A video of PTI lawmakers allegedly receiving bribes before the Senate elections in 2018 has surfaced on social media amid the heated debate between the government and Opposition on the issue of balloting for this year's Senate elections.

In the video, stacks of currency can be seen sitting atop a table in front of the Khyber Pakhtunkhwa PTI MPAs. Current KP Law Minister Sultan Mohammad Khan and MPA Ubaid Mayar can be seen in the video as well.

Former PPP MPA Mohammad Ali Bacha can be seen handing over the stacks to the PTI parliamentarians. PTI's Sultan Mohammad Khan can be seen receiving money in the video and keeping it in a bag.

Sardar Idrees, another former MPA of the PTI, can also be seen taking money. Another former PTI MPA Meraj Humayun can be seen in the video, receiving the money and putting it in a bag as can another former MPA of the party, Dina Khan.

The government and Opposition parties are at loggerheads over the issue of open balloting in the upcoming Senate elections. The Opposition has rejected the government's demands to hold an open ballot during the polls.

The government, on the other hand, has blamed the Opposition of bribing parliamentarians in the past to secure votes for the secret balloting in the Senate elections.

Reports had emerged in 2018 that at least 17 MPAs of the PTI had voted for candidates other than their own party in the Senate elections which ultimately led the PPP to win two seats from the KP where it only had two senators.

The alleged horse-trading angered Prime Minister Imran Khan. A subsequent inquiry spearheaded by former KP chief minister Pervaiz Khattak found various MPAs guilty of selling their votes to rival parties.

Bacha, the former PPP MPA who can be seen allegedly distributing the currency notes to the PTI lawmakers, spoke to Geo News to say that the video was an edited one.

"Neither did I pay anyone nor did I receive [any bribe]," he said, adding that two separate videos were joined together to make this one.

Former PTI MPA Sardar Idrees rejects 'edited' video

A former PTI MPA Sardar Idrees, who can also be seen in the video, rejected allegations that he had sold his votes to the rival party.

"The viral video is a result of political opponents' conspiracies," he said. "This is an edited video, it has nothing to do with reality," Idrees added.

The lawmaker said he will prove that he voted for the PTI in the Senate elections 2018 and hailed PM Imran Khan's stance of holding an open ballot in the upcoming polls.

He demanded that his vote be checked before a forensic audit of the video is conducted.

PM Imran Khan demands KP law minister's resignation after video leak

Prime Minister Imran Khan has demanded the resignation of the Khyber Pakhtunkhwa Minister for Law, Parliamentary Affairs and Human Rights Sultan Mohammad Khan.

According to Dr Shahbaz Gill, a "detailed inquiry" will be held on the matter.

In a follow up tweet, Gill said that PM Imran Khan had suspended the memberships of 20 PTI lawmakers who were found guilty of taking bribes and selling their votes.

"On the other hand, the PML-N has bestowed more honour on its member Rana Mashood ever since his video came to the fore," tweeted Gill.

After a scandalous video of PTI lawmakers allegedly receiving bribe before the Senate elections of 2018 went viral on social media on Tuesday, former PTI lawmaker Ubaid Ullah Mayar has confessed to taking bribe worth Rs10 million.

Speaking to Geo News, Mayar said that he took the money on the "directives of the then chief minister of KP, Pervez Khattak."

Mayar said that the PTI-led provincial government had "paid the Rs10 million to all MPAs."

He said that incident took place at the Speakers' House and it was the "provincial government which paid money to the MPAs and then made a video." He went on to say that he was "not aware of being filmed at the time of receiving the money."

"At that time, Pervez Khattak had formed a committee of 17 MPAs and asked us to vote for them, paid us the money, and promised to give us party's tickets," he alleged.

He said that he even went to the High Court in relation to the matter, adding that he "stands by [his] statement and is "not afraid of anyone."

"I know the reality of Pervez Khattak as well as National Assembly's Speaker Asad Qaiser," he said. "These two made the video, paid us, and the place shown in the video is the Speakers' House."

Responding to a question regarding two people from another party who could be seen taking money in the video, Mayar said that the "Pervez Khattak had promised to make them ministers if they joined the PTI," adding that the "promise was later fulfilled".

He said that he was asked to return the money on the suspicion that he did not vote for PTI's candidate.

Govt to launch probe into the matter
KP's Special Assistant to the Chief Minister on Science and Technology and Information Technology Kamran Khan Bangash said that the KP government will form an independent inquiry commission to probe the scandalous video, adding that the government will not only investigate the matter but strict action will be taken against all those involved.

PESHAWAR: Khyber Pakhtunkhwa Minister for Law, Parliamentary Affairs and Human Rights Sultan Muhammad has resigned from his post on the directives of Prime Minister Imran Khan and the Chief Minister of KP Mahmood Khan, after a video of alleged vote-selling in the 2018 Senate elections came to light.

