This is "circumstantial evidence" that damage was either not extensive nor repaired quickly enough so not need to restrict visual access.

IF not, then civilian access would have been curtailed, suspended and there will be huge "temporary coverings" covering areas of the base etc.

1. Bholari Airbase Google Map Location
   1. The Pakistan Government MET Office (local location) is here on Google Map
   2. Cement Crush Plant on Google Map
   3. Bholari Mosque (front of the Gate) and here it is on Google Map
   4. Kandair Mosque (a click or say behind the runways) with clear sight and here is on Google Map

Take a look at the size of the PAF base and installations all around it on Google and you will notice that from 1.1, 1.2 & 1.3 part of the airbase is visible
