL 7 is scheduled to start from January 27 in Karachi. National Stadium will host 15 matches while Gaddafi Stadium in Lahore will host 19, including the final on February 27.

Mistakes from last PSL cannot be allowed to happen again.

PCB cannot penny pinch - must take all precautions as reputation took a beating last time.

They can lock the players up and play PSL online. Sooner or later some 1 will test positive. Question how you deal with it.

Sports around the globe are hit by covid but not all deal with it in the same way.

Time to move on and not hit panic mode when there is a positive test.

Don't feel comfortable with the hotel, what is to stop the bio secure bubble from being burst again?

Why not just book the entire dream world resort for the PSL teams and officials?

I clearly remember Ramiz Raja came out with a very aggressive youtube video against the PCB. He went on a rant for good 5-7 minutes. One year later he is in the hot seat to deliver the same.
