ISLAMABAD: A day after the passage of the federal budget, the National Assembly on Tuesday witnessed rumpus due to a verbal clash and sloganeering from both sides of the aisle after Speaker Asad Qaiser provided full opportunity to Ports and Shipping Minister Ali Zaidi to complete his speech in which he made personal attacks on the Pakistan Peoples Party leadership, but didn’t allow PPP’s Abdul Qadir Patel to give a response.

The speaker, who had reluctantly given the floor to Mr Patel, turned his mike off when he started his speech with the 1997 verdict of a Los Angeles court in the Sita White case over a girl named Tyrian, prompting a strong reaction from the treasury benches.

At one stage, PPP stalwart Syed Naveed Qamar, who is otherwise known for his reconciliatory role in the house, was seen rushing to the treasury benches after removing his coat, challenging the ministers to have a physical fight with him.

“Are they promoting the parliament’s prestige? Come and let’s have a fight, I am removing my coat,” Mr Qamar said when he was not allowed to speak by the ministers when given the floor by the speaker to respond to Mr Zaidi’s speech. Later, Mr Qamar asked the speaker to give the floor to Mr Patel since the minister had named him in his speech.

The opposition members staged a walkout when the speaker, instead of giving the floor back to Mr Patel, started putting supplementary demands for grants worth over Rs544 billion before the house for approval.

Opposition protests outside Parliament House; challenges PM to seek vote of confidence

The opposition members later held a protest outside the Parliament House on the Constitution Avenue against price hike, increase in oil prices and alleged biased attitude of the speaker.

Minutes after the opposition’s walkout, Prime Minister Imran Khan entered the house and remained present till the approval of the supplementary grants and prorogation of the house after his concluding speech of the budget session.

It was all going smoothly until Ali Zaidi sought floor on a point of personal explanation, saying he wanted to respond to the Monday’s speech of PPP chairman Bilawal Bhutto-Zardari who had called him a “corrupt minister”.

The minister refuted corruption charges and said if corruption of a single penny was proved against him, he should be insulted publicly and that he would never show his face to Prime Minister Khan.

Mr Zaidi alleged that it was the PPP which brought terrorism to the country with the hijacking of a PIA plane in 1981 by its Al-Zulfiqar organisation. He said he had the “evidence” to expose the “criminal activities” of the PPP on the floor of the assembly.

Quoting from a report of the joint invest*igation team on alleged criminal activities of Uzair Baloch and Nisar Morai, the minister said that for decades the PPP had ruled Sindh by employing “criminals, land grabbers and extortionists and the investigation reports clearly stated they were on the payroll of the higher-ups of the party”.

He alleged that Nisar Morai and Uzair Baloch had been given key positions in the Sindh fisheries department on the recommendations of Faryal Talpur, the sister of former president Asif Zardari, and they “used to contribute funds looted from the industrialists and businessmen of Karachi”.

“Nisar Morai has confessed to his involvement in three murders and fled Pakistan on the instructions of the PPP in March 2016, and Uzair Baloch has confessed to murdering more than 150 innocent people, his involvement in ethnic cleansing and fomenting violence in Karachi,” he said.

He alleged that Saeed Khan, who had been appointed in the fisheries department by the PPP, used to give millions of rupees to Uzair Baloch and Faryal Talpur.

Moreover, he alleged that an investigation report by SP Rizwan of Sindh police had named Saeed Ghani’s brother Farhan Ghani as a drug peddler of Chanesar Goth and Meh*m*oodabad. He said PPP MNA Patel also had been mentioned in these reports. He also accused Sindh Assembly Speaker Agha Siraj Durrani of his role in the appointments in Karachi.

Mr Zaidi alleged that former interior minister Nasirullah Babar of the PPP had been called “Taliban architect” by a newspaper, whereas former prime minister Benazir Bhutto also allegedly had connections with Taliban. “Who killed Khalid Shehanshah (the security chief of Ms Bhutto) in broad daylight?” he asked.

At one point, the speaker switched the minister’s mike off when the PPP members protested over his act of allowing the minister to deliver a long speech on a point of personal explanation. However, the speaker again provided the opportunity to Mr Zaidi to complete his speech when a number of ministers protested over the speaker’s act of switching his mike off.

