Is it more viable now with improving security and government's focus on tourism?

Can anyone share approximate net profit margins/returns for ones that run in big cities like Lahore/Islamabad etc?

Also with a 200 + million population, with the economy improving we will be seeing more people moving into the middle class bracket and with potentially more disposable income I definitely feel there's a good chance with this.

This is not just for visitors to Pakistan, but for locals looking to book holidays overseas. I also feel Pakistanis in general prefer dealing with a travel agent face to face as opposed to doing bookings themselves online

Thoughts?
 
It's 2019, I don't think they're viable anywhere in the world in this day and age unless you're launching a website that offers those services.
 
I think you're better off trying to become a tour operator within Pakistan. PTI has made tourism a top priority to help stimulate the economy. They have also launched e-visa and visa on arrival programs to make it easier for foreigners to come to Pakistan. I don't think there are many reputable tour operators in Pakistan so the entire sector seems to be untapped right now.