Reacting to the video which surfaced on Tuesday, where several PTI lawmakers could be seen allegedly receiving bribes before the Senate elections of 2018, Prime Minister Imran Khan instructed Chief Minister KP Mahmood Khan to ask Sultan for his resignation, Geo Urdu reported.

According to CM Mahmood Khan, Sultan Muhammad's resignation has been duly accepted. According to the report, Sultan Muhammad decided to withdraw from his post after his name was mentioned in the controversial video, saying that he is resigning on "moral grounds."

Sultan Muhammad said that it was "an honour for him to be a part of the cabinet," adding that he is "unconditionally ready for all types of inquiries related to the scandal."

"I am confident that justice will be served and my name will be cleared," he said, according to the report.


The Chief Minister of KP has also directed relevant authorities to carry out a transparent inquiry into the video, adding that the KP government would "not compromise on transparency" and would ensure "equal accountability as per the vision of the prime minister."

Earlier in the day, Prime Minister Imran Khan demanded the resignation of the Sultan Muhammad Khan. According to the Special Assistant to the Prime Minister on Political Communication Dr Shahbaz Gill, a "detailed inquiry" will be carried on the matter.


In a follow-up tweet, Gill said that PM Imran Khan had suspended the memberships of 20 PTI lawmakers who were found guilty of taking bribes and selling their votes.

"On the other hand, the PML-N has bestowed more honour on its member Rana Mashood ever since his video came to the fore," tweeted Gill.


"This is the difference between Imran Khan and these thieves," he said.

Prime Minister Imran Khan lambasted on Wednesday the opposition parties in the Pakistan Democratic Movement (PDM), saying they should be asked why they didn't try to stop horse trading in Senate elections despite being in power for 30 years.

The premier was addressing the media after attending a ceremony for the second phase of the Ehsaas Kafalat Programme at Kallar Syedan Tehsil in Rawalpindi. "When the political leadership [of the opposition] knows that money is traded [for Senate elections], why didn't they make an effort to change it [the system]?" questioned the prime minister. "Because they themselves make money from it," he added.

"These thieves who call themselves politicians and have made a union in the PDM to protect their corruption, all of them should be questioned [...] your parties have been in power for 30 years, why didn't you try to stop it [horse trading in Senate polls]?"

The prime minister further said he himself had been offered money many times for a Senate seat "not just from one person but from many people". He stated that members of his parliamentary board also received similar offers and the current alleged price for becoming a senator from Balochistan ranged between Rs500-700 million. He said that when politicians come to the Senate after spending such vast amounts, they look to make back that amount instead of serving the position or province in any meaningful way.


"Do we want to hold [Senate] elections according to this same system when we know there is a money market set with rates for politicians?" the premier questioned rhetorically. He asked why the PPP and PML-N had backtracked from their stance on open balloting when it was stated clearly in their Charter of Democracy.

"It is easier for the government to gain more members [in the Senate elections] than our seats" but despite that, the PTI was calling for open ballot, he said. "These same people [the opposition] will cry if the PTI gets more senators than its seats," he alleged.

Ordinance for open Senate vote promulgated
The government promulgated a presidential ordinance on Saturday to make amendments to the Election Act, 2017, to hold Senate polls through open vote.

The ordinance was promulgated after attempts by the government to pass the 26th Constitution Amendment Bill in the National Assembly failed to make headway.

It states that the president was satisfied that "circumstances exist" which rendered the ordinance necessary to take immediate action. According to its clauses, the ordinance came into effect at once and extended to the whole of Pakistan.

'Responsibility of the government'
During the ceremony, the prime minister announced that the scope of the Ehsaas Kafalat Programme would be expanded. "We are starting to distribute money in seven million households in our next phase starting here," he said and added that the disbursements would be transparent and fair on the basis of merit, rather than any political bias.

"I want to reassure you, it is the responsibility of the government to fulfil your basic needs".

The premier stated there would be additional programmes to help the people such as youth scholarships for higher education and interest-free loans for affordable housing in conjunction with Akhuwat Foundation. These new measures were in addition to previous programmes of the government such as health insurance card and the Naya Pakistan Housing Scheme, he added.

The prime minister also addressed the recent victory of Pakistan in the Test series against South Africa and admitted that he didn't have much time for cricket in his schedule, "I didn't get to see the match". He said the basic structure of cricket in Pakistan needed development before but it has now been fixed. "Now they will build on it to polish our talent, it will take some time but then our [cricket] team will be a world beating team."

99% of the Judiciary is corrupt, the SC is the last remaining part of the Judiciary that hasnt been entirely captured by the mafia. Out of the 9 Judges in the SC, 3 are corrupt and they showed their hand in the Isa verdict but at least 6 are honest.

I remember before elections Imran Khan was against giving development funds to national assembly members as he believe they are used for corruption. And he was right and I supported his stance.

But now I just read from a columnist that Imran Khan is promising national assembly members of his party and his allies parties that government will give each of them 50 carore Rs of development funds. Is it true? OR the columnist is lying?