It all happened from the treasury benches despite the fact that earlier in the day, Minister for Science and Technology Fawad Chaudhry had offered reconciliation to the opposition, asking it to agree on a “minimum common agenda”, including judicial reforms and changes in the accountability law.

Speaking outside the Parliament House, former prime minister Shahid Khaqan Abbasi said today the country was facing an extraordinary situation. He said the government had lost confidence of its members and its allies which was evident from the fact that the government had managed to secure 160 votes, 12 short of simple majority. He challenged the prime minister to obtain a vote of confidence from the house.

PML-N’s Khawaja Asif said they would have to activate all the forums, including parliament, to oust the government as early as possible and before things reached an irreversible position.

ISLAMABAD: The Lower House of the Parliament descended into chaos on Thursday after the government and opposition members scuffled over Karachi’s power outages, K-Electric’s incompetence and the controversial Uzair Baloch Joint Investigative (JIT) report.

During a discussion about the issue of persistent load shedding in Karachi, the energy minister told the House that the federal government has taken steps to improve the power supply in Karachi to address the problems of the people in the city.

Ayub said they were providing an additional 100 megawatt of electricity to KE, which was in addition to the agreement signed with the company.

“Thirty thousand metric tons of furnace oil and 100 mmcfd gas have been provided to the company,” the minister said, “We will provide more gas to KE which will help it generate 200 megawatts of power.”

The minister, however, regretted that the city’s sole power supplier did not upgrade its system over the years and it has constraints to take additional electricity from the national grid.

“The federal government will help K-Electric build its capacity,” he added.

Building on the power minister’s statement, Minister for Planning and Development Asad Umar lamented that the previous governments did not pay attention to address the issue of load shedding in Karachi.

“The present government will implement in record time the project to improve power transmission and distribution system in Karachi,” Umar said.

PPP women MPs protest after inappropriate language used by PTI MP
Earlier, protests erupted in the National Assembly after a war of words ensued between female PPP lawmakers and PTI members during Umar’s speech.

Female lawmakers from the PPP surrounded the speaker's dais after Ayub and PTI lawmaker Aslam Khan allegedly used inappropriate words directed at them during the session.

The argument started when a call for attention notice was presented in the assembly by PPP over the unannounced load shedding in Karachi by KE. Protests started after a war of word ensued between Ayub and Khan against the female lawmakers of the House.

The tensions showed no signs of stopping even after Deputy Speaker Qasim Suri urged the PTI lawmaker to not speak to female lawmakers this way.

“Women, whether they are from the government or opposition, are to be respected,” said Suri.

Upon the deputy speaker’s request, PTI lawmaker Khan apologised to the lawmakers and stated that he did not target anyone neither did he take anyone’s name.

Federal Minister for Postal Services Murad Saeed read out Uzair Baloch’s confessional statement which resulted in the opposition walking out of the House and a pair of headphones being thrown at him by PPP’s Shazia Soomro. Saeed had said that extortion money collected by Baloch went to former president Asif Ali Zardari and his sister Faryal Talpur.

Reading out Baloch’s confessional statement, Saeed said the gangster had confessed to taking over a notorious gang after Rahman Dacoit was gunned down by police.

“Uzair Baloch confessed to police encounters, kidnapping with ransom and attacks on police stations,” he said. “Baloch also confessed to him, Faryal Talpur and Asif Zardari receiving extortion money.”

He added, Baloch also confessed to taking over 14 sugar mills, harassing people living around Bilawal House in Karachi enough to ensure 40 houses around it were vacated.

It's not about getting depressed.

It's time for us to expect a certain standard from our "leaders" and at least for the educated people to demand better than what we have been getting for decades now.

Else if you are content with a low benchmark, when do you expect an improvement to happen and who would even feel motivated to improve their behavior if the old behavior is widely accepted and justified by the population?

ISLAMABAD: PTI MNA Maleeka Bokhari was injured when lawmakers almost came to blows with each other during a chaotic National Assembly session Tuesday.

