Who’s financing, planning and commissioning terror attacks in Europe? This investigative documentary follows a trail that leads to Pakistan’s intelligence service, the ISI, which seems not only to fight terror, but sponsor it as well.

This film aims to find out who’s backing Islamist terrorists. Most of those who’ve carried out attacks in Europe were found to be lone wolves or member of small, independent cells. Here, award-winning author Daniel Harrich looks a bit deeper into the incidents. Leads take him to Brussels, Madrid and London, and to an organization called Lashkar-e-Taiba, or the "Army of the Righteous." It was founded by, and is closely linked to, the Pakistani intelligence service, ISI.

Harrich’s probe uncovered those who were pulling the strings behind many attacks. They are ISI officers, who often work in cooperation with and receive money from their German, French and US secret service counterparts. The filmmakers observe that when the fear of new attacks grows in the West, the more money it sends to its partners in Pakistan. And the more money these partners have, the more terrorist attacks are carried out. "The Business with Terror" probes ISI’s role as a sponsor of terrorism and asks: Where do we draw the line in cooperating with partner intelligence services?

I mentioned in the first line, and this documentary is available on Youtube as well, from a German State Broadcaster.
I would be really surprised if Indian lobby has so much strength in Germany.
This seems more like work of the Americans to put some more pressure on Pakistan due to intimacy with China.
Pakistan is a strategic location and Americans are trying their last ditch efforts I guess.
Don't think DW will produce a documentary on CIAs deeds, for like, ever.

Its not a closet secret that ISI was taken over and ran by CIA during the cold war, that relationship has always been there, so instead of pointing the fingers to it, one should look who is above the ISI, like it states in your post

I'm always amused when Indians and Pakistanis are very keen to refer to western media when it's critical of the other, but they call the same as fake agenda/propaganda when it's critical of their own state.

I just watched the documentary. It didn't say that the ISI is behind the attacks of the Islamic state in the west.

It said the ISI deals with certain radical terrorist outfits for its own geopolitical objectives, but the said terror outfits (like the LeT) are connected to other radical outfits in the Arab world, Europe and Africa (like the IS, Al Qaeda, etc.) that co ordinate attacks against the west. It even said that the intelligence agencies of the western countries themselves deal sometimes deal with these terror outfits in proxy wars (in Afghanistan, Middle east, etc.) and end up resourcing terror against themselves indirectly.

Its silly to believe that the objectives of the ISI align with the objectives of the ISIS. But the point is it's a well connected network between the intelligence agencies of various countries including the west and that terror attacks don't happen due to lone wolves but as a coordinated effort in a proxy war with help from the intelligence agencies (like the Libyan agency mentioned in the video).

Thats a slightly more nuanced and more valid argument that the synopsis posted in the Original post. Thanks for the write up.

I still dont buy it but will watch the documentary to see if it changes my mind.

Sounds about right. The world's leading powers are engaged in various proxy wars across the globe, very few have clean hands. Everything looks different depending on which side you look at it from.
