WASHINGTON — President Trump signed an order on Wednesday to start building a border wall with Mexico and was planning to indefinitely block Syrian refugees from entering the United States and to institute a temporary halt on all refugees from the rest of the world.

The refugee policies are part of an executive order he is expected to issue as soon as Thursday, according to an eight-page document, a copy of which was obtained by The New York Times.

The order would require tougher vetting of foreigners fleeing persecution and place a monthlong ban on allowing any person into the United States from Iraq, Syria, Iran, Sudan, Libya, Somalia or Yemen. Refugee admissions would be halted for 120 days while a review of screening procedures is completed. When it resumes, the program would be far smaller, with the total number of refugees resettled in the United States this year more than halved, to 50,000 from 110,000.

White House officials declined to comment on the forthcoming plan, which emerged as Mr. Trump announced the construction of his long-promised Mexican border wall and aggressive new measures intended to crack down on undocumented immigrants inside the United States.

Through a pair of executive orders he signed at the headquarters of the Department of Homeland Security, Mr. Trump was laying out a new vision for fortifying the nation’s borders and sharply increasing efforts to round up and remove some of the estimated 11 million undocumented immigrants living in the United States — including by enlisting state and local officials to track and apprehend them.

“Federal agencies are going to unapologetically enforce the law — no ifs, ands or buts,” said Sean Spicer, the White House press secretary. “The American people get the final say who can and cannot enter our nation.”

The plans were a stark break with former President Barack Obama’s approach and what was once a bipartisan consensus to devise a path to citizenship for some of the nation’s undocumented immigrants. Mr. Trump, whose campaign rallies featured chants of “build the wall,” has instead described many undocumented immigrants as criminals who must be found and forcibly removed from the United States.

“They’re setting out to unleash this deportation force on steroids, and local police will be able to run wild, so we’re tremendously concerned about the impact that could have on immigrants and families across the country,” said Joanne Lin, senior legislative counsel at the American Civil Liberties Union. “After today’s announcement, the fear quotient is going to go up exponentially.”

Until the refugee orders are signed, it is possible the language could change.

The order on refugees is also in line with a Muslim ban that Mr. Trump proposed during the campaign, though it does not single out any particular religion in its text. It orders the secretary of state and the secretary of homeland security to prioritize those who are persecuted members of religious minorities, effectively ensuring that Christians living in predominantly Muslim countries would be at the top of the list.

“In order to protect Americans,” the order states, “we must ensure that those admitted to this country do not bear hostile attitudes toward our country and its founding principles.”

It says that for the time being, admitting anyone from Iraq, Syria, Iran, Sudan, Libya, Somalia or Yemen is “detrimental to the interests of the United States.”

He is clever, he knows that refugees will still be able to enter US. He is just trying to please his voters who aren't that clever to begin with and won't dig deep into this. When refugees arrive from those listed countries, they'll rip up their passports, ids and other evidence to claim they are from else where. That is all you need. After seeking asylum they can admit coming from Syria or whatever country that is banned. Only their entry is banned not the ability to file for a refugee status.

Mexican president cancels meeting with Trump

Washington (CNN) - Mexican President Enrique Peña Nieto on Thursday canceled a meeting with US President Donald Trump that had been set for next week after renewed tensions over Trump's plan to build a wall on the border.

"This morning we have informed the White House that I will not attend the meeting scheduled for next Tuesday with the POTUS," Peña Nieto tweeted.

Earlier Thursday morning, Trump had tweeted that it would be better to skip the meeting if Peña Nieto continued to insist Mexico would not pay for the wall -- something the Mexican leader had said as recently as Wednesday evening.

"If Mexico is unwilling to pay for the badly needed wall, then it would be better to cancel the upcoming meeting," Trump tweeted and in an earlier tweet he noted the US's trade deficit with Mexico and what he said were the American job losses caused by NAFTA.

Asking about the cancellation, White House Press Secretary Sean Spicer said, "We'll look for a date to schedule something in the future. We will keep the lines of communication open."

On Wednesday night, Peña Nieto had said at that time he did not see a need to cancel -- but he strongly reiterated that he wouldn't fund any border wall.

"Mexico does not believe in walls. I've said time again; Mexico will not pay for any wall," he said in a video statement posted to Twitter and translated by CNN from Spanish.

The back-and-forth between the two leaders began last year during the first days of the Trump campaign when he called some Mexicans entering the US criminals and rapists and tensions lingered throughout the 2016 contest. They escalated over the last 24 hours when Trump took executive action on Wednesday to begin the process of erecting a wall.