In a video shared by State Minister for Information Farrukh Habib, the PTI lawmaker Bokhari can be seen getting treatment for her injured eye.

Habib said she was hit by a book thrown at her by a PML-N MNA during the session when the members were abusing each other.

The minister said that the PML-N members have no respect for their female colleagues.

What happened in NA?

The NA proceedings witnessed shameful scenes when the ministers and parliamentarians were seen creating a ruckus, using filthy language, whistling and attacking each other with budget books during the speech of the Opposition Leader Shehbaz Sharif on the federal budget.

During the uproar, one of the members from the treasury benches threw a book towards Shehbaz, which fell on the dais in front of him. The members from two sides came close to a physical brawl in front of the NA Speaker’s chair, but he could do nothing except for making requests and suspending proceedings time and again.

The security staff of the NA also made a protective circle around the opposition leader and pushed back the government members, who were trying to move towards him.

The opposition members also encircled Shehbaz Sharif to prevent him from any attack.

In the meantime, one of the security staffers, Asif Kiani was slightly injured when a book hit him close to his eye.

The members from two sides were also seen hitting each other with books and using abusive language while some government members were seen standing on their seats, raising slogans and throwing books.

A video showing Ali Nawaz Awan of the PTI abusing an opponent also went viral on social media. However, the PTI member said it was Shaikh Rohail Asghar of the PMLN who abused him first.

Speaker takes notice
Speaker Asad Qaisar also took notice of the hooliganism in the National Assembly.

“The non-parliamentary attitude adopted by members from the government and the opposition benches and objectionable language used by them is condemnable and disappointing,” the speaker said.

He said following an investigation, the members who used objectionable language would not be allowed to enter the House on Wednesday.

3 PTI MNAs among 7 banned from National Assembly for 'unparliamentary' behaviour

National Assembly Speaker Asad Qaiser on Wednesday barred seven MNAs, including three from the PTI, from entering the House after budget books and expletives were thrown during yesterday's session.

In a tweet, the NA speaker said that members who disrupted the session during Leader of the Opposition in the National Assembly Shehbaz Sharif's speech have been barred from entering the House as their behaviour was "unparliamentary" and "inappropriate".

He also shared a picture of the order which said that the conduct of the MNAs during Shehbaz's budget speech on June 14 and June 15 was "grossly disorderly".

"They violated the rules and, despite the repeated direction of the chair, interrupted House proceedings," it said.

Ali Gohar Khan (PML-N), Chaudhary Hamid Hameed (PML-N), Sheikh Rohale Asghar (PML-N), Faheem Khan (PTI), Abdul Majeed Khan (PTI), Ali Nawaz Awan (PTI) and Syed Agha Rafiullah (PPP) have been told to not enter the precinct of the Parliament House till further orders.

A separate statement issued by the NA Secretariat said that the ban on the MNAs would last until further orders. "The NA Secretariat has issued instructions to the concerned MNAs and to the assembly security," it said.

The decision comes after the National Assembly turned into a battleground on Tuesday as the opposition and treasury members scuffled with each other and threw budget documents and books when the latter continued their noisy protest to disrupt Shehbaz's budget speech for a second consecutive day.

Qaiser suspended the proceedings of the House three times when the treasury members, led by some of the senior ministers who had come directly to the House after attending the weekly cabinet meeting, refused to pay heed to his directives to stay calm and kept on sloganeering, whistling and desk-thumping. Meanwhile, Shehbaz, who was surrounded by his party members to avoid any physical contact with the treasury MNAs, also continued his speech.

Parliamentary Secretary for Law Maleeka Bokhari was also hit by a flying object and injured in the eye. She later received first aid at the Parliament House dispensary. Besides Bokhari, some MNAs also complained that they had received bruises during the scuffle.

Earlier today, Qaiser met Prime Minister Imran Khan during which the country's political situation and the ruckus in the National Assembly came under discussion. The NA speaker said that the premier was informed about the incident, adding that those who had violated the sanctity of the House would be punished.

Shehbaz, Bilawal assure NA speaker of 'peaceful environment'
The NA speaker also telephoned Shehbaz and PPP Chairperson Bilawal Bhutto-Zardari and exchanged views on keeping the environment in the House "pleasant" during the budget sessions, according to a statement by the NA Secretariat.