Pervez Khattak not only failed miserably as KP CM he is also did unprecedented levels of corruption and also appointed his relatives on key posts. Everyone was aware of what he was up to and Imran was forced to remove him and required his bosses to accept him as puppet Defense Minister. This is the great team selection that Kaptaan was bragging about.

As far as this horse-trading is concerned, Imran is just showing his usual hypocrisy. He blames the system but when can benefit from the same corrupt system, he doesn’t complain.

He funded his election campaign through the sugar mafia leader JKT and the same JKT bribed politicians for senate elections.

The question is - why did they release this video now? The timing is not a coincidence.

PTI seems to be desperate to have a show of hand in this particular election because the fear that the lotas are going to be sold this time. The purpose of the timing of this video is to influence the SC.

Why don't you tell us why NS and BB called for this bakra market to end and then when their parties were in power, they Continued the practice. IK actually praised the Nooras for their proposal back in 2015 and said he would support it, but who didn't fulfil their promises, yes you have guessed it, your crooks. Why are they opposing it today because they have the stolen billions from the poor of PK and they want to use those billions to keep their trillions.

I can see the benefit to MPA's, and i can see the benefit to the establishment, however i dont see the benefit to the leadership of PPP and PML N. If they come back into power this system will hurt them, like it has hurt them and others in the past. Why not just work with PTI and get rid of this once and for all?
 
ISLAMABAD: A committee formed to probe the video scandal wherein some members of the ruling PTI were seen allegedly taking bribes ahead of the Senate 2018 polls would not probe National Assembly Speaker Asad Qaiser and Defence Minister Pervez Khattak.

The development was confirmed by Science and Technology Minister Fawad Chaudhry, who is part of the committee alongside Human Rights Minister Shireen Mazari and Prime Minister Imran Khan's aide on accountability, Barrister Mirza Shahzad Akbar.

Speaking to Geo News, Chaudhry said the senior PTI leaders would not be probed by the committee set up by PM Imran Khan to conduct a detailed probe into the events that transpired. The premier has directed the investigating team to submit a report and recommendations to him.

"The PTI leaders will not be probed on the basis of allegations levelled by those who sold their conscience as their accusations are not worthy," the federal minister said, adding that the committee would investigate as to who was the beneficiary of this illegal activity and who lost in the game.

Following the 2018 Senate elections, some 20 members of the ruling PTI were dismissed from the party after reports emerged of them "selling their votes".

Former PTI leaders Zahid Durrani and Obaid Mayar were visible in the video and dismissed at the time.

Khyber Pakhtunkhwa Law Minister Sultan Muhammad — who was part of the Qaumi Watan Party in 2017 but joined PTI prior to the 2018 general elections — was also asked to resign after he was seen in the video.

Durrani and Mayar alleged that the KP government distributed the money in the presence of Defence Minister Pervez Khattak and NA Speaker Asad Qaiser.

These allegations would also be probed by the committee.

PTI replaces Qadir with Agha for Senate seat after protest

The Pakistan Tehreek-i-Insaf central parliamentary board, headed by Prime Minister Imran Khan, has withdrawn the party ticket awarded to business tycoon Abdul Qadir in Balochistan for the Senate election after strong opposition from the PTI provincial leadership and zonal heads.

The party high command decided to take back ticket from Abdul Qadir and nominated Zahoor Agha for the Senate election on a general seat, said Adviser to the Prime Minister Shahbaz Gill on Saturday. “Withdrawal of party ticket from Abdul Qadir is correct,” the adviser said, explaining that Mr Agha would be party candidate from Balochistan in the Senate election.

Opposing the award of party ticket to Abdul Qadir, PTI’s provincial leadership argued that he did not belong to the PTI as he had been a member of the ruling Balochistan Awami Party (BAP) till last week.

The party provincial spokesman Asif Tareen also confirmed to Dawn that Zahoor Agha would contest the Senate election on general seat from Balochistan as the party withdrew its ticket from Mr Qadir.

He said the previous decision of the PTI had been taken in Islamabad without even consulting the Balochistan leadership of the party.

PTI regional presidents Dr Munir Baloch, Nawab Khan Dummar, Taj Mohammad Rind, Waris Dashti and provincial leaders Bismillah Agha and Babar Yousafzai earlier told a joint press conference that according to the PTI’s manifesto only a party member could contest Senate election.

Calling Mr Qadir a ‘parachuter’, the PTI leaders said the ticket had been awarded to a person who had nothing to do with the party. They demanded immediate withdrawal of the party ticket from him and an investigation to ascertain who had introduced him to Prime Minister Imran Khan and supported his name for party ticket. They said Abdul Qadir had been a partner of Shehbaz Sharif (president of the Pakistan Muslim League-Nawaz) and facing National Accountability Bureau cases.

Meanwhile, Mr Qadir, who has already filed his nomination papers with the certificate of party ticket with the returning officer in Quetta, has been quoted by a private TV channel as saying: “I accept the decision of the party leadership about withdrawal of party ticket.”