The President announced that move while a high-level Mexican delegation was visiting the White House -- the first foreign representatives to come since Trump took office -- for meetings with top officials, including Chief of Staff Reince Priebus and adviser Jared Kushner.

In his video address, Peña Nieto also said he had ordered government agencies to step up protection for immigrants.

"I've asked for the minister of Foreign Relations to re-enforce protection measures to our citizens," he said. He added that the 50 Mexican consulates in the US will be used to defend the rights of immigrants in the country and issued a call to action to legislators and civil organizations to help immigrants.

Peña Nieto closed his message by saying that Mexico offers and expects respect. "Mexico offers its friendship to the people of the United States and expresses its wish to arrive at agreements with its government, deals that will be in favor of Mexico and the Mexicans," he said.

Earlier in the day, Trump signed two executive orders directing construction of a wall on the US-Mexico border, boosting border patrol forces and increasing the number of immigration enforcement officers who carry out deportations.

Meanwhile, the Mexican officials who arrived Wednesday had been expected to lay the groundwork for Peña Nieto's visit next week, which Mexican diplomats had seen as an important opportunity to get past the anti-Mexico rhetoric Trump used during the campaign and a chance to put the US-Mexico relationship back on track.

"There is ... frustration with our government and ourselves that we have not been able to tell the story of this important relationship," a Mexican diplomat told CNN ahead of the visit. "There are a lot of stereotypes of Mexicans in the US, but there are also stereotypes of Americans in Mexico. It is in the interest of both governments to explain what this relationship is and what we can do together."

In a Monday speech, Peña Nieto said his government is prepared to negotiate with the US if Mexico's national sovereignty is respected. He laid out economic integration and respect for the rights of migrants and the money they send home as his nation's key negotiating points.

Trump has suggested some of the $25 billion in annual remittances that migrants return home would be retained to pay for the border wall -- a project Mexico opposes and which Peña Nieto has said Mexico would never pay for.

"Neither confrontation nor submission. Dialogue is the solution," Peña Nieto said Monday.

This won't be the first meeting for the two men. Trump flew to Mexico City during his campaign to meet Peña Nieto and said they discussed a wall Trump has vowed to build on the US southern border, but not his demand that Mexico pay for it -- an assertion the Mexican president later disputed.

"At the start of the conversation with Donald Trump, I made it clear that Mexico will not pay for the wall," Peña Nieto tweeted, after their meeting.

The visit was widely viewed as a public relations disaster for Peña Nieto.

That's the way off the world I am afraid and always has been. Never has the phase "might is right" been truer then it is today. Arab's are incredibly weak and can be bullied by the entire world especially the only military superpower. Trump seems to be doing exactly what he said he would prior to the elections.

Upon asking why the Imam would say they will be punished by Allah for their arrogance and neglecting Islam that was first given to them.

Even people from these countries who already live in the US under green cards or on temporary student or employee visas have reportedly been turned away also !

The thing is that he's sending out a clear message that Muslims can be discriminated against, meaning that even Muslims from countries not on the list will start to see the effects and start being treated differently by visa, customs, immigration and other staff.
 
USA only allowed 15000 syrian refugees (and that after, usa was forced by European to accept refugees).

People who want to visit their families in the US are now no longer able to do so. An Iranian filmmaker nominated for an Oscar can't even attend the ceremony ! Or was he a terrorist in disguise ?

I've no problem with increased vetting due to the terrorism threat but a blanket ban is appalling and draconian - Trump has now codified religious discrimination against Muslims and its amazing some Muslims here are defending this. Even if we're to defend this policy - why have Saudi Arabia been exempted ? 15 out of the 19 hijackers on 9/11 were Saudi. Why not Pakistan given the history of terrorism ? The Times Square bomber and San Bernardino shooters were Pakistani. Why not ban Afghans given the Orlando shooter was of Afghan origin ?

A Syrian refugee would move to a country like Lebanon, Saudi or any other Middle Eastern country that is not banned. These refugees generally have money and that is why they are able to fly to the US. Illegal procedure costs high as $75,000 per person, depending on where they are from. After moving there they'll obtain a local passport and fly as a Lebanese Christian or some other minority being oppressed. When they land in US they can either claim they are from Lebanon for example or claim that they are actually from Syria. US can't send them back after they have arrived. Since their life is in danger it would be a Human Rights' violation to send them back.