During the call, Qaiser said that yesterday's ruckus in the Parliament was "saddening", stressing that keeping the environment pleasant was the joint responsibility of the government and the opposition.

He asked the parliamentary leaders of all parties to play their role in this regard, the statement added.

Shehbaz and Bilawal agreed with the NA speaker and assured him of cooperation in keeping the parliament's environment peaceful, according to the statement.

Meanwhile, Bilawal and Shehbaz met at the Parliament House to discuss the strategy for the budget session.

PPP leaders Yousuf Raza Gilani, Raja Pervez Ashraf, Shazia Marri and Naveed Qamar Javed were also present, while from the PML-N, Marriyum Aurangzeb, Ayaz Sadiq and Rana Sanaullah were in attendance.

Speaking to the media after the meeting, Shehbaz said that everyone could see the way that government ministers had behaved during yesterday's National Assembly session. He thanked Bilawal for showing solidarity and for visiting. He said that the opposition will decide a future strategy together.

Meanwhile, Bilawal said that he had come to show solidarity with the Leader of the Opposition in the National Assembly. "The prime minister is issuing instructions to his ministers like one does with children, We are serious politicians," he said.

He said that the premier was not taking an interest in running the country.

Eight PTI MPAs barred from Sindh Assembly over ‘disorderly conduct’

Sindh PTI MPAs have been ordered to withdraw from the current session of the assembly.
The PTI lawmakers had brought a charpoy inside the assembly in protest.
They staged a protest after not being allowed to speak.

KARACHI: Sindh Assembly Speaker Agha Siraj Khan Durrani on Monday barred eight lawmakers belonging to the PTI over their “disorderly conduct” during the session when they brought a charpoy inside the to register their protest.

The speaker issued a notification, barring the PTI MPAs from the assembly for the current session.

Those who have been punished for their behaviour include; Saeed Ahmed, Rabistan Khan, Arsalan Taj Hussain, Muhammad Ali Aziz, Adeel Ahmed, Shah Nawaz Jadoon, Bilal Ahmed and Raja Azhar Khan.

“The Honourable Speaker Provincial Assembly of Sindh during Proceeding of the House in its sitting held on Monday 28-06-20 observed conduct of the said Members of Provincial Assembly of Sindh grossly disorderly and expressed displeasure over it,” the order stated.

“Such disorderly conduct of above said Members damaged the sanctity of the House and also Parliamentary practices,” it added.

'Funeral of democracy'
On Monday, the Opposition members in the provincial assembly had staged a unique protest and brought a charpoy to the venue to mark the "funeral of democracy."

During the session of the assembly, members of the Opposition PTI were not allowed to speak. Therefore, they staged a protest by bringing the charpoy to the venue and chanted slogans of "funeral of democracy."

The speaker, who got angry over the situation, had ordered the staff to take the charpoy out of the venue and maintain the decorum, saying that the "Opposition had violated the sanctity of the House."

During the ruckus, provincial ministers Nasir Hussain Shah and Mukesh Kumar Chawla reintroduced a bill to protect journalists, which was passed by the assembly.

On this occasion, Chawla, in retaliation to the protest, said that it is actually the PTI that has "killed democracy" in the country while leaving the masses to suffer.

As the protests of the Opposition continued, the session has been adjourned until tomorrow, June 29.

Uproar in Senate over PTI's Gandapur calling Bhutto 'traitor', Nawaz 'thief'

Federal Minister for Kashmir Affairs and Gilgit-Baltistan Ali Amin Gandapur's remarks a day earlier about PPP and PML-N leaderships caused a stir in the Senate Wednesday morning.

Senator Raza Rabbani chanted slogans like "this government of bad language, government of hooliganism will not work" in the House, but later apologised after the Senate chairman asked him to stop.

Rabbani said that the politics of calling each other bad would lead to disaster.

During an election campaign rally on Tuesday, Gandapur had lashed out at the PPP and PML-N leaderships.

In his speech in Azad Kashmir, the minister had declared former prime minister Zulfikar Ali Bhutto a traitor and Nawaz Sharif a dacoit. He alleged that Bhutto divided the country just for the sake of prime ministership.

He then turned his guns towards PML-N's Maryam Nawaz and said she claimed to be a Kashmiri, but in fact she is the daughter of Jatts. He alleged that the PPP and PML-N broke all records of corruption.

PPP leader and Senator Moula Bux Chandio said that yesterday an "abusive minister of this abusive government" called Bhutto a traitor. "They are paving the way for a new confrontation," Senator Chandio said.

PPP Senator Sherry Rehman, too, was furious over Gandapur's remarks.

"How did he [Ali Gandapur] dare to say that Bhutto is a traitor," Rehman asked, saying that there is a limit to the use of abusive language.

"Who are these people who give certificates of treason," Rehman questioned and asked if Bhutto was a traitor because he brought in the nuclear programme into the country.

"Is Bhutto a traitor because he brought your troops back?" she asked.

PML-N Senator Azam Nazeer Tarar thought Gandapur, being a government minister, should be ashamed at the language used by him for Bhutto, Nawaz and Maryam.

During the speech of the Leader of the House for the Senate Dr Shahzad Waseem, the opposition continued to protest.

If the opposition continues like this, it will be difficult for me to control my members, Dr Waseem remarked.

He said the top leadership of opposition parties used inappropriate language in the election rallies in Kashmir. If the opposition members did not change their ways, it would be difficult to stop the government senators, he said.

Dr Waseem asked the opposition leadership, too, to apologise for their inappropriate statements.

"Today, Pakistan is saying it has a nuclear bomb because of Bhutto," Rabbani said, adding that there are some leaders who sacrifice their lives and do not compromise on principle.

"Bhutto could have compromised with American imperialism but he did not," he continued.

He [Bhutto] gathered all Islamic countries in Lahore and said that our army belongs to all Islamic countries and gave the air force to Palestine, Rabbani said

"You want to call him a traitor. If such a political dialogue is to take place, no one will be safe here," the PPP senator said.

Uproar in Senate after govt bills presented

Reacting to the passage of the bill, Sherry Rehman says this has never happened in the history of this parliament

Opposition in the Senate on Friday staged a walkout after lodging vehement protest against the government’s introduction of Federal Medical Teaching Institute Bill and National Institute Health Reorganization Bill 2021 in the house.

The uproar in the Senate session, chaired by its chairman Sadiq Sanjrani, was stirred when Parliamentary Affairs Adviser Babar Awan placed the two bills under a supplementary agenda for passage.

Mr. Sanjrani Chairman Senate noted with annoyance that “government sends its agenda too late and now it has brought a side agenda.

”However, Babar Awan said: “The bill represented the beauty of democracy and the discretionary right of the government. The bill was introduced after conducting vote and it had won 39 votes in its favour”.The bills, however, were eventually passed in the midst of opposition noise and heated exchange of barbs between the treasury and opposition members.Reacting to the passage of the bill, Sherry Rehman said the supplementary agenda was distributed after the census.

“This has never happened in the history of this parliament.”She claimed that “worst kind of legislation is being enacted in the house which the country had not seen since the days of dictatorship”.

The house approved two bills on the agenda in addition to the two bills on the supplementary agenda, these include the Mutual Legal Assistance (Criminal Matters) (Amendment) Bill, 2021 and the Regulation of Generation, Transmission and Distribution of Electric Power (Amendment) Bill, 2021.

The Senate deputy chairman was forced on Tuesday to adjourn the session till Friday after the opposition lawmakers staged a walkout from the upper house of parliament over the absence of ministers to answer their questions.

The session was being chaired by Deputy Chairman Mirza Afridi. During the question-answer session, Jamaat-e-Islami Senator Mushtaq Ahmed expressed anger over the absence of ministers.

“Why isn’t the minister here; do they think we have lots of time at our hands,” the JI lawmaker asked. He said the secretaries have also stopped coming to the house, following in the footsteps of their ministers.

Leader of the House Shahzad Wasim said the health ministry doesn’t have a minister but a special assistant. “The special assistants [to prime minister] don’t come to parliament, the ministers answer queries in their stead,” he added.