There's already a thorough vetting process for Syrian refugees that takes between 12-18 months with multiple layers of security checks. The US has one of the most intensive vetting procedures for refugees in the West.

A DHS officer conducts in-person interviews with every applicant. Biometric information such as fingerprints are collected and matched against criminal databases. Biographical information such as past visa applications are scrutinised to ensure the applicant's story adds up.

So when Trump says "we don't even know who these people are" and that there's no vetting process he's telling a total lie.

Shameful acts by Trump but its their country and their rules. If the Muslim world had any self respect, they would all cut off diplomatic relations with the USA and align themselves with the Rus and China in all disputes. To really hurt the American economy they would stopping using the Dollar as the reserve currency.

Two Iraqis were detained at US airports after having worked as interpreters with US forces in Iraq for over 10 years because they were told they could go to the USA after the US forces leave Iraq as it would be too dangerous for them to stay.

Imagine how many Syrians and Iraqis will be willing to work with the US forces currently in Iraq and Syria after this announcement, knowing that they will be abandoned when the Americans leave (again).

This could turn out to be an own goal by Trump.

True but that doesn't change the fact that a syrian was his biological father and thn there are many other similar stories. I am not against whatever Trump is doing because it's their country their rules so Trump should do whatever he think is better for his country but i want these slave arab leaders to show some self respect and also UN and US both should stop lecturing other's about human rights and all that topi drama.

Actually the biggest terror attack on US soil was committed by nationals from a country the US haven't banned immigration from...

What terrorism is there to speak of in the US?...maybe you can bring up Rizwan Farook, Omar Mateen...who were US born...

I do not see stats mentioning 7 banned countries. So your point is irrelevant as you focused on 7 countries.

I am not defending trump or Obama, my point is that stats should have covered childern of muslim immigrants to have a better understanding.

You could say Trump is playing that role perfectly.

I hope the US ban all Islamic immigration and deports all of its citizens belonging to the religion, so perhaps the Muslims will get their dignity back and act with the US miscreants as they should have from day one, instead of contemplating them decimating whole States and droning children and weddings.

That's the point there are NO examples of terrorism committed by people from the aforementioned 7 countries...

Omar Mateen was the son of an Afghan...that's like the only example...

But there are 15 Saudis, 2 Emiratis, an Egyptian, a Lebanese and 2 Kyrgzyz terrorists...not that i'm arguing for people from these countries to be banned...but the fact is the terror angle is a false one...because there is no evidence that people from these countries have committed terror attacks in the US...

That said there is something to be said for children of Muslim immigrants being more likely to commit terror...so far we have seen in Europe that it hasnt been refugees but second generation immigrants...

So one has to ask then what purpose this move serves in term of helping to integrate second generation Muslims?...there will be American Muslims who will be feeling the heat now...and actions like Trumps run the risk of damaging integration...and actually assist terror organisations who feed off of disenfranchisement...actions like this provide a vacuum...

Actions like this will make the US a less safe place...
 
The first country to suffer from all of this will be American itself! They have elected a mad man as President, I feel this is just the start of a terrible time for them.

Repeat: stats were not about 7 banned countries and my objection was about stats. So you addressing a totally different issue.


Now, let me tackle your point.

1- There are only 16000 Syrian refugee present in Usa, mostly women and childern.
2- as per agreement with Germany, france, etc, USA need to accept 85000.


- As number of refugees are already very low, and they have arrived quite recently so you would not expect any attack from them.

- Recent attacks in Europe clearly show the risks associated with asylum seekers and refugees.

Lastly, this list is not final.
 
This isn't a refugee ban anymore, they're banning Greencard holders and anybody with a valid American visa from entering the country if their country of origin is in the list. This is systematic discrimination.

Discrimination against extremists is good and needed. Just because they're greencard holders does not mean they can't be terrorists.

ACLU protesting against this is good,people don't realize but if Americans have this they also have some of the most active protesters world wide who are much more rational in their thinking.

Kudos to them as i wouldn't see such things happen in large numbers incase the ban happened in Asian countries.

It covers all already arrived and or in transit and have valid visa.
But has no effect on those with valid visas and green card holders being prevented from boarding flights to the USA. This court order only covers around 200 people at most.

He will never be reigned in, I think he'll quit if he can't get his way. Pence is even worse then him, so things wouldn't be any better.

Its possible that Trump is following through with his promises knowing that they will fail...

He can argue that hes being held back by the establishment...and his supporters will see him as the courageous president who was restricted by the system to do what they want...