At this, the opposition created a ruckus and walked out of the house while also pointing out the quorum. The deputy chairman sent Senator Ijaz Chaudhry and Anwarul Haq to convince the opposition to come back to the house, but that remained an exercise in futility.

The chair was forced to prorogue the session briefly after the quorum was found incomplete. The session resumed after a while with the attendance of the treasury lawmakers only.

After the walkout, Senator Sherry Rehman while speaking to the media said the government was conducting proceedings in the absence of the opposition that had no "legitimacy".

The PPP senator said the government was making a fool of itself by resorting to such practices. “We will conduct our session outside the assembly if the government’s attitude didn’t change,” she added.

Eight govt senators in House

As the opposition lawmakers’ boycott continued, the government senators made “hard-hitting” speeches against the opposition. Only eight government senators were present in the house however, as the opposition lawmakers stayed in the lobby.

During the session, Senator Faisal Javed also irked some of the government senators with his lengthy address.

PTI Senator Saifullah Abro and Balochistan Awami Party (BAP) Senator Danesh Kumar protested after they didn’t get time to speak during the session.

Abro said, “We don’t get time to speak on issues pertaining to Sindh.” He walked out of the house in protest.

Senator Danesh Kumar, an allied senator, also protested the lengthy address by Senator Javed, saying he too wanted as much time as given to the PTI senator. “The speeches should be within the code of conduct lest the people start hating politicians,” he warned.

Eventually, the Senate session was adjourned till Friday morning.

PPP Senator Sherry Rehman on Sunday slammed the government for cancelling a scheduled session of the National Assembly without an official announcement and planning to promulgate two ordinances regarding election campaigning and social media.

A session of the National Assembly was scheduled for February 18 (Friday) only to be cancelled by President Dr Arif Alvi. The opposition had criticised the postponement as a move to stop PML-N President Shehbaz Sharif from avoiding his indictment in an alleged corruption case while a source had told Dawn the session was shelved since the government wanted to promulgate some ordinances.

Information Minister Fawad Chaudhry told Dawn on Saturday the government was set to promulgate an ordinance declaring defamation of people and institutions on social media a cognisable offence.

He said the drafts of the proposed legislation, including an amendment to the Elections Act 2017 allowing members of the parliament to take part in election campaigns, had already been circulated among the federal cabinet members for approval, adding that the two laws would be enforced through the promulgation of presidential ordinances.

The PTI government, which has promulgated over 70 ordinances since August 2018, has been facing strong criticism for heavily relying on ordinances for legislation.

Senator Rehman added to that criticism today, saying that the ordinance regarding campaigning would allow government ministers "unprecedented ability to misuse state resources". She said it showed how "far gone" the government was in its "fear of the people".

She described the social media laws as "sweeping and draconian" in scope which would be used to further clamp down on dissent.

"Make no mistake, this is not about protecting the vulnerable from cyber predations; quite the opposite," she said.

The changes regarding social media come in the wake of an incident earlier this month that saw a TV programme panel question Prime Minister Imran Khan's decision to award Communications Minister Murad Saeed the first place among the 10 best performing federal ministries at a ceremony. The panel had made several critical and disparaging remarks about the federal minister, insinuating with innuendoes that some 'other factors' were behind the award than his ministry's performance.

The programme had attracted a flurry of criticism from government officials and NewsOne was reportedly taken off air by cable networks. The Pakistan Electronic Media Regulatory Authority had also issued a show-cause notice to the channel for airing "unethical" remarks about a federal minister.

Saeed had also registered a first information report (FIR) against one of the panellists, media personality Mohsin Jamil Baig. The FIR, a copy of which is available with Dawn.com, said Baig had "assassinated" Saeed's character by using "immoral and abusive language" in a talk show. It said Baig had related a "baseless story with derogatory remarks" which was subsequently shared on social media and had "shattered" the federal minister's image in public.

Subsequently, the Federal Investigation Agency had raided Baig's Islamabad residence on Wednesday and arrested him after he allegedly shot at and roughed up members of the raiding team.
